Abstract

 In recent years, innovation has become an instrument to improve the quality of services to the public. From year to year, the number of participants from innovation competitions was increased. However, after the competition over, innovation does not developed and tends to wither or even die. Therefore, there must be an effort made by leaders in every Regional Apparatus Organization (OPD). This study aimed to explain the efforts made by leaders in local governance organizations to cultivate innovation in public service. The data in this paper were collected through observations to each service unit, interviews with leaders, technical managers of innovation units in each OPD and a study of documentation of regional innovation data base reports. The findings, leaders must have a commitment to the institutions and employees to innovate; leaders who are adaptive and dare to take risks; accepts user’s complaints so they changed; collaborate and integrate with stakeholders to designed the public service innovation. Innovation is the result of collective work; leaders and employees have an influence on the sustainability of public service innovation.Keyword: Leaders, Regional Apparatus Organizations, Innovate, Public Service

Abstract

The implementation of special autonomy in West Aceh Regency has been carried out well, this can be seen from the various efforts made by the government in tackling the problems that exist in the community, especially the problem of poverty alleviation. Poverty is a point where people are unable to meet basic needs in maintaining a better life. So this study aims to analyze the implementation of special autonomy as a whole in West Aceh Regency in an effort to alleviate poverty, therefore an in-depth analysis is needed in order to achieve good results. This research uses qualitative methods through a case study approach, data collection techniques are carried out through observation, interviews, documentation, and literature studies. Data analysis was carried out through data reduction, data display, and drawing conclusions. Based on the findings in the field, it shows that the people of West Aceh Regency are still in a high poverty level, namely 18.34%. The conclusion of this study states that the implementation of special autonomy as an effort to alleviate poverty has not yet fully run optimally in West Aceh Regency, because there are still many inequalities from the regional government in distributing special autonomy funds to each district/city. In this case, districts/cities only get 40%, and the other 60% is managed by the province. Thus, the special autonomy fund used for poverty alleviation is only 5% of 40% in Aceh Barat District

Abstract

Alpukat Betawi is an electronic public service provided to facilitate population administration services in the DKI Jakarta Province. However, not all electronic services have good service quality. This can be seen from some problems such as systems that are not running well and cannot be accessed on time, as well as data security that is not free from dangerous risks. This study aims to analyze the Betawi avocado using an e-service quality approach. The research approach carried out in this study is quantitative with a mixed-method data collection technique, which combines quantitative and qualitative methods through surveys, in-depth interviews, and literature studies. The results of this study indicate that the e-service quality on Alpukat Betawi electronic population service in the DKI Jakarta Provincial Government is in the good category (92%). This is evident from the four dimensions of e-service quality proposed by Papadomichelaki Mentzas (2012) which belong to the good category.

Abstract

The Indonesian government implements inclusive education in order to help people with disabilities from an early age adapt to their environment. Educated adults with disabilities are expected to be able to meet their needs independently and actively participate in society. The aim of this research is to ascertain whether inclusive education can replace special schools and how well these services serve the needs of students with disabilities. This research is expected to be a tool for policy makers to evaluate existing inclusive education. This study aims to analyze whether special education at present still needs to be maintained with an increase in the implementation of inclusive education programs in Indonesia. The research method is a systematic literature review with PRISMA. The results showed that there was an unpreparedness of the government and educational institutions in accommodating the needs of children with disabilities. On the other hand, the community still needs education in accepting the presence of children with disabilities to coexist with common children. In general, special education is stillneeded as an initial facility to prepare children with disabilities before taking education in inclusive schools and centers for the development of children with disabilities. Research recommendations that can be carried out in the future are by connecting the variables of decentralization and inclusive education with other variables that are rarely studied and will produce new novelties.

Abstract

Roads are the fastest growing infrastructure compared to other infrastructure in various countries, including Indonesia. The road sector requires high investments to meet national development targets. For both local and central governments, infrastructure development should be a shared concern from planning to implementation. Specific transfer fund policies such as the Physical DAK (Special Allocation Funds) are an opportunity for regions to build road infrastructure better. This study aims to show the top-down and bottom-up planning portrait for the Physical DAK Road Sector and analyze field problems that have been strategic issues for regional development in the road infrastructure field. This study also shows the road infrastructure development problem through site visits to the sample locations, which the Papua Barat Province selected as one of the largest recipients of the DAK Physical budget in Indonesia. The research method uses a mixed-method approach through gap analysis based on literature studies of RKP (Government Work Plan) and RKPD (Local Government Work Plan) in 34 provinces in Indonesia, questionnaires, and site visits. Based on the planning gap analysis results (RKP-RKPD in all the provinces throughout Indonesia), only 3 (three) provinces did not include the Road Sector activity menu from the DAK allocation in their RKPD, namely Papua Barat, Sulawesi Tengah, and Sumatera Utara. The analysis results also show that 24 provincial RKPDs are 100 percent following the DAK content in the RKP, 5 (five) provinces only set 66 percent, and 2 (two) of the province set 33 percent. In the case study location in Papua Barat related to Physical DAK for Road Sector Assignments context, the Papua Barat RKPD document in 2019 does not yet fully have a specific plan following the DAK activity menu. In the implementation aspect, there were also many problems related to regulation and governance that required more attention, both top-down and bottom-up.

Abstract

Excellent public service is very important in the new normal life, especially in Palangka Raya City. The purpose of this study is to describe the public value of “Anak Itah” program. This program is an innovation of public service presented by the Regional Population and Civil Registry Office of Palangka Raya City. This innovation is a priority birth certificate service for people who give baby birth in hospitals that cooperate with the office. For those given priority 3-in-1 service (birth certificate, family card, and child identity card) directly at the hospital. Philosophically the word “Anak Itah” is derived from the Dayak Language which means ‘Our Children’. This study uses the public value concept as an analysis tool using qualitative methods through interviews, observation, and documentation as the data collection. The study results show that the performance implementation of “Anak Itah” program provides ease and efficiency of time to the public as users. They provide a positive response and the program is relevant to their needs in the context of public service in the post-pandemic era

Abstract

Any violation of the professional code of ethics committed by members of the National Police must be accounted for by each member through the National Police Professional Code of Ethics Commission (KKEP). This study aims to analyze the performance of the Police KKEP and the optimization of the performance of the Police KKEP in enforcing the police professional code of ethics. This research uses a qualitative method and literature study approach. analysis using Bibliometric techniques through Vos Viewer software to determine the extent to which the concept of optimizing organizational performance is the topic of research and provides an overview of the performance of the KKEP and the strategies that need to be done to optimize the performance of the KKEP. The results show that the presence of KKEP in overcoming ethical violations is very necessary. One of them is through a model of improving the performance of the professional code of ethics commission based on a literature review base adopted through a capacity building approach integrated with the concept of knowledge management, so that the KKEP Commission can optimally enforce the professional code of ethics for members who commit violations

Abstract

JAKLAPOR is one of the features in the DKI Provincial Government’s JAKI application, which serves as the official complaint channel for DKI residents. The public has lodged complaints after using the JAKI application. However, there are numerous flaws in the JAKI application that can impede public use of the JAKLAPOR feature. The purpose of this study is to ascertain the level of public satisfaction with the JAKLAPOR feature. This study employs a mixed methods approach with an explanatory sequential mixed methods design. The quantitative and qualitative methods are used sequentially in this design to produce a comprehensive study on community satisfaction with the JAKLAPOR feature. The study’s findings indicate that the community is pleased with the JAKLAPOR feature as a channel for public complaints. In this case, the informant felt that the UPTD responded quickly enough to public complaints reported through JAKLAPOR. Rapid response accompanied by reasonably good completion quality. However, JAKPLAPOR service improvement must be continuous, including more intensive public outreach about the existence of the JAKLAPOR feature in the JAKI application.

Abstract

The Covid-19 pandemic has prohibited us a lot in terms of bureaucratic governance where the bureaucracy must remain at the forefront in providing public services, such as optimization of ICT. The transformation of public services in e-government is directed at the implementation of flexible governance, so in this era of disruption, agile governance is needed and is a necessity in facing a crisis of existence for a country. This study aims to analyze how prepared the Disdikpora Bali Province is for Agile governance by upgrading public service quality, and services transformation and analyzing the obstacles or challenges that occur. Research using a qualitative-descriptive and inductive approach. Data was obtained using in-depth interviews and then analyzed using triangulation. Results show the level of readiness of the Bali Province Disdikporain realizing Agile governance in upgrading public service quality during the Digital Age can be said to be quite ready. The transformation of services from conventional to digitalization has been implemented and Bali ProvinceDisdikpora can respond and make adjustments to the changes that occur. The transformations carried out include the implementation of e-kepegawaian, e-aset, and e-DUPAK services. The lack of human capability in using ICT, inadequate infrastructure, and unstable internet connections are challenges in realizing Agile Governance.

Abstract

The rise of illegal logging practices requires the government to be more serious in tackling this problem with policies as an effort to control illegal logging without permits. This study aims to analyze the effectiveness of the implementation of illegal logging policies in West Aceh District using the structuring problem approach and to find out the causes and efforts made. The method used is a case study approach, data collection techniques using triangulation. The results of the study traced if the main causes of illegal logging in terms of structuring the problem of inappropriate program policies designed by the government included supervision, socialization, and policies for providing assistance to community. Judging from the ROCCIPI theory, indicates that forest utilization policies have not been focused on the economic conditions of th ecommunity so that it opens up gaps for individuals who carry out illegal logging, lack of solid communication between stakeholders, and capacity problems (lack of organizing resources). Therefore, it is necessary to provide alternative regulatory solutions that take into account the community’s economic ,streng then communication between stakeholders, and approach the community so that they do not carry out forest destruction followed by the right alternative solutions offered to the community.
