Abstract

The significant increase in business units has resulted in every business actor competing to attract the interest of potential consumers and maintain confidence in the goods offered. One of the efforts in realizing this is by implementing various marketing management strategies so that the target market is able to answer the objectives of the marketing. This research has the aim of getting an overview of the marketing strategy to increase competitiveness and to find out how effective the marketing strategy has been by the TALIMA Product business. This study uses a descriptive research method with a qualitative approach. The location of the research was carried out at the TALIMA Sales Outlet at BUMG Gampoeng Pasie Pinang, Mereubo District, West Aceh Regency in July- August 2021. Data collection techniques were through documentation, interviews and observations. The data analysis technique used content analysis (documentation research) and descriptive analysis. The results of the analysis of the effectiveness of marketing strategies show that there is an increase in sales from the previous month and can be used as a reference in developing more complex marketing strategies.Keywords: Marketing Strategy, Competitiveness, TALIMA

Abstract

The discourse on the legalization of polygamy that the Aceh Government wishes to set forth in the Family Qanun has become one of the issues that has spread among the community so that it has drawn pros and cons and products. As a special autonomous region that has the authority to carry out Islamic syari'at, of course this is relevant if it is stated in a Qanun, but people's perceptions certainly cannot be ignored. This research was conducted using qualitative methods with secondary data analysis techniques such as literature studies and using the Narative Review scheme. The results showed that although Aceh is an area that practices Islamic Syari’at, if it is in accordance with its wishes regarding domestic life (polygamy) it is not automatically accepted so that the pros and cons cannot be avoided. However, the fact that the practice of polygamy must be regulated in the legal system is important given the many cases of betel marriage which of course are regulated and emphasized the terms and sanctions that polygamy practice will pass.

Abstract

Journalists are members of the press who play an important role in the delivery of information to the public. The important role of journalists will of course be greatly influenced by their idealistic attitudes to maintain a mindset that they think is right about the media work they do. The purpose of this study was to determine the concept of journalist idealism in the context of mass media independence. This study uses a qualitative method with a methodological approach and study approach. The informants in this study were journalists and informants related to the mass media. The results showed that technological developments and changing political conditions had a new influence on the social life of journalists themselves, especially in promoting a strong attitude of professionalism. The determination of principles by prioritizing journalistic ethics and unchanging idealism presents challenges for journalists. The mass media that moves by prioritizing the market mechanism or media capitalism will give a negative stigma to the journey of the mass media. Therefore, the mass media and journalists must be able to control themselves and the institutions so that they can run a press institution without any element of interest from certain parties.

Abstract

E-Kinerja is an electronic system arising from the accelerated development of increasingly sophisticated communication and technology. This study aims to identify, analyze and assess the application of new technology as an effort to increase the effectiveness and productivity of PNS/ASN performance in work activities through the use of e-performance. This research is a type of qualitative research with a case study method presented with descriptive data in the form of interviews from informants, field observations and studies of documents related to objects. The results showed that the implementation of E-Kinerja to increase the productivity of civil servants' performance in BAPPEDA Nagan Raya Regency was not yet effective in increasing the productivity of employee performance, but only to increase the level of discipline on time with the level of adaptation to the use of sustainable E-Kinerja applications. In accordance with the concept used by researchers, namely the criteria for successful implementation of the aspect of ensuring productivity and performance analysts. The implementation of e-Kinerja is also faced with several obstacles, including the lack of ability of employees to adopt new innovations or, lack of IT/ICT experts, lack of facilities and infrastructure, and the absence of regulations governing the implementation of E-Kinerja specifically. Therefore, periodic technical guidance is needed with a focus on routine discussions, appointing one of the experts as E-Kinerja admin and providing a more stable internet network.

Abstract

Strategi komunikasi sangat diperlukan untuk proses penyampaian pesan atau program dorongan yang akan diatur dari pemerintah kepada masyarakat. Fungsi pemerintahan lembaga merupakan wadah bagi masyarakat dalam menyampaikan pendapatnya, dapat menjadikan lembaga pemerintah apa adanya memungkinkan terjadinya komunikasi timbal balik dengan baik dan efektif. Itu karena fakta bahwa informasi dan pesan yang disampaikan kepada masyarakat dapat diserap dengan baik sehingga tidak terjadi salah jalur atau miss communication. Penelitian ini dilakukan di Dinas Sosial Kabupaten Nagan Raya dengan subjek penelitian adalah pemberdayaan masyarakat berkebutuhan. Dinas Sosial Kabupaten Nagan Raya menjalankan lima model langkah strategi komunikasi dari Hafied Cangara yaitu penelitian, perencanaan, pelaksanaan, pengukuran, dan pelaporan. Selain itu juga menerapkan teori integrasi informasi dan perubahan sikap dari Heath dan Littlejohn yang menyebutkan informasi sebagai alat pengaruh sikap, sikap sulit untuk perubahan, sikap variabel pengaruh: valensi dan bobot informasi dan penerapan informasi teori integrasi dalam praktik dan penelitian hubungan masyarakat. Berdasarkan hasil tersebut, dapat diketahui bahwa strategi komunikasi yang dilakukan oleh Dinas Sosial dengan menggunakan model strategi komunikasi lima langkah dari Hafied Cangara dan juga perubahan sikap dari Heath dan Littlejohn.

Abstract

This research is entitled "The role of the prosecutor in handling cases of sexual abuse of minors in Aceh Regency. The method used is empirical and the data analysis used is qualitative, the data collection technique is conducted interviews and documentation, the type of data used is primary data, secondary data, based on the results of research on proving that in Aceh Province, especially in West Aceh, there are cases of child abuse under This age and the indictment dropped by the public pros ecutor are in accordance with the Aceh Qanun law, in the process of handling cases of sexual abuse of minors, the application or working method of the public prosecutor is in accordance with the prosecutor's law, although there are tips and certain tricks contained in the m legislation used by the prosecutor's office.

Abstract

Komunikasi orang tua dan anak memegang peran penting untuk penanaman nilai-nilai moral dalam menghindari perilaku negatif, seperti perilaku seks bebas pranikah pada anak. Penelitian ini memiliki tujuan untuk menganalisis sejauh mana edukasi dan penerapan aturan-aturan oleh orang tua untuk mencegah seks pranikah. Penelitian ini merupakan jenis penelitian kualitatif deskriptif, dengan wawancara mendalam terhadap empat orang ibu dan empat orang anak. Pemilihan informan dilakukan secara purposive sampling. Teori yang digunakan adalah rules theory dengan spesifikasi rule-governing yang dikemukakan oleh Shimanoff. Hasil penelitian menunjukkan bahwa kesadaran dari pentingnya edukasi tentang seks serta bahaya seks pranikah oleh ibu selaku orang tua masih sangat minim, karena dianggap masih terlalu tabu dan belum pantas diberikan dengan usia remaja. Akibatnya, banyak dari remaja yang memperoleh informasi terkait dengan seks dari sumber lain, seperti teman sebaya dan internet. Hal ini mengakibatkan para remaja salah memaknai informasi bahkan menggunakan informasi itu untuk melakukan hal-hal buruk seperti perilaku seks pranikah tanpa ada aturan dari orang tua yang bersifat mengikat. Communication between parents and their children plays an important role in instilling moral values in avoiding negative behaviours, such as premarital sexual behaviour. This study aims to determine the extent of education and application of the rules by parents to prevent premarital sex. This research employed a descriptive qualitative study through an in-depth interview with four mothers and four children. The selection of informants is done by purposive sampling. The theory used was the rules theory with the rule-governing specification, purposed by Shimanoff. The results showed that awareness of the importance of sex education and the dangers of premarital sex was relatively low because it was considered inappropriate to discuss it with their children. As a result, their children obtained sex-related information mostly from other sources, such as peers and the internet. This resulted in the misinterpretation of information which encouraged negative behaviours which have intensified without any binding rules from parents.

Abstract

ABSTRACTWomen have the ability to play a role as strategic actors in Indonesia's development, as well as women from Nagan Raya District. The purpose of this research is to dig deeper into optimizing the role of women in women's empowerment programs in partnership with the Office of Community Empowerment, Gampong, Population Control and Women's Empowerment (DPMGP4).A qualitative approach is the method of this research with informants coming from the person in charge of Sikula Geutanyoe program, which is a Student Organization Capacity Building Program for the State Administration Student Association (PPK ORMAWA HIMADISTRA) at Teuku Umar University in collaboration with DPMGP4. Data was collected by means of interviews, observation and documentation. Determination of informants with purposive sampling technique and totaling 5 people came from the person in charge of the Sikula Geutanyoe Program 3 informants and from DPMGP4 2 informants. The data that has been obtained is then analyzed through 3 stages, the first is selecting data, then presenting the data and the last step is making conclusions. The results of the research show that optimizing the role of women has been carried out through the "Sikula Geutanyoe" program. The role of DPMGP4 of Nagan Raya Regency in empowering women is carried out through partnership programs and training provided to women by emphasizing understanding of 8 family functions, namely religious, socio-cultural, love, protection, reproductive, economic, socialization. and education, and environmental development. There is optimism from the women who are involved both in the training and in the management of the "Sikula Geutanyoe" Program to rise together and become one of the agents of development so that they can improve their standard of living for the better.ABSTRAKPerempuan mempunyai kemampuan memegang peranan sebagai aktor strategis pada pembangunan Indonesia ini, begitu juga dengan perempuan yang berasal dari Kabupaten Nagan Raya. Penelitian mempunyai tujuan menggali lebih dalam terkait optimalisasi peran perempuan dalam program pemberdayaan perempuan yang bermitra dengan Dinas Pemberdayaan Masyarakat, Gampong, Pengendalian Penduduk dan Pemberdayaan Perempuan (DPMGP4). Pendekatan kualitatif menjadi metode penelitian ini dengan informan yang berasal dari penanggungjawab program Sikula Geutanyoe yang merupakan Program Peningkatan Kapasitas Organisasi Kemahasiswaan Himpunan Mahasiswa Ilmu Administrasi Negara (PPK ORMAWA HIMADISTRA) Universitas Teuku Umar yang bekerjasama dengan DPMGP4. Data dikumpulkan dengan cara interview, pengamatan dan dokumentasi. Penentuan informan dengan teknik purposive sampling dan berjumlah 5 orang yang berasal dari penanggungjawab Program Sikula Geutanyoe 3 informan serta dari DPMGP4 2 informan. Data yang telah didapat lalu dianalisi melalui 3 tahapan, pertama penyeleksian data, lalu penyajian data dan Langkah terakhir dengan membuat kesimpulan. Hasil dari penelitian menunjukkan bahwa pengoptimalisasi peran perempuan telah dilakukan melalui program “Sikula Geutanyoe”. Peran DPMGP4 Kabupaten Nagan Raya dalam memberdayakan perempuan dilakukan dengan program kemitraan dan pelatihan yang diberikan kepada kaum perempuan dengan menekankan pemahaman pada 8 fungsi keluarga, yaitu keagamaan, sosial budaya, cinta kasih, perlindungan, reproduksi, ekonomi, sosialisasi dan pendidikan, dan pembinaan lingkungan. Adanya optimisme dari para perempuan yang terlibat baik dalam pelatihan maupun dalam kepengurusan Program “Sikula Geutanyoe” untuk bangkit bersamasama dan menjadi salah satu agen pembangunan sehingga dapat meningkatkan taraf hidup menjadi lebih baik.

Abstract

Referring to Aceh Qanun Number 8 of 2013 concerning Tourism, the implementation of Aceh tourism is based on faith and Islam or known as halal tourism. Regency/city governments are given the authority to regulate the implementation and management of tourism in their respective regions, including West Aceh district. This study aims to analyze the implementation of halal tourism policies in West Aceh district. The research method used is qualitative with a case study approach. Data collection was carried out through interviews, observation and documentation studies. There were 9 informants in this study who came from the Tourism, Youth and Sports Office of West Aceh Regency, Tourism Awareness Groups, Tourists and West Aceh Tourism Ambassadors in 2021. The results of the study show that the implementation of the halal tourism policy has been running quite optimally. Communications is carried out by building coordination with related agencies. Resources are still relatively minimal, both Human Resources and Financial Resources. Furthermore, there has been an attitude from the government in pursuing halal tourism practices. This can be seen from the provision of halal tourism facilities and infrastructure and the sanctions given to violators (Disposition). Regarding the bureaucratic structure, the policy is still guided by the Aceh Qanun Number 8 of 2013 concerning TourismMerujuk pada Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan, penyelenggaraan pariwisata Aceh didasarkan pada akidah dan Islam atau dikenal dengan istilah wisata halal.  Pemerintah kabupaten/kota diberi kewenangan untuk mengatur penyelenggaraan dan pengelolaan kepariwisataan di daerahnya masing-masing termasuk kabupaten Aceh Barat. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan wisata halal di kabupaten Aceh Barat. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Informan dalam penelitian ini berjumlah 9 orang yang berasal dari Dinas Pariwisata, Pemuda dan Olahraga Kabupaten Aceh Barat, Kelompok Sadar Wisata, Wisatawan dan Duta Wisata Aceh Barat tahun 2021. Hasil penelitian menunjukkan bahwa implementasi kebijakan wisata halal sudah berjalan dengan cukup maksimal. Communications dilakukan dengan membangun koordinasi bersama dinas-dinas terkait. Resources yang tersedia masih tergolong minim, baik itu Sumber Daya Manusia maupun Sumber Daya Finansial. Selanjutnya sudah adanya sikap dari pemerintah dalam mengupayakan praktik wisata halal. Hal tersebut terlihat dari penyediaan sarana dan prasarana wisata halal serta adanya sanksi yang diberikan kepada pelanggar (Disposition).  Terkait dengan bureaucratic structure, kebijakan masih berpedoman pada Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan.

Abstract

Tourism development certainly cannot be separated from the role of the community as development agents who in principle have the same authority and responsibility as the government in managing tourism. This concept is known as community-based tourism, namely tourism management that promotes active participation from the community. This research aims to examine development efforts carried out by the community as a form of participation in the development of halal tourism in West Aceh Regency and analyze the obstacles faced in tourism management. This research is descriptive qualitative research. There were 9 research informants from three sub-districts, namely Samatiga, Johan Pahlawan and Panton Reu sub-districts. Data collection was carried out by means of interviews, observation and documentation studies. The theory used in this research is the convergence model of communication with seven indicators, namely information, uncertainty, convergence, respect, mutual agreement, collective action, and network of relationships. The results of the study show that community participation in tourism development efforts in West aceh district is still relatively minimal. This is because some people still think that tourism management is still the full responsibility of the government. The obstacles identified in the implementation of tourism development include the belief that tourism management is still the government's responsibility, the assumption that tourism practices can violate the rules of Islamic law, and the lack of community competence in tourism management so that special training is needed to be provided to the community by government.
