Abstract

During the COVID-19 pandemic, food security is a major concern, there arerapid changes and uncertainty in the situation. The pandemic has a negativeimpact on national food security, Indonesia’s food security index was 61.4percent in 2020, but it drops to 59.2 percent in 2021. Meanwhile, Bandung isnot a food production location based on regional features, as 96 percent of foodis obtained from areas beyond the city limits. Furthermore, the lack of agricul-tural land makes food availability in Bandung vulnerable, posing a threat tothe city’s food security. This study aims to analyze policy innovations used bythe government to address food security issues. This study is used the policyinnovation approach to assess the policies implemented by the Bandung CityGovernment in the food sector. A case study technique is used to analyze thisphenomenon utilizing qualitative approaches. Interviews, observations, andliterature reviews is used to gather data. The results show that although thereare still shortcomings, the Bandung City government has implemented inno-vations in maintaining food security. Food and Agriculture Security Depart-ment of Bandung still must make improvements in the areas of training anddevelopment for the community to support food security in Bandung.

Abstract

The importance of health in preventing stunting requires solutions that involve the community so that the problem of stunting becomes a shared responsibility. For this reason, the implementation of the program through health literacy is present to fix the high number of stunting cases in Tambak Kalisogo Village. This study uses a qualitative approach. Data collection techniques were carried out through direct observation at the Kalisogo pond village office. Interview technique with the village secretary. The documentation section contains village profiles. The research data analysis technique used an interactive model with four stages, namely data collection, data condensation, data presentation and drawing conclusions. Where the variables of power, interests and strategies involved in implementing the policy already involve village health cadres who are responsible for village health. The second variable is the Characteristics of the Tambak Kalisogo Village Institution consisting of 848 families, totaling 2,468 people, with details of 1,229 male residents and 1,239 female residents. The third variable is the level of compliance with the response from the program implementers of the Prosperous Child Village who are considered to be quite enthusiastic.

Abstract

Law Number 18 of 2017 has significantly expanded the role of village governments in protecting migrant workers, specifically by focusing on the social and economic empowerment of Indonesian migrant workers. Within TulungagungDistrict, two villages, Sukorejo Wetan and Tanen have already established. Task Forces for the Prevention and Handling of Violence Against Women Migrant Workers and Laws on the Elimination of Human Trafficking. This research, conducted in these villages, aims to achieve three objectives. Firstly, it seeks to identify the actors involved in protecting women migrant workers and understand the relationships between them. Secondly, it aims to describe the accessibility and role of migrant and post-migrant women’s groups in protecting women migrant workers. Finally, it aims to explore the existence of pro-feminist policies in this context. Using a feminist research methodology, the study employs qualitative methods such as in-depth interviews and document studies. The findings highlight an asymmetric collaboration between civil society groups and the village government, with civil society dominating the formation and implementation of activities by the Officer Unit (Satgas). This a symmetry is intertwined with the absence of resource redistribution from the village government, particularly in terms of budget allocation

Abstract

According to Government Regulations No. 7 of 2021, it’s essential for the gov-ernment to help small and medium-sized enterprises (MSMEs) that have beenstruggling due to the Covid-19 pandemic. This study investigates the interven-tion of the Department of Cooperatives and SMEs in Surakarta City to promoteMSME resilience during the pandemic. The research uses a qualitative ap-proach to examine the situation on the ground, using data from primary andsecondary sources such as the Surakarta City Cooperation and SMEs Office,Manahan Village, and MSME business owners. The findings indicate that theSurakarta City Cooperation’s and SME Service has been following thegovernment’s policies during the pandemic. However, their efforts to supportMSMEs in 2020 and 2021 were hampered by resource constraints caused bythe Covid-19 outbreak. Despite these challenges, the Surakarta CityCooperation’s and SME Service distributed aid from the Ministry of Coopera-tives and SMEs to local business owners. Once the pandemic situation stabi-lized, the Surakarta City Cooperations and SME Service started to provideassistance to MSMEs to help them recover, but due to limited resources, only afew businesses received support. Nonetheless, most MSMEs were able to re-cover on their own.

Abstract

This paper aims to provide a formulation related to implementing the AgileGovernance strategies in the management of the Muratara Regency Government during the COVID-19 pandemic towards the Era of Society 5.0. This study uses a qualitative content analysis method. This method emphasizes the analysis, synthesis, and providing recommendations based on a scientific understanding of academic writing. The results of the paper concluded that the implementation of agile governance strategies during the COVID-19 pandemic towards the Era of Society 5.0 in the Muratara Regency Government is: (a) the need to share goals and visions with all members of the organization, seek opportunities and measure the existing options, flexible use of resources, and instructions on strategies that can be implemented. (b). The need for a leader of change who is a catalyst and strengthens the team’s network (c). The needs for organizations that carry out constant learning. (d). The need for implementing an open communication style. (e). The need for a clean organization that follows good governance. (g). The need to develop employee competency (individual).

Abstract

E-government in Dumai City is a manifestation of the responsibility of the Dumai local government to improve the quality of services that are presented electronically based on websites. The development of e-government is an innovation that is carried out in developing effective and efficient government administration. The Dumai City Manpower and Transmigration Office is one of the government agencies that runs e-government services in serving communities and companies to obtain employment information. The system formed to serve the job seeker community is known as the Employment Information System (SINAKER). Empirically, this system was implemented to answer several complaints from people who wanted speed of information related to job opportunities for the community. Services that are carried out manually are still not optimal, so a good step is taken to help the community openly. This article aims to look at the process of e-government services in Dumai City which aims to assist the government in maximizing service to the community, so that people can access information on job opportunities that can be accessed via the internet. The research findings that there are 3 (three) aspects in the development of e-Government through the created system. Various suggestions were given to the government to improve its services to the public.

Abstract

The purpose of this study was to determine digital adoption in the Nusa Jaya Village, Karawaci District, Tangerang City. The Nusa Jaya Village made a breakthrough or innovation in their public services by utilizing and optimizing ICT in digitalization, Namely the application of pangkas applications. This study uses qualitative and descriptive methods for the phenomenon of e-government adoption in Nusa Jaya Village. Several factors influence e-government adoption which is one of the success factors of e-government, namely: Advantage (success) with the existence of a pruning application, the community is assisted in the process of making documents and other bureaucratic services, Trust (Trust) where the community has confidence in sites/applications where people are not worried about personal data leaks where there are policies that cover them, Internet Accessibility (Internet Accessibility) the quality of internet access itself has good access speed although there are some that are still hampered by their internet network the ability of the community to access internet services such as websites , e-mail. Internet Skills, which are still an obstacle and a challenge in the Nusa Jaya sub-district, apart from being constrained by limited competent human resources, knowledge, education and a lack of ability in the use and utilization of IT. There are still many people who are clueless, so it is difficult to socialize and train the application so that socialization must be carried out regularly and training needs to be increased again and not all people have smartphones.

Abstract

This research aims to describe the role and empowerment model of BUMDes in realizing sustainable village tourism, serving as a reference for policymakers in harnessing the potential towards effective governance. The data in this study is primarily collected through an in-depth analysis of purposively selected, relevant informants. Subsequently, the qualitative data obtained is analyzed using the Miles, Huberman, and Saldana model. The research findings reveal that empowerment, characterized by three indicators: conscientization, community organizing, and resource delivery, is not effectively carried out by BUMDes. Local communities respond to the presence of Cafe Sawah tourism independently, initiating businesses and trade within the Cafe Sawah area. BUMDes efforts to maintain the existence of Cafe Sawah tourism involve training and education for employees on rural tourism development, improving marketing management through enhanced social media promotion and conventional institution outreach, ensuring visitor comfort, delighting with natural scenery, providing local cuisine, and enhancing overall visitor experience. This study sheds light on the importance of BUMDes in fostering sustainable rural tourism while highlighting opportunities for improvement and development in their empowerment strategies

Abstract

Local economic development is currently very intensively carried out in several regions in Indonesia. Local economic development is believed to be a holistic perspective to address regional economic problems based on local resources. Sumenep Regency is one of the regencies in East Java, which is currently developing several of Sumenep's superior agricultural commodities consisting of shallots, chili herbs, and Moringa into processed products that have added value to improve the community's economy. This research studies efforts to develop local economic resources in Sumenep Regency from a Collaborative Governance perspective, including initial conditions, leadership, institutional design, and collaboration processes. This study used a qualitative method. Interviews, documentation, and observation were used in data collection. The research results showed that adequate initial conditions have supported collaborative Governance in the development of local economic resources. However the collaboration process needs to be managed properly. This study recommends strengthening collaborative institutional designs and facilitative leadership on all fronts.

Abstract

Public governance is a concept that describes the government's ability to fulfill people's satisfaction and achieve people's prosperity. Currently, the government is required to improve risk management to deal with various challenges that come quickly, uncertainly, and minimize the possibility that they will occur in the future. One form of risk management is through Governance, Risk, and Control (GRC). The Disdukcapil of Bantul Regency issued a website-based service that is expected to be able to provide convenience for the people of Bantul who experience problems in processing population documents. This article aims to understand and describe the application of risk management principles carried out by the Disdukcapil of Bantul Regency during the COVID-19 pandemic using a qualitative approach using the case study method. The results showed that risk management carried out through website-based services had not been fully responded to by the community, so Disdukcapil delegated tasks by opening Adminduk services in sub-districts. This is in response to reducing queue buildup during the Covid-19 pandemic.
