Abstract

The relationship between China and ASEAN through ASEAN - China Free Trade Area (ACFTA) has been going on for more than a decade. Unfortunately, during this period, it turned out that ACFTA received a lot of criticism. One of them is not significantly increasing trade – especially in ASEAN – as in the initial goal so that ACFTA was agreed to be reviewed in the ACFTA Upgrading Protocol asigned on November 21, 2015. However, in the renewal, China then insisted that ACFTA have a new cooperation agenda in the e-commerce sector. Even after that, multinational e-commerce companies from China such as Alibaba and Tencent began to expand into the ASEAN region, while ASEAN was not an e-commerce domain because the infrastructure was inadequate as in terms of internet speed and logistics network. This study aims to analyze why China added e-commerce cooperation in the ACFTA Upgrading Protocol. Using qualitative research methods and the concept of economic diplomacy, this research finds that the expansion of the ACFTA cooperation domain to the e-commerce sector is China's diplomatic strategy to strengthen its domination in ASEAN in order to achieve its vision as "strong internet power" (Wanglou Qiangguo). This vision was manifested in the Belt and Road Initiative (BRI) political agenda and the Internet Plus Strategy that was launched in 2013.

Abstract

AbstrakAspek Hukum Humaniter dan Diplomasi Kemanusiaan jika dilihat dari perspektif Indonesiasebenarnya dapat dipertanyakan. Hal ini disebabkan oleh adanya double standard yang ditetapkanoleh Indonesia dalam penanganan masalah Kemanusiaan sehingga Indonesia sama saja denganAmerika Serikat dalam konteks ini. Hal ini diperkuat dengan data-data mengenai Pembantaianmassal yang terjadi pada tahun l965, pelanggaran-pelanggaran Kemanusiaan di Timor-Timur,Tanjung Priok, Papua, Aceh lalu terbunuhnya beberapa mahasiswa pada era reformasi di Indonesiapada tahun 1998 merupakan pelanggaran berat terhadap kemanusiaan yang sampai saat ini belumtuntas diselesaikan. Pada sisi yang lain Juru bicara Presiden Teuku Faizasyah malah mengklaimbahwa Diplomasi Kemanusiaan menjadi jargon dari kebijakan luar negeri Indonesia. It’s began from 1965with genocide, The Collision of Human Rights in East Timor, Tanjung Priok, Papua and Aceh, theabbattoir of students in reformation process 1998 all of that problems it can’t be finished all untilnow. But it couldbe a joke in my opinion when Indonesian president Spokeperson, TeukuFaizasyah, claimed that humanitarian diplomacy is ‘flagship’ for Indonesian foreign policy(Minutes of Meeting at the Department of International Relations UGM March 2012). Abstract

AbstrakMigrasi penduduk merupakan salah satu upaya yang dilakukan untuk memenuhi kebutuhan hidup. Hal ini juga terjadi pada pasien kanker. Keterbatasan fasilitas kesehatan di daerah asal akan dapat mendorong mereka untuk mencari pengobatan di luar tempat tinggalnya. Penelitian ini bertujuan untuk mengetahui proses pengambilan keputusan untuk melakukan mobiitas pada pasien kanker yang melakukan pengobatan di yogyakarta. Hasil penelitian menunjukkan bahwa keterbatasan pelayanan kesehatan di daerah asal menyebabkan pasien melakukan pengobatan keluar daerahnya. Ada banyak pertimbangan bagi pasien kanker untuk mengambil keputusan melakukan migrasi. Pertimbangan dapat berupa pengaruh dari dalam maupun luar diri pasien. Kuatnya ikatan kekeluargaan membuat mereka berat meninggalkan daeraah asalnya. Proses pengambilan keputusan bukanlah hal yang mudah karena berkaitan dengan keluarga ataupun pekerjaan yang harus ditinggalkan. Pilihan daerah tujuan dipengaruhi oleh beberapa hal, antara lain jarak antara tempat tinggal dengan kota tujuan, informasi yang diterima mengenai daerah tujuan, dan penilaian pasien kanker terhadap daeah tujuan.Kata-kata Kunci: migrasi sirkuler, kajian lokal Yogyakarta, social ekonomiAbstractPeople migration is an effort to fulfill their living needs. It was happened to the cancer patients. Limited facility of health services in one place can encourage people to get a healing outside the town of origin where the more complete facilities are available. The contrast in the services and facilities of health sector inter-regionally has become one of the matters encouring people to move to find far more complete health facilities. This research was aimed to determine the process of the decision-making of the cancer patient for treatment in Yogyakarta. This happened due to the limited cancer facilities and services in a number of hospitals. The result of the research shows that the limitation of health care facilities in the native region is one of the matters causing the patients to take medication outside their domicilies. There are many considerations to decide to move. Those considerations are the external and also internal effects. The strength of the kinship makes people are hard to leave their town of origin. The decision is not easy to be taken due to issues related to the family or the work which must be abandoned.In case of choosing the recovery place, there are some considerations on it, there are, the distance from the town of origin, the affection from the other people, and the condition or environment.

Abstract

AbstractThe gap in Latin American countries is a fertile ground for the emergence of a populist movement, so that populism is not considered as a deviation, but become a rational alternative to address the problems rooted in the failure of the nation-building process. The existence of populism in Latin America indirectly also has an influence on the movement rooted in populism in the global sphere. This paper will analyze the close connection between the recent wave of populism in the international world by looking at the historical roots of how populism developed in Latin America and its effect on the “Occupy Movement” movement phenomenon in order to know how the pattern of populist movements in the global realm. This article will begin by understanding the clear definition of what is populism, then the roots of populist history in Latin America, and how it relates to the emergence of the Occupy Movement as a new form of populist movement that is becoming a global tren.Keywords: populism, Latin America, Occupy MovementAbstrakKesenjangan yang terjadi di negara-negara Amerika Latin memang menjadi lahan subur munculnya gerakan populis, sehingga populisme tidak dianggap sebagai sebuah penyimpangan, tetapi menjadi satu bentuk alternatif rasional untuk mengatasi permasalahan yang berakar pada kegagalan proses nation-building. This paper discusses how the political identity becomes a motive of Israel state formation. Identitypolitics is a part of cultural politics which consisted by race, religion, ethnic and culture. Abstract

Seiring meningkatnya kesadaran masyarakat dunia, isu lingkungan hidup menjadi salah satu isu yang penting untuk dibicarakan di tingkat internasional. Deforestasi dan degradasi lahan yang diakibatkan oleh aktivitas manusia, merupakan salah satu isu penting dalam lingkungan. Indonesia merupakan negara yang memiliki hutan tropis yang sangat luas menunjukkan komitmennya untuk menekan emisi yang dihasilkan. Komitmen Indonesia dilihat strategis oleh Norwegia sebagai negara yang peduli akan lingkungan hidup sehingga disepakati kerja sama internasional antara melalui REDD+ agreement. REDD+ memiliki tujuan untuk mengurangi emisi yang dihasilkan oleh deforestasi dan degradasi hutan. Penelitian ini menggunakan metode kualitatif dan melihat bagaimana diplomasi lingkungan hidup Indonesia-Norwegia, yang dikaji menggunakan 6 kunci elemen diplomasi. Hasil penelitian menunjukkan bahwa kerja sama REDD+ Indonesia-Norwegia berjalan dengan baik, atas dasar kepentingan nasional kedua negara dan dilihat bahwa REDD+ mengalami keterlambatan dalam mencapai target yang seharusnya dipenuhi pada tahun 2016, hal ini dikarenakan oleh Indonesia belum mampu memenuhi syarat yang diberikan Norwegia untuk mendirikan institutional set up. Namun, Indonesia dan Norwegia tetap melanjutkan kerja sama untuk mencapai target yang telah disepakati.

Abstract

AbstrakNegara-negara di sekitar Samudera Hindia dihadapkan pada permasalahan perikanan yaitu berupa kegiatan penangkapan Ikan Tuna secara tidak sah (illegal), tidak dilaporkan (unreported) dan tidak sesuai dengan peraturan (unregulated) atau IUU fishing. Dari tahun ke tahun jumlah penangkapan Ikan Tuna di Samudera Hindia terus mengalami peningkatan seiring dengan meningkatnya kebutuhan masyarakat dunia terhadap daging Ikan Tuna. Hal inilah yang kemudian mendorong munculnya kegiatan penangkapan ikan IUU tersebut yang tentu saja memberikan dampak negatif terhadap ketersediaan dan kelestarian Ikan Tuna itu sendiri. Perbedaan kapasitas yang dimiliki negara-negara di sekitar wilayah Samudera Hindia atau negara-negara lain yang memiliki kepentingan di wilayah tersebut dalam menanggulangi masalah IUU telah mendorong negara-negara tersebut untuk membentuk rezim kerjasama perikanan regional melalui pembentukan Indian Ocean Tuna Commission (IOTC). Kerjasama ini diharapkan mampu menyelesaikan permasalahan kegiatan penangkapan Tuna secara IUU disamping pula permasalahan lain terkait pengelolaan dan konservasi Ikan Tuna di Samudera Hindia.Kata-kata kunci: kerjasama, rezim, perikanan tuna, IOTC, Samudera Hindia AbstractThe countries in Indian Ocean has several fishing problems such as Illegal, Unreported and Unregulated (IUU) Tuna fishing. Year by year Tuna fishing in Indian Ocean continue increase due to the increase of Tuna meat needed by people arround the world. This condition encourage the rise of IUU fishing that give a negative impact to the availability and conservation of the Tuna fish themself. The distinction of the countries capacity in Indian Ocean and another countries that have many interest and needed in that area has encourage those countries to establish regional cooperation regime in Tuna fishing through the establishment of Indian Ocean Tuna Commission (IOTC). Abstract

Abstract This paper examines the challenges of implementing the ASEAN Community that are elaborated based on the understanding and views of the management of International Relations Students Association in Malang. The data used is the primary data obtained from the results of structured interviews and questionnaires to 60 respondents. While secondary data is used to support the discussion. As the result, there are three challenges of implementing the ASEAN Community. First, the understanding of society related to the description of the characteristics/goals of each pillars of ASEAN Community is low. The second challenge is people are more familiar with the term of MEA, so there are reduction of understanding about ASEAN Community is limited to the economic dimension. Third, the lack of understanding and the reduction of understanding is inseparable from the source of information about ASEAN Community which originated more dominant from secondary information. Keywords: ASEAN Community, AEC, Malang City Abstrak Tulisan ini mengkaji mengenai tantangan implementasi ASEAN Community yang dielaborasi berdasarkan pengetahuan dan pandangan mahasiswa pengurus Himahi di Kota Malang. Data yang digunakan merupakan data primer yang diperoleh dari hasil wawancara terstruktur dan pengisian angket kepada 60 responden. Adapun data sekunder digunakan untuk mendukung uraian pembahasan. Hasil penelitian menemukan bahwa ada tiga tantangan dalam implementasi ASEAN Community. Pertama, pemahaman masyarakat masih rendah terutama berkaitan dengan penjabaran dari karakteristik/tujuan masing-masing pilar ASEAN Community. Tantangan kedua adalah masyarakat lebih familiar dengan istilah MEA sehingga terjadi reduksi pemahaman tentang ASEAN Community hanya sebatas pada dimensi ekonomi. Ketiga, rendahnya pemahaman dan adanya reduksi pemahaman itu tidak terlepas dari sumber informasi tentang ASEAN Community yang lebih dominan diperoleh dari informasi sekunder. Abstract

Since the proclamation on the 1st October 1949, the People's Republic of China has gained an important role in international relations after World War II. The success of communism conquered China, has changed the dynamics of competition between the United States and the Soviet Union that lead the Western Bloc and the Eastern Bloc. The situation has forced the newly independent states in this era, like Indonesia and Malaysia, to determine their position. In addition to facing the same international politics pressures, the two countries also have relations in the domestic issues related to China, namely the existence of the local Communist Party and ethnic of "Chinese overseas". The external and domestic factors that ultimately affect the choice of the countries' foreign policy towards China. This article attempts to identify and explore the factors that influence the similarities and differences in Indonesia and Malaysia foreign policy towards China using the approach threat perception, leader perception and domestic legitimacy within the framework of neo-classical realism. This article is expected to provide scientific contributions to understanding the comparison of Indonesia and Malaysia foreign policy towards China. Abstract

Abstrak Perubahan konstelasi global memberikan dampak nyata dari segi aktor diplomasi ekonomi. Jikalau dahulu hanya negara dan MNC yang saling berinteraksi, kini dunia internasional memasukan NGO dan IGO kedalam interaksi diplomasi ekonomi saat ini dengan perannya masing-masing. INFID sebagai NGO berperan penting terhadap aktor diplomasi ekonomi lainnya. Lebih lanjut, dalam diplomasi ekonomi transnasional memiliki spesialisasi dengan memasukan isu transnasional, aktor NGO dan IGO di dalamnya. Artikel ini lebih spesifik menelaah implementasi SDGs di Indonesia –isu pengentasan ketimpangan sosial sebagai isu transnasional menunjukkan tren meningkat di dunia, khususnya di Indonesia. Artikel ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus maupun studi pustaka. Di lain sisi, artikel ini pula berargumen bahwa INFID memiliki peran penting dalam diplomasi ekonomi transnasional Indonesia dengan cara memberikan peran aktif dengan berbagai cara dalam proses pengambilan kebijakan pemerintah Indonesia maupun pada pertemuan PBB terkait implementasi SDGs poin pengentasan ketimpangan sosial. Pada kesimpulannya, isu pengentasan ketimpangan sosial menjadi isu transnasional yang semakin penting. Merespon isu tersebut, INFID sebagai NGO memiliki peran penting terhadap pengambilan kebijakan pemerintah Indonesia sebagai bagian diplomasi ekonomi transnasionalnya. If in the past only the state and MNC interacted with each other, now the international world has included NGOs and IGOs ​​into the interaction of current economic diplomacy with their respective roles. INFID as an NGO plays an important role in other economic diplomacy actors. Furthermore, in transnational economic diplomacy has a specialization by including transnational issues, NGO and IGO actors ​​in it. This article is more specific examine the implementation of SDGs in Indonesia - the issue of alleviating social inequality as a transnational issue shows an increasing trend in the world, especially in Indonesia. This article uses qualitative research methods with case study approach and literature studies. On the other hand, this article also argued that INFID has an important role in the Indonesia's transnational economic diplomacy by playing an active role in various ways in the Indonesian government's policy-making process as well as at UN meetings related to the implementation of the SDGs to reduce social inequality. In conclusion, the issue of alleviating social inequality has become an increasingly important transnational issue. Responding to the issue, INFID as an NGO has important role in the Indonesian government's policy making as part of its transnational economic diplomacy.
