Abstract

The innovations in the public sector in Indonesia produced by the state civil apparatus have not been fully managed systematically and integrated. Several Ministries and Institutions, as well as Local Governments, have made efforts to facilitate the innovation ecosystem even though there has been no connectivity and innovation platform integration together. The problems that occur in the management of innovation in the public sector are different from those of the private sector, especially in the aspects of the complexity of the problem, uncertainty, and the capacity of bureaucratic innovation. These problems require a different approach to studying them. One approach that is suitable for studying complex, uncertain, unstructured, and involving human social activities is the systems thinking approach, especially the Soft System Methodology (SSM). This study aims to formulate a conceptual model of the innovation management system produced by the state civil apparatus, especially civil servants in Indonesia, through the Soft System Methodology. The research results will be useful for policymakers, especially agencies that have the task and function of encouraging innovation for the government sector (public sector) in Indonesia at both the central and local government levels.

Abstract

This study aims to assess the feasibility of the Jogjakarta-Semarang railroad reactivation program via Magelang. The research method used is a quantitative method through surveys and qualitative methods using interview techniques. Feasibility is assessed from 4 aspects, namely aspects of need, technical, management and law, and social aspects. The survey results were processed using Microsoft Excel 2010 applications. Qualitative analysis was strengthened by data triangulation techniques. The findings of this study indicate that the Jogjakarta-Semarang railroad reactivation program via Magelang is feasible in two aspects, needs and management and law. While it is considered not feasible according to technical and social aspects. However, reactivation programs should continue to be carried out because future regional developments require alternative modes of transportation. To overcome this, researchers recommend a middle ground, namely 1) Partial reactivation; 2) Development of elevated lines; 3) Policy of swap with additional compensation. Generally, commuters responds positively to railroad reactivation programs, but if the railroad tracks hit a functional building that exists, then commuters have several considerations.

Abstract

Serious efforts to decentralize Indonesia have only been carried out since the reformation period began in the midst of the crisis that hit Asia and coincided with the process of changing leadership in Indonesia from Suharto to Habibie. Regional autonomy is considered to be able to answer the demands of equitable distribution of socio-economic development, governance, and the development of an effective political life because it is believed to be able to guarantee the handling of community demands in a varied and fast manner. Article 18B of the 1945 Constitution of the Republic of Indonesia recognizes and respects special or special regional government units which are regulated by law. The special autonomy implemented in Indonesia can be categorized as asymmetric decentralization, including Papua and West Papua. Politically, the issue of Papua Autonomy has gained light and legitimacy as well as a normative basis with the issuance of the Special Autonomy Law, but in reality the implementing regulations are not perfect. A grounded public policy is needed that takes into account the aspirations of the people of Papua and West Papua with the Special Autonomy Law as a normative basis because the actual role of the Special Autonomy Law in the welfare of the people of Papua and West Papua is as legalization to manage Papua and West Papua in particular by taking into account the various characteristics that they have. towards progress and prosperity.

Abstract

This study aims to discuss social construction in public administration in Indonesia. This is important because various studies show that the practice of public administration in Indonesia is still full of corruption, policy failures and the inability to solve problems. This research is a qualitative research. The data in this study were obtained from a literature review. The results of the study indicate that the failure of public administration practices in Indonesia is because the concept of public administration from developed countries is not adopted in the Indonesian social context. There are three factors, namely the general environment, the special environment, and the structure and culture of the bureaucracy. In an effort to become a centric Indonesia, Indonesia needs to make fundamental changes in adapting local socio-cultural conditions to public administration. Need to explore and develop local genius in creating concepts and practices of Indonesian public administration.

Abstract

The Covid-19 pandemic has a high impact on higher education governance so that it has the potential to reduce the performance of the institution. Universities must adapt and innovate in strategic management to respond to environmental changes during the Covid-19 pandemic. This study aims to explain the results of the implementation of strategic management carried out by Yogyakarta State University (YSU) during the Covid-19 pandemic. Data collection is done through documentation from journals, books, YSU performance reports, Kemendikbud performance reports, policy documents, documentation of mass media reports. The data needed is in the form of secondary data that can support (4) generating strategies to be implemented in higher education management during the Covid-19 pandemic, (5) formulating policy recommendations. The analysis was carried out by collecting data, reducing data, submitting data, as well as verifying and drawing conclusions. The achievements of the implementation of the strategic management of universities during the COVID-19 pandemic with the YSU case study showed stagnation in the fields of education services, student affairs, human resource development, research and service. Implementation of agile organization and adaptive governance in higher education governance can be done with the following principles 6 principles.

Abstract

   This study aims to describe community participation in realizing policy accountability for handling the covid-19 pandemic in the Special Region of Yogyakarta. The research design used was a descriptive study with a qualitative approach. Community participation was analyzed using a spectrum of five levels of participation. The results showed that community participation has manifested itself at every level of the spectrum of public participation. However, community participation is still limited to passive participation, where the community is only involved in policy implementation. At the information level, various information systems have been created to provide information, but not all of them can be accessed by the public. At consult level, various opinions from the community and stakeholders have received a good response and used as a consideration Governor. At the level of involvement, community has positioned as both a subject and an active participant in volunteering since the start of the pandemic. At the level of collaborate, collaboration has reached the stage of opening space for participation from various stakeholders.  Last at the empower level, it has been carried out through various efforts. starting from the RT, RW, and Village levels. However, there has been no coordinated effort and clear division of roles in implementing the collaboration and empowerment.

Abstract

Various kinds of poverty reduction programs and activities have been implemented with large budget funds, but it is still difficult to see a clear justification on poverty reduction as a consequence of the policies that have been carried out. In order to increase the synergy of poverty reduction programs and to stimulate the economy of poor families, this research aims to measure the performance of the government of Pasuruan Regency by using a value for money approach based on the performance budget of a program, which uses the economy, efficiency, and effectiveness ratio. This research uses a case study research with a qualitative approach. Findings of this study indicate that the average economic ratio of the overall achievement ratio is 82.4%, it is considered economical. Overall, the efficiency ratio of the Pasuruan Regency Government's performance has been efficient, which is 134.1%,. Meanwhile, the effectiveness ratio obtained an average result of 122.41% thus it can be classified the performance of the Pasuruan Regency Government as a whole is considered effective, however, the performance of the two programs from the Health and Fisheries sector is considered ineffective. It still need a depth follow up on those programs to get a better synergy, comprehensive strategy in eradicate poverty.

Abstract

Education funds derived from student participation is one of the main sources of funding education in private universities. Utilization of education funds for the benefit of students will be determined by sound financial management and planning. This study aims to explore, uncover and analyze the effect of the influence of the implementation of financial management policies of private colleges to financial management in an effort to increase the participation of students in education funds paid in Karsa Husada Of College of Health Science Garut. The method used in this study is a survey method descriptive analysis. The study population comprised 380 people, while the samples in this study were 80 people who were taken on the basis of stratified random sampling technique. While the technical analysis of the data used is the statistical analysis with path analysis. Hypothesis testing results show that the implementation of financial management policies have a positive influence on financial management; financial management policies have a positive influence on student participation in education funds paid; in education funds paid, and impact on improving financial management in education funds to pay student participation.

Abstract

This study aims to determine the implementation of Semarang Smart City in improving public services. This study uses qualitative research methods sourced from various literature or literature studies in answering the research results. The findings found that Smart living with free WIFI service, an ambulance is available 24 hours a day. Smart living is responsive to various community reports, such as reports on water pumps that don't flow. Bright Environment successfully manages a harmonious, comfortable, and clean Environment by turning a slum village into a healthier and cleaner city. Smart mobility with the Bus Rapid Transit (BRT) service aims to provide an alternative mode of transportation that is reliable and safe for the citizens of Semarang City. The implementation of good governance is the existence of services starting from the management of children's birth certificates, death certificates, Electronic ID cards, and various other public services that provide convenience for the people of Semarang. Intelligent people develop formal education in schools and universities that are evenly distributed to citizens based on IT, such as the implementation of e-learning, providing internet access as a source of information, and free schools for elementary and junior high school students. An innovative Economy is realized through increasing access, equity, relevance, and quality of essential social services, improving the quality and competitiveness of the workforce, controlling the number and rate of population growth, and increasing citizen participation.

Abstract

Development of the distribution and information massification has increasingly occurred in a new social system supported by economic expansion, technology, and a global information system network. The high intensity of the use of technology in economic and socio-political activities is a sign of the birth of the era of digital society. As an actor with a significant position in government activities and development, it is appropriate for Civil Servants (PNS) to support the dynamics of developing a digital information society. As a generator of national and regional development, personnel assessment in the bureaucracy must adjust to the needs and demands of communicative-informative actions. The Study of the Relevance of Indicators of Performance Appraisal in The Advancement Provisions of Civil Servants in The Digital Society Era is intended to determine the role of civil servants in the development of digital society with the final result in the form of policy recommendations to optimize the role of civil servants in implementing digital society in the advancement aspect. The research method used is juridical-normative through literature studies and legislation relating to the State Civil Apparatus, employee affairs, and the digital society. Based on the research results, digital literacy is the key to optimizing the quality of bureaucratic resources in the era of the digital information society. Therefore, digital literacy needs to be used as an aspect in assessing the work performance of civil servants to accelerate the development of a digital society.
