Abstract

Precision agriculture requires appropriate characters of human resources to implement it. It is an integrated agricultural system based on information and production to increase business efficiency, productivity and profitability. The concept of precision agriculture, as one of the latest agricultural technology packages, was born along with the emergence of the millennial generation, namely those born between 1980 and 2000.This paper discusses the character of precision agriculture and necessity to apply it and its link to the millennial generation in terms of their character suitability and capacity. Application of precision agriculture requires the millennial generation’s ability to create, engineer and operate modern agricultural systems based on this new technology. Applying precision agriculture in Indonesia deals with various characteristics of the millennial generation due to different regional and socio-economic conditions. The government should provide infrastructure and conduct millennial farmers training to achieve social, economic, and environmental benefits of precision agriculture implementation.

Abstract

Program Upsus adalah program nasional yang dirintis pada tahun 2014 dan mulai diterapkan secara besar-besaran pada tahun 2015. Dalam program ini, padi mendapatkan porsi terbesar dari anggaran pemerintah, dan diharapkan dapat meningkatkan produksi beras melalui peningkatan luas areal panen dan produktivitas. Target yang ditetapkan adalah bahwa Indonesia akan mencapai swasembada beras lagi dalam tiga tahun. Setelah itu, targetnya adalah Indonesia dapat memelihara keberlanjutan swasembada beras, mencapai surplus untuk ekspor setelah 2017, dan dalam jangka panjang Indonesia akan menjadi lumbung pangan dunia pada tahun 2045. Saat ini, program tersebut telah dilaksanakan selama lima tahun dan analisis dampak dari penerapan program Upsus terhadap sisi efisiensi biaya dan daya saing produksi beras Indonesia ini penting untuk dikaji. Makalah ini bertujuan untuk membahas kerangka teoritis dan konseptual pengaruh program Upsus terhadap peningkatan efisiensi biaya dan daya saing produksi padi pada tingkat usaha tani. Alat analisis yang dapat digunakan untuk ini adalah perbandingan antara sebelum dan sesudah implementasi program Upsus yang terdiri dari regresi fungsi stochastic frontier cost (SFC), policy analysis matrix (PAM), analisis distribusi kepadatan kernel, dan model regresi berganda pengaruh peningkatan efisiensi biaya terhadap perubahan daya saing. Beberapa rekomendasi kebijakan yang dihasilkan dari pembahasan makalah ini berguna untuk lebih membantu meningkatkan strategi implementasi selanjutnya dari program Upsus pada padi.

Abstract

One of the Government's efforts to achieve food security is through increasing People’s Business Credit (KUR) fund. KUR disbursement, so far, is relatively low and it is necessary to implement the new scheme perspective on KUR. This paper presents the new scheme perspective on KUR to improve its disbursement as well as agricultural production. The basis for the new scheme perspective is derived from Agricultural Financing Program review, KUR implementation, driving factors and the benefits. Agricultural Financing Program before and during KUR era shows that the success of KUR disbursement is affected by socialization and human resources capacity. This finding is supported by the review that KUR disbursement success is determined by human’s character. Existing KUR scheme gets better and successful in increasing the farmers’ income. On the other hand, some unsuccessful results ok KUR is due to moral hazard. The new scheme of KUR should focus on effective and efficient socialization of this program credit to all stakeholders. For example, socialization is implemented using social media which is easily understood and accessed. Utilizing applications of cellular phone is also very useful to improve the program knowledge and to deal with moral hazard. Additionally, it is necessary to include ecological aspect as well as youth and women access in the scheme.

Abstract

In Indonesia the discourse of farmers is relatively limited and unsatisfactory, unlike that at global level. It leads to our different understanding of farmers as shown by the various definitions in regulations and policies including those in academics. This paper aims to search on how farmers are interpreted in Indonesia in order to find more exact formulation in the future. The identical, standard understanding is essential in formulating agricultural development plan. Scientific review analysis on evolution of understanding and attitude toward farmers are compiled from various scientific sources, policies, and regulations. The results show that farmers should be considered as complete human being with multi dimensions as labor, socio-cultural creature, and religious individuals. It implies that it is necessary to harmonize the definition of farmers and to expand its coverage such that farm workers are part of farmers because they directly involved in daily agricultural activities. AbstrakDi Indonesia, diskursus tentang “petani” agak terbatas dan belum memuaskan, tidak sebagaimana di tataran global. Akibatnya, pemahaman kita terhadap petani belum  sama satu sama lain, sebagaimana ditunjukkan dari beragamnya  batasan  yang  digunakan  dalam  berbagai  produk  regulasi  dan  kebijakan,  termasuk  di  dunia akademis.  Tulisan ini bertujuan melakukan penelusuran terhadap bagaimana petani diinterpretasikan selama ini di Indonesia, sebagai upaya untuk mendapatkan formulasi yang lebih tepat pada masa depan. Pemahaman yang sama  dan  baku    sangat  penting  sebagai  basis  dalam  penyusunan  perencanaan  pembangunan  pertanian. Analisis review ilmiah terhadap perkembangan pemahaman dan sikap terhadap petani diambil dari berbagai sumber akademis, kebijakan maupun regulasi. Hasil analisis menunjukkan bahwa petani harus diposisikan seutuhnya sebagai manusia yang memiliki multidimensi, baik sebagai tenaga kerja, makhluk sosial kultural, sekaligus insan religi.  Implikasi ke depan perlu dilakukan penyelarasan batasan petani dan memperluas cakupan sehingga buruh tani menjadi bagian dari petani, karena mereka adalah pelaku langsung di lapangan sehari-hari secara riil.

Abstract

The area of oil palm plantations is now reaching 14.7 million hectares, and it is an opportunity for Indonesia to develop an integrated beef cattle industry with the oil-palm integrated system. However, the development of this system is not yet massive. The problem among others is the plantation area owned by the smallholder farmers which is not sufficient for grazing area. To formulate concentrate feeds for the cattle, farmers need supports from palm oil processing companies for its raw materials. This paper is prepared as a literature review aimed at analyzing the prospects and constraints, legal aspects, and stakeholders' role in developing cattle-oil palm integration. This paper concludes that there is ample opportunity to develop an oil palm-cattle integration system. Furthermore, oil palm industry development requires legal aspects, the number of farmers and companies, and the organizations. A policy is needed to develop an oil palm-cattle integration system, coordinated by the Coordinating Ministry for Economic Affairs. The needed policies among others organizing smallholders involved in the integration system for easier access to technologies, extension, livestock health services, and access to feed raw materials such as palm kernel cake and sludge. Sustainability of oil palm-cattle integration efforts in the regions is needed to extend the status of current regulations regarding the integration system from Governor and Regency Regulations into Regional Regulations.

Abstract

Upaya peningkatan produksi bawang merah ditempuh melalui Program Lipat Ganda (PROLIGA) bawang merah dengan adopsi biji botani bawang merah atau True Shallot Seed (TSS) karena berbagai kelebihan, antara lain biaya benih murah, volume benih lebih sedikit, lebih tahan lama disimpan, dan potensi hasilnya lebih tinggi. Makalah ini bertujuan mengulas prospek adopsi TSS oleh petani berdasarkan ulasan (review) berbagai publikasi dan laporan hasil penelitian maupun proyek percontohan. Produksi TSS di Indonesia belum pada skala komersial, tetapi masih dalam skala percobaan. TSS yang digunakan untuk pilot proyek merupakan benih impor karena produksi TSS di dalam negeri masih sangat terbatas. Petani umumnya lebih memilih menanam umbi mini dibanding TSS karena masa tanam yang lebih singkat. Pada taraf tertentu potensi hasil TSS lebih tinggi dari benih umbi. TSS memiliki beberapa kelemahan, yaitu perlu pesemaian 5−7 minggu, daya tumbuh TSS menjadi umbi mini relatif rendah, dan penyakit yang membuat batang tanaman tumbuh bengkok. Penanaman bawang merah menggunakan TSS memerlukan waktu lebih lama dibanding menggunakan umbi mini maupun umbi. Peningkatan skala produksi untuk pasokan TSS di dalam negeri dan jaringan produsen umbi mini dengan petani akan dapat meningkatkan adospi TSS.

Abstract

Inclusive and sustainable agribusiness development in the disruption era requires fundamental adaptation. Major changes in community’s activities take place from the real world to virtual activities. One of the urgent needs in inclusive and sustainable agribusiness development is agricultural human resources able to anticipate changes and successfully adapt to those changes. This paper aims to explore changes in the agribusiness order, challenges in the extension system and agricultural human resource development going forward.  Scientific review analysis shows that there are physical business cost savings, open and direct new markets, development of internet-based online shop services with smarter, easier, faster, more efficient, and more accurate transaction processes. The agribusiness system requires a new management system with more competitive human resources capacity. Three instruments for developing agricultural human resources are: (1) prioritizing skill improvement and providing infrastructure for information and communication technology (ICT), (2) capability of extension workers and researchers in creating, socializing and implementing inclusive technology with digital literacy, (3) training the farmers with ICT-based production skills, building partnerships, and accessing big data and information in accordance with their current. Accelerating instrument operations needs champions or youth driving agent.

Abstract

Volcanic eruption victims to be relocated deal with two sequential shaking conditions, namely when a volcano erupts and when the community is relocated. This paper reviews the literatures on social relations and community resilience to the natural disasters, especially volcanoes, as well as how the relocation policy is implemented for farmer community victims. The ability of the community to rise from adversity due to natural disasters and to deal with challenges of a new life in the relocation area is determined by  existing resources and their adaptive capacity. The more various the resources and the stronger the adaptive the community, the community will be more resilient. Social relations will further accelerate community resilience. Relocation is expected to improve the community’s life, but in fact in several places it raises new problems. Some considerations are needed for relocation such as location, natural and social environment, and social ties in the community. It is essential to design an efficient, effective policy to deal with natural disasters which includes sustainable livelihood and social systems. AbstrakKomunitas korban erupsi gunung berapi yang direlokasi dihadapkan pada dua kondisi goncangan yang berurutan, yakni pada saat terjadinya erupsi dan saat komunitas tersebut direlokasi. Tulisan ini mengulas sejumlah literatur yang terkait dengan relasi sosial, resiliensi komunitas terhadap bencana alam yang mereka hadapi, khususnya gunung berapi. Ulasan juga mencakup bagaimana kebijakan relokasi yang diterapkan bagi komunitas petani korban bencana alam. Kemampuan komunitas untuk bangkit dari keterpurukan akibat bencana alam dan untuk menghadapi tantangan kehidupan yang baru di kawasan relokasi ditentukan oleh kekuatan sumber daya dan kapasitas adaptif yang dimiliki oleh komunitas. Semakin bervariasi sumber daya dan semakin kuat kapasitas adaptif yang dimiliki oleh komunitas maka menentukan sejauh mana resiliensi komunitas itu berlangsung. Relasi sosial dalam bentuknya yang asosiatif semakin mempercepat terjadinya resiliensi komunitas. Relokasi yang diharapkan mampu memperbaiki kehidupan komunitas dengan menjauhkannya dari ancaman bencana yang akan datang, justru di beberapa tempat menimbulkan persoalan. Diperlukan pertimbangan dalam pelaksanaan relokasi seperti lokasi, lingkungan alam dan sosial, dan juga ikatan sosial dalam komunitas. Perlu dirumuskan kebijakan yang efektif dan efisien untuk penanggulangan dampak bencana alam yang meliputi sistem penghidupan dan sistem sosial secara berkelanjutan.

Abstract

The government intervened unhulled rice and rice price policies which requires a large budget and is faced by a trade off between protecting producers and consumers. There is also a rice trading system that has an interest in creating profits. This condition creates obstacles in achieving policy objectives. Objectives of this paper are (1) to analyze the effectiveness of unhulled rice and rice price policies and factors that affect policy effectiveness, (2) to formulate policy recommendations in minimizing side effects. Analysis using secondary data and literature review methods. Results showed that with support of other rice policies, price policy has achieved its goal of stabilizing prices and supporting economic stability. However, it is not yet effective enough to protect farmers' income, affordability of rice prices, and safeguard government rice reserves. Pricing policies need to be carried out selectively with a clear target date and be accompanied by policy instruments for farmer income and food consumption flexibility, as well as encouraging farmer independence. Farmers can be facilitated to choose profitable commodities supported by an information system, market access, credit policies, input subsidies and agricultural infrastructure such as irrigation.

Abstract

A variety of start-ups and agricultural applications show that there has been an increasing interest in agriculture. Using information and communication technology to make agricultural products distribution and marketing more effective and efficient, millennial farmers are expected to improve the agricultural product export. However, exporting agricultural products is a challenge. Agricultural products are perishable and the exporters have to meet international food safety standards. The farmers deal with regulations, lack of facilities and infrastructures for production process, as well as the standards of Good Manufacturing Practices. This article aims to assess potentials of millennial farmers pioneering agricultural product export in Indonesia and to analyze the impact of various government policies to millennial farmers. They need appropriate technology to improve agricultural product value added and support for development potential of various agricultural start-ups. Required government supports include farm practice, export procedure training, and export market survey using internet, as well as conducive regulation easy access to financial service provider institution. Those supports will boost the millennial farmers’ spirit along with Ministry of Agriculture’s program of three-fold agricultural product export.
