Abstract

The purpose of this research is to knowing the government implementation decision in licensing the constructing of religion buildings. This research was practiced in Tampan district, Pekanbaru. This research is focused to concord Forum over religion peole. Based from the writer research finding, the license implementation on religion building construction was not good so far, there was any unbalanced and inexpediency like what was written in the join conditions rules between religion department and interior ministry Number 8 and 9, 2006 Revision. The data taken from an interview, documentation and observation, the data analysing technique that used in this research is qualitative method where the writer came to the research location and have interaction with the informant. After that, all of the data will categorized based on the type and usage, after that the data being processed and qualitative-analysed based on the theory and framework, and then the data served in the discussion and commentary form about the city government decision implementation in licensing religion building construction in Tampan district, Pekanbaru, in 2010-2011.The finding the research in 2010: there are 66 unlicensed religion building from 120 religion building. In 2011, there are 51 unlicensed religion building from 179 religion building. The government knew the high number of unlicensed religion buildings that unappropriate with the applied procedure, but they did not take a right action that appropriate with the appropriate rules. Less socialization from city government to realize the religion house manager to make the legitimate religion building license that appropriate with the rules. There are no explanation about the cost in attending the license, there are no definitely processing time while making the license from submit the license until the license got the agreement and done.Keywords: Policy, Implementation, government.

Abstract

This article will discuss the Indonesian government policy after the exit of the RSPO. RSPO is a non-profit association that unites stakeholders from seven sectors of the palm oil industry - oil palm producers, palm oil processors or traders, consumer goods manufacturers, retailers, banks and investors, NGOs, environmental preservation or conservation, and social NGOs. RSPO with stakeholders aims to develop and implement global standards for sustainable palm oil. But in contrast to the RSPO implementation original destination, RSPO more aligned to consumers than producers of palm oil. Indonesia is the largest palm oil producer in the world, and Indonesia was RSPO can no longer mengakomidir interests of its members. Indonesia itself is officially out of the RSPO was recorded on September 29, 2011, and the government made a policy to establish ISPO in order to realize sustainable palm. ISPO is also expected to bring a positive impact on oil palm plantations Indonesia and Indonesia's CPO production is expected to increase.Keywords: foreign policy, government policy, RSPO, ISPO

Abstract

This research was conducted Jalan Juanda Pekanbaru. The purpose of this study was to determine how the activity of selling liquor juanda streets. This study, entitled "Alcohol Traders Push Carts (Case Study On Social Monitoring Against Alcohol Traders Push Carts) In Jalan Juanda Pekanbaru". Topics focus of this research is how the activity of selling liquor on the street juanda pekanbaru. The sample of this study was the hawkers on the street juanda. Samples are numbered 6 people head hawkers author uses descriptive qualitative method and the data were analyzed qualitatively. Instrument Data is observation, interviews, questionnaires and documentation. The results showed that the activity of selling alcoholic drinks in the evening which starts at 18.00 AM to 06.00 AM. Activity liquor trade was deliberately done at night because customers usually consume liquor at night, and also because at night the younger perform this transaction liquor trade. The survey results revealed that the liquor trade is long-standing in the way juanda. liquor is traded known from overseas like Singapore. liquor obtained through duku river port with intermediaries such liquor sales agent. During raids conducted liquor traders are not too worried, because they've been told by people in that they pay for member news when liquor is held by the authorities.Keywords: Alcohol, Alcohol Trading Activity

Abstract

The purpose of this research was to investigate the implementationof Samosir tourism promotion conducted by department of tourism, arts andculture Samosir regency in increasing the number of tourists, obstaclesencountered and traveler feedback on the implementation of the promotionhas been done.This research uses theory of Yoeti (1996) to explanation on theimplementation of Samosir tourism promotion conducted by department oftourism, arts and culture regency Samosir using promotional mix aregrouped on the advertising, sales support and public relations.The method of this research is using qualitative descriptive analysismethod. Analysis on this research based on literature, observation anddirect interview with informan who consider able to provide informationrelating to problem examined.The number of tourist visits to Samosir increasing every year. Abstract

One of the consequences of the prolonged economic crisis is the increase number of street children. There are a great number of street children can be found in a small town as like Pekan Baru. An increase number of street children are not only full of street boys, street girls also begin to pack the center of city such as crossroads, traffic lights, markets and other places. This research analyzes the violence experienced by street girls. There are five violated street girls interviewed as the informants. This research aims to know what the street children’s daily activities are, what kinds of violence experienced by street girls, and the reasons why they still stand working on street. This research uses qualitative approach. In seeking the data, the researcher uses observation, interview, and documentation as method of study. Selection of informants is done by using purposive sampling. There are five street children from different location in Pekan Baru that are being interviewed to do this research. the researcher concludes that the street girls often experience vary violence they are: 1) physical violence 2) psychological violence 3) sexual abuse and 4) social violence. This research finds the culprits of that violence usually are friends, gangsters, police officers and street children’s own parents. The violence cases they have experienced do not come to the authorities because they will deal with the case in their own way.Keywords: street children, street girls, violence

Abstract

The first aim of this study to find out how the process of implementation of Padang Prayer tradition for villagers Muaro Sentajo. Second, to know the what the stages are experiencing a change in the implementation of Prayer tradition Padang. three factors that influence the occurrence of the change. To analyze the data that has been in perolah of this research used descriptive analysis with images of the phenomena that exist in the field and then interpret them according to the methods, theories, techniques, and those of the author with a repertoire of existing literature. This research was conducted in the village of the District Sentajo Muaro Sentajo Kingdom Regency Kuantan Singingi. The results of research in the field shows that there are several stages in the implementation of this desert tradition of prayer: first, the stage prior to implementation, making seedlings and meetings, which in this meeting to discuss among other things the implementation time, Specifies the number of contributions, the formation of the committee, to determine who will The legislation, the second phase of implementation make traditional, mutual cooperation, cut buffalo, cooked on site. In the implementation of this tradition Padang Prayer has been a change in several stages, among others, mutual cooperation, cut buffalo, invitations, cooking on site, art. to keep the public need for the preservation of traditional wisdom that is considered a sacred in society terutaman for rice farming. a tradition that is still inherent in the community is a tradition that should Prayer Padang socialized back to the next generation where tradition is increasingly changing and not merely an entertainment alone.Key words: Tradition, Change, Agriculture

Abstract

This study is to research how the Social Mobility Farmers estate that existed in the Bukit Lingkar village of Hiil Circle is the Districh of Batang Cenaku indragiri districh upstream. Devalopment and construction of this land will craate a variety of economic activites that can be done by the community, in addition to creating nem jobs and open again for the public. With the farmer’s estates can we know the negative impacts and positive impacts. And there is a from of social mobility, factors affecting social mobility. The data tekhnic collection with the questioner, interview and documentation. And the analisys of data is descriptive analysis of quantitative where the data presented in the form of a diagrams, percentages, images, and descriptions. The results snow that social mobility farmers etates that should raise welfare in public life, but on the contrary that it does not happen they get welfare. And poverty can limit the opportunity for someone to develop and achieve certain social status. It is addressing that poverty in the village of Round Hill very minimum. But there are from of social mobility social namely social mobility horizontal and social mobility vartikal. Both from are respectively a process of social mobility. A person or group of people who perfoem economic activities by utilizing natural resources. Investment io oil palm plantations will be long-term. Do not let social interests can not be in the case of government, especially regarding land issues. This could lead to a conflict-konflik in the village of Bukit Lingkar.Keyword: Social Mobility, farmer, estate.

Abstract

Collectors and Scavengers are those that utilize waste contained within the communities that continue to multiply due to the increasing number of people each year. Scevenger every day take, looking and buying junk or used items that can be recycled and sold to collectors usual place subsciption. Relations between the two parties create patron-client relationship throught the introduction to survive sell goods to wholesalers. The problems studied is: Who are those who become a colletors and scavenger the relationship between them the method in this reseasch is type and qualitative descriptive accidental sampling method with the subject scavenger that can be found on a colletor. The results showed that the patron-client relationship collectors with scevenger in everyday life occurred the element of intimacy between them, as well as mutually beneficial relationship to the two parties the relationships between them is no dispute because they feel no ane washarmed in this connection.Keywords:Collector, Scavenger, patron, client

Abstract

Counselling Agency for Development and Preservation Agency Marriage is engaged in the field of marriage counseling and divorce rate reduction program in order to support the Department of Religion. Many couples who come to resolve domestic problems. Proven during 2013, Development and Preservation Advisory Board Marital received about 100 reports of married couples who want to resolve the problem. Among the 30 couples report the problem to continue the Islamic Court. The purpose of this study was to determine how the process of persuasive communication and persuasive communication techniques used in the Advisory Board of the Development and Preservation of Marriage. This study uses descriptive qualitative research with data collection techniques of observation, interviews and documentation. This study was carried out in the Development and Preservation Advisory Board Marriage Pekanbaru. The object of this research that Persuasive Communication Advisory Board Development and Preservation of Marriage (BP4) in couples seeking divorce in Pekanbaru with research subjects who meet the research needs of as many as three people consisting of Staff Development and Preservation Advisory Board marriage and couples. The study lasted for seven months ie from September 2014 until March 2015. The results showed that the process of persuasive communication Development and Preservation Advisory Board marriage on couples who want to divorce them see the persuader. Persuader have an understanding of marriage according to Islam. The media used by the persuader face-to-face and mediated namely using a mobile phone. Effect happens to persuade accordance with what is expected persuader that couples get solutions and do not lead to a divorce. Although the pair remains divorced, it is the best solution for each partner. Persuasive Communication Process Development and Preservation Advisory Board Marital use persuasive communication techniques to convey a message. The message is based on jurisprudence munakahat or marriage according to Islamic law. Persuasive communication techniques used Development and Preservation Advisory Board marriage of husband and wife to face the technique of simulated disinterest, transfers, the swap technique and technique of irritation. Abstract

The problems that arise in this study assumed are the low employee’s loyalty at the Ratu Mayang Garden Hotel Pekanbaru showed the turnover absenteeism that fluktuatif. The problems be important because could become threat to objectif of vision and mission of the Ratu Mayang Garden Hotel . It should be solved immediately.This research aims to know how is the description about performance appraisal and the description of employee’s loyalty and how is the impact of performance appraisal towards employee loyalty at the Ratu Mayang Garden Hotel Pekanbaru.In this research methodology used is quantitative descriptive correlational techniques which were collected through questionnaire method against 91 respondents, where samples used were employees of the Ratu Mayang Garden Hotel Pekanbaru and as a source of information is the Human Resource Manager. To determine the sample using purposive sampling method. Data collection through interviews and questionnaires.Results of research and hypothesis testing showed that there is a significant positive correlation between the implementation of performance appraisal of the employee's loyalty Ratu Mayang Garden Hotel Pekanbaru. Through the Spearman rank correlation analysis known that relationship Performance Assessment of the Employee Loyalty has a coefficient 0.505 where in the interpretation of the correlation coefficient value indicates there is a relationship between the Implementation of Performance Assessment of the Employee Loyalty categorized as moderate.Keywords : Job Performance Assessment, Loyalty, Ratu Mayang Garden Hotel
