Abstract

This study aims to analyze the Public Service in the Office of IntegratedServices Rokan Hilir (Case Study On Handling Business Permit). And to knowthe obstacles - obstacles or constraints on the Public Service in the Office ofIntegrated Services Rokan Hilir. Improved Infrastructure as a new district isabsolutely necessary. To support the program, the indispensable role of the privatesector because the private sector is also a supporting actor in the implementationof development regardless of the government in control, it will encourage newbusiness climate. The emergence of a variety of businesses - the business gets theattention of the Government, so that the business - the business community and berecognized by the local government. One of the forms of government recognitionis with the location permit (SITU).This research was conducted in Rokan Hilir, defined in this study as manyas 4 key informants KPT Head, Head of Administration, Economics andAdministration Section Chief and Section Head of Development and Welfare,while people who are taking care of and has been assigned to take care of as manyas 20 people each one with data collection derived from documentations and indepthinterviews to the informant. Once the data is collected and then analyzedusing qualitative descriptive analysis. It can be concluded from the lack ofavailability of good access from OPT Rokan Hilir is not available it means thatsuch a complete lack of waiting rooms and computers for employees to performthe work. To KPT must increase facilities and infrastructures so that people feelcomfortable in the care of the maintenance of location permit (SITU).Keyword : Public Service, SITU.

Abstract

This research explains about the repressive action of Russia government to pressing development of civil society in Russia through a policy to force out USAID from Russia. USAID is the greatest donor to development democracy and civil society in Russia. This research begins by explanning about relationship USAID and Russia with development of Civil Society Organization (CSO) in Russia. This research is using State and Non-Governmental Organization (NGO) relations theory. In this matter, this research is using Containment/Sabotage/Dissolution mode, which is the Russia government as Semi-Authoritarian Regime will do anything to defend national stability, include pressing development of civil society. This research uses qualitative method with techniques of writing a literature review through secondary data already available from the literature. This research shows that Russia government policy is impact to Russia NGOs because that NGOs have received assistance from USAID. Before Forcefulness out USAID from Russia by Russia government, Russia have legalized the rule to regulate about NGOs. That rule is Foreign Agents Law have legalized in July 2012. Foreign Agents Law is reaction to increased civil society activity in last 2011 until early 2012. This research shows that Russia NGO is suffer as result Forcefulness out USAID from Russia is Golos as independent association of monitoring election is just one in Russia. Golos is association pro-democracy and opposes Putin‟s government. Basic of government policy to USAID is debilitate all of NGOs pro-democracy and opposes Putin‟s government.Keywords: USAID, Civil Society, Semi-Authoritarian Regime, Democratization, Foreign Agents Law, Putin‟s Government.

Abstract

This study analyzes the reason of Russia strategy through “Russia’s New Arctic Strategy”.Russia adopted “The Foundations of the Russian Federation State Policy in the Arctic until2020 and beyond”. Based on this document, Russia implements strategies in all areas thatare specific to the Arctic Ocean. Since the release of the document, the role of Russia in theArctic Ocean has increased. The Timeframe begins in 2008, when the document adopted, andends in 2013. This study uses a qualitative research method that source data are taken frombooks, journals, news papers and valid news. This study uses state level analysis. The authoruses a realist perspective and the theory of Graham T. Allison on Rational ActorModel.Russia shows its role in the Arctic Ocean in several sector, such as natural resourcesstrategy, Northern Sea Route strategy, military strategy and environmental strategy. Theseimplementation of the entire strategies aimto Russia's national interest that include naturalresources, Northern Sea Route,territorial security and the environmental security.Key Word: Arctic Ocean, Foreign Policy, National Interest, Russia’s New ArcticStrategy.

Abstract

This study aims to analyze the reasons why Canada strengthen its military in the Arctic. In2005, under the leadership of Canadian prime minister, Paul Martin, Canada issuedInternational Policy Statement which emphasize the strengthening of Canadian military inthe Arctic. Furthermore, since 2006, under the new leadership of Canadian prime minister,Stephen Harper, Canada has announced its policy to strengthen the Canadian military in theArctic.This study uses the qualitative research methods with references taken from books, journals,papers and valid news from web. This study uses state-level analysis. The author uses neorealistperspective, and the theory of action-reaction model by Barry Buzan to analyze thequestion of the research.Since the end of the Cold War, Canadian military activity re-emerged in the Arctic region in2002, indicated by military operation and the presence of Canadian warships. In 2001,Russia claimed a region in the Arctic, which cause the territorial dispute with Canada.Russia also released the maritime doctrine in 2001, that emphasize the strengthening ofRussian naval power in the Arctic region. Under the leadership of Russian president VladimirPutin, and also to Dmitry Medvedev, Russian has strengthened its military in the Arctic bystrategic flights, balistic misille launching, military exercises, and with construction andmodernization of Russian Northern Fleet. Russian’s policy to strengthen its military in theArctic is a threat to Canada, so since 2005, Canadian Government has strengthened itsmilitary in the Arctic.Key Word: Arctic Ocean, Canadian military strengthening, territorial dispute, threat.

Abstract

This paper described the role of International Organization for Migration in preventing women trafficking cases from Ukraine to Germany. These women were sent illegaly to German area in which then they became sex workers.The theory that has been employed in this paper was the role theory based on Walker in which enables to explain a symbolic value not only for individual but also groups. Unit analysis that has been used was international organization with security human consept in which this concept was targeted to analysis traditional security.The result of this paper has proved that IOM signed Memorandum of Understanding Cooperation with Ukraine Government which purpose for consolidating to improve Ukraine legislation especially in war against human trafficking.

Abstract

PT. RAPP (PT Riau Andalan Pulp and Paper) is a company thatmanufactures pulp and have a timber plantations to create a seamless qualitypaper, which has now crossed in the Pulau Padang, district Meranti, subdistrictmerbau. So that has led to conflicts between people and PT RAPP. The conflictbegan from December of 2009 until now there is no way the solution of the localgovernment. People has been assumed that if the ongoing forest cultivation by PT.RAPP in Pulau Padang , will likely hamper the needs of forest products that havebeen used for decades by the people who inhabit the island. This study aims todetermine how the public opinion against the conflict of PT RAPP in PulauPadang, subdistrict merbau district Meranti, as well as the factors that influencethe formation of public opinion against the conflict of PT RAPP in Pulau Padang.This study used qualitative methods of data collection were obtained basedon the fact that occurs through observation and interviews. Informants in thisstudy amounted to 12 people, consisting of (headman, society, chairman of RiauFarmers Union (STR), Public figures and Public Relations of PT RAPP). Dataanalysis techniques used in this research is to use interactive data analysis modelof Hubermen and Miles, using the technique of checking the validity of the data istriangulation techniques and extension participation.From the results of the study showed that public opinion against theconflict of PT RAPP in Pulau Padang subdistricts merbau district meranti is verydetrimental to people in the area. people of Pulau Padang would still reject theentry of PT RAPP (Riau Andalan Puld & Paper) in Pulau Padang, because thecompany is considered to take public land. This research utilizes Structural Functional and Motivation in performing Programs UED SP. Method that is utilized is kualitatif that gets character descriptiving to get information about UED-SP program performing. Research does visceral interview with managing UED-SP and society that becomes UED- SP member.Of finding result at field can be known that UED-SP Effort Partner at Silvan serai Fragrant in its imprecise performing objective and a lot of delinquent. Abstract

This research used qualitative research methods that the source data is takenfrom books, journals, media, internet, and previous research has relevant datawith the title. Perspectives and levels of analysis used in this study is that the stateas the main actor. This research also using the concept of national interest andthe theory of trade disputes. This research will explain the Indonesian responseabout this case. Diplomatic relation between Indonesia and China has beenestablished since 1990 and it runs very well. Problem appeared in 2007 whenChina’s food product contained hazardous substances (formaldehida) andunstandardization indicated spreaded and distributed widely in Indonesia. Theresults of this research showed that Indonesia governm launched a publicwarning number KH. 01.84.53.094 about China’s food product containedhazardous substances (formaldehida), appeal for not consume China’s foodproduct in the list of that public warning and conduct meeting with China’sgovernment to discuss about the food standardizations and healthy food quality.Key Words : Formaldehida Public Warning Food standardization

Abstract

Observation Of Circulation of Suplemen Food by BBPOM ( Big Hall of Supervisor Medicinize and Food) Pekanbaru. Observation of circulation of food suplemen of vital importance to be conducted. Especially to danger generated by product of suplemen food which is improper used again, have or kadaluarsa of suplemen the food do not have permit circulate, and contain proven dangerous materials endanger consumer soul and health wearing product of suplemen food. As for phenomenon at this research is the lack of observation of BBPOM to circulation of food suplemen without permit to protect society effect of usage of food suplemen without permit. This research method is to have the character of descriptive qualitative, using technique of purposive sampling representing an technique intake of sampel with a[n consideration which is expert in its area. As for becoming informan lock in this research is inspection area and investigation and shares of serlik Big Hall of Supervisor Medicinize and Food Town of Pekanbaru. And becoming complement informan is society as consumer and perpetrator .This research is conducted with interview and observation.From result of research conducted by researcher at Big Hall of Supervisor Medicinize and Food about circulation of food suplemen in the reality conducted observation still less executed as its his. As for used as by theory concept indicator is according to M.Manullang, namely cover: Specifying standard, conducting action assessment, and conduct action correction. Whereas factors influencing observation cover: observation intensity, observation system.Keyword: Observation, specifying standard, assessment action, corrective action
