Abstract

This is the party Golkar that as long history in Indonesia where shortly earlier named the Secretariat With Golongan Karya and this party that do this is the party ruler when the New Order. A long journey the party Golkar never be prevented from dynamics internal conflicts, in Rokan Hulu regency, internal conflicts happened in DPD II Golkar Rokan Hulu regency, where the conflict began since the establishment of the head of the Golkar Rokan Hulu namely Suparman by the corruption eradication commission (KPK) on 7 June 2016 on suspicion of embezzlement the draft (RAPBD) of riau year 2014-2015, the party Golkar management command a vacuum in the position of the head DPD II Golkar Rokan Hulu because Suparman being held by the KPK, and remember office Suparman also has been completed in early of the year 2017. To fill vacancy of the head the party Golkar Rokan Hulu, and it is Musda in different times and places on 8 January 2017 and 7 February 2017, the race position will not could be avoided between Sari Antoni and Nono Patria Pratama, because the position of the head Golkar in Rokan Hulu regencyis very strategic, the party is the winner second in Pileg 2014 and winners of the election Pilkada in Rokan Hulu regency of the year 2015.The formulation of a problem in this research was “How of the dynamics of conflict in DPD II Golkar Rokan Hulu regency of the year 2017”. The purpose of this research is to find the dynamics of conflict for Golongan Karya (GOLKAR) 2017 in DPD II Golkar Rokan Hulu regency of Riau.This research result indicates that conflict in internal the party Golkar Rokan Hulu is because the race as the head of DPD II the party Golkar Rokan Hulu between Sari Antoni and Nono Patria Pratama, because the position of the head Golkar in Rokan Hulu strategic. Abstract

This research was conducted with the aim to determine the role of the Pekanbaru City Government in overcoming floods in 2017. The main problem in this study is the seriousness of the Pekanbaru City Government in the handling of floods that occur while the flood disaster occurs every year. Directories in this language are policies. This study uses analytical descriptive method with qualitative research. The type of data used in this study is primary data and secondary data obtained through the results of direct interviews with information and information available in the field, lists and problems.Based on the explanation above, it can be concluded that the development and empowerment of Human Resources (HR) is the focus of the policy carried out by the Pekanbaru City Government in 2017. The policy in overcoming floods in 2017 is controlling. The absence of the construction of drainage channels or plaster, and the absence of a master plan in the response to flooding.In addition, there are factors that hinder flood prevention in the city of Pekanbaru consisting of residential and shopping developments that do not heed the prevailing rules, lack of awareness of the city of Pekanbaru in maintaining environmental cleanliness, and lack of budget for flood prevention programs.Keywords : Role of Government, Countermeasures, Floods.

Abstract

This research aims to examine the partial and simultaneous effects of capital structure, managerial ownership and firm size on corporate value. Where independent variable in this research is capital structure, managerial ownership and company size while dependent variable is company value. Using secondary data in form of financial statements, base and chemical industry sector listed on Indonesia stock exchange in 2011-2015. Sampling method used purposive sampling. The sample used is 7 companies base and chemical industry sector listed on Indonesia stock exchange . Data analysis techniques used are simple linear regression and multiple linear regression. The result of research partially ( t test) show that capital structure (DAR, DER, LtDER) have positive significant effect to firm value (PBV), managerial ownership (KM) has negative effect to firm value, and firm size (Ln asset) have positive and significant influence to firm value. While simultaneously (f test) capital structure, managerial ownership and firm size have positive and significant influence to company value.KeyWords : capital structure, managerial ownership, firm size, firm value

Abstract

Rhinoceros or rhinocerotidae is a large mammal native to Africa and Asia. The entire rhinoceros family, the Rhinocerotidae, was included in Appendix I CITES (Convention on International Trade in Endangered Species of Wild Flora and Fauna) in 1997. It means trade of this species and their products is strictly prohibited for commercial purposes. However rhino population are in crisis, an instable demand for their horns is driving rhino poaching levels to unprecedented levels. Vietnam is directly responsible for high level of poaching in southern African countries. As the world’s largest consumer of rhino horn, the demand for rhino horn in Vietnam is driving the increase in rhino poaching crisis in South Africa and bring this species to extinction.This paper aims to describe the effectiveness of CITES implementation in tackling rhino horn trade in Vietnam, the reasons for the ineffectiveness of its implementations and determine the main factors that cause the ineffectiveness. To achieve this objectives, it is used a qualitative method through literature reviews and policy documents.The findings of this paper shows that the opportunity to increase the income offered by rhinoceros horn trading business can be a special attraction for the international mafia which ultimately makes it difficult for the government to apply the CITES regulations so that CITES implementation runs ineffectively and the rhino horn trade in Vietnam still continues.Keywords: rhinoceros, implementation, CITES, rhino horn trade,Vietnam

Abstract

The success of the United Development Party (PPP) in the 2014 election, certainly not apart from one of the main supporters in the general election, namely campaign, election campaign requires every candidate or political party to spend budget. The purpose of this research is to know the transparency of campaign cost of candidate member of Regional Representative Council of Riau Province of Electoral District of Rokan Hilir from United Development Party, and to know the obstacle faced.The type of research used is qualitative research method. The location of this research is conducted on candidate member of Provincial DPRD Riau, DPW PPP Riau Province and related institution Like General Election Commission (KPU) and Election Supervisory Board (BAWASLU) in Election in Riau Province, data collecting technique is done by first in depth interview (in-depth interview) In this interview the researcher uses an interview guide which contains an outline of the subject matter to be questioned, both documentation of this technique is done by using written documents, drawings, photographs or other objects related to the aspects studied. The results of this study indicate that the transparency of campaign costs of candidates for members of the Riau Provincial People's Representative Council. The Electoral District of Rokan Hilir Regency of the United Development Party has not been transparent in the cost factors of boat purchases, elektabilitas survey fees and consultants, open and closed campaign expenses, Voice, shirt fees, t-shirts, campaign jackets, and other campaign attributes, and successful team operational costs and other costs. Obstacles encountered are: a) Reporting of campaign costs is only limited to administrative requirements, b) Prospective members of parliament rarely make reports on campaign costs, c) Lack of socialization of campaign cost reports. Abstract

This research was conducted at Grand Mosque of Islamic Center of Pasir Pengaraian sub district Rambah Rokan Hulu regency with the aim to identify the profile of visitors, to find the motivation of the society to visit the great mosque of Islam center to know the motivation of the community to visit the Islamic mosque of the Islamic center and to know the activities that are being done in the Great Mosque Islamic Center Pasir Pengaraian. In the data-gathering researchers with observation, interview and documentation techniques. This research uses descriptive quantitative research methods. Sampling in this study is taking samples by accident sampling, this technique is a determination technique based on the spontaneity factor. The sample in this study was 50 people. The result of a descriptive analysis shows that the people who visited the Religious Tourism Mosque Agung Islamic Center Pasir Pengaraian are the average female with an average age of 25, and trained Senior Secondary School. The majority of the visiting community came from the province of Riau, with an unmarried status and generally still students. The motivation of the community to visit the Islamic center of the Great Mosque of Pasir Pengaraian has several reasons, namely: for worship. In terms of these activities, visitors are motivated by the need for charity, comfort in worship, the need for self-cleansing, the need for iktikaf, the fulfilled spiritual needs, the need to perform ablution / washing and the need for sacred sanctuaries. to recite. Community activities when visiting religious journeys through the Great Mosque of the Islamic Center of Sand Pengaraian are as follows: performing rituals / worship, whether mandatory, or the sunnah such as obligatory prayer, charity, remembrance, read the holy book of al quran, listen to da'wah and sunnah prayer.Keywords: Religious Tourism Mosque Great Islamic Center, Visitor Motivation

Abstract

Lately karaoke has flourished in the city of Pekanbaru and as for the reasons for the rise of this business is established because the entertainment media this one is very affordable both in terms of middle and upper middle class economy and with the many stands this karaoke business will contribute to sufficient regional cash income significant. Besides this karaoke business place is a type of business that requires supervision in the implementation of its business both in terms of its licensing and operational management. In this case the Pekanbaru City Government issued Regional Regulation No. 3 of 2002 concerning General Entertainment, one of which is a karaoke place as a form of efforts to curb the entertainment place.The concept of theory used according to Usman Effendi is the standard setting stage, the measurement phase of the implementation of activities and the stage of taking corrective actions. This research was conducted in the city of Pekanbaru using qualitative descriptive methods, collecting data through observation and interviews with the informants concerned with the research. The purpose of carrying out supervision of this type of entertainment so as not to cause danger, disruption and abuse of functions in the implementation of its operations on the surrounding environment.This supervision is carried out by several related institutions, namely the Investment Service and One Stop Services of Pekanbaru City, Pekanbaru City Culture and Tourism Office and actors in the Pekanbaru City Civil Service Police Unit assisted by the Riau Provincial Police. From the results of this study it is known that the ongoing supervision has not run well and effectively. This is because there are still entertainment places that do not comply with the applicable regulations and have been determined by the Pekanbaru City Government. The violations still often occur due to the lack of strict sanctions from the Pekanbaru City Government in carrying out the action and the involvement of several individuals in the practice of rent seeking towards business managers that causes supervision to not run optimally.Keywords : Monitoring

Abstract

Satlantas Polresta Pekanbaru has the main tasks and functions to maintain security, comfort, fluency and law and order of traffic in Pekanbaru City. One of it’s function is to take controlling the using of vehicle by chidren under the age. Currently, the phenomenon of the use of vehicle by children under the age is still a lot happening, even since they are in Junior High School. This research aims to know how controlling the using of vehicle children under the age by Satlantas Polresta Pekanbaru and the inhibition factors. This research used the theory of controlling by the time of it’s implementation by Erni and Saefulah, that is preventive controlling, controlling of the process, and refresif controlling. The writer used qualitative research method with snowball sampling as sampling thecnique. This research result indicates that the controlling the using of vehicle by Satlantas Polresta Pekanbaru (case study of minors) the preventive controlling, controlling by the process, and refresif controlling has a lot of inhibition factors. The inhibition factors consist of: internal factors that is, lack of human resources, double job, budget is not enough, disposation of employee, narrow area of work, inadequate facilities and infrastructure, and external factors that it less participation and rules obeydian of society.Keywords: Controlling, Satlantas, Minors, Pekanbaru.

Abstract

Mining activities in most of Indonesia’s regions rarely pay attention to sustainable development, which is mining activities do not pay attention to the economic, social and environmental sustainability of the mining area. In the Marok Kecil village there was once a bauxite mining activity which at the moment is not longer operating. The purpose of this research is to analyze how development on ex-bauxite mining area in the Marok Kecil village and what are the factors influencing development on ex-bauxite mining area in the Marok Kecil village.This research was conducted at Marok Kecil village, South Singkep Sub Districs, Lingga Regency. The theory used in this research is Asdak’ theory, there are have three concepts of sustainable development that is sustainability of social system, sustainability of economic and ecological sustainability. The researh method used is descriptive qualitative research with data collection technique done through interview, observation and documentation. Selection of research informant using purposive sampling technique for Ltd Sanmas Mekar Abadi and accidental sampling techique for people in Marok Kecil Village.The result of this research indicate that the presence of influencing factors of development on ex-bauxite mining activities in the Marok Kecil village . That factors is not tranparancy regarding the use of funds for development, the existence of interest factors of certain people in the realization of development, lack of community knowledge about the use of ex-mining land and lack of community participation in developmnet-related activities.Keywords: Sustainable Development, Bauxite Mining.

Abstract

Sanggar Latah Tuah is one of the art communities that has existed and survived long enough until this day, and one of the things that play a role in this is the communication and strategy that is carried out. Therefore, this study aims to find out the communication strategies carried out by Sanggar Latah Tuah in attracting members of art lovers, by identifying the formulation, implementation, and evaluation carried out on a predetermined strategy.The method used in this research is a qualitative method that is descriptive and data collection techniques through in-depth interviews, observation, and documentation studies. Data were obtained from interviews with four research informants, namely the general chairman, graphic design, and members of Sanggar Latah Tuah.Broadly speaking, the strategy is carried out through three stages: first, the formulation of strategies. This stage is a step that must be taken in planning communication. Second, strategy implementation. In this stage the process of implementing the strategy runs and the use of information systems and linking resources with the performance of the community or organization. And third, strategy evaluation. This stage is to measure the extent to which the strategy has been achieved. Based on the research results obtained show that the communication strategy carried out by Sanggar Latah Tuah is through a direct approach through the activities carried out by Sanggar Latah Tuah and through social media by disseminating information relating to each activity that will be carried out. From the results of this study, the researchers concluded that the communication strategy carried out by Sanggar Latah Tuah in attracting members of art lovers had been fully carried out and was quite effective, even though it had not been perfectly structured in accordance with the theory of communication strategies this could be seen from the increasing number of members. and the existence of Latah Tuah itself which is able to survive long enough in the arts.Keyword : strategy, communication, community, interest, art
