Abstract

This research was carried out at Sukajadi Village, Bukit Batu district, Bengkalis Regency. The purpose of this study is to find out what factors of Christianity are the background of couples who marry without traditional ceremonies. The topic of this research focus is to know the background of the life description of married couples without custom in their socialization lives in the family and Batak community. The sample in this study amounted to 5 people. The author uses qualitative methods and uses Sampling quota retrieval techniques. Data instruments are observation, interviews and documentation. From the research conducted, the author found that married couples who are married without using custom are due to economic factors, different beliefs, cannot be blessed by parents. There are also many couples who are married without Batak customs who consider it true without being treated as a matter of course, but this assumption is strongly denied by traditional Batak leaders, because until whenever the Batak people were very thick in their customs, he also said that he died later must be dealt with, if the marriage does not use custom will affect the child who is going to get married where if his parents are not subjected to his child it is also not allowed to invite parents at a traditional party, so until whenever he said Batak people must understand about the ritual. For those who are charismatic, the Batak tradition is very contrary to their teachings because the charismatic church only believes in getting that blessing by just accepting the blessing of the church, not from its traditional system, most of the people who have charismatic beliefs do not know civilization. Abstract

Professional development of the State Civil Apparatus (ASN) is one of the national agendas in the utilization of government apparatus in improving the quality and development of the ASN, Diklat has an important role to help improve ASN's capabilities and competencies. Apparatus Resources have a very strategic position in the organization, meaning ASN plays an important role in carrying out activities to achieve better government goals.The research objective was to find out the education and training program that had been carried out by the Riau Province Human Resources Development Agency (BPSDM) in the improvement and development of the State Civil Apparatus in 2016. The type of research used was Descriptive Qualitative. The location of this study was conducted at the BPSDM Office in Riau Province. The technique of data collection is done by completing information through interviews with informants who are considered competent to support this research and carry out documentation and request the data needed to the agency under study.Research results that show that: (1) The education and training program of BPSDM Riau Province is included in good condition, effective and efficient. This was due to training materials, delivery methods, facilities and infrastructure, widyaswara capacity (speakers), learning process, the proportion of time in delivering the material and the method of organizing training felt by the training participants as well. (2) Quality of Human Resources produced by BPSDM Riau Province experienced an increase based on exposure from informants related to improving the quality of ASN. Abstract

Forest monitoring is carried out to track and assess the implementation of forest management, so that the objectives can be achieved optimally and at the same time provide feedback for further improvement or improvement of forest management, regional governments also supervise forests, communities and individuals also play a role in forest monitoring. The regional government is also authorized to carry out monitoring, request information and conduct checks on the implementation of forest supervision. As for the background of this research are 1.) Communities do encroachment of forest areas that are used for oil palm plantations without a permit.2.) Lack of forest security personnel Riau Province Environment and Forestry Service.This study aims to determine the supervision of the Riau Province Environment and Forestry Office on Forests in Batang Gansal Subdistrict, Indragiri Hulu Regency in 2017 and the obstacles faced by the Environment and Forestry Office in implementing forest surveillance in Batang Gansal District, Indragiri Hulu Regency in 2017. This study uses qualitative approach with descriptive research types. Data collection techniques used were interviews and documentation. Data analysis was done by descriptive method, namely by giving a general description of the research obtained from the interview by connecting it qualitatively.The results of the study showed that the supervision carried out by the Riau Province Environment and Forestry Service was not optimal, there were still some illegal practice activities found in the Forest area. There are obstacles in the implementation of supervision including the lack of forest security personnel and the ability and Human Resources (HR) to carry out the policies set, the location is too broad, the people who still do not understand the rules of forestry in terms of the importance of forests and forest benefits, and budget constraints.Keywords: Local Government, Supervision, Forest

Abstract

This study aims to determine Fire Management in Pekanbaru and what are the inhibiting factors. The research was motivated by firefighters due to lack of planning in facilities and infrastructure such as the number of fleets such as water catchments and posts, lack of training provided by the Fire Department to fire personnel, lack of supervision on the preparation and maintenance of firefighters, existing operational technical equipment so officers firefighters arrived at the fire site for more than 15 minutes. The concept of the theory used in this study is Prajudi Atmosudirdjo's Management Theory in M. Manullang's book which includes planning, organization, penggarahan and supervision. This study used a descriptive qualitative method. In data collection researchers used observation, interview and documentation techniques. The results of this study indicate that Fire Management in Pekanbaru has not been optimal because it is still often found that firefighters arrive late at the scene of a fire for more than 15 minutes. As for the Inhibiting Factors of Fire Management in Pekanbaru, among others, Lack of facilities and infrastructure, namely ladder cars, lack of coordination between the PLN, the Police and other agencies, and also Human Resources.Keywords: Management, Fire Prevention

Abstract

This study aims to analyze employee recruitment and employee selection and its effect on employee performance at PT. Pegadaian Kanwil II Pekanbaru. Employee recruitment as a variable (X1), employee selection as a variable (X2), and Employee Performance as a variable (Y). The method used in this study is descriptive and quantitative using the SPSS 21 program, where the sample used is 87 employees conducted by simple random sampling and data collection techniques through questionnaires. The results of the analysis use the validity test, reliability test, determination test, simple linear regression test, multiple linear regression test, t test and F test. So that it can be concluded that employee recruitment has a significant effect on the performance of employees of PT. Pegadaian Kanwil II Pekanbaru, employee selection has a significant effect on employee performance at PT. Pegadaian Kanwil II Pekanbaru, and employee recruitment and employee selection have a significant effect on the performance of PT. Pegadaian Kanwil II Pekanbaru. Abstract

The phenomenon that occurs is the increasing number of people who seek treatment at the alternative traditional medicine at Miftahussyifa Pondok in Pekanbaru City. The purpose of this study is (1) To find out the response of the people who have participated in traditional alternative medicine at Miftahussyifa hut. (2) To find out the factors that encourage them to seek treatment in traditional alternative medicine at the Miftahussyifa hut. This study uses the percentage frequency obtained from the results of the questionnaire. The sample in this study was 89 respondents. The results of the study found that the public perception index of Traditional Alternative Medicine in Pondok Miftahussyifa was 75.12% and classified as a good category. Many factors cause people to seek treatment in alternative medicine including social, economic, cultural, psychological factors, saturation of services, benefits and success and knowledge. Abstract

Siak Regency is one of the districts with its capital, Siak Sri Indrapura, in Riau Province. Siak Regency is a developing area and is known for its strong Malay culture, Siak has great potential in improving the tourism sector in its area. This is one of the great assets for the siak government to develop existing tourism in Siak namely through the Siak Brand The Truly Malay which has been echoed by the Siak Regency Tourism Service and even the Truly Malay Tagline has officially become the copyright of Siak Regency. The tagline has been the 'soul' in the development of culture and tourism in the country of the Palace. Therefore the purpose of this research is to find out the process of communication of Malay Culture Tourism of Siak Regency Tourism Office in Forming the Trak Malay Siak Destination Brand.This study used qualitative research methods. Data collection techniques used in this study were interviews, observation, and documentation. The research subjects were 8 people, using a purposive technique chosen from the Siak Regency Tourism Office amounting to 3 people and using accidental techniques from the community or visitors totaling 5 people. Data collection is done through interviews, observation and documentation. Data analysis techniques by reducing data, collecting data, presenting data, drawing conclusions and evaluations using the technique of checking the validity of the data, namely the extension of participation and triangulation.The results of this study indicate that the Source or source in forming the Truly Malay Siak Destination Brand is the Tourism Office who has the ability to communicate and knowledge in forming the Truly Malay Siak Destination Brand is certainly owned by people who really work to carry out tourism development Siak, supported by the local government of Siak Regency and the siak community itself. The message or message used is persuasive and informative which is very interesting. Use of channels or media through, online media, social media and print media such as banner newspapers and billboards. Receivers in this case are domestic and foreign tourists.

Abstract

Attraction is an important factor of a tourism area. There are 2 factors of tourist attraction, namely tangible and intangible. This study aims: (1) to know the tourist attraction of Muara Takus Temple, Kampar Regency, Riau; (2) to know the management efforts to maintain the Cultural Heritage of the Muara Takus Temple in Kampar Regency, Riau. This study uses a qualitative method with a descriptive approach which the research’s subjects are community leaders or traditional leaders, Village Heads, POKDARWIS, and Cultural Heritage Conservation Centers. Data collection was done by doing document study, observation, and interview while the data analysis used data reduction, data presentation, and conclusion drawing. The result showed that the Muara Takus Temple has tangible and intangible tourist attraction. The tangible attraction consisted of the physical form of buildings including monuments, building groups and sites, while the itangible tourist attraction built by cultural values from the past including traditions, folklore and legends, mother tongue, and oral history of creativity (dance, songs, and performances). It can be concluded that the Muara Takus Temple has the potential to be developed as a tourist attraction by utilizing the existing tangible object and maintain the preservation of cultural heritage.Keyword: Tourism attraction, Muara Takus temple

Abstract

Based on Law 6 of 2014 concerning Villages, make it clear that villages can establish BUMDes is a Village-Owned Enterprise through direct statements from Village assets that are separated in order to manage assets, services, and other businesses to be managed into community welfare Village. which became the Problem Formulation in the study: first, how to evaluate the performance of the business fields of Muara Uwai Sejahtera BUMDes. second, what influences the performance of the Muara Uwai Sejahtera BUMDes business field.The research was carried out with the First objective, knowing the evaluation of the performance of the business fields of Muara Uwai Sejahtera BUMDes. Secondly, knowing what affected the performance of the business fields of Muara Uwai Sejahtera BUMDes. In its business performance, the Muara Uwai Sejahtera BUMDes do not go according to plan, whereas the only service unit is savings and loans. The theory used in this study is evaluation theory. This research mengunsksn Qualitative methodology with descriptive type of research. The type of data used in this study are primary virgin and secondary data obtained from the results of direct interviews with informants who are willing to know and understand the problems that exist in the field and with documentation.The type of business that is realized is only one in savings and loans for business services. In the Savings and Loans Unit, the delinquency has an impact on the performance of other business sectors, so that 2 (two) other business sectors do not run the trade business and credit businesses.Keywords: Evaluation, Performance, Business Field of BUMDes

Abstract

Based on the Regulation of the Mayor (Perwako) of Pekanbaru Number 96 of 2015 concerning the Implementation of Small Micro Business Licenses from the Mayor to the Camat, the District of Rumbai Pesisir has decreased the number of issuance and extended the Small Micro Business License. The purpose of this study is how the Implementation of Small Micro Business Licensing in the District of Pekanbaru City Rumbai Pesisir and to find out the Inhibiting Factors of the Implementation of Small Micro Business Licenses in the District of Rumbai Pesisir Kota Pekanbaru. The theoretical concept used by the author is Implementation. The researcher used qualitative research with descriptive studies. In collecting data, the author uses interview and observation techniques. The author uses informants as information as a source of data validity. The results of this study indicate that the Implementation of Micro Small Business Licenses is still not maximal, it is evidenced that there are still a number of micro and small business licenses issued in Rumbai Pesisir District. Inhibiting Factors Implementation of the Micro Small Business License in Pekanbaru in the District of Rumbai Pesisir, Pekanbaru City includes Development and Socialization and Evaluation.Keywords: Implementation, Coastal District
