Abstract

The purpose of this research is to explain the effectiveness of NCB Interpol Indonesia in overcoming human trafficking in Indonesia in 2012-2015. National Central Bureau (NCB) is owned by every member of Interpol. The objective of its Formation itself is to overcome transnational crimes, including human trafficking. There are 47 human trafficking cases addressed by NCB Interpol Indonesia between 2012-2015.This research uses a neo-realism perspective which emphasizes that the state is the main actor and recognizes that non-state actors such as Intergovernmental Organizations (IGOs) have a role in international relations. This research is using the theory of the effectiveness of International Organizations by Frank Biermann and Steffen Bauer. NCB Interpol Indonesia is within the structure of the Indonesian National Police. this is in accordance with the assumption that the position of non-state actors is still under the authority of the state. Indonesia uses NCB Interpol Indonesia as the national bureau to tackle human trafficking in Indonesia.The results showed that NCB Interpol Indonesia was not effective in structural variable. The points that indicate the ineffectiveness of this international organization are unable to meet the points of formal competence, the level of regime that the regime does not possess, the overly complex organizational structure, the lack of personnel quantity in human resources of NCB Interpol Indonesia and not particularly the problem concern. In addition to other factors, ineffectiveness is also caused by poverty, low education and also ecological factor.Keywords: NCB Interpol Indonesia, Human Trafficking, Effectiveness

Abstract

The phenomenon of esteem as if it were the priority needs of today’s society. The society, especially young people, need something new to meet the need for satisfaction. The GenPI West Sumatera Community formed by Tourism Department RI was present in the society and initiated a digital destination called Pasar Siti Nurbaya. Pasar Siti Nurbaya as the concept of a new tourist destination in West Sumatera serves to facilitate the society to fulfill esteem by offering attractive selfie photo spots, traditional Minangkabau culinary and regional dance art performances. This study aims to find out how digital destinations, positioning strategies, differentiation, destination branding and tourism marketing communication strategies are carried out by The GenPI West Sumatera Community in promoting the Siti Nurbaya market destination brand.This study used qualitative research methods. The research subjects were eight people who were selected using purposive techniques, the main informants in this study amounted to 4 people from The GenPI West Sumatera Community and 2 people from the West Sumatra Provincial Tourism Office and 2 people from the society as supporting informants. Data collection is done through interviews, observation and documentation. Data analysis techniques by reducing data, collecting data, presenting data, drawing conclusions and evaluations by using data validity checking techniques are extended participation and triangulation.The results of this study indicate that the form of digital destinations that the GenPI West Sumatra Community adheres to uses the market concept called Pasar Siti Nurbaya. Whereas the destination positioning consists of targets, namely "Kids Zaman Now", promotional media, namely social media and the tagline, "Pasar Zaman Now". Differentiation of destinations is an Instagramable destination. Branding destination consists of a logo brand, brand name, namely Siti Nurbaya, brand tagline, the "Pasar Zaman Now". The GenPI Community Tourism Marketing Communication Strategy in West Sumatra uses the marketing communication mix theory consisting of using media as a means of promotion and participating in various events around tourism.Keyword: Marketing communication, tourism, brand, digital, destination.

Abstract

Performance of Social Service and Funeral in Pekanbaru on Dealing Homeless and Beggars at Pekanbaru City. Social Department and Cemetery Pekanbaru has significance on dealing with sprawl is to conduct training which is later become input for local government programs. The importance of enforcement is process or a way to make conduciveness that aims to clean public facilities for the convenience for the public. And the importance of coaching is an action and activities undertaken for usefulness. The purpose of this study is determine the performance of the Social Department and Cemetery in Pekanbaru on managing social welfare problems in the city and to identify the factors that holding up the performance of Social Department and Cemetery in Pekanbaru on its problems. Theory (approaching system) that used as an analysis system in this research is the performance's theory and organization's theory. Based on these research, the performance of Social Department and Cemetery in Pekanbaru especially PMKS section on dealing with homeless and beggars is good enough. The effort from PMKS on handling its problems such as coaching, mental counseling, and the provision of venture capital. However the effort to round-up homeless and beggars hasn't reached the desired target. The provision of venture capital assistance is not necessarily given to each homeless and beggar in need, because the financial aid given to whoever has been selected before. The obstacles that encountered in dealing with homeless and beggars are their attitude or mindset who don't want to control, causing the PMKS's program target missed out. The other problem is lack of human resources in both the Social Department and Cemetery in Pekanbaru. Homeless and beggars mentoring process should be done so they can become self-reliant community, and in the end, the number if homeless and beggars in the Pekanbaru city can reduce as much as its can done.Keywords:Officer's Performance, Government Organization, Homeless and Beggars Development

Abstract

Community Participation in Physical Development in Kepenghuluan Bangko Pusaka Bangko Pusako Heritage District of Rokan Hilir. Adviser : Mayarni. Community participation in development is the participation of the community in the development process either in the planning stages of development through musrenbangkep, the implementation phase of development, to evaluate the development and benefit the development. Community participation in development planning through development planning meetings (musrenbang) is still minimal and passive, this was due to lack of public understanding of the development planning, low levels of education, and lack of socialization of the then government did not include the community in development planning.The concept of the theory used is participation. Researchers used Soetomo theory. This study aims to determine how the public's participation in physical development in Kepenghuluan Bangko Pusaka Bangko Pusako Heritage District of Rokan Hilir. This study uses qualitative research methods with an assessment of descriptive data. In collecting the data the researcher used interview, observation and documentation. By using key informants as a source of information.The results showed that participation in physical development is still very minimal and passive, meaning that there are still many people who are not involved in any stage of development to be carried out and they handed over all decisions to the other party. In this case the researchers advise people to participate actively in every stage of development and the government should also seek more public participation and active for the idea / ideas that come from the community more so that it can be considered as well as the evaluation for the next year.Keywords: Participation, Community, Development

Abstract

This research is motivated target PAMSIMAS village election in the village of Banglas Barat years 2014-2016 in accordance with the decree of the minister of public works decree No. 79 / Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers program PAMSIMAS at the district level conducted by the planning office and the department of public health office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti, while implementers at the village level is done by the village government, KKM, SATLAK, BPSPAMS and community facilitator team. The study aims to determine the principles of governance in the management of Banglas Barat PAMSIMAS in the village and the factors that affect the management of PAMSIMAS program. The type used in this research is descriptive research with qualitative research approach. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation and interviews. Technical analysis of the data used is descriptive qualitative data analysis.The results showed that the principle governance in the management program in the village PAMSIMAS Banglas Barat has not run optimally. It is seen from some of the principles governance of accountability and the rule of law can not be applied by managers BPSPAMS PAMSIMAS particularly in operational and maintenance phase PAMSIMAS assets. inhibiting factor which is greater in terms of both internal and external. The right solution to overcome the problems in the management of PAMSIMAS Village Banglas Barat is particularly BPSPAMS PAMSIMAS manager must be optimized in applying the principles of governance in coordination with all parties involved in the program PAMSIMAS and supported by the budget of the village government and local government.Keywords: principles Governance, management PAMSIMAS, and integration

Abstract

This research describe the implementations of trade support program in trade cooperations between Indonesia European Union in 2010-2014. Nowdayas Europan Union are one of regions that have big potencial market for Indonesia. But since have a cooperation with European Union, eport product from Indonesia always get a protection from Europan Union. In order that government of Indonesia has implemented a trade supprot program to increase a quality and quantity of export product from Indonesia.The research method used was a qualitative with descriptive as a technic of the research. Writer collects data from books, encyclopedia, journal, mass media and websites to analyze the implementations of trade support program in trade cooperations between Indonesia European Union. The theories applied in this research are liberalism perspective with international cooperation theory.The conclusion of the research about the implementations of trade support program in trade cooperations between Indonesia European Union are have done because protection policy of European Union toward export product from Indonesia. Some trade protection Europan Union are weakness of standarization of product, weakness of competitiveness product from another state, instability of politic and security dosemstic, the high of quality standart from European Union and the policy of tariff and trade from Europan Union.Key words: implementation, trade, support and program

Abstract

Akit Tribes who are in Kembung Baru village precisely located in Dusun AkitJaya has moved from the former they live on the shoreline and estuary of theriver, has now moved to life by rising land area. This study aims to determine theprocess of livelihoods change of Akit from fishermen to non-fishermen inKembung Baru Village, Bantan District of Bengkalis and factors of change oflivelihood of Akit from fishermen to non-fishermen in Kembung Baru Village,Bantan District, Bengkalis. This research uses descriptive quantitative methodand research sample or respondent of this research is 100 head of family fromAkit Tribe in Kembung Baru Village, District of Bengkalis Regency. Samplingmethod with saturated sampling (census). Data collection tool that is in the formof observation and questionnaire which contains the question of the planninginterview addressed to the respondent. Data analysis techniques use thepercentage formula of each questionnaire question category. The process ofchanging the livelihood of the Akit Tribe starts from the process of moving theirshelter from the coast to the mainland, resulting in adjustment of work in the landarea so that they change livelihood from fishermen to non-fishermen. Factors thataffect the external factors that come from outside circumstances such as: becauseof the increasingly difficult life of the sea, the high risk of working at sea, thechange in income when it is changing livelihood.Keywords: Fisherman, Livelihood, Non-fisherman, Tribe Akit

Abstract

Research on overseas behavior in pekanbaru (a typical study in pelalawan students). this research was conducted with the aim of explaining how the behavior of overseas students with the new environment and the factors causing the change. in this study the author uses a type of qualitative research which is an attempt to present the social world, and its perspective in life, in terms of concepts, behaviors, perceptions, and problems about the human being examined. Data collection techniques using purposive sampling method, where the subject is determined by the researcher himself, where the informants used by Pelalawan students from HIMAWAN, amounting to 10 people. the technique of concluding data uses observation, interview and documentation techniques. the results of the study prove that indeed there is a change in some behavior of overseas students such as: how to dress, hairstyles, learning activities, ways of speaking and so on, but students make these changes for the good and progress of themselves. this is influenced by several factors such as: playmates and living environment (campus). Keywords: Behavior, Change,  Pelalawan Students

Abstract

This reseacrh aim to explain about the eefect of the effect of Riau Provincial Government policy in increasing the number of foreign tourist visits to Riau especially the Malaysian tourist. This research uses the qualitative descriptive as the method and secondary is the techniques of collection data. Futhermore author uses the globalism perspective with nation state as the level of analysis and uses the international cooperation and tourism concept.The Riau Provincial Government do some policy. The promotion through Riau Menyapa Dunia, infrastructure improvements,calendar of events, cerita baru center, city branding with Riau the Homeland of Melayu and the promotion to the annual agenda of Malaysia. The result of this research show that after Riau Provincial Govenrment did some policy in increasing the number of foreign tourist visits to Riau it has a positif effect. The effect of this policy is the improvement of economy in Riau Province like the increasing in foreign exchange from tourist sector amd the development of accommodation business. That policy also has an effect in increasing the number of foreign tourist visits to Riau especially Malaysian tourist. Key Words: Tourism, tourist, foreign exchange, policy, accommodation.

Abstract

Development of the number of street vendors has increased from year to year. There are 565 street vendorsIn district of Tampan. In this time there are still many elderly aged 60 years and above who are still working to meet their needs and their families. ElderlyStreet vendors in Tampan traded food, drinks, fruits and cooked dishes. The research method is qualitative with six informant. Street vendors in Tampan not only young but there are also elderly aged 60 years old. Male Elderly Street vendors is more dominant than female. ElderlyStreet vendors generallygraduated from elementary school and comes from a poor family. This elderly sellers trade in the morning till night until 11 pm. The average elderly traders this is only working one job only (do not have a side job). They can get Income Rp 50,000, up to Rp. 200,000,per day. The majority of the elderly sellers trade remained in one place and there was one person selling the informant in the circumference. Of the total informants came from the same area i.e. Pariamancity, West Sumatra. ElderlyStreet vendors seeking capital by borrowing to brother, boss or buyerand the capital of her own. Income or capital and join the income benefit per day. So, the net income fromelderly street vendors is not manyonly able to fullfill their everyday needs, but often they look for additional from elsewhere for their needs.Keywords: Street Vendors, Elderly, Informal Sector
