Abstract

This study will explain about interest of Rusia agreed established outerspace cooperation with Indonesia and what are Rusia‟s goals from this cooperation. Rusia and Indonesia signed a cooperation agreement on Exploration and Utilization of Space for Peaceful Purposes on 1 December 2006. The areas of this cooperation include the field of launching space satellites, earth observation, satellite communications, satellite navigation, telemitri, tracking and control, rocket probe, facility space, material satellites, space science, training or education, and aeronautics technology.Researcher analyzed this case using qualitative methods to find data and facts through some literature. The literature collected from books, journals, mass media and websites. The theoretical framework applied in this research are realism perspective, national interests concept and also use international cooperation.This study shows the hidden interest is for the military purpose and actually to become the real objective of the development of space launch vehicle on the whole. Abstract

Implementation of the strategy of land and building tax collection Rural and Urban Areas according to Regulation No. 14 of 2013 is a policy that aims to pursue and manage potential sector and Building Tax Rural and Urban in the region Payakumbuh. The phenomenon that occurs is that people are not informed about changes in the system for collection of the United Nations after the P2 is managed by the local government and the amount of the taxpayer who does not pay taxes in accordance with the specified time.The concept of the theories used by researchers is the theory Salusu strategy by explaining that the strategy is an art of using the skills and resources of an organization that is used to reach the final destination. The method used in the study includes observations and interviews on the implementing legislation and the owners of land and buildings / Taxpayers as well as documentation and literature study related to the research objectives.The results of the analysis that the implementation of the strategy of land and building tax collection Rural and Urban in Payakumbuh not been implemented because of the persistence of the determination of the structure and size of the tax rate, the procedure of voting and polling area, inspection and administrative sanctions that are not yet optimal. The factors that affect the implementation of the collection is the socialization of land and building tax Rural and Urban, community participation and infrastructure.Keywords: Strategy, Regional Regulation, Land and Building Tax Rural and Urban (PBB P2)

Abstract

This research was conducted in the village of Kuala Penaso Uptown District of Bengkalis district. In this study, the village chief who acts as coordinator, should be able to resolve the various problems during the activities undertaken for the development program that became the main tasks of the village government, of course, can not be running as well as you want, without any cooperation or coordination between the authorities and development it will not be accomplished with baiktanpa their participation and support of the entire apparatus of the village. This study using interview techniques.In doing construction in the village of Kuala Penaso village chief role in development activities is certainly need for a coordination between the Head of the Village, the Village, BPD, LKMD, LPM and Community Leaders that the planned development was right on target and the public can feel the benefits of development.Results of research transactions are carried out based on interviews with several informants found that the role of the village chief in the management of the fish auction belonged to the village has been done but still less effective where, according to the informant from the community (fishermen) socialization of TPI in the village of Kuala Penaso rarely done by the head of the village so that people TPI reluctant to occupy in the village of Kuala Penaso.Keywords : Policy, Management, Fish Auction, Kuala Penaso vilage

Abstract

This study entitled "Voter Data Updates On Election of Regent and Vice Regent of Bengkalis in the District Mandau and District Bantan Bantan 2015". Problems found in this study were the organizers have difficulties in verifying factual.The research questions that the authors give in this study is "What is the process of updating the data of voters and the factors that influence the results of updating the data?" The aim of this study to analyze the process of updating the data and to know the factors that affect the results of updating the data. The method used in this study is a qualitative approach which explains descriptive data. Data collection techniques used were interviews and documentation. While the source of the data used primary data as well as some secondary data.Based on the results of research conducted there are some findings: First, the management information system of voter data due to negligence online systems officer; Second, negligence Officer Update Data Selector. This is due to the inaccuracy of the officer while doing verfiikasi factual; Third, recording a result of reallocation of village population and population movements; Fourth, public participation such as the people are not active in the process of updating the data; Fifth, the conditions of Potential Voters List Electoral caused delays in completion of recording of e-ID card; and Sixth, conditions caused Population Identification Number of recorded names does not meet the standards diprogramkan.proses updating and management of data has not been able to be performed optimally.Keyword: Data Update Voters, Public Pemihan Commission, the Permanent Voter List

Abstract

The tradition of bakayu and mangampiang is one of the traditional cultures of the Minangkabau people that comes from Nagari Batipuah Ateh, Batipuah District, Tanah Datar District. Bakayu and mangampiang is a very rare tradition in Minangkabau. In the tradition of bakayu and mangampiang, there are symbolic aspects that have certain meanings represented by clothing, tools used in the tradition of bakayu and mangampiang. The purpose of this study was to determine the symbolic situation (physical and social aspects) in the tradition of bakayu and mangampiang in Nagari Batipuah Ateh, Batipuah District, Tanah Datar District. To determine the values contained in the tradition bakayu and mangampiang in Nagari Batipuah Ateh, Batipuah subdistrict, Tanah Datar.This study uses a qualitative method with a phenomenological approach and uses the symbolic interaction theory of George H Mead. The informants in this study were the perpetrators of bakayu and mangampiang, traditional leaders, and communities who were selected purposively. Data collection techniques carried out are through observation, interviews, and documentation. To test the validity of the data used source triangulation.The results of this study indicate that symbolic meaning situation tradition bakayu and mangampiang include physical and social aspects. Physical aspects describe the relation of objects / equipment to the activities carried out, while the social aspects include behavior and actions taken by takziah actors. In the tradition bakayu and mangampiang there contained values are religious values and social values. Religious values remind of the close relationship between a servant and his creator, while social values include the value of solidarity, family values, and the value of mutual cooperation.

Abstract

One of the major maritime security issue for many countries in the world is Illegal, Unreported and Unregulated Fishing (IUU Fishing) on the sea. IUU Fishing is a non-traditional security issue that have become an important concern for many countries, due to serious impactThis research using constructivism perspective and using international organization theory and institutionalism theory as the additional theory. The level of analysis is group of actors and this research using descriptive-qualitative methods, and observation as the data collecting.This research shows that Thailand Government must supervise the IUU cases and if the government failed, it will be affecting the huge political crisis. Abstract

This study describe about Indonesian economic cooperation in the export of LNG to Japan in 2008-2015, which was written in a Joint Statement November 28, 2006.             The sources of this research were obtained through literature reviews, books, websites, and others. The source of analysis is qualitative methods. This study uses the level of analysis of the nation state, liberalism perspective considers that war is only a small part of existing reality. The liberalists hope international relation are understood throughly and not forget that cooperation between countries is one of the main things.             Indonesia is one of the biggest LNG producing countries, and Japan is an industrial country that needs energy to run its industry. This economic cooperation is a Japanese soft power strategy that has helped the Indonesian economy. See the condition of Japan that is in need of energy, one of which is LNG. Indonesia's LNG exports play a role in increasing the country's foreign exchange, with the existence of economic cooperation, especially in the energy sector, Japan as a partner also helps in the development of Indonesian LNG. Keywords: LNG, Energy, Export, Import, Economic Cooperation, IJEPA, Commodity.

Abstract

The design of this study using qualitative method with explorative approaches. That is research of excavation. Dig to find an image of an object. Tourism has an important rule in the growth of regional progress. In this study aims to find out how the role of an organization that is Asosiasi pelaku pariwisata Indonesia ( ASPPI ) DPD Riau,in developing tourism and knowing wheter efforts through the organization’s programs have an impact to Riau Tourism. Based on the results of research conducted, there are results to show the efforts of bussiness actors in Riau especially Pekanbaru, through this association (ASPPI) already have an impact or influence for tourism development in Riau province. The program activities of this association are active in supporting the implementation of tourism development. Abstract

Vocational high school or called SMK with a variety of majors such as culinary, clothing, multimedia, machinery, not only that SMK also presents majors beauty. Different from time immemorial education that usually only provide formal subjects to students but now education also strives to provide expertise and creativity to students so that students are able to use these skills to become an independent society. The purpose of research thatb is 1. Know the credibility of teacher instruction communicator in the process of learning to teach the field of skin beuty in smk n 3 pekanbaru. 2. Knowing the instructional communication media of teacher in teacing in learning process in the field of skin beuty in smk n 3 pekanbaru. 3. Knowing the instructional communication method of teachers in the learning process teaching the field of skin beuty in smk n 3 pekanbaru. 4. Konowing the barriers of instructional communication of teachers in teaching and learning process the field of skin beuty in smk n 3 pekanbaru.This research uses qualitative research with descriptive approach. Research subjects consisted of 5 skin beauty teachers and 10 students using Purposive technique, that is based on predetermined criteria. Data collection techniques in this study with interviews, observation, and documentation. The technique of data validity in this study is extension of participation and triangulationThe results showed that the credibility of communicators can be seen from the expertise and belief. Competent, teachers must have a professional license certificate, have sufficient expertise and knowledge, experience and trained. In addition, trust that looks sincere in leading the activities, has the trust of the students, must be honest and moral well and have extensive knowledge. The instructional communication method used is the lecture method, explaining to the students about the lesson objectives and the issues that will be discussed. methods of assigning tasks, methods of presentation and demonstration discussions. Instructional communication media used is the media syllabus, RPP, textbooks beauty, laptop, infokus and cosmetic tools. Obstacles that exist in the learning process that is the psychological barriers and technical barriers, which comes from self, the lack of attention of students to the lessons, as well as interference friends. Technical barriers to lack of focus, lack of lessons and less effective class conditions.Key Word:Instructional communication, skin beuty, and teacher in learning

Abstract

Female Disc Jockey becomes a phenomenon that thriving nowadays. Female Disc Jockey comes from different circle such student and even housewife. Until now the phenomenon of Female Disc Jockey is getting more develop marked by increasing the number of their performance on many event such night club in Pekanbaru. On their performance they often wearing sexy clothes. Meanwhile their work place is close to some kind of negative such alcohol, drugs, freesex and led to a negative stigma from many people. This research aims to find out motives, meaning, and communication experiences of Female Disc jockey In Pekanbaru.This study uses qualitative research with phenomenological approach. The subject of this research is consist of five Female Disc Jockeys in Pekanbaru who has been chosen using the snowball technique. This study used data collection techniques observation, depth interviews, and documentation. To achieve the validity of the data, researcher used the extension of participation, triangulation, and adequacy of reference.The results showed first, the motive of Female Disc Jockey in Pekanbaru consists of Because motive that is hobby, trend, intercourse milieu, and fad. While in order to motive which is popularity, recognized by citizen, and parent support. The second, meanings given by Female Disc Jockey is as an experience, fun job, and way of life. The third, communication experience categorized into two, pleasant communication experience in form of support and acceptance of family, sense of comfort toward work environment of Disc Jockey, and support and aceptance from the surrounding environment. And unpleasant communication experience form are prevention or risistance from family, harassment and sense of uncomfort toward activities on work environment of Disc Jockey, and insults, bad perspective, and also unfriendly aceptance from the surrounding environment such intercourse milieu, social networking sites and neighborhood.Key Words: Communication Phenomenon, Female Disc Jockey, Phenomenology, Symbolic Interaction
