Abstract

This research analyzes the reason of Japan has not ratify Basel Ban Amendment. Japan as a developed country has a high priority in environmental policy refused to ratify of Basel Ban Amendment. Its automatically inhibit the enactment of Basel Ban Amendment which aims to total ban on the transboundary movements of hazardous and toxic waste and other wastes that danger to human health and the environment. Japan has been a member of Basel Convention since 1993. But in reality until now Japan has remained in the position opposite party state conventions and the amendment has not been ratified. While on the other hand the Japanese continued to portray himself as pro-environment state.. Based on Porter-Brown theory, the role of actor in environments policy making, Japanese policy has not ratified the Basel Ban Amendment influenced by domestic economic interests and the influence of Japanese industrial groups in policy-making that related to the economic and industrial sectors. Japan have an interest to keep domestic economy stability after the economic bubble burst in 1993. Reduction amount of hazardous waste means reducing industrial production activity that sustain Japanese Economy. Japan also has an interest to externalization amount of waste. in addition to the economic benefits from waste trade in JEPAs, Japan also has interests to save the environment from the dangers of hazardous waste pollution. Moreover the role of industrial actor in environmental decision making also become one of causes why Japan has not ratify Basel Ban Amendment.Keywords: Convention, Ratify, Amendment, Toxic and hazardous waste, National Interest.

Abstract

This research was conducted in PT. Chevron Pacific Indonesia tassel pekanbaru (finance part special case of taxation). The purpose of this study to determine whether the work discipline effect on employee performance. The benefits of research to increase knowladge and insight about the author of the work discipline, especially its influence on employee performance PT. Chevron Pacific Indonesia tassel Pekanbaru.The data analysis technique used is quantitative analysis, statistical test is a simple linear regression analysis. Where there were 24 respondents or samples using census. Data used in this study is primary data and secondary data obtained through the study documentation and qoesioner the measurement using a likert scale and statistically processed with the program SPSS 16.0 for windows, that the t test and the coefficient determinant (R2).Based on the significant test (t-test) can be seen that the variables are partially positively influence and no significant effect on employee’s performance at PT. Chevron Pacific Indonesia tassel pekanbaru (a special case of part finance taxation). Determinan coefficient (R2) value of 0,732 means that the variable is able to explain the work discipline of employee performance by 73,2% and remaining 26,8% is influenced by other factors beyond the research.Keywords : Discipline and Work Performance

Abstract

Supervision is series activity that be done consciously and systematicy by manager to ascertain that all operational action be run truly according to plan that had to be made previous. Supervision can be done in form direct also undirect by Manager or people who be gave authority by company.Performance is level succeedness someone according to entirely as long as one surest periods inside to execute it task to be compared with various possibility, like work result standart, target or criteria. As indicator of working performance individualy is: working quality, pressal quality, quantity, correctness time, effectivity, and stand aloneness.In ritel's business, frontliner's employee has role that very big that is as company spear end. Frontliner’s task working is interact directly to consumer, must able to give it a optimal service so that consumer can feel satisfy. Existence the supervision that be done will make employee to work according to what was have been decided by company and ascertain that the job be done to goodly.This research Result show that the influency supervision execution in working performance. It can be seen from result be knowing t count (6,833) >; table (3,120) and Sig (0,000) < 0,05. So hypothesiical that to state it that existence supervision execution influence in performance can be accepted.key word : Influence, Supervision, Performance.

Abstract

This research was conducted in the village of Aursati District of Kampar Regency Mines. Based on the Kampar Regency Regulation No. 06 of 2008 concerning the organizational structure and working procedures Kampar District Local Government has the principal task of implementing regional government authority in the field of Tourism and culture. It is to know the role of the Department of Tourism and Culture Kampar district in the development of tourist attraction in the village of Lake Bokuok Aursati District of mine. This study used qualitative methods. Data collection techniques in this study were interviews and tracking documentation. Department of Tourism and Culture Kampar Regency has a strategic role in the effort to accelerate the development of an area, especially in the field of tourism. 7 In this study determined the informant is the Head of Tourism and Culture Kampar District, the Village Head and Head of Indigenous ninik Aursati Mamak Kenegerian Mine. Based on the research that the development of tourism development bokuok Lake has yet to be maximized, some contributing factor is the lack of budget priorities of the Government of Kampar district, the absence of village regulations on tourism, quality of human resources is still weak tourism actors. Thus the Department of Tourism and Culture should be an evaluation of existing service programs so that every potential that exists in the area can be maximized. So also with the village government and its Aursati ninik mamak Kenegerian Indigenous Mine also have to be more creative and cooperative in addressing any existing problems, especially concerning the cultural festival this Bokuok lake. Abstract

Nowdays, there are too many people who still do not understand about theimportance of permission to construct a building. In addition, people still have aproblem on how to obtain a permit to erect a building as well as the provisions thatrestrict or regulate the establishment of a building in an area. Therefore, the needfor monitoring to see how the implementation has been done in the field as well asthe right to construct the building according to applicable regulations.The purpose of this study is to see how the implementation of surveillanceconducted by piupiupiu and to find out which one is the dominant factor in this study.This research was conducted in Dinas Cipta Karya dan Tata Ruang in Siak district.In conducting the data collection method using observation and in-depth interviewsto research informants. Once the data is collected and then drawn conclusions basedon the laws of inference and analyzed using qualitative descriptive analysis.After a study found that the factors that affect the implementation of thebuilding permit supervision by Dinas Cipta Karya dan Tata Ruang is the factor ofhuman resources, funding or budget, facilities and infrastructure, as well asdiscipline in applying the rules correctly.Keywords: Supervision, building permits, Spatial and Urban Planning

Abstract

Village empowerment program is program that aims to accelerate poverty reduction through community empowerment, provision of funding of rural enterprises, and strengthening the capacity of villages in rural development and independent participatory. The problem in this study is how the development of empowerment through Usaha Ekonomi Desa–Simpan Pinjam (UED-SP) Candi Makmur and constraints affecting the program in Candirejo village. The purpose of this study was to determine the extent of progress UED-SP candi makmur in encouraging the empowerment of the community Candirejo.The concept of the theory that researchers use is productive economic empowerment and empowerment of institutional capacity. The method used in this research is descriptive qualitative with data collection instrument includes interviews, observation and document data UED-SP candi makmur.The results of this study indicate that after the introduction of empowerment, community empowerment and institutional capacity increased. On refund loans are still experiencing arrears or congestion due to lack of a socialization about the clarity of program goals and background characteristics of the beneficiaries of diverse cultural culture.Keywords : Empowerment, Poverty, UED-SP

Abstract

The presence of disciplinary offenses committed village head, district head due to the lack of a role in fostering the delivery of Village Governance in the New Hope Village District of Saber Bengkalis district, sub-district which is not maximized direct supervision tasks village head, this happens due to lack of approach between the sub-district with the Village Head New Hope Village District of Saber Bengkalis, so Camats not get proper information about the implementation of the village chief task, whether it is carried out properly or not. This study aims to determine the role of sub-district in the implementation of the Government guidance in the village of New Hope Village District of Bengkalis Saber 2012. Methods used in the study using qualitative methods. Respondents of this study were sub-district, the District Secretary, Head of Government Affairs Village, Village Consultative Body, the village head, village secretary, Institute for Village Empowerment, Youth in the New Hope Village District of Saber number 8 respondents. Data were collected by conducting interviews and documentation. The results showed the district head coaching role of implementation of the Government in the village of New Hope Village New Hope Village District of Saber Bengkalis in 2012 through the conduct giving guidance, provision of guidance, mentoring, provision of training, supervision had a role, but there are still obstacles. In terms of fostering the organization of village government obstacles is the lack of human resources in rural and less budget execution guidance, but sub-district also received support in improving labor discipline that village officials with the high spirits of the apparatus in the village following the development activities undertaken and also the support of the village to the sub-district officials to always conduct development activities in order to improve the organization of village government work discipline in the village of New Hope.Keywords: Role of sub-district, Coaching, Organizing Village Government

Abstract

Public response from Desa Simpang Petai Kecamatan Rumbio Jaya Kabupaten Kampar of kerosene conversion to LPG marked by concrete action of public to conversion program kerosene against LPG or that arise and emerge from the community at the time of the conversion program. The reaction that occurs at the time of the conversion program is a positive response and negative response where positive repon is a response to the acceptance of a new innovation while the negative response is a rejection of the new innovation. Positive response is in the form of a reaction in which Desa Simpang Petai Kecamatan Rumbio Jaya Kabupaten Kampar society receives the conversion program that is being implemented by the government and a negative response from the public Desa Simpang Petai Kecamatan Rumbio Jaya Kabupaten Kampar rejection to the conversion program.Key Words : Response, Conversion, LPG(Liquid Petroleum Gas)

Abstract

This Study was aimed to investigate the characteristic of female students who prefer toconsume fashion clothing trend that influenced by electronic advertising media and how much itcosts in a year. The population of this study were students of academic year 2012/2013. Whilethe sample of this research is the sociology students. Research sampling is done using simplerandom sampling technique in determining the number of respondents. Data collectiontechniques directly gained through deployment questionnaire as much as 40 questionnaires andnon-participant observation, which is not reach to the level of meanings. Meanings are the valuesbehind the behavior that looks to be spoken and written. The data obtained were then analyzeddescriptively. Then the obtained data were analyzed descriptively.The results of this study indicated that the behavior patterns of fashion clothing trendconsumption are influenced by television ads with the percentage of 32.5%, while the cost ofspending on clothing trend with the percentage of 50.0%, respondents by ages of 20 to 21 with55.0%, residential boarding students with the percentage of 77.5%.Keywords: Consumption Behavior, Trend Clothing, Expenditures, Electronic MediaAdvertising.

Abstract

In response to environmental cleanliness in accordance with local regulations digulirkannyaNo. pekanbaru city. 08 Year 2008 on K3 (Health, Beauty, Order) and of Simpang VillageNew Vision mission in environmental hygiene. Village communities still lack experience andpengatahuan about the cleanliness of the environment, especially on trash. People stilllittering the place, not in accordance with the principle of local regulations pekanbaru cityNo. 08 of 2008 on K3 (Health, Beauty, Order) This study aims to know the how people'sbehavior in order to create environmental hygiene in urban intersections as well as knowingthe new factors that influence people's behavior in creating a clean environment in thevillage new intersection. This study used a descriptive qualitative data collection techniquesby observation and informant interviews were obtained from studies that have beendetermined by purposive sampling technique. Where the behavior can be seen from:environment, culture, social class and other group membership, this can be seen with earlierin creating public awareness of environmental cleanliness.There are still a lot of peoplelittering the place, In this study the factors known to affect people's behavior in order tocreate environmental hygiene in urban new intersections are: Environment Society, SocietyExecutive attitude.Keywords: Behavior, Environment Society, Culture.
