<![CDATA[Water War Tourism is one of the attractions in the Meranti Islands Regency. Water War Tourism Object is a tourist attraction derived from the habits of coastal communities in the Meranti Islands Regency, but in its development at this time the water war tourism event has been managed by the Regional Government of the Meranti Islands Regency, so it has undergone many changes. The water war tourism event has the potential to be developed so that it will increase a big role for regional income, but in the tourism sector developed by the government not only to generate regional income, but also in the preservation of water war tourism carried out by the Meranti Islands regional government. guarantees to tourists who attend the war water tourism. The formulation of the problem of this research is How the Government of the Meranti Islands Regency in preparing social security for every tourist who came to take part in the water war in the Meranti Islands Regency 2016-2018?. This study aims to describe the government's actions in terms of regulation, structuring community norms in the preservation of water war tourism in the Meranti Islands District 2016-2018. This research uses a qualitative approach with the type of descriptive approach. Data collection techniques used were interviews and documentation. Data analysis is performed if the empirical data obtained is in the form of a tangible collection of words and not a series of numbers. The results of this study are the actions of the local government on the preservation of water war tourism in the Meranti Islands Regency as an effort to provide guarantees and protections for tourists who take part in the water war tourism event can be done by providing facilities such as accommodation and infrastructure, but in accommodation accommodation facilities are still not running optimally this is due to the inadequate capacity of the hotel then in an effort to provide a sense of security to tourists The Regional Government of the Meranti Islands Regency coordinates with the security and community organizations. <![CDATA[The phenomenon of children and adolescents equipping religious values is experiencing a shift in the development of the times so that the morality and behavior of children are threatened on deviations and contrary to the values and norms in force. Problems occur in children due to lack of control and supervision in socializing as well as a lack of understanding of children about religious education. This study aims to find out how to socialize and foster the application of the Program from Maghrib Koran activities to children. The location of this research is in the Multipurpose Building, Jl. Utama, Sungai Gelam Hamlet, Damai Village, Bengkalis District. Researchers used descriptive qualitative analysis methods by telling and giving an overview of research results in a systematic and logical manner. The criterion of the research subject is those directly involved in the Koran Maghrib program with a total of 10 people (5 key informants and 5 informants). The analysis uses socialization theory (George Herbert Mead) and symbolic interaction theory (Herbert Blumer) as supporting theories. The results of the study explained that the application of Kaji Maghrib socialization was welcomed and could be accepted in the community. The role of parents in children's religious education is still relatively low. The role of the board or teacher is the key to the success of the activity by applying learning coaching with various methods being taught. During the socialization of activities, experienced a good development. the overall ability of children is categorized as still low in terms of learning. The lack of participation in studying religious teaches ranging from adolescents, adults and parents. <![CDATA[The implementation of the Systematic Complete Land Registration Program (PTSL) has begun in 2017. The implementation of the PTSL Program is carried out in accordance with Ministerial Regulation ATR / BPN Number 12 of 2017 concerning the Acceleration of Systematic Complete Land Registration. The PTSL program aims to accelerate the provision of legal certainty and legal protection of community land rights with certainty so that it can improve the welfare and prosperity of the people in Pekanbaru City. Rumbai Pesisir District is the district with the least number of PTSL arrangements so the target provided is not achieved. The purpose of this study is to describe the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District, then also to determine the inhibiting factors for the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District in 2018-2019. The theoretical concept used is the theory of policy implementation by Merilee S. Grindle. This type of research is a qualitative descriptive. Data collection techniques are done by interview and documentation. The results of this study are that the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District is not optimal. The inhibiting factors in the implementation of the PTSL Program are the lack of resources used, the intended resource is the lack of measurement officers. The mindset of the community, where people think that by joining the PTSL Program, the tax affected will be high. Lack of counseling conducted by officers of the Land Office, counseling is only done once at the village level. Late implementation time and boundary markers are not installed. <![CDATA[The purpose of this study is to provide an overview of the response of coconut farmers to village-owned enterprises and provide an overview of the factors that influence the response of coconut farmers to these village-owned enterprises. The basis of this study was to use a field survey in the river fig village. Type of writing using descriptive quantitative research that is working with numbers that are analyzed using data processing spss data obtained from questionnaires that have been distributed. Data collection through observation with interviews directly to respondents. The technique in this study uses a simple random sampling method. Sampling was 80 respondents with a margin of error (10%) from 400 coconut farmers. Data collected from research results are processed using frequency tables with percentages. In collecting data researchers used observation techniques, questionnaires and documentation. The results of this study indicate that coconut farmers' responses which include, attitudes, actions, and participation have revealed positive responses. This is because even though the condition of village-owned enterprises still needs improvement, the support flowing from the community believes that the objectives and results that will be obtained from a long process will improve the economy of the river fig village so that positive support for village-owned enterprises flows. Keywords : Response, Village-Owned Enterprises, Economic Improvement]]>

<![CDATA[Trading is essential for countries. It can be achieved by export. Indonesia is trying to get access for its products, especially the renewable ones. Food like rendang as one of the most delicious food in the world becomes a comodity for export that can be developed. United States of America is a prospective export destination for rendang. This research describes Indonesia’s efforts to get better access to export rendang to America. This research was descriptive qualitative. Data was acquired from interviews with authorites working for trade and micro and and small business players. To get detailed and reliable data, researchers also collected documents from books, journals, websites, and government official papers. Liberalism perpective for competitive advantage was used to analyze the data. The research shows efforts done by Indonesia to improve West Sumatera’s rendang to the United States were registering rendang to UNESCO to get intellectual property rights as an Indonesian traditional food, establishing rendang centers for production, improving the international standardization, and expanding micro and small businesses internally. Indonesia also has introduced the food at bazaars at Indonesian events sponsored by Indonesian embassy and consulats in the United States for culinary diplomacy. <![CDATA[ The Establishment of Village Owned Enterprises (BUMDes) is one way to make an innovation in improving village development and its people in the economic field. This study aims to determine the success strategies undertaken by the BUMDes Amanah Sejahtera in Sungai Buluh Village, Singingi Hilir District which has been formed with many business units which are one example of BUMDes Succeed in Kuantan Singingi Regency in managing the assets of their village assets. This study also aims to find out how the success of the Amanah Sejahtera Village Owned Enterprises (BUMDes) in Sungai Buluh Village Singingi Hilir District and the supporting factors for the success of the Amanah Sejahtera Village Owned Enterprises (BUMDes). The results of this study indicate that, first the strategy of the Village Owned Enterprises (BUMDes) Amanah Sejahtera that has been done It has been going quite well and in accordance with the objectives, vision and mission of BUMDes Amanah Sejahtera can be seen in the process of developing BUMDes with increasing profits that continue to increase three years successively also won the title as the Best Village-Owned Enterprises (BUMDes) in Kuantan Singingi Regency. Second, the supporting factors for the success of a village-owned enterprise (BUMDes) from the Prosperous Trust starting from creating to managing each business unit so as to achieve success and success. <![CDATA[Republic of Indonesia Law No. 6 of 2014 concerning Villages that the Village Head is the village Government whose task is to carry out village governance, carry out village development, foster village community development, and empower the village community. The village head is elected directly by the village residents who are citizens of the Republic of Indonesia who meet the requirements with a term of 6 (six) years. The problem formulation in this research is how to Evaluate Government Policy on the Implementation of the Election of the Head of the Simultaneous Village in Pangkalan Panduk Village, Kerumutan District, Pelalawan Regency in 2018?              This research was conducted with the aim of describing the evaluation of the Regional Government Policy towards the implementation of the selection of the Serentak Village Head in Pangkalan Panduk Village, Kerumutan District, Pelalawan Regency in 2018. This research was a descriptive study with a qualitative approach. The location of this research was carried out in the village of Pangkalan Panduk. Data collection techniques used were observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods.The results of this study illustrate that the Regional Government Policy of Pelalawan District Against the election of the Village Head. Mr. Jahar did not receive the candidate for Village Head number 1 on the recapitulation results of the Village Head Election which was very thin because his vote was chosen because the Pangkalan Panduk Village Head election committee was cheating. The fraud was due to the refusal of voters, voters who had been registered on the Permanent Voter List and had brought invitations during the election, the Actions of the Regent who did not summon and did not facilitate a lawsuit from the candidate for the Village Head to raise objections and prove the grounds for the lawsuit in the attempt to settle the sangketa. It is known that the factors influencing the evaluation of the Pelalawan District Government's policy in the Pangkalan Panduk village because the Regent's Acts and Decisions are contrary to the prevailing laws and regulations. <![CDATA[The focus of this paper explains the foreign policy of Australia regarding the domination and expansion of China in Indo-Pacific. China's rise which consists of economic and military revolution, partnership, investment, and trade, has remade the landscape of regional system and also created tensions for other countries. Australia notices that China’s economic power will have geopolitical implications that will affect its national interest in the future. That is why Australia must have a good strategy and foreign policy to counter China's influence while remains engaged and builds a strong partnership with China.This paper uses the perspective of Neorealism which focuses on the anarchy structure, distribution of power, security dilemma, and also the balance of power in the system. Using the balancing and engagement theory, this research aims to unveil Australia’s strategy and approach to China’s rise. The hypothesis examined using the level of analysis of the nations as it directly related to Australia's Foreign Policy White Paper 2017 that primarily focuses on Indo-Pacific opportunities for Australia. This research shows the Australian government has a strong commitment to create a peaceful and open Indo-Pacific region to coordinate its position by building and increasing cooperation and partnership with other countries around Indo-Pacific. So that they can achieve a balance of power in order to counter and moderate China's influence and border its growth in the vast and complex Indo-Pacific region, so that it is not overlapped with the interest of other countries. <![CDATA[The Riau Creative Center (RCC) program is a program created by the Riau Provincial Tourism Office with the aim of sharing information about the activities of creative economy actors with the wider community and providing economic added value and creating a source of regional income. The purpose of this study is to find out how effective the RCC program is in its implementation in the field and its inhibiting factors. The theoretical concepts used in this study are effectiveness theories consisting of: Achievement of Goals, Integration, and Adaptation. This research is a qualitative research with a case study approach. The selection of informants in this study uses purposive sampling technique. Data collection techniques through observation, interviews and documentation. The results of this study indicate that the RCC program in the creative economy has been carried out but not yet running optimally. This is due to inhibiting factors in the implementation of the program which include internal factors and external factors. It is recommended that the Riau provincial tourism office through the Creative Economy sector be responsible for the RCC program so that it pays more attention to the program goals and objectives that have been previously determined and evaluates the programs that have been carried out.Keywords : Effectiveness, Creative Economy, RCC Program.]]>

<![CDATA[The research was conducted at Novotel Pekanbaru which aim to find out the task implementation of the bartender in the Molecule Gastro Bar. To carry out the task implementation, there are 3 stages. First, work before the bar is opened. Second, job when the bar is opened. Third, job when the bar is closed. The task implementation of the bartender in the Molecule Gastro Bar Novotel Pekanbaru is working with Standard Operational Procedure to make the work of the bartenders is easy to serve guest. Molecule Gastro Bar at Novotel pekanbaru is the one of the outlet who is giving the financial benefits to hotels. To carry out the task implementation of the bartender must need to understanding about bar, starts from the type of drink, how to present and serve and mixology techniques that will be provided to the guest. The research uses qualitative methods and to get the data the author uses interview, observation, and documentation.
