Abstract

Unemployment in Indonesia is a difficult problem to eliminate from human life, but the problem of unemployment is not left alone. The high unemployment rate is caused by several factors including the size of the labor force that is not balanced with employment opportunities and the level of education and skills possessed by the people of Indonesia is very low. Pekanbaru City Labor Office implements a program of expanding employment opportunities that is burdened by the Ministry of Manpower of the Republic of Indonesia. The program of expanding employment opportunities implemented by the Pekanbaru City Labor Office is located in Rumbai Subdistrict, because Rumbai Subdistrict is still very minimal and requires the construction of infrastructure or infrastructure facilities and many have unemployed communities that must be empowered. This study provides an overview of community empowerment in reducing the unemployment rate in Pekanbaru city while finding inhibitory factors. Based on the results and discussions of the research can be concluded that the program of expanding employment opportunities is implemented through public services with a budget of the State Budget where the types of activities include labor-intensive infrastructure that aims to seek the expansion of opportunities. This type of research is qualitative research with phenomenological approach. Data collection obtained both primary and secondary data collected through observation interviews and documentation, then analyzed so that it can be drawn conclusions from existing research problems. The result of the study is that the program of expanding employment opportunities is less effective because some indicators of success are not achieved. Inhibitory factors include natural conditions and climate or weather at the time of the implementation of the program so that the program is not carried out properly or not in accordance with the planned time. Keyword : Effectiveness, Program Implementation, Expansion of Employment                    Opportunities

Abstract

This research shows sensational, Riau Province as an area that sells pertalite with highest price in Indonesia. This high proce of pertalite is due to the pegging of 10% (ten percent) pertalite tax rate set out in regional regulation number 8 of 2011, the highest percentage set by presidential regulation number 191 of 2014. Even though as a Riau producer or petroleum, it must pay dearly to get it. This is people’s demand to reduce the pertalite tax rate. The purpose of this study is to see how the determination of pertalite tax in Riau Province and what influences the determination. The theoretical concept used in this reasearch is the theory of the policy setting process by Nugroho (2017) with stages namely : determining policy issues, forming a policy formulation team, pre-policy process, first public process, second public process, special focused group discussion forum, and the policy authorization stage. Through this process the latest regional regulation was formed, namely regional regulation Number 8 of 2011 stating that the pertalite tax was 5%.  *Key word : tax determination process, pertalite prices, people’s demands.

Abstract

The purpose of this research to know The quality of the waiter service and the waiter's efforts in improving the quality of services consisting of five dimensions , namely Tangibless, Emphaty, responsivnes, Reliability, assurance. The research method used in this research is a descriptive quantitative method. The population of this research is the guests who eat and drink at Aryaduta Hotel Pekanbaru's restaurant. Samples in this study used an accidental sampling sample. Data collection in this study used observations, interviews, questionnaire, Literature Studies, and documentation studies, using the Instrument measurement scale of Likert scale. The data analysis techniques used are descriptive statistics. Based on the research conducted at Aryaduta Hotel Pekanbaru, the result of data processing shows the level of the waiter's service both on the dimensions tangibless, Emphaty, responsivnes, Reliability and assurance .

Abstract

This research was conducted in Tenan Village, Tebing Tinggi Barat Barat District, Meranti Islands Regency. The purpose of this study is to describe the socio-economic culture life of sago refinery workers and their contribution to family life. As well as to find out how rational the social actions of sago refinery workers working at the sago refinery. The research subjects or respondents involved in this study were 5 local people who worked at the sago refinery, this study used a descriptive qualitative approach. The main data collection tool is the researcher himself, because the researcher acts as the main instrument in the field. Respondents were chosen based on their ability and openness to selective data search. The method used is observation, documentation and in-depth interviews. Checking data from various sources is done through triangulation techniques in an effort to increase researchers' understanding of what has been discovered. The results of this research indicate that there are four factors that cause a person to become a sago refinery worker, namely: (a) not having special skills; (b) pressured by the economy; (c) no other work; and (d) as additional income. 3) The total income of sago refinery workers is between Rp 2,400,000 - Rp 2,700,000 per month, this income is relatively low but can contribute to his family. Keywords: Sago Refinery Workers, Phenomena, Socioeconomic.

Abstract

The koa game is a popular game in Kamang Hilir sub-district, especially in Koto Panjang village. Koa games are a wealth of local culture that should be used in learning about nature and encourage the growth of social interaction in society. This game is usually performed by men.s minang to fill spare time or an event to gather together and sometimes this game is also played when there are traditional events in one area in Minangkabau. The rules in the koa game also contain ethics that are carried out in Minangkabau, one example is prohibited from using the left hand in playing koa . This is because in Minangkabau cultural customs, using the left hand to interact with other people is considered impolite. Koa games are often associated with the community as gambling. This is caused by several parties who take advantage of this game for negative things. Resulting in the emergence of views or perceptions among the public that the game of koa is part of gambling. The theory used in this study is the theory of perception. This research is a descriptive quantitative research. The population of this study were all communities in  Koto Panjang village, while the sample in this study was 75% of the total population. Data collection was carried out by observation, preparing a list of questions or questionnaires, and documentation. The results of this study can be concluded that the public perception of the koa game in Jorong Koto Panjang is a positive perception. Meanwhile, the factors that influence it are the recipient factor, the situation factor, and the object factor.  Keywords: Perception, The Traditional Game Of Koa

Abstract

This study aims to determine the implementation of training and work supervision on employee performance partially and simultaneously. This study uses a questionnaire as a data collection tool which is distributed to 55 respondents to employees of PT. Green Planet Indonesia Pekanbaru branch. Data were then processed using descriptive analysis and statistical analysis using SPSS 25 to test the validity, reliability test, simple linear regression, multiple linear regression analysis, analysis of determination (R2) and hypothesis testing with test t (partial) and F test ( simultaneous). The results showed that testing the first hypothesis, namely the implementation of training on performance, namely t count (6.221)> t table (2.005), meaning that the implementation of training had a significant effect on employee performance. Second, work supervision is t count (6.289)> t table (2.005), meaning that job supervision has a significant effect on employee performance. The results of the F test (23.064)> F table (3.18) means that the implementation of training and work supervision simultaneously has a significant effect on employee performance.Keywords: Implementation of Training, Supervision of Work, Employee Performance.

Abstract

This study aims to determine the response of the people in RW 019 Exodus Tuah Karya to the establishment of the Chromatic Family Karaoke entertainment venue. The response is seen from three aspects, namely Cognitive Response, Affective Response and Conative Response, while to see the factors that influence the formation of the response can be seen from three factors, namely internal factors, living environment, culture. This research was conducted on people living in RW 019, Tuah Karya sub-district. To get the right results, the author uses descriptive quantitative methods which are presented in tabular form and explained in detail with a total sample of 79 respondents. The results of this study indicate that the public's response to the establishment of chromatic family karaoke is high or negative. Both from cognitive, affective and conative responses. That's because there are factors that influence the formation of responses, from factors that influence the formation of responses, internal factors, living environment, culture, in this study are classified as high, meaning that the presence of these factors can affect the formation of a person's response to something. For this reason, capital owners need to pay more attention to the location and place where the place of business will be established, especially karaoke entertainment venues, because not everyone thinks that the place is said to be good as a place of entertainment. Keywords: Response, RW019 Community, Chromatic Family Karaoke

Abstract

As a developing country, Indonesia is faced with environmental problems that occur within its country. According to the Indonesian Ministry of Environment and Forestry, it was stated that Indonesia suffered some environmental pollution problems that fluctuating especially in the year 2015-2019, because this affects the survival of people in Indonesia, hence the need for help from various actors to help overcome the problem.The research uses the corporate Social Responsibility (CSR) theory, with a green thought perspective supported by the concept of sustainable development (SDGs). The study also used qualitative descriptive research methods and the level of behavioral analysis of the group. Research data is obtained through literature review and all research data comes directly from official government web pages and related official websites.Based on the research analysis, the conclusion is that the efforts of PT.Unilever Indonesia Tbk in overcoming environmental pollution in Indonesia is run through the USLP program. This Program is a follow-up of corporate CSR obligations that have been regulated in government and statutory regulations. Realization of this program focuses on efforts to build a sustainable business and aligned with the natural order PT. Abstract

 Payakumbuh City has been awarded “Healthy City” from 2004 to 2019. This Healthy City assessment consists of 9 areas, one of them is healthy tourism. The tourism sector is very potential to be developed, because Payakumbuh City has a strategic location. But in reality, problems are still found in the planning and implementation to realize healthy tourism in Payakumbuh. This study aims to determine strategic management to developing healthy tourism in Payakumbuh City, and the inhibiting factors in strategic management healthy tourism development in Payakumbuh City. The method used is a qualitative method with case study approach. The research information was determined by purposive sampling technique. Collecting data through observation, interviews and documentation and data analysis using qualitative descriptive methods. The research results show that the formulation, implementation and evaluation of the strategy was not maximum. The inhibiting factors for the strategic management to development of healthy tourism in Payakumbuh are inaccurate budget planning, lack of community participation and tourism organizations that have not been active. The results of this research found that the strategy for developing healthy tourism in Payakumbuh was not optimal.Keywords : Strategic Management, Development, Healthy Tourism

Abstract

Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 17 of 2018 concerning the organization and working procedures of the technical implementation unit for children's social rehabilitation within the directorate general of social rehabilitation. According to data from the Office of Women's Empowerment and Child Protection, the number of cases of violations of children's rights in 2019 was 130 cases. One of the social service programs for children who have problems dealing with the law is through the Social Rehabilitation Center for Children in Need of Special Protection (BRSAMPK). In implementing the government program, the central government established the Social Rehabilitation Center for Children Needing Special Protection (BRSAMPK) located in Rumbai, Khayangan street No. 160 Rumbai, Rumbai Pesisir District, Meranti Pandak Village, Pekanbaru.The purpose of this study is to analyze the problems that occur in the implementation of the social rehabilitation service program for children facing the law in Pekanbaru in 2019. This study uses the Edward III Implementation Theory. The method used is descriptive methods with qualitative research types. The types of research data are primary data and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is descriptive qualitative data analysis.The results showed that the implementation of the BRSAMPK service program for ABH had not been optimal. This can be seen from the lack of good communication between ABH and insufficient resources for ABH. The inhibiting factor is the lack of supervision by caregivers of ABH, resulting in cases of children running away from the hostel. The right solution to overcome this problem is to further optimize the social rehabilitation program for ABH related to communication between ABH, infrastructure for ABH, as well as better supervision of ABH at BRSAMPK.  Keywords: Implementation, Service, Social Rehabilitation Center for Children, Children in Facing Law.
