Abstract

In order to provide a population identity to all citizens of Indonesian citizens who apply nationally, the government through the Minister of Home Affairs makes a policy, namely the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards (KIA). Bearing in mind that children who are less than 17 years old and unmarried do not have a national identity that is valid and is integrated with the Population Administration Information System (SIAK).          The purpose of this study is to determine the implementation of Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards (KIA) in Kampar Regency 2017-2019. The theory used in this study uses the theory of the success of a policy implementation according to George C. Edward III. This type of research is descriptive qualitative. Data collection techniques are carried out by face-to-face interviews, mass media and collecting documents related to the implementation of the Minister of Home Affairs Regulation on Child Identity Cards.          The results showed that the implementation of KIA in Kampar District was not yet effective because it did not have a special printing tool to print KIA, of the 256,298 KIA required and only 556 KIA printed, this means 0.22% of the total should have been printed. Whereas based on the attachment of the Minister of Home Affairs Regulation Number 2 of 2016 concerning KIA, it is stated that the KIA blank can be personalized using the same printer and ribbon used in the Electronic KTP personalization process. Besides, it is also caused by: 1). Ineffective communication, seen from the communication channeling has not yet been carried out towards the target party, it is not clear regarding the content of the policies carried out by the implementing party, and the inconsistency in carrying out the orders contained in the policy. 2). Limited resources, inadequate information on the policy itself, ineffective implementers in exercising their authority, and inadequate facilities. 3). The attitude of policy implementers who do not know exactly what should be done and are not serious about the implementation of KIA. 4). Abstract

Regional assets are all regional assets in the form of tangible and intangible goods. Regional assets are one of the important elements in the implementation of government and services to the community. Regional assets are important resources for local governments because regional assets or goods are the economic potentials owned by the regions. Kuantan Singingi Regency in the tourism sector has great potential to be explored. The wealth of tourism potential that is owned by Kuantan Singingi Regency, of course, requires good and appropriate management. To manage this potential, the main role is in the hands of local governments. However, the local government has not shown its seriousness in managing Kuantan Singingi tourism, this can be seen from the absence of regulations governing tourism development. This study aims to describe the maintenance of government assets of Kuatan Singingi Regency which is located in the location of the Guruh Gemurai Waterfall Tourism Object. In addition, to find out the factors that become obstacles to this implementation. This research uses descriptive qualitative methods and data collection techniques based on observation, literature study and interviews. The results of this study indicate that the maintenance of local government assets at the location of the Guruh Gemurai waterfall tourist attraction in 2019 consists of recording the plan for the needs of regional assets consisting of supervision and maintenance which is constrained by a limited budget. Inhibiting factors consist of internal factors and external factors. As for the internal factors that become obstacles, namely, limited funds, the absence of a Regional Regulation concerning the Master Plan for Regional Tourism Development, and inadequate Human Resources. Meanwhile, the external factor that becomes an obstacle is the low participation of the private sector in developing tourism destinations..Keywords: Regional Assets, Regional Asset Maintenance

Abstract

This study discusses the interests of the Philippines in implementing security measures against the import of instant coffee from PT. Mayora Indah Tbk Indonesia in 2018. The Philippines implemented a Safeguard policy in the form of a tariff increase, because instant coffee products from Indonesia dominate the Philippine market, resulting in threats to local farmers and domestic products. This research uses the perspective of mercantilism and the level of analysis of the nation state supported by the theory of national interests. This research is a qualitative research with descriptive analysis method that describes and solves a problem that is happening. This research states that it is in the Philippines' interest to implement a safeguard policy to protect local farmers and domestic products from the threat of loss, so that Indonesia lobbies the Philippines to normalize imports of instant coffee from the Mayora Group.

Abstract

This study aims to explain how the role of K-Pop idol BTS in the Generation Unlimited program. The UN in particular UNICEF is collaborating with a Korean music group that is at the peak of its fame namely BTS in the Generation Unlimited program. A program that focuses on supporting youth in building self-confidence, nonviolent advocacy, education, training and support to overcome the problems of the youth phase. This study raises the problem of the role of BTS in the continuation of Generation Unlimited. This research method was obtained from books, journals, and websites that support the hypothesis. In this paper, the author uses Constructivism perspective with soft diplomacy. The author uses the level of group analysis as an actor in international relations. This research uses qualitative research methods.   The results of this study include BTS participating in the UNICEF program before Generation Unlimted, BTS Speeches at the 2018 annual UN general assembly in New York, BTS Album titled 'Love Myself', BTS campaign titled 'Love Myself' and distribution of BTS funds for various school in the world. Keywords: Role, UNICEF, K-Pop Idol, BTS Generation Unlimited, campaign, teenagers.

Abstract

BAPENDA Riau Province Mobile Samsat Program is a manifestation of current technological developments. The Mobile Samsat program is a flagship program owned by BAPENDA Riau Province. The Mobile Samsat Program is a motor vehicle tax payment service (PKB) using the ball pick-up method to make it easier and improve services to people who will pay motorized vehicle taxes. The purpose of this study is to determine the effectiveness of motor vehicle tax collection through the mobile social security services of BAPENDA Riau Province and to determine the factors that support the effectiveness of motor vehicle tax collection through the mobile social security services of BAPENDA Riau Province. This study uses purposive sampling technique and qualitative research uses a descriptive approach and uses data collection techniques by means of observation, interviews and documentation and for further analysis. The results of this study indicate that: first, the traveling Samsat program has been effective. Second, the supporting factors of this traveling Samsat program are  socialization, community trust, service location. Keywords: program effectiveness, motor vehicle tax, service

Abstract

The problem of flooding in Pekanbaru City is caused by river overflow due to obstruction of the flow of the Siak River to the sea caused by tides, causing an increase in the level of the Siak River. Meanwhile, those caused by rainfall are due to accumulated garbage and the amount of sand sediment in the drainage / drainage channel so that if there is rain the water flow will be hampered. Weather factors and the effects of climate change that trigger an erratic rainy season cannot be blamed but must be addressed by the government with adequate urban planning. Pekanbaru City Government does not have a Master Plan for flood prevention and water catchment areas for the long term. In addition, there is urban planning that reduces the absorption of water to the ground, such as semenising sidewalks. The formulation of this research is "How is the planning and what are the inhibiting factors of the Public Works and Spatial Planning Service in Flood Prevention in Pekanbaru City in 2019?" This study aims to analyze, identify and describe the planning and inhibiting factors of the Pekanbaru City Public Works and Spatial Planning Office in Flood Prevention in Pekanbaru City in 2019. This research is a descriptive type of research using a qualitative approach. Data collection techniques in this study using interview techniques, observation and documentation, data analysis used is qualitative analysis. The findings that can be concluded are the Planning of the Pekanbaru City Public Works and Spatial Planning Agency in 2019 in Flood Prevention through 5 stages of the development planning process: 1.Planning, there are obstacles such as not having a Flood Prevention Master Plan due to budget constraints so that the resolution of the flood problem is not optimal; 2. Programming, construction of sheet pile/talud/brojong, normalization of rivers and streams, and rehabilitation/maintenance of primary and secondary channels and bridges in flood prevention in Pekanbaru City; 3. Implementation of plans, the obstacles are not maximal implementation of programs and activities due to budget rationalization and not maximal drainage maintenance officers in carrying out their duties; 4. Supervision, supervises every program and activity carried out and reports any irregularities that occur and takes corrective action; 5. Evaluation, evaluating flood prevention development, one of the forms is a revidesign.  Keywords: Development Planning, Flood Prevention, Master Plan.

Abstract

The strategy of fruit traders in selling at the morning Market of Arengka, Pekanbaru City. This research was conducted at Arengka Market, Pekanbaru City. The purpose of this study was to determine the costs and rewards of fruit traders and the strategies of fruit traders in carrying out selling activities. In determining the informants using a purposive sampling technique, namely fruit traders who do not cooperate with fruit traders around the market, have been selling for more than five years, and persisted in selling when the flyover was established. The number of informants in this study were five people. The theory used is the theory of social exchange by George Casper Homans. The results obtained are that the costs made are sacrifices in the form of time, material (paying rent), and in their own way. Rewards obtained by informants are in the form of material (money, have assets, and are able to meet daily needs) and non-material (comfort, security, and pleasure). Of course, this is different for each informant. As for the strategy, it is seen through the propositions in social exchange theory and assisted by cost analysis, so that rewards are also obtained for each informant. In general, the strategy taken by each informant is in the form of improving service to buyers in the form of providing good quality fruit, being friendly to buyers, being honest with customers, and giving discounts to customers. To support this strategy so that it runs smoothly and according to its objectives, of course it requires costs or sacrifices. Abstract

            Tourism is mega business, not only as a needed but also as a want. In the world of tourism industry, one of the most important is accommodation, therefore in Pekanbaru the Grand Central Hotel is one of hotels that frequently visited. Not only selling rooms this hotel also selling food and beverage service like restaurant, bar, room service. Guest who is visit here are not just for stay overnight, many of them also just visit restaurant, bar or meeting at rooms available at hotel or use ballroom and make celebrate party as birthday or wedding. Therefore with this research the writer wants to describe food and beverage service with main discussion of providing and maintaining equipment for food and beverage department. Through pre-observation it is known that providing and maintaining equipment for service and product is steward in organization under food and beverage department. Continued with observations, interviews and documentation with HRD and Food and Beverage Department especially supervisor steward, and steward. Abstract

Having two a role in a family it is not easy, women who Sued for having the dual role in family to be a housewife and employment as rubber farmers must help fulfill Because family economy. In this case respondents explained how to divide time in exertion good in working and its role in the family. The dual role the women are capable of conflict causes a small family was in good economic problems and psychologically women had a double role. Phenomena subjects this time located in the Kelawat village Sungai Lala district of Indragiri Hulu that the area there are characteristic informants who in accordance with the subject of the treatment. The Data The research was done by interviews, observation and documentation. The interview is conducted structured interviews where prepare guidelines Researchers his first interviews. Abstract

This study aims to examine the Disharmonization of Thai Rice Import Policy to Indonesia 2014-2018. The research method used is qualitative research. This research is focused on discussing the Disharmonization of Thai Rice Import Policy to Indonesia in 2014-2018. Second, researchers feel the need to provide a time limit for the phenomenon or problem to be studied, namely the years 2014-2018. This research uses the theory of liberalism. This research also uses the concept of international cooperation which is an important discussion in this research. The research data is obtained from books, journals, official documents and website that support the hypothesis. The study concludes that the Indonesian Government's interest in importing rice is driven by several policies. That is. Rice imports were carried out because rice price continued to rise, the increase in medium rice prices in recent times was due to the lack of stock in the market. What happens in the field today is that traders receive a lot of orders for medium rice even though the stock is almost empty. The supply of rice to the warehouse is small because the harvest season occurs during the rainy season. Previously, the Ministry of Agriculture had reminded the Ministry of Trade that rice imports were not necessary because the rice reserves in the warehouses of the Public Logistics Agency (Perum Bulog) were still large and also because the National Rice Production was Sufficient for Community Rice. The rice import policy from Thailand is considered to be disharmonized because the Government's data is not precise, making it difficult to validate calculations regarding the balance of staple goods. The import policy that has occurred repeatedly shows that there is no verification system for data from the Central Statistics Agency (BPS). When conducting this audit, the BPK found that there was no synchronization of data between the district and provincial BPS.Keywords: Government Policy, Disharmonization, Rice Imports
