Abstract

The research was conducted in Sosopan Village, Padang Bolak District, North Padang Lawas Regency, North Sumatra. With the aim of knowing the history behind the customary process and the meaning of the tradition of slaughtering animals at the event of the death of the Mandailing Batak people in Sosopan Village. The method used is descriptive qualitative method. Data collection techniques using observation techniques, in-depth interviews, and documentation. The results of this study concluded that the customary process of slaughtering animals at the death ceremony of the Mandailing Batak people in Sosopan Village consisted of several stages, namely, Paboahon (providing grief news information), Makkobar adat (customary deliberations), animal slaughter, mutual cooperation, manariangkon, mangabisi ari, wirid, khotom, mambatu kubur. Then the meaning of the tradition of slaughtering animals at the event of death can be seen from the animals being slaughtered. If the buffalo is slaughtered then it can carry out the customary makkobar for laying the customary title of the person who died to his heirs, can set up a yellow traditional umbrella as a sign of royal descent or symbol of the message of the person who died, if the animal is a ox that is slaughtered then the custom that can be carried out is only establish a traditional umbrella, while for the Goat it can only be a medium for carrying out aqiqah for people who have died. Abstract

The video "Ma'ruf Amin- Deddy Corbuzier Podcast" contains many things and messages conveyed by Mr. K.H. Ma'ruf Amin regarding the issues that dismissed him, problems that occurred in Indonesia to his personal life. This study aims to find out the analysis of text dimensions, know the analysis of social cognition dimensions, and know the dimensions of the social context of political messages conveyed by K.H. Ma'ruf Amin in the video "Ma'ruf Amin-Deddy Corbuzier Podcast" on Deddy Corbuzier's YouTube. This research uses qualitative descriptive method. Data collection was carried out by means of observation, documentation and study of existing literature with an analysis unit of eight political messages taken in the entire video "Ma'ruf Amin-Deddy Corbuzier Podcast" on Deddy Corbuzier's youtube. The subject and object to be studied are the political messages conveyed in the video "Ma'ruf Amin-Deddy Corbuzier Podcast" on Deddy Corbuzier's youtube. Data analysis techniques using Teun A. Van Dijk's model discourse analysis using three dimensions, namely text, social cognition, and social context. In addition, the technique of checking the validity of the data uses source triangulation. The results showed that from the analysis of the discourse model Teun A. Van Dijk explained, the first in the dimension of the text is spelled out the meaning of a political message studied that discusses various aspects from economics to the field of government. Second, the social cognition of K.H. Ma'ruf Amin who has an Islamic background in providing political messages. Abstract

This research was conducted in Air Balui Village, Kemuning District, Indragiri Hilir Regency. The purpose of this study is to explain the views of traditional leaders regarding the procedures for the practice of the freshwater pat flour ceremony in Malay traditional marriages and explain the shifts in the freshwater tap ceremony practice. The research subjects involved in this study were 1 traditional leader, 1 traditional member, 1 village official and 2 community members in Air Balui Village, Kemuning District, Indragiri Hilir District. This research used a qualitative descriptive approach. The method used is observation, documentation and in-depth interviews. Checking data from various sources is carried out through technical triangulation as an effort to increase the researcher's understanding of what has been found. From the results of the research conducted, it shows that: 1) There has been a shift in the implementation of the plain flour patting tradition at weddings where in ancient times they used drums while currently using modern musical instruments. In addition, the duration of the implementation in the past was 2-4 hours, while now it is shortened to a short time. 2) In the view of traditional leaders, the implementation of plain flour pats in marriage has a good meaning. In addition, people who do not carry out this tradition are also not given any sanctions by the traditional elders. Keywords : Traditional Figures, Views and Shifts

Abstract

Contemporary slavery is still occuring in Mauritania despite of international pressure and the state's obligation to comply with international law for abolishing the practice of slavery. Misperceptions of religion, poverty, lack of education, and low positive responses of the government make the problem more difficult to solve. Ethnic and gender discrimination place Haratine women as vulnerable victims and find it difficult to emancipate themselves from slavery without outside help. This research aims to understand the role and effectiveness of an international organization in overcoming the phenomenon of the humanitarian crisis that has occurred to women due to contemporary slavery in Mauritania. This research was written using the theory of international organizations where the actor involved in this research problem is UN Women. This study also used explanatory qualitative methodology with secondary sources and data based on books, journals, and online literature such as reports, newspapers, and official articles from UN Women and other UN entities, the government of Mauritania, Mauritania non-governmental organizations and other independent international organizations. The results showed that UN Women contributed to increasing women's participation in economic and educational aspects and reducing contemporary slavery to women through the UN Women project in Mauritania. The implemented program consists of reforming the law on the criminalization of slavery, raising awareness by involving various local and international parties, expanding access to economics and education, and providing legal aid. In addition to UN Women's efforts, the government's commitment in deciding and implementing policies is also needed to end slavery and violence against women as it’s consequences. Abstract

The issue of village finance is one of the most crucial issues in the implementation of village laws. Corruption is very dominant with administrative law because acts of corruption will only occur in the context of state finances caused by maladministration in the use of authority. The main form of maladministration is abuse of authority. The Village Head of Gerbang Sari has violated Village law number 6 of 2014 that the Village Head is prohibited from harming the public interest, abusing his authority, duties, rights/obligations and committing corruption. This research uses a qualitative approach with a descriptive method that analyzes in detail about certain situations, phenomena and event based on the facts that appear then further analyzed, namely by presenting the results of research on the practices and causes of abuse of authority by village heads in the management of the 2016 APBDes in Gerbang Sari Village, Tapung Hilir District, Kampar Regency.The results of this study, citing the theory of Jean Rivero & Walline, there are 3 forms of abuse of authority, 1) abuse of authority is carried out for personal gain and harm the public interest, 2) abuse of authority that deviates from the purpose of the authority, 3) abuse of authority by abusing procedures. In the practice of abuse of authority by the Village Head of Gerbang Sari if it is associated with the theory of Jean Rivero & Walline according to type number 1, where the abuse of authority is to take actions that are contrary to the public interest and to benefit private interest. Meanwhile, the causes of the abuse of authority in the management of APBDes in Gerbang Sari Village are based on 2 factors. 1)Internal Factors, namely human resource aspects, 2) External Factors, the aspect found are: 1. Abstract

An important problem faced by leaders is how to increase morale so that they can support the success of achieving goals. Trying to maintain the enthusiasm of employees so they can work hard. This research was conducted at PT. Abdi Budi Mulia Teluk Panji , South Labuhan Batu, North Sumatra. This study aims to determine and analyze the effect of incentives and the work environment on employee morale partially and simultaneously. Providing incentives (X1) and work environment (X2) as independent variables and work enthusiasm (Y) as the dependent variable. The problem in this study is the fluactive decline in employee morale accompanied by high employee absenteeism. Seen from the absence of the company. The sample for this research was taken as many as the number of employees of the third division, namely 60 respondents and the technique used was a census. Data obtained from the results of the questionnaire and then processed to then be tested with statistics through the SPSS program. From the results of the tests carried out, it was found that the provision of incentives and the work environment had a positive and significant effect on the morale of employees of PT. Abstract

Lack of community involvement in village fund management, especially in planning. The purpose of this study was to determine the management of village funds in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency and to determine the constraints on managing village funds in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency. The research was conducted using qualitative methods. The results of this study are based on 4 principles of managing village funds, namely first, independence in the use of village funds. The Village Government of Kampung Baru Sentajo has implemented independence through the establishment of BUMDes, but the BUMDes of Kampung Baru Sentajo has not been able to provide significant assistance to Kampung Baru Sentajo's PADes. Second, priority for the use of village funds, in terms of determining priorities for the use of village funds, the Village Government does not determine based on Permendes No 16 of 2018 but from the results of the Village Conference. Third, efficiency, effectiveness and economy in the use of village funds is still lacking, this is because reports on the realization of village funds have not been opened vertically or horizontally. Fourth, the Budget Discipline that is being carried out is still using the old method by printing billboards, not yet implementing E-Government. Abstract

This study aims to determine the synergy of the Regional Government of Siak Regency in managing Asseraya Al Hasyimiah Palace tourism and the obstacles in managing Asseraya Al Hasyimiah Palace tourism. The management of the Asseraya Al Hasyimiah Palace is carried out in synergy between the Tourism Office, LAM, and the people in Siak Regency. The Tourism Office as the main administrator plans the budget and actualizes the construction and operation of the Asseraya Al Hasyimiah Palace. This type of research is qualitative research, namely descriptive research. In this study, the authors took research at Asseraya Al Hasyimiah Palace Tourism, which is located in Kp Dalam, Siak District, Siak Regency. The informants in this study were the management of the Asseraya Al Hasyimiah Palace tourism manager, LAM Siak, the Tourism Office, and the local community. The results of this study indicate that the synergy of the Siak Regency Regional Government in managing Asseraya Al Hasyimiah Palace tourism is by forming partnerships with related parties such as the Culture Office, the Siak Malay Traditional Institute (LAM), and the local community and establishing partnerships through communication and coordination. In order to develop a synergistic relationship, good communication must be created, communication is carried out either directly or indirectly. Therefore, the synergy that is built apart from communication also needs coordination. Coordination in achieving something properly needed, must be there between related government agencies, the Culture Office, and the community and artists in Siakini Regency which is carried out through coordination meetings. The obstacle in managing Asseraya Al Hasyimiah Palace tourism lies in Human Resources (HR) and financial resources and the character of the community as beneficiaries of tourist attractions. Management of Asseraya Al Hasyimiah Palace requires training and additional human resources in improving professionalism in the field of tourism. Financial/funding is essential thing and works support system of this activity. No matter how good a plan or strategy is, if the funds needed to carry out historical tourism management activities are at minimum level, then the implementation will not be optimized, especially with the limited funds for managing historical tourism objects in the Kingdom of Siak. Abstract

Relations between Russia and the United States in the international world are inseparable from compitition with each other. Russia’s annexation of Crimea in 2014 le to the imposition of economic sanctions bye the United States. The studies how the strategy used by Russia in overcoming sanctions and results. The answer the statement, the authors use the theory of international coorperation by K.J Holsti as a references, as well as the writing technique used in this scientific work uses library research and data analysis method. Russia cooperates withcountries n the Middle Esat in the nuclear sector. Russia allies to China, and strengthened ties with each other, thereby making China as the future of Russia. This strategy succeeded preventing humans from an economic downturn, this was marked by more intense cooperation between China and Russia with an increase the number of Russian imports to China. Abstract

The purpose of this study was to determine the effect of public perception of covid-19 and the benefits of covid-19 vaccine on the people of Aur Sati village, Tambang District, Kampar regency. This research has used quantitative research methods. Data collection was carried out using a questionnaire with a sample of 100 people from villages in Tambang District, Kampar Regency. The data were processed by multiple linear regression analysis using the SPSS 23 program. this research has used Frederick’s theory. policy of a series of actions of activities proposed by a person, group or government in a particular environment where there are obstacles and opportunities to the implementation of the proposed policy in order to achieve certain objectives. The results of the study found that respondents' assumptions about public perceptions of COVID-19 were the first majority, 69% of respondents agreed with the belief that Covid-19 disease is contagious. The second majority of 59% of respondents believe that Covid-19 exists. It can be concluded that residents in Aur Sati have a perception that the Covid-19 disease exists. Respondents' assumptions about citizens' perceptions of the benefits of the Covid-19 vaccine are the first majority, 71% of respondents said they agreed with the government's support for providing Covid-19 vaccines in stages. The second majority, 70% of respondents believe that the government's program to administer the Covid-19 vaccine supports the health of the masses. it can be concluded that Aur Sari residents have the perception that they agree with the government's vaccination policy. meanwhile, the results of statistical tests show that there is an influence on citizens ' perceptions of covid-19 and the benefits of covid-19 vaccines on covid-19 vaccine policies with the implementation of covid-19 vaccination policies.
