Abstract

Digital-based public services are one of the efforts to overcome the limitations of direct public services as well as a solution in order to prevent the transmission of Covid-19, so that digital innovation is needed in public services to remain effective and efficient. This research was conducted to find out and describe the implementation of the Simple Program for Managing Population Administration (NASI UDUK) in optimizing services at the Department of Population and Civil Registration of Indragiri Hilir Regency in 2021. This research is a descriptive qualitative research. The data collection techniques in this study are using interviews, observation and documentation. This research analysis uses five indicators of public service innovation according to Rogers, namely: relative advantage, compability, complexity, triability and observability. The results of the study show that Optimizing Services Through the Simple Program for Managing Population Administration (NASI UDUK) in general has been going well and is acceptable to the community, but timeliness, socialization and how to use services are obstacles in implementing this innovation, so that this innovation cannot be said effective and efficient. Abstract

The law No. 22 of 2009 concerning Road Traffic and Transportation, it has a strategic role in supporting development and national integration as part of efforts to promote public welfare and to realize road traffic and transportation in Pekanbaru City so that it is safe, smooth, orderly and efficient. However, the implementation of Law No. 22 of 2009 still reaps various kinds of problems, namely the discipline of road users in traffic is still not achieved, especially in the city of Pekanbaru itself. This study aims to see how it is implemented in traffic and to find out what are the inhibiting factors in the implementation of traffic and road transportation policies in Pekanbaru City. The method used in this research is descriptive qualitative method using Yulianto Kadji's theory which consists of several indicators such as mentality, system, and networking. The results of this study indicate that the implementation of traffic and road transportation policies in Pekanbaru City has been carried out well by the apparatus, but the participation of truck drivers' awareness is still not good so they still commit violations even though the policy has been issued. Supervision cannot be carried out continuously due to the lack of human resources. The researcher also advises that the legal apparatus should be more active in conducting raids in places that often commit violations based on information provided by the local community in order to create smoothness and comfort and safety for road users. Abstract

This study discusses about the mortivation of Riau University students in joining the Indonesian Islamic Student Movement Organization (PMII). PMII is a large organization that has the largest member base in Indonesia, PMII-at the Univerrsity of Riau is not very advanced and has several times stuck in its management, so that cadre formation does not run optimally, but it was found that several Riau University students joined PMII. This study aims to find out what the motivations of Riau Universitty students are in joining the Indonesian Islamic Student Movement (PMII) organization. This study used a descriptive qualitative method, and involved 4 informants who were Riau University students who joined PMII, and 1 (one) Key Informan who was an administrator from PMII Riau University Commissariat. Determination of informants using purposive sampling technique. Data collection techniques are carried out by observation, interviews, and documentation. The results of this study indicate that there are environmental factor, ideological factors, the desire for achievement, network expansion, and power in the organization which are the driving factors for joining the PMII organization. Abstract

This journal research aims to determine the relationship between the role of international organizations, in the issue of human security in conflict situations. Where in this case, the Author takes a case study of the role of the International Committee of the Red Cross (ICRC) in helping to provide assistance to victims of war in the Nagorno-Karabakh conflict situation in 2020. The role of the ICRC itself is carried out with the aim of providing protection to parties who became victims of the threats posed by the war situation that occurred. The type of research used in this research is qualitative using descriptive research methods. The data used is secondary data sourced from journals, books, reports, to websites related to the thesis research theme. That is about the ICRC's role in helping war victims in the Nagorno-Karabakh conflict that occurred in 2020. The results of this study indicate that the ICRC has an important role in helping war victims in the Nagorno-Karabakh conflict in 2020. Where the role of the ICRC itself can be divided into three different roles. Such as an instrument, forum, and independent actor. As an instrument, the ICRC has a role to play as a tool for its members to achieve certain goals; which in this case, is to help war victims in the 2020 Nagorno-Karabakh conflict. As an forum, ICRC has the role of being a forum in facilitating communication between the actors involved. Especially communication concerning the interests of protecting the victims of war. Meanwhile as an independent actor, the ICRC has carried it out without the influence of outside interests. With the principle of neutrality, the ICRC can carry out its program in the Nagorno-Karabakh conflict without any interest in taking sides or supporting certain parties involved in the conflict. Abstract

Word of mouth communication is the private discussion of a product between potential customers, friends, family, coworkers, and colleagues. Personal selling is an oral presentation by a company or institution to one or more potential customers with the aim of selling the goods or services offered. Marketing communication within an institution, such as BUMDes, is an important aspect of the overall content of marketing. The theory used in this study is the S-R (Stimulus-Response) theory. The study aims to determine the influence of word of mouth communication and personal selling on customers' decisions to make savings and loans at village-owned enterprises (BUMDes) Seroja, Kuantan Singingi district. Explanative quantitative methods were used in this study, and data were collected through the distribution of questionnaires to 150 respondents to BUMDes seroja. The results of the study using the SPSS test indicated that the partial test of word of mouth had a t-value of 7.492 with a significant level of 0.000, and the personal selling partial test had a t-value of 4.54 with a significant level of 0.000. The coefficient of determination (R2) obtained an Adjusted R Square value of 0.489, indicating that the percentage of influence of the independent variables word of mouth and personal selling on the dependent variable on savings and loan decisions was 48.9%, classified as a moderate level of influence. However, 51.1% was influenced by other variables not examined in this study. Keywords: Word Of Mouth Communication, Personal Selling,Purchase Decision

Abstract

Implementation is an action or implementation of a plan that has been prepared in detail, implementation is usually carried out after the plan is considered ready. In simple terms implementation can be interpreted as application. The agricultural extension program according to Law No. 16 of 2006 is a written plan that is systematically arranged to provide directions and guidelines as a means of controlling the achievement of extension objectives. Based on the agricultural extension program formed by the Agricultural Extension Center (BPP) of Kuantan Hilir Seberang District, Kuantan Singingi Regency in 2019 that there are several agricultural extension programs in the Sungai Sorik Village area, Kuantan Hilir District which is guided by Minister of Agriculture Regulation Number: 25/PERMENTAN/OT .140/5/2009 Concerning Guidelines for Preparation of Agricultural Extension Programs. That the extension program was formed on the basis of the aspirations of farmers and farming communities in accordance with the potential of the Sungai Sorik Village area. This study aims to determine the implementation of the Agricultural Production Increase Program by the Agricultural Extension Center in Sungai Sorik Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency in 2021 and also to find out the inhibiting factors for the Agricultural Production Increase Program in Sungai Sorik Village. Research results and discussion Developing extension programs, Carrying out counseling according to the program, Providing and disseminating information on technology, Developing farmer institutions, Increasing the capacity of PNS, Self- Help and Private extension workers, The learning process through piloting and Development of farming capital. Agricultural extension activities contained in the Agricultural Extension Program are still uneven in the assistance available in Sungai Sorik Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency, such as low Human Resources (HR) and a lack of extension workers. Abstract

This research was written with the aim of describing what efforts were made by Mexico and the United States in tackling drug trafficking by Mexican cartels or commonly known as DTOs. The existence of Mexico's DTO in the United States has disrupted the security of the two countries to the point where it affects many sectors. What was done by the DTO is categorized as a transnational crime. In responding to these conditions, Mexico and the United States need to take repressive measures to control drug trafficking that occurs. The method used in this study is a qualitative method that is explanatory and uses the theory of Securitization by Barry Buzan. Security is the most important factor for the sovereignty of a country. This is a problem for Mexico and the United States over their concern for the Mexican DTO which carries out its activities in the border area between the two countries. The efforts made by Mexico and the United States took the form of an international treaty policy known as the Merida Initiative. The Merida Initiative collaboration is driven by domestic and international factors related to the impacts caused by drug trafficking in the territories of the two countries. Abstract

The Village Fund Direct Cash Assistance Program aims to reduce the burden on the community, especially the rural poor who are affected by the Covid-19 pandemic, so as to prevent a decline in the welfare level of rural communities. Because the BLT-DD program helps the economy of rural communities who experienced an economic downturn during the Covid-19 pandemic so that they can still meet their basic daily needs. The target of BLT-DD is intended for non-PKH or BPNT poor families, and poor families who are recorded in the DTKS and not recorded. As in Pulau Kecil Village, there was a wrong target due to the village government's lack of wisdom in responding to this. The purpose of this study was to find out how the Village Government coordinated with parties related to BLT-DD beneficiary data and obstacles in village government coordination regarding the BLT-DD program in Pulau Kecil Village.The theory used is the theory of government coordination by Inu Kencana Syafiie regarding the elements of coordination, namely regulation, synchronization, common goals and common interests. The research method used is descriptive qualitative to get a clear picture of the management carried out related to the coordination of the Village Fund Direct Cash Assistance program. Data collection techniques were carried out by means of interviews and documentation. The results of this study are that the coordination of the Village Government with parties related to BLT-DD program beneficiary data in 2020 has not been maximized, this can be seen from the coordination of the Village Government itself with the RT as the party carrying out the data collection where communication is still not good, this This has become an inhibiting factor in coordinating village governments in implementing the BLT-DD program due to the obstruction to movement due to the high spike in cases of the Covid-19 pandemic. Abstract

Dating behavior among adolescence has become a very common phenomenon and is easily found in society. Dating behavior according to sociological perspective is included in deviant behavior because dating is part of promiscuity. Behavior can be influenced by several factors both from within (self) and from outside (environment), which lifestyle becomes one of it. This study aims to determine: (1) the dating behavior of Public High School students in Bukittinggi, (2) the factors that influence their dating behavior. The method used in this study is correlational quantitative and simple linear regression. The population in this study is the students who are dating, attended public high school in Bukittinggi, and domiciled in Bukittinggi as well. The sampling technique this study used is quota sampling with the sample of 20 students from each high schools so a total sample of 100 students is found. The results showed that the dating behavior of the students is still within reasonable limits with a low score of 220. The influencing factors included in this study are parents' socio-economic factors, student's relationship with their family members and student's obedience in worship (religiousness), with the highest influencing factor is the negative relationship with their male parent. While the influence of hedonism lifestyle is found to have an influence as much as 21.6% while the rest 78.4% is influenced by other factors. Keywords: Dating behavior, Influencing factors, Lifestyle

Abstract

The Pekanbaru South Tangkerang Gojek Driver Community (GTS) is one of the first Gojek Driver communities in Pekanbaru, not only being the first community, this community is also the main target of the Pekanbaru Police Chief. As well as getting a special program directly from PT. Gojek Indonesia is domiciled in Pekanbaru, namely the Healthy Gojek Pekanbaru Program. GTS is also active in social activities and also holds regular Community meetings every month. Some of these aspects made researchers interested in examining how communication patterns exist in the Pekanbaru Gojek Driver Community in South Tangerang (GTS) in maintaining group solidarity. This study uses a qualitative descriptive research method. The research subjects here are the Heads and Members of the South Tangerang Gojek Driver Community (GTS) Pekanbaru using purposive sampling and accidental sampling techniques. This study uses data collection techniques through interviews, observation and documentation. To achieve the validity of the data in this study the authors used the source triangulation technique. The results of this study indicate that the pattern of communication that exists in Gojek Tangkerang Selatan is multidirectional communication (all channels), where interaction in this community involves more than two people who exchange ideas dialogically. The Communication Pattern Network of the South Tangerang Gojek Driver Community (GTS) Pekanbaru in Maintaining Solidarity is in accordance with all communication networks.
