Abstract

Indonesia is a country rich in natural resources, one of which is mining. In Kuantan Singingi Regency mining is rife. There are mines in Kuantan Singingi Regency that have permits and some that do not have permits. But most of the mining in Kuantan Singingi Regency does not have official permits from the Regional Government. Which mining has a negative impact on environmental damage. Whereas in article 67 of Law 32 of 2009 concerning Environmental Protection and Management it is explained that "everyone is obliged to maintain environmental functions and control environmental pollution and/or damage". This study aims to determine the implementation of the bureaucratic functions of Kuantan Singingi Regency in controlling environmental damage due to Unlicensed Gold Mining (PETI) activities and to determine the factors causing the not maximal implementation of bureaucratic functions in controlling environmental damage due to Unlicensed Gold Mining (PETI). The method used in this research is a qualitative method with a descriptive research type. The results of this study are the implementation of the bureaucratic function of Kuantan Singingi Regency in controlling environmental damage due to Unlicensed Gold Mining (PETI) activities. To measure the components in the implementation of the bureaucratic functions of Kuantan Singingi Regency in controlling environmental damage due to Unlicensed Gold Mining (PETI) can be seen from the public service bureaucracy, development bureaucracy and service bureaucracy. And as for the factors causing the not maximal implementation of the bureaucratic function in controlling environmental damage due to gold mining activities without a permit, namely the lack of a budget, the absence of regional policies/regulations and the low level of community participation. Abstract

Many plight of migrant workers abroad, such as assault, rape, suicide, until not given wages for work. Many who view this problem due to the low level of education of migrant workers. But in addition to this, the lack of an integrated protection system of the country, both sending and destination countries, also contributed to the above facts. System protection for workers has yet to recognize the foreign workforce who work in the informal sector, both nationally and internationally. Law enforcement approach to the regulation of migration in destination countries tend to put undocumented migrant workers at a disadvantage, because they generally have to bear the consequences are less subjected to inhuman treatment and is often referred to as illegal. Issues that will be addressed in this study is "How legal protection for migrant workers in the State? '. The purpose of the discussion of this question will be discussed in the author for this study because the authors wanted to know what issues are arising in connection with the fate of migrant workers abroad, so that workers in the State looks neglected rights. Writing is normative legal research methods, because the authors did not conduct field studies. Materials studies the authors used only a secondary data only, which consists of primary legal materials in the form of legislation, secondary legal materials, in the form of books, papers, journals relating to the writing of this study. Abstract

Supervision is monitoring and observing activities, behavior, and information with the aim of gathering information, influencing, overshadowing and directing. The Riau Provincial Inspectorate is an element of regional government supervisory which in carrying out its duties is directly responsible to the Governor through the Regional Secretary, and has the task of assisting the Governor in fostering and supervising the implementation of government affairs which are the authority of the region. However, the supervision carried out by the Riau Regional Inspectorate is still considered not optimal for Regional Apparatuses in Pekanbaru City. This study aims to find out what form of supervision is carried out by the Riau Regional Inspectorate on Regional Apparatuses in Pekanbaru City in 2020-2021 and to find out what factors influence the supervision carried out by the Riau Regional Inspectorate on Regional Apparatuses in Pekanbaru City. The method used in this research is descriptive method with qualitative research. The types of research data are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis. By using the Theory of Bureaucratic Functions according to Michael G. Roskin namely Administration Functions, Service Functions, Regulatory Functions and Information Gathering Functions. The results of this study are that there is supervision carried out by the Regional Inspectorate of Riau Province against Regional Apparatuses in Pekanbaru City in 2020-2021 which refers to the Governor of Riau Regulation Number 73 of 2020 Concerning Position, Organizational Structure, Duties and Functions, and Work Procedures of the Riau Regional Inspectorate to be precise in article 3 point (b) in which the implementation of the supervision carried out has not been optimal seen from the lack of performance of the Regional Apparatuses in Pekanbaru City. As well as factors that influence supervision in this regard are Human Resources (HR), Leadership, the lack of physical field data, and the lack of coordination between institutions and agencies/services. Abstract

An important problem faced by leaders is how to increase morale so that they can support the succes of achieving goals. Trying to maintain the enthusiasm of employes so they can work hard. This research was conducted at RSUD dr. RM. Pratomo Bagansiapiapi.This study aims to determine and analyze the effect work discipline and work environment on non-medical employes work spirit morale partially and simultan.work discipline (X1) and work environment (X2) as independent variable and work spirit (Y) as the depedent variable.The problem in this study is the fluactive decline in employe morale accompanied by high employee absenteeism.The sample of this research was taken as many as 50 respondents and technique used was accidental sampling.The data obtained from the results of the questionare and then processed and then tested statistically through the SPSS program.From the results of the conducted,it shows that the participatory leadership style and work environment have a positive and significant effect on employee morale at RSUD dr. Abstract

ABSTRACT This research was conducted by researchers at the Sago Berkah production house, West Banglas Village, Tebing Tinggi District, Meranti Islands Regency, Riau with the aim of knowing the forms of social cohesion or cohesiveness in the relationship between workers and owners of the Sago Berkah production house and its relationship with other businesses around and to find out the derivatives of sago-based food in the Sago Berkah production house. This research uses descriptive qualitative methods with census sampling techniques carried out using observation, in-depth interviews and documentation (photos and recording devices) research methods. The reference in this research guide uses the theory of Social Cohesion from Emile Durkheim's figure listed in his thesis entitled "Division of Labor in Society" regarding Social Solidarity and forms of cohesiveness from Forsyth's figure consisting of Social Cohesion, Task Cohesion Perceived Cohesion and Emotional Cohesion. The result of this research is that the relationship between micro, small and medium enterprise workers in the Sago Blessing production house and business owners is included in the form of cohesiveness described by Forsyth. Abstract

ABSTRACT This research will analyze the role of international organizations, namely UNICEF (United Nations International Children's Emergency Fund) in helping its member countries where the case study raised is Mental Health, world countries have followed the international framework set by the World Health Organizations (WHO) to guide world countries in Adolescent mental health. This study uses a qualitative methods, using data collection techniques through literature study which originates from a number of literature and sources related to the problem under study. This research uses the perspective of liberalism and theory using international organizations and NGOs. In tackling mental health, WHO is working with UNICEF. In 2020 UNICEF invites CIMSA In dealing with mental health in adolescents, UNICEF is working with CIMSA to find empowering ways to provide support. during Covid-19, namely with a discussion room namely PEKA (Care for Mental Health). PEKA room holds online sessions with a certain theme every 2 weeks to provide mental health and psychosocial support from and for young people. Keywords: UNICEF, CIMSA, Mental Health

Abstract

ABSTRACT This research analyzesthe effect of Countering America's Adversaries Through Sanctions Act (CAATSA) on the modernization of Indonesia's defense equipment. CAATSA has made a lot of losses in several countries, one of which is a loss in the economy. In mid-2017 to be precise in July-August, the United States government ratified this law. This was due to Russia's interference in Ukraine and Syria. Indonesia is committed to developing the defense industry, especially air defense, as stated in Law No. 16 of 2012 concerning the Defense Industry. Therefore Indonesia bought 11 SU-35 aircraft from Russia with a counter-trade system to strengthen its defense. However, due to the ratification of the CAATSA law, several countries have been subject to sanctions, such as Turkey, China and India. Because of this, Indonesia must rethink in modernizing its air defense. In this research,the authors used qualitative data analysis techniques, this is because the empirical data obtained by the authors is qualitative data in the form of a collection of words and not a series of numbers. with data collection techniques through literature study sourced from several books, journals, articles, websites and also requests for research data from relevant agencies. This study uses the perspective of Realism and Coercive Diplomacy Theory. The result of this paper is that Indonesia as a country has a policy of not buying the United States' air defense equipment based on CAATSA pressure. However, the impact of this policy was that Indonesia canceled the purchase of Russian SU-35 aircraft on the grounds of avoiding sanctions and Indonesia switched to buying 36 French Dassault Rafale aircraft to strengthen the country's main combat defense system. where this became a maneuver of Indonesia's foreign policy in modernizing its defense equipment. Abstract

This research discusses the role of the World Wild Fund for Nature in efforts to increase the population of the Indian Rhinoceros or Rhinoceros Unicornis in India. The significant decline in population that this rhino species had experienced until it was threatened with extinction due to various factors became a serious problem. WWF as one of the international organizations working in the field of nature conservation has made various efforts to preserve these endemic Indian animals. To answer the question, the writer will analyze documents from secondary data such as books, journals, news on newspapers, websites and other relevant data. The collected data will be processed using qualitative methods. This study uses the concept of INGO (International Non-Government Organization) as a theoretical basis and Pluralism as a perspective. The results of the study showed that there were conservation efforts carried out by WWF and collaboration with various parties, so that the population of the Indian Rhinoceros species showed a significant increase in numbers. Abstract

Panipahan Village is one of the villages in Pasir Limau Kapas District, Rokan Hilir Regency. The original inhabitants of Panipahan village are ethnic Malays. In addition, Panipahan village is also inhabited by immigrants, one of the most immigrants is ethnic Chinese. The ethnic Chinese in Panipahan Village live in groups and have difficulties in interacting with the ethnic Malay community. Thus, the interaction between the two is still very limited. This study aims to determine the strategies for convergence, divergence and over-accommodation between ethnic Chinese and Malay ethnic cultures in Panipahan Village, Pasir Limau Kapas District, Rokan Hilir Regency, Riau Province. This research is a type of qualitative descriptive research that focuses on communication accommodation. The research data were obtained through a process of observation, in-depth interviews and documentation with 6 informants who were selected using a purposive technique with the criteria of having lived more than 5 years, aged over 25 years and willing to become informants in this study. The analysis technique used is to follow the concept given by Miles and Huberman with the stages namely data reduction, presenting data, verification and drawing conclusions. The technique of checking the validity of the data used is in the form of triangulation and extension of participation. The results of the study are that Chinese ethnicity mixes Malay with Indonesian when interacting with Malay ethnic groups. Later, many Chinese ethnic traditions have been adapted to Malay culture, such as wedding customs, funerals, buildings and also the tradition of burning barges (convergence). The Chinese ethnic use Indonesian when interacting with the Malays and still show their original cultural identity (divergence). In communicating, it is precisely the Malay people who use a distinctive greeting when interacting with ethnic Chinese (excessive accommodation).

Abstract

The government of Indonesia through the Ministry of Finance issued Ministerial Regulation number 10/PMK.010/2021 concerning the Imposition of Safeguard Measure Import Duty (BMTP) on the Import of Carpet Products and Other Textile Floor Coverings. Based on data from the Central Statistics Agency (BPS) in the last three years (2017-2019), there has been an increase in the volume of imports of carpets and other textile floor coverings with a trend of 25.2 percent. BMTP is imposed with the aim of facilitating domestic producers or industries experiencing serious losses or threats of serious losses to make the necessary adjustments. This research is theoretically constructed using a mercantilism perspective and is supported by safeguards theory. The formulation of all arguments, data, facts, and theoretical framework in this study uses a qualitative description method. This study also uses the nation-state as a level of analysis. The result of this research show import value data from 2021 to 2022 shows that the BMTP for carpets and other textile floor coverings has not been able to suppress the number of exports from China that enter. The volume of imported carpets based on weight in kilograms from 2021 to 2022 tends to increase around 581,281. Therefore, the BMTP does not reduce the import value of Carpet and Other Textile Floor Covering Products. Keywords: BMTP, carpet products and other textile floor coverings, security measures
