Abstract

The conflict over the boundaries of an area in Riau Province is a dispute between Pelalawan Regency and Indragiri Hulu Regency. Conflict Border disputes occur due to several factors ranging from unclear boundary determination from the law on the formation of new autonomous regions, competition for natural resources, politics, to government services. The theory used in this research is the theory of Ralf Dahrendorf. This study aims to find out the role of the Pelalawan Regency and Indragiri Hulu Regency governments in resolving regional boundary conflicts between Ukui II Village, Pelalawan Regency and Redang Seko Village, Indragiri Hulu Regency. This study uses the Regulation of the Minister of Home Affairs of the Republic of Indonesia No. 45 of 2016 concerning Guidelines for Determining and Confirming Village Boundaries and what is the role of government in dealing with the problem of regional boundaries between Pelalawan Regency and Indragiri Hulu Regency in Ukui II Village and Redang Seko Village. The data used by researchers used data collection techniques by way of interviews, documentation and literature review. The research indicator is that there have been several meetings to discuss this issue which were facilitated by the Government of Indragiri Hulu Regency and Pelalawan Regency. The causal factors have many dimensions and are interrelated with one another. These factors include: structural factors, interest factors, human relations and data conflicts, all of which can be categorized as background factors, conflict triggers. Settlement of the border conflict between Indragiri Hulu Regency and Pelalawan Regency was carried out through mediation by the Governor and conflict resolution was carried out outside the court. The problems with the boundaries of the two areas say different things. Until now, the Pelalawan Regency said that this problem had been resolved with the issuance of a decree in 2021, but the Indragiri Hulu Regency did not know about this. Abstract

ABSTRACT Sepahat Beach has beautiful natural beauty with a wide expanse of sand located at Jl Jenderal Sudirman RT/RW 02/01 Sepahat Village, Bandar Laksamana District, Bengkalis Regency which has a very strategic location because it faces the Malacca Straits, Malaysia. This study aims to determine the condition of the facilities, the management of facilities and the obstacles experienced in managing tourism facilities on Sepahat Beach, Bandar Laksamana District, Bengkalis Regency. The design of this research is qualitative with descriptive method. The subjects of this study were the government of Sepahat Village and Bumdes of Sepahat Village, with additional informants from visitors to Sepahat Beach. Data collection techniques used are observation, in-depth interviews, and communication studies. The results of this study indicate that Sepahat Beach has facilities consisting of main facilities, namely: gazebo and café, supporting facilities namely: toilets/bathrooms, gazebos, and parking lots, while supporting facilities are: tourism facilities and infrastructure. Sepahat Beach is managed directly by Bumdes using several stages, namely the stages starting from planning. (Planning), Organizing (Actualing) and Supervision (Controlling). The obstacles to the management of existing facilities at Sepahat Beach consist of various aspects both internally and externally, starting from the government which still pays little attention to the Sepahat Beach tourist attraction, then incompetent human resources, especially in the field of tourism, to the lack of public awareness of surrounding environment. Abstract

ABSTRACT Execution of tasks is a way or steps so that the implementation of work is easy and smooth. In a hotel it is very important to pay attention to the processor for carrying out the laundry section tasks that will be carried out. This study aims to find out how important the attention of hotel management is in carrying out laundry section duties, SOP for washing and servicing hotel guest clothes aand guest clothing services taken from sources processed by the author (2022) in the laundry section housekeeping department The Zuri Hotel Dumai. Data collected using interview techniques, observation and documentation. Based on the research, it was found from the interview results that the implementation of the laundry section duties in the housekeeping department at The Zuri Hotel Dumai can be said to be quite good because there are still those who do not or are not in accordance with predetermined procedures. Abstract

One of the activities to channel public participation in a democratic country is by channeling votes during general elections held by the General Elections Commission. However, in the Dumai Mayoral Election which was held on December 9, 2020, the level of community participation during the election decreased compared to the 2015 Dumai Mayoral Election. Of course, this decline occurred not without cause, this could be influenced by several factors. This study aims to describe a decrease in the level of political participation in the 2020 Dumai Mayoral Election. In achieving the objectives of this study, the authors used the theory from Eep Saefulloh Fathah concerning four factors that cause a person not to exercise his right to vote. The research method used is a qualitative method by explaining descriptively. The type of research data used is primary data in the form of data obtained from research informants and secondary data obtained from related documents that can support data for research. The research location is in Dumai City, Riau Province. This study found that the decline in the level of community political participation in the 2020 Dumai Mayoral Election occurred due to technical factors in the holding of elections which could not be held properly due to the Covid-19 pandemic, meanwhile the socialization factor had been carried out to the maximum extent possible by the General Election Commission of Dumai City in accordance with the procedures for holding elections that have been determined. However, the political factor in this case, the death of one of the candidates for Mayor of Dumai made sympathizers lose interest in voting for him. Meanwhile, administrative factors have been held and produce voter data for the 2020 Dumai Mayoral Election. So the authors draw the conclusion that the 2020 Dumai Mayoral Election has been carried out in accordance with the stages and regulations set by the KPU. However, the decline in community participation that occurred was due to the main obstacle that occurred in the Covid-19 pandemic. So that it has an impact on reducing voter turnout, in accordance with the four factors that cause a person not to exercise their right to vote, namely technical factors, political factors, socialization factors, and administrative factors. Abstract

This study aims to determine the implementation of procedures for taking orders and also to find out the obstacles when taking orders at the Holiday Karimun Hotel Tanjung Balai Karimun restaurant. This study uses descriptive qualitative, with direct observation data collection, interviews and also documentation. The key informants in this study were managers, supervisors, senior waiters and waiters. The results of this study indicate: 1) the implementation of procedures for taking guest orders at the Holiday Karimun Hotel restaurant has been going well and also following the applicable standard operating procedures; 2) provide solutions to deal with obstacles during the implementation of taking orders such as: taking orders manually when situational problems occur, handling guests more calmly, not panicking and being patient with guests, the need for additional waiters if guests come crowded and pay attention to writing neatly at the time of taking orders, the importance of foreign language training such as English from the hotel for waiters so that it is easy to communicate with guests who use foreign languages, during work operations waiters should be professional and not bring personal problems while working. Abstract

ABSTRACT North Rupat is one of the mainstay coastal marine tourism objects of Bengkalis Regency tourism and is one of the national tourism strategic areas, this study aims to determine cultural diplomacy efforts and implementation of tourism development carried out by the Riau Provincial Tourism Office in Promoting North Rupat Tourism Objects, Bengkalis Regency to become an international tourism destination. This research uses qualitative methods, with data collection techniques through primary data collection sourced from field research and through secondary data collection through literature studies sourced from several books, journals, articles, websites and using the concept of Tourism Development and Diplomacy Theory in Cultural Diplomacy. The result of this paper is that the Riau Provincial Tourism Office has a strategy for the process of promoting international tourism destinations, namely Paid Media (P), Owned Media (O), Social Media (S), Endorser (E) Endorser or KOL, and pre-event, on-event, and post-event. The use of Cultural Diplomacy theory in an effort to internationalize North Rupat tourism objects into international tourism destinations by the Department of Tourism, Culture, Youth and Sports accompanied by the Association of The Indonesian Tours And Travel Agencies (ASITA) Riau. As well as using benchmarks on the main elements of tourism development as a medium to analyze who North Rupat tourism objects become international tourism. Abstract

ABSTRACT The music video for "Too Good At Goodbyes" which had become the center of attention of music lovers because of Sam Smith's courage to reveal to the public his change of sexual orientation, through this song Sam Smith also told that he created this song to tell the public the love story he experienced was really enough made him sad and from this song he poured out all his sadness and revealed that he was a gay lover. The song, which has quite a lot of listeners, has become a byword among music connoisseurs because the song has a sad ballad theme and this song went viral in 2017 because the singer revealed her heartbreak through this song This research is a type of descriptive qualitative research with a constructivism paradigm that focuses on the analysis of Stuart Hall's reception that focuses on encoding and decoding using purposive techniques to determine informants. The data were obtained through a process of observation, in-depth interviews and documentation with nine informants. The data analysis technique used is reception analysis consisting of data collection, interpretation and reception. While the technique of checking the validity of the data using triangulation. The results of the first study were that all informants positively accepted and agreed with what was conveyed (dominantly) in the “Too Good At Goodbyes” Music Video with different backgrounds, five of the seven informants were victims who experienced acts of sexual deviance. The second is that some informants have the meaning of accepting or agreeing with the messages given in the “Too Good At Goodbyes” Music Video but giving exceptions (negotiated) and rejecting (oppositional) messages from several messages of Sexual Deviance in the “Too Good At Goodbyes” Music Video based on references they have such as the Music Video "Too Good At Goodbyes" have not been able to prevent acts of sexual deviance and illogical actions from the character's environment. Differences in how informants perceive sexual deviance in the “Too Good At Goodbyes” Music Video are caused by several factors, namely age, education, experience and culture. Abstract

As happened in other metropolitan cities in Indonesia, it turns out that there are still residents of Pekanbaru city who only have a low level of education and income level, including the scavenger community who are usually scattered in the outskirts of Pekanbaru city and many who live in the area. less livable. One of the areas inhabited by the scavenger community in the city of Pekanbaru with residential conditions that are less suitable for habitation is the residential area in the Muara Fajar final disposal area. This study on the life of scavengers began with a concern over the lives of scavengers in general living in slum areas. But they can still survive with all the opportunities and obstacles that exist. Scavenger jobs are not the main choice, but limited education and skills make some people want to do this kind of work. The purpose of this study is to determine the poverty portrait of urban scavengers in Pekanbaru City and to find out the socio-economic life of scavengers in Pekanbaru City. The methods used are descriptive and qualitative methods; The informants in this study were the Muara Fajar TPA supervisor, local RT and scavengers. Data collection techniques are interviews, observation and documentation. This study concludes that the portrait of the poverty of scavengers in Pekanbaru City is people who work as scavengers whose economic conditions are weak, which makes them scavengers. The socio-economic life of scavengers is never separated from every collection of used goods and garbage that contains selling value, which is then quoted back by each scavenger. Abstract

The tradition of bathing a baby in Pulau Mungkur Village, Gunung Toar District, Kuantan Singingi Regency is a celebration of the birth of a child and an expression of gratitude to Allah SWT, who previously mothers and babies were not allowed to leave the house, by doing this tradition they can leave the house freely.The formulation of the problem discussed in this study is economic capital in the tradition of Baby Bathing in Pulau Mungkur Village, Gunung Toar District, Kuantan Singingi Regency. The informants from this study amounted to 7 people where these informants consisted of traditional stakeholders, the leaders of the Baby Bathing Drops, and the community who had carried out the Baby Bathing Drops tradition. Research uses the type of qualitative descriptive research. The technique in the study was selected using a purposive sampling technique. The theory used is the theory of economic capital and social capital put forward by Putnam which consists of networks, norms, beliefs. The results of the study that economic capital and social capital are very important in the implementation of the Baby Bathing Baby Tradition in the Mungkur Island community. Economic capital and social capital are very important, namely with the existence of economic capital and social capital in carrying out Baby Bathing in Pulau Mungkur Village it can be carried out because in the Baby Bathing Descend tradition requires economic capital, namely to buy the requirements for Baby Bathing, and social capital is also very important in tradition of Baby Bathing. Abstract

Hotel is one of the tourism industry businesses that prioritizes professional service. The quality of appropriate facilities and services is the main thing that is seen by guests who stay. Therefore, every hotel property always updates the service standards and existing facilities. With this, guests who stay overnight will not give complaints. HARRIS Resort Waterfront Batam is a 4-star hotel that always provides innovation and the best service. Harris Café is part of the HARRIS Resort Waterfront Batam which is under the auspices of the Food and Beverage service department which is one of the parts that play a role in providing services. Harris Café is a part that cannot be separated from guest complaints. This is due to the lack of responsiveness of the waiter to the problems experienced by guests. By using the 4 indicators Hear Them out, Empathize, apologize, and Taking proper action and follow up the waiter is expected to be able to handle guest complaints using these indicators. The results of the study show that the waiter has implemented the HEAT method by listening carefully to guest complaints, and empathizing with what the guest is experiencing. The waitress also apologizes and takes further action in handling the guest's complaint. Keywords: Complaints, Waiters
