Abstract

This research is motivated by the lack of supervision of parking attendants, resulting in parking fees not being in accordance with local regulations, the public's lack of awareness regarding the importance of parking fees, and the lack of supporting infrastructure.The purpose of this research is to understand and describe the Management of Parking Retribution by the Kampar Regency Transportation Agency in Bangkinang City District in 2022.The theory used according to George G Terry is Planning, Organizing, Implementation, and Supervision.The method used in this research is qualitative with a descriptive approach.The sources of this research are the Head of the Parking UPT, parking coordinators, parking attendants, vendors, and the community as users of parking services.The data collection technique used interviews and document reviews such as journals and news media.The data analysis technique is conducted qualitatively based on the results of interviews and document reviews such as articles and news media.The research results indicate the management of parking fees.Parking fee management can run well by applying management functions such as planning, organizing, implementing, and supervising.The management planning carried out involves setting targets, but these have decreased compared to the previous year, and the determination of parking locations has also decreased due to suboptimal conditions and a lack of public awareness regarding the importance of parking fees.OrganizingOrganizing involves the division of labor according to job functions and the process of departmentalization.The use of facilities and infrastructure is still inadequate, and there are individuals who are undisciplined in their duties.The implementation carried out includes the issuance of a work agreement letter to the second party, and parking attendants who do not provide tickets and charge fees that do not comply with local regulations.Direct supervision is carried out to check what is happening on the ground, while indirect supervision is seen from income reports and reports from parking users. Abstract

Perahu Begandung a culture from the Kuantan Mudik sub-district, Perahu Baganduang is held for Manjopuik Limau, Manjopuik Limau is a tradition of single girls in groups or individually visiting a girl's house with the aim of looking for mate or just to stay in touch and enliven the Eid al-Fitr holiday, where before this event is held the men in one of the villages have appointed a woman for Manjopuik Limau, This study uses a qualitative research method with a descriptive approach. The informants in this study were community leaders, traditional elders and indigenous people of Lubuk Jambi, using the snowball technique. Data collection techniques were carried out by means of observation, interviews and documentation. For data analysis techniques using interactive data analysis techniques Miles and Huberman. While the data validity checking technique uses extension of participation and triangulation. The results of this study indicate that the traditional figures of Kenegerian Lubuk Jambi interpret the Manjopuik Limau tradition as a tradition that can build unity and togetherness between the tradition actors and the community. The people of Kenegerian Lubuk Jambi participate and work together in organizing the Manjopuik Limau tradition. The Manjopuik Limau tradition can also embrace young people in creating good relationships because in its implementation this tradition highly upholds religious values and customary norms. Abstract

The tourism industry is one of the largest foreign exchange earners for the country, contributing significantly to national economic growth. Travel agents are one of the services that assist tourists in planning and executing their trips to desired destinations. One of the travel agents in Pekanbaru is PT. Eksis Tour and Travel. The quality of service at this travel agency will be the main focus of this study. This study aims to determine the quality of service at PT. Eksis Tour and Travel Pekanbaru. This study uses a quantitative method with a descriptive approach, and data is obtained through a survey of customers who have used the services of PT. Eksis Tour and Travel Pekanbaru using a questionnaire based on several points related to service quality, namely: Tangible (tangible), Empathy (empathy), Reliability (reliability), Responsiveness (responsiveness), and Assurance (assurance). The results of the study indicate that the majority of respondents in terms of service quality at PT. Eksis Tour and Travel Pekanbaru are in the satisfied category, with the sub-variable Assurance (guarantee) having the highest score among the other sub-variables, achieving customer satisfaction of 80%, and the indicator with the highest score being the guarantee of customer data security. Abstract

This study explained the internal and external factors behind the ratification of the Extradition Treaty between Indonesia and Singapore, which had been planned by the government since 1998. UNCAC serves as one of the external factors influencing the ratification of the treaty. However, aside from UNCAC, internal factors from each country also played a role in the ratification process. This research used qualitative methodology, with data collection techniques implemented through interview and literature studies sourced from books, journals, articles, and websites. This research utilized the theory of international interest and focused on the period between 2019-2023. The findings of this paper presented the external and internal factors influencing the ratification of the treaty. External factors such as UNCAC as a guideline for the ratification, and interdependence among states. Internal factors such as national interests including national security of Indonesia, Flight Information Region (FIR), and Defense Cooperation Agreement (DCA).

Abstract

This study examines the role of the United States Agency for International Development (USAID) as an international organization in addressing the water and sanitation crisis in Haiti through the WATSAN program. Haiti, one of the poorest and most disaster-prone countries in the Caribbean, suffers from multidimensional challenges, including weak infrastructure, political instability, and limited access to clean water. These structural conditions prompted USAID to intervene with a development program focused on improving water governance, infrastructure, and community behavior. Using Clive Archer's theory of international organizations, this research analyzes USAID's function as an instrument of U.S. foreign policy, a forum for collaboration with local institutions, and an independent actor in operational development. The study employs a qualitative-descriptive approach through document analysis, including evaluation reports and government data. Findings show that USAID played a multifaceted role in the WATSAN program: building fecal sludge management facilities, supporting digital monitoring systems, and strengthening the capacity of Haitian institutions such as DINEPA and OREPA. Despite these achievements, the program faced significant challenges related to land tenure, community engagement, inter-donor coordination, and political instability. Overall, the study concludes that USAID’s involvement in Haiti illustrates the complex realities of international development organizations balancing operational goals with sustainable, locally owned outcomes. Abstract

Thematic tourism has become a trend in tourism today. This type of tourism is the answer to the needs of the community to travel, especially in areas that have limited tourist attractions. The development of thematic tourism areas can be an alternative for areas located far from famous tourist attractions, such as in Kuantan Singingi Regency. The activities carried out by tourists while at the location are a form of activity that revives tourism in this area. Thematic tourism is a type of tourism that organizes trips with a certain theme, narrative, or story so as to provide important experiences and lessons in tourism activities. This study aims to determine: 1) the variety of attractions available at Surya Fam's Tourism Park as a thematic tourist destination in Kuantan Singingi Regency; 2) the form of thematic tourism carried out at Surya Fam's Kuantan Singingi Tourism Park. The method used is a qualitative method with a descriptive approach, where researchers try to describe the actual conditions and circumstances by collecting data and information in the field. Based on the results of the study, this Tourism Park provides various photo spots with a flower garden background, a swimming pool, hanging bike, flying fox and gazebo are available. In general, Surya Fam's Tourism Park is themed Attractions theme parks with the main concept of family tourism. This type of theme is strengthened by the types of attractions and tourism activities displayed. Keywords: thematic tourism, attraction, family tourism

Abstract

This study aims to analyze the implementation of Surya Fam's Tourism Park promotion in Kuantan Tengah District, Kuantan Singingi Regency, Riau Province. The promotional strategies implemented include personal selling, mass selling, sales promotion, public relations, and direct marketing. The research method used is descriptive qualitative, with data collected through interviews, observations, and documentation. The results of the study indicate that promotion through social media, such as TikTok, Facebook, and Instagram, plays a significant role in increasing the popularity of the tourism park. Personal selling strategies involving direct communication and creativity also succeeded in attracting visitors. In addition, community-based promotions, such as providing discounts for groups, also support the increase in the number of visits. However, this study also identified obstacles such as limited human resources and lack of technological knowledge to support digital promotion. The study concluded that planned and integrated promotions can increase the attractiveness of Surya Fam's Tourism Park as a leading family tourism destination. Recommendations provided include training for managers, strengthening digital promotions, and collaborating with local governments to expand the reach of promotions. This strategy is expected to encourage the development of tourism parks in a sustainable manner. Abstract

This research discusses the role of the Food and Agriculture Organization (FAO) in dealing with the food crisis in Afghanistan in 2018-2023. The food crisis in Afghanistan, which reached its peak in 2018, requires the role of international organizations such as FAO. This research aims to analyze FAO's actions in addressing the crisis. FAO runs programs that have had significant results in reducing food insecurity levels, including rebuilding water management systems for agricultural success, accessing roads, strengthening river banks, and implementing river flow management activities. FAO also collaborates with various parties and provides technical and financial assistance to Afghanistan. FAO supports the Afghan government in setting zero hunger as a development priority and enhancing zero hunger policy programs through capacity building, advocacy, public awareness, and the establishment of food security and nutrition committees. The results of this paper indicate that FAO plays an important role in helping to deal with the food crisis in Afghanistan by providing emergency and food security assistance, rehabilitating agricultural infrastructure through the IRDP program, servicing the food and nutrition sector. This has resulted in a significant decrease in the number of Afghans experiencing acute food insecurity, from 23 million in 2022 to 14.2 million in 2024. Abstract

Tourism is a strategic sector in regional development that contributes to economic growth and environmental conservation, including through the development of educational tourism with a focus on nature conservation. The Sea Turtle Conservation Area in Pariaman City is a tourist destination that not only serves as a sea turtle conservation center but also as an environmental education facility for the community and tourists. This study aims to analyze the management of the tourist area and identify the challenges that arise during the management process. The research approach used is qualitative-descriptive, with data collection through observation, interviews, and documentation. The main sources are the managers. The study results show that management is carried out based on the POAC management functions: planning for infrastructure development and educational programs, organizing tasks between departments, implementing educational and protection programs, and monitoring through regular coordination. Although management is functioning fairly well, there are several obstacles such as poorly maintained facilities, limited budgets, and a need to raise public awareness. Overall, the management of this conservation area has made a positive contribution to sea turtle protection and sustainable tourism development, but improvements are still needed in terms of facility maintenance and community participation. Abstract

ABSTRAK Implementation of Kampar Regent Decree Number: 660-328/IV/2019 concerning the recognition of the Ghimbo Bonca Lida Customary Forest regarding the determination and management of customary forests is very important and needs to be considered by the local government. Decisions from the local government must be implemented as well as possible so that management or existing resources can be preserved wisely with existing regulations. The regent's decision is important in the management of customary forests from forest exploitation activities. Problems arise because the contents of the decision do not match what happens in the field. This study aims to describe a clear picture of the Kampar Regent's Decree Number: 660-328/IV/2019. In achieving these research objectives, the researcher uses George C. Edward III's policy implementation theory. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location is in Kampa, Kampa Village, Kampa District, Kampar Regency. The results of the study found that the implementation of the Kampar Regent's Decree Number: 660-328/IV/2019 concerning the recognition of the Ghimbo Bonca Lida Customary Forest has not been running optimally due to deficiencies in communication indicators where there is no interaction from either the government or village institutions in carrying out the operational management of the customary forest, and resources that are not yet competent in implementing the decree, related to the attitude/disposition of the absence of a proactive attitude from the village institution authorized to manage the customary forest, the bureaucratic structure is quite good with the grouping of responsibilities and sections in managing the customary forest but implementation to the community has not been educated and guided in the structure so that the role of the community is still not optimal in managing the customary forest.
