Abstract

This study aims to examine the development of Queen Star Waterpark as a tourism destination located in Siak Regency, Riau Province. Queen Star Waterpark is an artificial tourist attraction with great potential to support the local tourism sector's growth. This research uses a qualitative descriptive method with data collection techniques including observation, interviews, and documentation. The findings reveal that Queen Star Waterpark has met the 4A components of tourism development: Attraction, Amenities, Accessibility, and Ancillary Services. However, several challenges remain, such as damaged facilities and a lack of supervision in pool areas. Innovation and improvement in attraction management and supporting facilities are needed to keep this destination appealing and competitive. This study is expected to contribute to the enhancement of the quality and sustainability of water tourism in Siak Regency. Abstract

The Rokan Hulu Regency Branch Leadership Council (DPC) of the Gerindra Party was the party with the highest number of votes in the 2019 election. However, in the 2024 election, the Gerindra Party experienced a significant decline in votes, falling to fourth place. This research discusses the vote acquisition of the Gerindra Party in the election for the Regional House of Representatives (DPRD) of Rokan Hulu Regency in 2024. It explains the factors behind the decline in Gerindra’s vote share, which dropped from 17.26% in the 2019 election to 12.01% in the 2024 election. This study uses a qualitative method through descriptive analysis to illustrate the distribution and factors contributing to the decline in Gerindra Party’s vote acquisition in Rokan Hulu Regency in 2024. Data collection techniques included interviews as primary data, and mass media and documentation as secondary data. The theoretical framework used includes leadership theory by Vietzal Rivai and party institutionalization theory by Basedau and Stroh. Based on the research findings, the decline in Gerindra’s vote share occurred across five out of the six electoral districts (dapils) in Rokan Hulu Regency, meaning that only one dapil managed to increase its vote share compared to the previous election. The factors causing the decline include issues related to party institutionalization, which can be broken down into four elements: the party's weak grassroots presence in society, its inability to operate autonomously and resist external influences, disruption in the party’s organizational strength due to two leadership changes within the DPC Gerindra, and a lack of internal coherence caused by internal divisions resulting from the dual leadership changes. Abstract

This study analyzes how the One Channel Placement System (SPSK) policy can help provide protection to Indonesian Migrant Workers (PMI) in Saudi Arabia. The country is the main destination for PMI, but the high number of complaints of violence and exploitation demands a stronger protection system. SPSK is a digital-based policy with a guaranteed recruitment process and was born through the signing of a Memorandum of Understanding (MoU) between Indonesia and Saudi Arabia in 2018 and is specifically intended for domestic migrant workers. This study uses a qualitative method with data collection techniques through document studies sourced from BP2MI, academic books, journals, articles, reports of related organizations, and other official documents. This study also uses a Liberalism perspective with a framework of analysis and a State level of analysis. The results of this paper indicate that the SPSK successfully dispatched 100 migrant workers in the initial phase but still faced various obstacles, such as limited placement companies and unclear subsequent departure stages. The effectiveness of this policy was also hampered by a lack of technical clarity in the field. On the other hand, several non-governmental organizations, such as Suara Perempuan, Migrant Watch, and Migrant Care, criticized the weak implementation of this policy. In addition to technical issues, a fundamental weakness lies in the legal basis used, namely the MoU, which is not binding and does not include sanctions for violations. This study found that before implementing a policy like the SPSK, Indonesia should seek a legally binding bilateral agreement to ensure optimal and sustainable protection for migrant workers. Abstract

Human trafficking is a complex issue that requires a strategic government response. This phenomenon is even more crucial in Cambodia, which acts as a country of origin, transit and destination. This study analyzes the Cambodian government's concrete steps at the national, bilateral, regional and multilateral scales. The research method is a descriptive qualitative approach based on document analysis. This research uses K.J Holsti's theory of international cooperation. The results of this study show Cambodia's commitment through strengthening the legal framework and ratification of international instruments (UNTOC, ILO, ACTIP) as well as the implications of the TSE Law in the national legal framework. Cambodia makes various domestic and international efforts through bilateral, regional and multilateral cooperation. However, implementation is constrained by capacity gaps, inter-agency coordination and systematic corruption, requiring an integrated and sustainable approach to address the structural problems of combating human trafficking in Cambodia. Abstract

The Second Karabakh War that occurred in 2020 between Armenia and Azerbaijan not only caused casualties and infrastructure damage to Armenia, but also caused a border crisis, a large influx of refugees from Nagorno-Karabakh, and an internal political crisis. Therefore, Armenia asked the European Union for help and support. The European Union began to play a more active role in supporting the post-conflict peace process, especially through cooperation with Armenia. The European Union Mission in Armenia (EUMA) is the basis for the EU’s cooperation with Armenia to realize peace after the Second karabakh War. This study adopts a Pluralism perspective and utilizes Johan Galtung’s theory of peace, applying the international system level of analysis. The research method employed is qualitative, with literature study as the primary data collection technique. Data were obtained from official documents, cooperation agreements, annual EU reports, as well as scientific articles and news sources. The results of the study show that the EU’s cooperation with Armenia includes the European Union Mission in Armenia (EUMA) civil mission, mediation, financial and humanitarian assistance. EUMA has a mandate to observe and report on the security situation along the Armenia-Azerbaijan border through patrols; enhancing trust-building between Armenia and Azerbaijan. In addition, the EU also helps Armenia in dealing with the refugee problem by providing humanitarian and financial assistance to deal with the domestic political crisis. The results achieved from this cooperation are a significant decrease in the frequency of Azerbaijani attacks on the Armenian border area, as well as an agreement between Armenia and Azerbaijan for a peace agreement and normalization of relations between the two countries. Abstract

Moldova, a country bordering Ukraine, has security concerns as a result of Russian threats, and asked the European Union for help in dealing with threats mainly involving the breakaway Transnistria region, as well as increasing cyberattacks. Since the Russian invasion of Ukraine in 2022, cyberattacks against Moldovan institutions have doubled to tripled from 2022 to 2023, mainly targeting government websites, and coinciding with national events. This research uses a qualitative method, with data collection techniques through literature studies sourced from several books, journals, websites, documents and media. This research uses the Realism Perspective and K.J Holsti's International Cooperation Theory as well as the State Level of Analysis. The results showed that the European Union launched a partnership mission in the Republic of Moldova, namely the European Partnership Mission in the Republic of Moldova (EUPM). Since the early 2000s the EU has established a Border Assistance Mission to Moldova and Ukraine (EUBAM) to monitor the Transnistrian Border. It is tasked with establishing monitoring sites, training authorities, and coordinating security measures. The EU also participated in the 5+2 negotiations for a peaceful resolution. The EU is addressing cyber threats in Moldova as a result of Russia's invasion of Ukraine by improving digital infrastructure, supporting cybersecurity programs, and providing assistance. Abstract

This research analyzes the role of WFP as an international organization in handling the food crisis in Sudan in 2019-2022. The political coup against President Bashir that took place in 2019 led to a food crisis that affected a large section of the population. The Sudanese population experienced acute food insecurity as a result of post-coup cash shortages and a fragile economy as outside food support was halted. Then, the COVID-19 pandemic in 2020 exacerbated economic problems and hampered the post-Bashir transition and led to a major reduction in international aid. The purpose of this research is to find out about the role of WFP in handling the food crisis that occurred in Sudan in 2019-2022. This research uses a qualitative method, with data collection techniques through literature studies sourced from several journals, books, articles, reports, and websites. This research uses a pluralism perspective, the concept of food security, and Clive Archer’s international organization theory which divides the role of international organization into three, namely as instruments, arenas, and independent actors. The study showed that WFP carries out its role as an international organization by implementing various programs that are in accordance with Sudan’s conditions. As an instrument, WFP helps Sudan to achieve national interests which in this context is to deal with the food crisis. As an independent actor, WFP has sufficient capacity to make decisions independently without external influence while cooperating with many partners, so that the number of beneficiaries continues to increase from 2019-2022. Abstract

This research is motivated by domestic violence, particularly violence against children. This is because many child victims or other family members do not report the violence they experience. Children are a trust and a gift from God Almighty, who must always be protected because they are inherently endowed with dignity, and human rights that must be upheld. Child protection is not only the responsibility of the government, but also of parents and the community. Given the limited budget and human resources available in relevant agencies, it is hoped that the community and parents will also increase their awareness of providing child protection. This research was conducted at the Technical Implementation Unit for the Protection of Women and Children (PPA) in Pekanbaru City. The purpose of this study was to describe the implementation of the PPA Technical Implementation Unit's duties in handling child victims of domestic violence in 2023. This study used a qualitative approach and descriptive research. Data collection techniques were conducted through interviews and documentation. This study utilized George C. Edward III's Implementation Theory, with indicators of communication, resources, disposition, and bureaucratic structure. The research found that the implementation of tasks in handling reported cases is suboptimal. This is due to several obstacles, including a lack of human resources, inadequate facilities and infrastructure for program implementation, and limited budget. The implementation of the Technical Implementation Unit (UPT PPA) still faces challenges that require cross-sectoral attention. More intensive coordination is needed between the UPT PPA (Principal Implementation Unit) and related agencies to strengthen the protection system and expedite the response to each report of domestic violence. These findings are expected to provide evaluation material and considerations in formulating more effective and responsive policies for the protection of child victims of domestic violence. Abstract

The problem of plastic waste in Indonesia has become a major focus in efforts to prevent ecosystem damage. As one of the largest plastic waste producing countries in the world, Indonesia faces serious challenges related to plastic waste management. PT Coca-Cola Europacific Partners (CCEP) Indonesia, as part of a multinational company in the beverage sector whose products are quite popular in Indonesia, produces products made of plastic reaching millions of tons each year worldwide, thus contributing greatly to environmental pollution. For this reason, the company created the “This Is Forward” initiative as a form of corporate social responsibility for waste generated from the company’s products and as a form of compliance with regulations where the company operates, as well as pressure from other external parties. This study uses the NGO Role theory, the Multinational Corporation (MNC) level of analysis, and the Liberalism Perspective. The research method used is qualitative with a case study approach and literature study data collection techniques. Data were obtained from the company’s annual report, official plastic publication This Is Forward, government policy documents related to plastic waste management, as well as scientific articles and media news. The research results show that CCEP plays a role in realizing sustainability by addressing the problem of plastic waste through “This Is Forward” namely by building the Amandina Bumi Nusantara recycling facility, Launching r-PET bottles, Establishing the Mahija Parahita Nusantara Foundation, joining several environmental platforms and organizations, establishing partnerships and collaborations with other parties, and encouraging the government to create effective waste reduction regulations, EPR/ESR development, infrastructure development, and the use of the latest technology. The progress from the results of these activities is that 100% of Coca-Cola packaging can be recycled, the use of rPET reaches 19.6% in 2024 and the realization of the primary packaging collection rate reaches 148.6% in 2024. Abstract

This study analyzes the role of the World Food Programme (WFP) in dealing with the food crisis in South Sudan. This study is interesting to discuss because the food crisis in South Sudan has become one of the most serious humanitarian issues due to a combination of prolonged conflict, climate change, and limited infrastructure. The World Food Programme (WFP) as an international organization under the auspices of the UN plays a strategic role in efforts to overcome the crisis. This study aims to analyze what WFP has done to deal with the food crisis in South Sudan. This research is a qualitative research with data collection through library research and internet research. The theory used is the theory of the role of international organizations. This study uses a group analysis level that has the essence of understanding, studying, and evaluating the behavioral attitudes of a group with non-state actors who already have international coverage. The research findings show that WFP is not only acting as a provider or emergency food assistance, but also a development actor that promotes long-term food security.Programs such as the Integrated Rapid Response Mechanism (IRRM), Food Assistance for Assets (FFA), and the School Feeding Programme show how WFP distributes aid effectively while building local capacity. Despite facing funding challenges, WFP remains committed to reducing the impact of the food crisis. In addition, WFP is also a channel for other countries that want to provide assistance.
