Abstract

This research is motivated by the suboptimal implementation of the potential swallow's nest tax collection on the Regional Original Revenue (PAD) of Indragiri Hilir Regency. Regional Original Revenue (PAD) is one of the regional government's financial resources in implementing regional autonomy. The relationship between government management in swallow's nest tax collection is the discrepancy between the set target and the actual revenue, indicating problems in governance or management, ranging from planning, organization, implementation, and supervision. The Regional Revenue Agency is a regional apparatus directly responsible for the tasks and functions supporting government affairs in the field of regional revenue management/management of regional taxes and levies. The purpose of this research is to determine how the Regional Revenue Agency of Indragiri Hilir Regency managed the swallow's nest tax collection in 2023. The research location is in Indragiri Hilir Regency, specifically at the Regional Revenue Agency office. This study uses Taliziduhu Ndraha's Government Management Theory, which encompasses four indicators: government planning, organization of government resources, utilization of government resources, and government oversight. The study found that the government management carried out by the Indragiri Hilir Regency Regional Revenue Agency in 2023 appears to be ineffective and inefficient. This may occur because the government management carried out has not met the indicators of government management, starting from government planning, organization and utilization of government resources, and government oversight, which has not been implemented. Consequently, it cannot achieve its government goals, namely the target realization of swallow's nest tax revenue in 2023. Keywords: Government Management, Collection, Tax

Abstract

This research analyzes the response of the Quadrilateral Security Dialogue (Quad) alliance to the escalating tensions and conflict in the South China Sea—an area of strategic importance within the broader Indo-Pacific region, which holds significant value due to its diverse natural resources. The focus of this study is on the strategic initiatives taken by the Quad, a group of Indo-Pacific-based countries, in addressing the conflict escalation in the South China Sea, a region considered vital for international security and stability. This research employs a qualitative method through literature review, sourcing data from books, documents, reports, journals, newspapers, articles, and online publications. The study adopts the perspective of Neorealism and the theory of Maritime Security. The study finds that the Quad has implemented various strategic initiatives to respond to potential threats and escalating conflict in the South China Sea, aimed at preserving regional stability and security. These initiatives include joint Malabar exercises, cooperation in coast guard patrols, and maritime surveillance through satellite and radar technologies. However, it is important to emphasize that the Quad’s approach is supportive rather than dominant, respecting ASEAN’s centrality in the regional maritime security discourse. Abstract

Workers in industrial areas face various problems, such as unilateral termination of employment (PHK), accelerated retirement, and limited space to voice political aspirations. These conditions are an important background in understanding workers' political behavior, especially in the context of the 2024 General Election. This study aims to describe the voting behavior of workers in industrial areas in the 2024 General Election in Tualang District, Siak Regency. The method used in this study is a descriptive qualitative approach descriptive qualitative approach. Data were collected through in-depth interviews, as well as FGDs with labor unions and documentation of workers in the industrial area of Tualang District, Siak Regency. The main focus of this study is to understand how workers' voting behavior is formed, the extent to which rationality influences their choices, and how working conditions and the position of labor unions contribute to shaping the dynamics of political participation among workers. The results of the study show that the majority of workers vote rationally by considering the vision and mission, work programs, and track records of candidates, as explained in Anthony Downs' Rational Choice theory. However, there is also a tendency to vote based on emotional closeness or local identity, as well as the presence of critical voters who reject money politics. From the perspective of Robert A. Dahl's Polyarchy theory, worker participation is quite inclusive without direct pressure from companies, but political access is still limited due to the lack of polling stations around industrial areas, as well as limited campaign space in the workplace. The conclusion of this study is that labor political behavior in industrial areas is not homogeneous, but rather demonstrates a combination of rationality, pragmatism, and structural limitations. While participation continues, challenges of representation and access remain that need to be addressed to achieve a truly inclusive and participatory democracy. Abstract

This study aims to examine the influence of the TikTok account @partaigerindra’s content on the voting decisions of its followers during the 2024 General Election in Indonesia. TikTok was chosen due to its widespread popularity among young voters and its potential as a political communication platform. The study employs a quantitative approach using a survey method. The sample consists of 100 respondents, all of whom are followers of the @partaigerindra TikTok account and eligible voters. The independent variable in this study is the quality of TikTok content, measured using the 7C communication criteria (clarity, concise, concrete, correct, coherent, complete, and courteous). The dependent variable is the voting decision. The theoretical framework is based on the Stimulus–Organism–Response (S-O-R) theory. Data were analyzed using simple linear regression with the assistance of SPSS version 25. The results indicate that the content of @partaigerindra's TikTok account has a positive and significant influence on voting decisions, with a coefficient of determination (R²) value of 0.472. This means that 47.2% of the variation in voting decisions can be explained by the quality of the TikTok content, while the remaining 52.8% is influenced by other factors not examined in this study. The significance value (p-value) of 0.000 < 0.05 confirms that the alternative hypothesis is accepted. Thus, it can be concluded that the better the quality of TikTok content presented by the @partaigerindra account, the greater its influence on the voting decisions of its followers. Abstract

IKD aims to analyze the implementation of Digital Population Identity (IKD) service innovation in Pekanbaru City in 2023 - 2024. The formulation of the problem in this study is how to implement and what are the supporting and inhibiting factors for Digital Population Identity (IKD) service innovation in Pekanbaru City in 2023 - 2024. The purpose of the study was to determine the supporting and inhibiting factors for the implementation of Digital Population Identity (IKD) service innovation in Pekanbaru City. The type of research used in this study is field research. The theory used in this study is Edward III's Implementation theory. The results of the study are as follows: communication is carried out by implementing socialization carried out by the Population and Civil Registration Service. It is optimal. Resources can be seen by accessing the link or IKD service registration application. The disposition of reviewing public interest in this IKD service was well received. The bureaucratic structure is the process of implementing andong services is going well in accordance with the established SOP. The supporting factors for this success are mainly due to officers who are always ready to provide the best service to the community. The inhibiting factors usually come from the community who sometimes do not want to register for IKD. The local government, especially the Population and Civil Registration Service of Pekanbaru City, must be more active in directly socializing the existence of this IKD service, such as introducing the community to the importance of this digital identity through socialization at the Car Free Day event held in the center of Pekanbaru every Sunday. Recommendations for the results of this study are: The community should support the IKD service by registering their NIK to the digital identity so that the government's program to improve the security of identity use is successful. The central government should continue to innovate so that this IKD application can be used and supported by all smartphones that enter Indonesia as a default application. Abstract

Cybersecurity is one of the efforts to protect and maintain national security from treats that can damage due to the development of globalization which is marked by technological advances and digital connectivity between countries so that it has a risk of spreading cybercrime across countries. The research uses descriptive qualitative methods with data collection techniques carried out through document analysis based on sources obtained from official government documents, news, and journal articles related to cybersecurity cooperation. This research uses cyber diplomacy theory to explain cooperation efforts for cybersecurity in both countries. The results showed that Indonesia and Australia cooperated as an effort to improve the national interests of each country in the form of increasing the security of Indonesia and Australia and the Indo-Pacific region, and also as an effort to strengthen relations between the two countries. Abstract

This research examines the impact of China's construction of artificial islands in the South China Sea region on diplomatic relations between China and the Philippines in the period 2022-2024. The reclamation project and the construction of military infrastructure in the area claimed by China have created geopolitical tensions, especially with countries that geographically and legally have legitimate claims under UNCLOS, such as the Philippines. These tensions have a direct impact on the dynamics of bilateral relations, especially in terms of security cooperation and regional political stability. This research uses a qualitative approach with a case study method, and data collection techniques through literature study. In analysing the problem, this research utilises the theory of offensive realism as one of the main theories in the Neorealism perspective to understand the motives of China's power expansion, and the response of the Philippines as one of the consequences of said expansion. The analysis shows that the construction of artificial islands has worsened Philippine-China diplomatic relations. While economic cooperation continues, political and defence aspects are experiencing increased friction, including through the strengthening of trilateral relations between the Philippines, the United States and Japan. This research provides an understanding that unilateral development of disputed territories can create regional instability and encourage changes in the foreign policy strategies of affected countries. Abstract

In 2024, simultaneous elections will be held, including for the Regional Representative Council (DPD RI). In that election, Dwi Ajeng Sekar Respaty ran as a candidate for the DPD RI and was the only female candidate, and Sekar successfully won. During the election process, Sekar employed strategies to achieve victory. As a young woman, Sekar needed to use strong strategies to secure enough votes to be elected. Therefore, this study is conducted to examine the political strategies of Dwi Ajeng Sekar Respaty in the DPD RI legislative elections in Batam City in 2024. This study aims to determine the winning strategy of Dwi Ajeng Sekar Respaty in the 2024 DPD RI legislative election in Batam City. This research uses a qualitative research method with a type of descriptive qualitative research. The theory used for this research is based on Peter Schroder's theory, with indicators of offensive and defensive strategies. The results of this study are that Dwi Ajeng Sekar Respaty managed to get 111,920 votes and was successfully elected as a member of the DPD RI. This success was thanks to the strategy carried out, an offensive strategy in the form of issue mapping and social research used to group social conditions and local issues so that they can be used as the main campaign material, then strengthening self-image by creating an interesting political narrative through self-branding as a young woman who cares about gender equality and narrating in the vision and mission, Sekar also carried out a strategy to expand support by approaching community groups from across religions and ethnicities, then Sekar carried out a strategy by approaching political marketing. The second strategy, namely a defensive strategy by utilizing the big name of Soerya Respationo or Romo who is the father of Dwi Ajeng Sekar Respaty. Soerya is an influential person in the Riau Islands with his track record, besides that Soerya is also close to many community groups which is an opportunity for Sekar to secure his vote. Abstract

This study aims to examine the implementation of the Kelurahan Cinta Statistik (Beautiful Village) Program in Sumahilang Village, Pekanbaru City, as part of an effort to build data governance at the village level to support data-driven development and improve the quality of public services. This study used a descriptive qualitative method with the Edward III implementation approach, which encompasses four variables: communication, resources, disposition, and bureaucratic structure. Data were obtained through interviews, observations, and documentation studies. The results indicate that the program has run quite well. There is effective communication between relevant parties, such as the Pekanbaru City Communication and Information Office (Diskominfo) as the village web link provider, the Population and Civil Registration Office (Disdukcapil) as the village data provider, the Pekanbaru City Statistics Agency (BPS) as the Kelurahan Cantik (Beautiful Village) program supervisor, and Sumahilang Village as the implementing agency. Resources from supporting agencies are adequate, and implementers demonstrate high commitment. The program is also strengthened by SOPs and a Circular Letter from the Mayor of Pekanbaru as the legal basis. However, implementation still faces obstacles, such as limited human resources and infrastructure, and limited time due to overlapping agendas with other programs. Therefore, ongoing attention and support from the Pekanbaru City Government is needed to ensure the implementation of the Beautiful Village Program is more optimal and sustainable in the future. Abstract

As one of the driving forces of the economy and the largest employer in Vietnam, the garment industry faces many issues related to the fulfillment of workers' rights. The International Labor Organization (ILO), a specialized agency of the United Nations (UN), plays a strategic role in promoting the protection of workers' rights in various countries, including Vietnam. This study aims to analyze how the ILO has worked to advance garment workers' rights in Vietnam during the period 2019-2023. The findings indicate that the ILO plays a role through the establishment of international labor standards, which influence policy implementation and support both the government and industry stakeholders. The Better Work Vietnam program is a concrete initiative that has successfully improved working conditions in many garment factories. Through training, support, and advocacy provided by Better Work, positive impacts have been observed on creating a dynamic and safe working environment for garment workers in Vietnam. The conclusion of this study is that the ILO plays a significant role, both directly and indirectly, in advocating for the rights of garment workers in Vietnam. The recommendations include the need for continued oversight efforts and for the ILO's initiatives in Vietnam to be adopted by other countries facing similar issues.
