Abstract

The tourism industry in Pekanbaru is growing rapidly along with the increasing public demand for religious tourism services such as Umrah and halal tourism. PT Laksmana Mulia Wisata as a travel agency that was just established in 2022 faces challenges in meeting consumer expectations for service quality. This study aims to analyze customer perceptions of the company's service quality based on five dimensions of SERVQUAL, namely tangibles, reliability, responsiveness, assurance, and empathy. The research method used is descriptive quantitative, with data obtained by distributing questionnaires to 75 service user respondents. The results of the analysis show that in general customers assess the quality of PT Laksmana Mulia Wisata's services to be in the good category, especially in the dimensions of empathy and assurance which indicate a high level of satisfaction. However, weaknesses were still found in the physical and responsive aspects, especially related to limited human resources. Based on these findings, it can be concluded that the company needs to improve physical facilities and service responsiveness so that customer satisfaction is optimal. This study is expected to be the basis for evaluation and service improvement strategies, as well as provide academic contributions to the development of service quality theory in the religious tourism sector. Abstract

Japan is facing demographic problems, namely an ageing population and low birth rates. This situation has led to a shortage of working-age people needed to fill production activities. This study aims to determine how the deployment of Indonesian migrant workers (PMI) in the careworker sector is implemented through the Specified Skilled Worker (SSW) visa programme. The research method used is a descriptive qualitative approach with literature review data collection techniques. This study employs K.J. Holsti's theory of international cooperation. The findings indicate that initially, there was little interest in sending careworkers to Japan, but this interest has steadily increased in subsequent years. One reason for this increase is the ongoing growth of Japan's elderly population, and the SSW cooperation benefits both countries, each with their own interests. Abstract

In the 2024 general election, the percentage of participation of persons with disabilities was 73%. Compared to the 2019 general election, their participation percentage was only 33%. This research aims to determine the methods used by the Pekanbaru City KPU in increasing the political participation of persons with disabilities. The theory used to examine this research is the theory according to L. Schur, M. Adya, and M. Ameri (2015) which states that there are four methods to increase the political participation of persons with disabilities. This research employs a mixed-methods approach. KPU used several methods to increase the participation of persons with disabilities in the 2024 general election. First, improving the accessibility of polling stations and voting equipment. Second, mobile voting was implemented. Third, training for polling station officers. Fourth, socialization and political education for persons with disabilities. Abstract

This thesis was motivated by the fact that many ministries/regional governments have not yet established a task force to eradicate extortion, the lack of public support for the task force in carrying out its duties to eradicate extortion in public services, and the lack of public reports. The task force will operate if it receives reports from the public. The purpose of this thesis is to determine the efforts of the Dumai City government's anti-extortion task force in 2021-2023 and to identify the inhibiting factors in the task force's efforts. The researcher used a descriptive qualitative approach. The location of this study was the Dumai City Transportation Agency. The types and sources of data in this study were primary data in the form of interviews and documentation conducted by the researcher, while secondary data consisted of reports, as well as profile documents, organizational structures, and tasks related to the Dumai City government's anti-extortion task force in 2021-2023. Interviews and documentation were used as data collection techniques. Meanwhile, data analysis was conducted using qualitative analysis. Based on the research results and discussion, it can be concluded that the Dumai City Government's Saber Pungli Task Force efforts from 2021 to 2023 have not been successful. This is due to several inhibiting factors, such as lack of public awareness, lack of transparency, lack of synergy, local government support, an ineffective reporting system, and weak law enforcement. Abstract

This study aims to examine and analyze the role of the United Nations Environment Programme (UNEP) in supporting the implementation of the Just Energy Transition Partnership (JETP) as part of Indonesia's transition towards a green economy during the 2023–2024 period. The research focuses on UNEP's involvement in international cooperation supporting energy sector reform and the integration of just transition principles in Indonesia. This paper employs a descriptive qualitative approach using a literature study method involving the review of books, journals, official reports, scientific articles, and relevant international institution websites. The perspective used is liberalism at the group level of analysis, with cooperation theory serving as the main conceptual framework. The study finds that UNEP acts as an international catalyst in strengthening Indonesia's energy transition strategy through the implementation of the JETP. This role includes providing technical support in policy formulation, facilitating access to international funding, and enhancing national institutional capacity. However, various challenges such as policy overlap, fossil fuel dominance, and limited public participation remain major obstacles. Policy harmonization among institutions, accelerated disbursement of green funding, and enhanced civil society engagement are necessary to ensure the energy transition genuinely supports the achievement of an inclusive and sustainable green economy. Abstract

This study aims to determine the role of the industrial and labor services in developing blacksmith businesses and the inhibiting factors in developing blacksmith businesses in Teratak Village in 2024. This study uses the theory of the role of government by Gede Diva (2019) which states that there is an effective and optimal role of government in the development of SMEs realized as a facilitator, regulator and catalyst. This study uses qualitative methods. Data collection techniques include interviews and documentation. The results of this study indicate that the implementation of the government's role as a facilitator by the Kampar Regency Industry and Manpower Office has not yet reached its maximum level, so improvements are needed to increase its effectiveness. Meanwhile, the government's function as a regulator is already running and being implemented, but it is important to continue to pay attention to regulatory aspects to remain relevant to current developments. On the other hand, the government's role as a catalyst is considered quite effective, as evidenced by the various steps that have been taken to encourage the progress of SMEs, both in terms of human resource development and improving the quality of SMEs themselves. Abstract

The management of the Sultan Syarif Hasyim Grand Forest Park is carried out by the Technical Implementation Unit of the Minas Model Production Forest Management Unit, which is the technical task executor, established by the Riau Provincial Forestry and Environment Service. The SSH Forest Park (Tahura SSH) is also being prepared as a natural tourism destination for the surrounding community. The purpose of this study was to determine collaborative governance in the management of the Sultan Syarif Hasyim Grand Forest Park recreational object and to identify the inhibiting factors in the management of the Sultan Syarif Hasyim Grand Forest Park recreational object in Minas District, Siak Regency, Riau Province, in 2022-2023. This research method uses a qualitative descriptive approach. The data used in this study is descriptive, presenting the results of research on Collaborative Governance in the Management of the Sultan Syarif Hasyim Grand Forest Park Recreation Site in Minas District, Siak Regency, Riau Province, in 2022-2023. Data collection techniques used in this study included interviews, documentation, and observation. The results showed that Collaborative Governance has been implemented, but not optimally. Three indicators, namely face-to-face meetings, building trust, and commitment to the process, have not been fully implemented between the UPT KPHP Minas Tahura and other stakeholders. Other obstacles encountered in the Collaborative Governance process are a lack of quality and quantity of human resources, inadequate facilities and infrastructure, and minimal budget allocation for the Management of the Sultan Syarif Hasyim Grand Forest Park Recreation Site. Abstract

ABSTRACT Democracy guarantees equal rights for every citizen to be involved in politics. Women's representation is an important component in a country, especially in the legislative institution. In accordance with Law Number 7 of 2023 concerning General Elections, women's representation in legislative elections should have the same rights as men's representation and does not need to use the "at least" 30% limit. Women's representation in the Bengkalis Regency DPRD is still relatively low, therefore this study aims to describe the factors causing the low representation of women in the Bengkalis Regency DPRD for the 2024-2029 period. This study uses a qualitative approach method with a descriptive research type. The location of the study is in the Bengkalis Regency DPRD. Data collection techniques through interviews and documentation. Data analysis refers to the Theory of Asmaeny Azis regarding the factors causing low female representation in the DPRD which consists of four indicators, namely the Election System, the Role of Political Parties, Cultural Acceptance, and the Quality of Human Resources. The results of the study show that the low representation of women in the Bengkalis Regency DPRD ffor the 2024-2029 period is caused by several main factors. The formal open proportional election system provides equal oppurtunities for man and women, however, in reality, this election system makes it difficult for women to compete. The role of political parties has also not been fully maximized, parties in nominating women only fulfill the 30% quota. Malay culture in Bengkalis Regency is relatively open to women, even its leader is a woman, but patriarchal views and the dominance of masculinity remain challenges for women. With this research, it is hoped that there will be better changes made by the government, political parties, society, women, and women’s organizations so that women’s representation in the DPRD can be greater. Abstract

The humanitarian crisis affecting the Rohingya ethnic group since 2017 has triggered a massive exodus to Southeast Asian countries, including Malaysia. Although Malaysia is not a party to the 1951 Refugee Convention or its 1967 Protocol, it remains a major destination due to geographic proximity, cultural affinity, and economic factors. Malaysia's non-accession to the international refugee legal regime raises a key question: to what extent is the principle of non-refoulement implemented in practice, and how does Malaysia weigh this principle when responding to the arrival of Rohingya refugees? This research aims to explore these issues by examining the country’s policy dynamics between 2017 and 2022. This study employs a qualitative method with a descriptive-analytical approach. Data were collected through literature review from various primary and secondary sources, including UNHCR reports, official Malaysian government documents, academic literature, and international media coverage. The theoretical framework is based on Guy S. Goodwin-Gill’s absolute state sovereignty approach, which explains how states maintain full control over their borders and migration policies. The findings indicate that Malaysia implements the non-refoulement principle de facto, including through deportation moratoria, cooperation with UNHCR, and limited access to basic services. However, such implementation remains inconsistent and largely dependent on situational administrative policies. In the absence of a clear domestic refugee law and amid limited coordination or burden-sharing at the ASEAN level, protection for Rohingya refugees in Malaysia remains fragile and unsustainable. Abstract

This study examines the implementation of defense offsets in the joint development of the KF-21 Boramae fighter jet between Indonesia and South Korea. Using qualitative methods and theoretical frameworks of international cooperation and defense diplomacy, the research focuses on three aspects: (1) Indonesia’s offset policy under Law No. 16/2012, (2) the dynamics of the KF-21 Phase II project (2012-2023), and (3) the project’s significance for Indonesia’s national interests. Findings reveal that while Indonesia secured 15% industrial participation via direct offsets (technology transfer, human resource training, and component manufacturing), the initial 20% target was unmet due to U.S. technology restrictions under the Defense Technology Security System (DTSS). Rational actor model analysis indicates Indonesia’s commitment to continue the project stems from strategic calculations, including defense industrial capacity building, international reputation enhancement, and reduced reliance on arms imports. The study recommends strengthening legal offset frameworks and diversifying partners to mitigate future geopolitical risks.
