Abstract

Leadership at the village level plays an important role in encouraging community participation in village infrastructure development. In Salo Village, the success of village infrastructure development is greatly influenced by the village head's ability to build communication and the spirit of community participation. However, community participation is still relatively low, especially in the implementation stage of village infrastructure development. This is caused by the community's misunderstanding of village funds and a lack of awareness of the benefits of planned development. This study aims to describe the leadership of the Salo Village Head to increase community participation in infrastructure development in Salo Village, Salo District, Kampar Regency in 2023-2024. This study uses a qualitative approach with a descriptive method. The results show that the Head of Salo Village, Mr. Ihfasni Arham, M.Ag, applies five leadership indicators based on the theory of Rivai and Dedy (2012), namely: (1) the ability to foster cooperation and good relationships, (2) the ability to be effective, (3) participatory leadership (4) the ability to delegate tasks and time, and (5) the ability to delegate tasks and authority. The conclusion of this study is that the leadership of the Salo Village Head has succeeded in creating an environment that encourages community participation, although challenges remain in increasing awareness and active involvement. The research recommends that the village government increase outreach and education on the importance of participation and strengthen community empowerment through training and economic programs. Abstract

This study discusses how to implement the Kuantan Singingi Regent Regulation Number 74 of 2020 concerning the Regional Action Plan for the Reduction and Elimination of Mercury. The problem in this study is that there are still many activities of Unlicensed Gold Miners (PETI) that use mercury in Kuantan Hilir Seberang District. Furthermore, Unauthorized Gold Miners (PETI) who use Mercury have resulted in river flow pollution in Kuantan Hilir Seberang District. This research uses a qualitative method through descriptive analysis This research aims to analyze the implementation of Regent Regulation Number 74 of 2020 concerning the Regional Action Plan for Mercury Reduction and Elimination. The theory of policy implementation used as the basis of analysis is the theory of Merilee S. Grindle, which emphasizes that the success of implementation is influenced by two main variables, namely the content of policy and the context of implementation. The results of the study show that the implementation of this policy has not been running optimally. In terms of policy content, it was found that the implementation apparatus, especially the Environment Agency, did not have adequate technical and administrative readiness. This unpreparedness is reflected in the unavailability of training, lack of understanding of the substance of the policy, and the absence of technical implementation instructions as an operational reference. Meanwhile, from the aspect of the implementation environment, the main obstacles lie in the limitation of budget allocation, weak cross-sector coordination between implementing agencies, and low commitment of implementers at the technical and structural levels. Abstract

This study explores the tourist attractions of the Anak Sungai Kandi Waterfall in Hulu Kuantan District, Kuantan Singingi Regency, Riau Province. Using qualitative descriptive methods, this study identifies various factors that contribute to the destination's strengths, including its natural beauty, supporting facilities, and the active role of the community through the Tourism Awareness Group (Pokdarwis) in tourism management. The results indicate that the main attractions of this tourist attraction lie in its pristine natural conditions, the captivating waterfall, and the socio-cultural values of the local community. However, challenges such as limited infrastructure and suboptimal community participation hinder its further development. This study recommends improving infrastructure quality, strengthening tourism promotion, and empowering the community as strategic steps to support sustainable tourism development in the area. Abstract

This study aims to identify and describe the potential tourist attractions in Sungai Petai Tourism Village, Kampar Regency. The research employs a descriptive qualitative method, using data collection techniques such as observation, interviews, and documentation. The findings indicate that Sungai Petai Village possesses three categories of tourist attraction potential: natural, cultural, and man-made tourism. The most prominent natural attractions are found in dusun Kayu Jangkar, particularly the Petai and Mayor Rivers, which offer clear water, calm flows, and a pristine environment ideal for family recreation and ecotourism. Cultural potential is reflected in the community's social activities, traditional customs, and preserved local values. Meanwhile, man-made attractions are still in the early stages of development. These findings suggest that Sungai Petai Village holds significant opportunities to be developed into a community-based sustainable tourism destination, provided that improvements in infrastructure, promotion, and collaboration between the government and local community are implemented. Abstract

This study aims to analyze the political strategy of the Prosperous Justice Party (PKS) in its efforts to increase its seat count in the Rokan Hilir Regency Regional Representative Council (DPRD) in the 2019 Legislative Election. The study focuses on the party's offensive and defensive strategies, as well as the supporting and inhibiting factors influencing their success. The research method used was a qualitative approach, with data collection techniques through interviews and documentation.The results indicate that PKS implemented an offensive strategy through expanding its voter base, penetrating relevant local issues, recruiting potential legislative candidates, and employing creative digital and volunteer-based campaigns. Meanwhile, its defensive strategy involved consolidating its loyalist base, strengthening its cadre network, and maintaining emotional connections with regular voters through social and religious programs. The success of this strategy is reflected in the significant increase in PKS's seat count, from one seat in the 2014 election to four seats in the 2019 election (KPU data, 2019).Despite this, PKS also faced several obstacles, such as limited campaign funds and the strong dominance of major parties like PDI-P, Golkar, and Nasdem, which already had established political bases in Rokan Hilir. However, through an intensive and consistent grassroots approach, PKS succeeded in penetrating some strategic voter bases, particularly among religious communities and youth.This study concludes that PKS's success in increasing its electability and political representation in Rokan Hilir was the result of a comprehensive strategy, adaptive to local dynamics, and supported by the militancy of party cadres and volunteers. Abstract

Aur Kuning Market is a strategic economic center in Bukittinggi City, which is crowded daily by vehicles of visitors, traders, and the general public. This condition demands optimal parking management and services to support smooth traffic flow and increase local revenue through parking retributions. This study aims to analyze the management and organization of parking in the area in 2024 using a descriptive qualitative approach, guided by the theories of Good Governance, Public Service, and Parking Regulation. The findings reveal that formal parking management has only been implemented at the Aur Kuning Terminal with contracted parking attendants and tariff application based on Regional Regulation Number 3 of 2010, while five other locations are still operated by informal attendants without full supervision from the local government. Limited human resources, insufficient budget, and low public awareness of parking regulations are the main obstacles that hinder the optimal implementation of good governance principles. Abstract

The Government of Pekanbaru City, through the Bukit Raya Subdistrict, developed a digital service innovation called the Pak Camat application. This application was created to support the implementation of Law No. 25 of 2009 on Public Services, Presidential Instruction No. 3 of 2003 on the Development of E-Government, and Pekanbaru Mayor Regulation No. 13 of 2023 on Electronic-Based Government Systems. However, in its implementation, several challenges have been identified, such as the lack of competent human resources, insufficient outreach from the subdistrict office, and low digital literacy among the public. This study aims to examine the effectiveness of the Pak Camat application in delivering administrative services at Bukit Raya Subdistrict in 2023. The research employs a descriptive qualitative approach, using data collection techniques such as interviews and documentation. The types of data used are primary and secondary data. Primary data were obtained through interviews with informants, while secondary data were gathered from supporting documents relevant to the study. The results of the study show that Pekanbaru Mayor Regulation (Perwako) No. 13 of 2023 aims to improve public services through the use of technology. However, in practice, there are still several obstacles, including a lack of competent human resources, limited outreach from the subdistrict office, and low digital literacy among the community. Nevertheless, the application has succeeded in increasing the number of administrative services and supports public service delivery that is transparent and flexible. The implementation of the Pak Camat application is considered to be in line with e-government principles, but improvements are needed in terms of increasing public outreach by the Bukit Raya Subdistrict to ensure that the application can be optimally utilized by all segments of society. Abstract

Extreme poverty is a condition where a person cannot meet their basic needs. This poverty problem is a complex issue that requires cooperation and coordination. Coordination teams were formed to improve coordination in the field of regional poverty alleviation, namely the Provincial TKPK and the Regency TKPK. The Siak Regency Government established a Poverty Alleviation Coordination Team which carries out the function of coordinating the regional government in accelerating extreme poverty alleviation. The problem in this study is the decrease in the number of extreme poverty in Siak Regency from 2022 to 2023, namely from 6.42 thousand people or 1.27% to 2.79 thousand people or 0.54%. In addition, this acceleration of poverty alleviation still faces several challenges, especially in terms of coordination. The purpose of this study is to determine government coordination in accelerating extreme poverty alleviation in Siak Regency in 2022-2023. The theory used in this study is the coordination theory. The research approach used was qualitative. The type of research employed was descriptive research. The research location was in Siak Regency. The data types were primary and secondary. Primary data was obtained directly from informants, while secondary data was supporting data in the form of documents related to the research problem. Data collection techniques included interviews and documentation. Data analysis was conducted using qualitative analysis. The results of this study are that government coordination carried out by the Poverty Alleviation Coordination Team of Siak Regency has been running quite well by implementing unity of action, communication, division of labor and discipline. However, from several indicators, shortcomings are still found, such as in terms of communication where there are still many TKPK members who only attend meetings if their agency is involved, in terms of division of labor, there are still more assistance given than empowerment and in terms of discipline it cannot be said to be optimal, this is because the TKPK does not have written standard operating procedures, so from these shortcomings it is hoped that the TKPK can improve it so that in the future it can really accelerate the reduction of extreme poverty in Siak Regency. Abstract

CTI-CFF is a form of multilateral cooperation that Indonesia utilizes to strengthen maritime security through conservation and sustainable management approaches. This study aims to analyze Indonesia's strategy in improving maritime security through the implementation of CTI-CFF programs. This study employs a descriptive qualitative approach with an institutional neoliberalism theoretical framework. The primary focus is on the role of institutions in creating cooperation mechanisms that foster trust, transparency, and compliance in addressing transnational maritime challenges. The results of this study show that through three main programs, Indonesia has successfully utilized CTI-CFF not only for conservation purposes but also as a strategic instrument in addressing non-traditional maritime security threats. Indonesia's active involvement in this institution strengthens its diplomatic position and reflects its consistency in maintaining collective regional stability. Abstract

This study aims to describe the program implementation by the Electoral Commission (KPU) Jambi City to increase political participation for novice voters in 2024. Novice voters are a strategic group in democracy, but tend to have low participation rates due to a lack of political experience and political knowledge. Jambi City was recorded as the region with the lowest participation in the 2024 Regional Head Elections in Jambi Province, despite having a significant number of novice voters. This study employed a descriptive qualitative approach, utilizing data collection techniques that included interviews, documentation, and literature reviews. The results showed that the KPU Jambi City implemented a strategy through three main stages: formulation and long-term targets, selection of actions such as direct outreach to schools and campuses, and the use of social media, as well as resource allocation, including the involvement of Adhoc agency and technical training. Inhibiting factors included a lack of political awareness, distrust of the system, and limited administrative data. This study concluded that the KPU strategy was effective but still requires a more innovative and sustainable approach to optimize the political participation of novice voters in the future.
