Abstract

This research aims to provide an overview regarding the Task Force Maluku IDN-NL and its role in sustaining NKRI and explain about the existence of the Moluccan diaspora in the Netherlands and lays out some of the efforts made by the Task Force Maluku IDN-NL to NKRI, as well as in maintaining the connection for the Moluccan diaspora in the Netherlands.This research is qualitative research that uses descriptive methods, techniques and data collection from the book, the interview via Email, journals, official publications and websites that are relevant. This research uses the perspective of neo-realists and the theory of multi-track diplomacy by John Mc. Donald and Louise Diamond. The object of this research is the Indonesian Diaspora Network Netherland (IDN-NL), which was set aside on a Task Force of Maluku.The results showed that the Task Force Maluku IDN -NL has a significant role as the sole representative of the entire Maluku diaspora that is in the Netherlands to maintain NKRI. This is in line with the success of the cooperation in the field of environment and health SSVA as well as the presence of circular open letter provided by TF Maluku to three College will conduct cooperation to hold the seminar "Beta Maluku Mau Maju " with the RMS in the Netherlands.Key Words : IDN-NL, Moluccas Task Force, Moluccan Diaspora, Role.

Abstract

Customary forests constitute a strategic element for the social, cultural, spiritual, and economic sustainability of Indigenous communities. In Kepau Jaya Village, Kampar Regency, the conversion of 781.44 hectares of customary forest into private oil palm plantations triggered prolonged conflict. Although the Bangkinang District Court Decision No. 28/Pdt.G/2013/PN.Bkn ruled in favor of the Indigenous community, the implementation of forest restitution has not been optimally realized. This study analyzes the process of collaborative governance in restoring the status and function of the customary forest by employing the Ansell and Gash framework through a qualitative case study approach. Data were collected through interviews and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that collaboration among the government, Indigenous community, and the company has begun to develop through mediation, public hearings, and field inspections. However, the effectiveness of collaboration remains constrained by low levels of inter-actor trust, regulatory ambiguities, and the absence of a final agreement. Overall, the implementation of collaborative governance shows positive progress in opening spaces for dialogue and participation, yet requires stronger governmental commitment and alignment of interests among all stakeholders to ensure the full restoration of the customary forest. Abstract

This study analyzes the strategy of the Lake Toba Authority Implementing Agency (BPODT) in attracting Foreign Direct Investment (FDI) in the Lake Toba region as a Super Priority Tourism Destination. Government budget constraints and infrastructure challenges make FDI a strategic solution to accelerate the development of world-class tourism. This study uses a descriptive qualitative approach with a Liberalism and FDI Theory perspective at the state level. Data were collected through a documentary study from 2022 to 2024. BPODT implemented four strategic pillars: Image Development, Infrastructure Development, including the 386-hectare Toba Caldera Resort, Investor Facilitation through KSO/BGS/BSG schemes, and Investment Promotion through Indonesia-China bilateral forums. Research result show significant success with investment commitments totaling US$400 million, an increase in foreign tourists from 200,000 (2022) to over one million (2024), and the restoration of UNESCO Global Geopark status, demonstrating the effectiveness of BPODT's strategy in creating a conducive investment climate for international investors. Abstract

This study analyzes the implementation of Adaptive Governance in the governance of Siak Regency in 2024, focusing on the Smart Governance dimension, specifically the Public Service Mall (MPP) and the Bujang Kampung Program. Using the Adaptive Governance theory of Sharma-Wallace, Velarde, and Wreford (2018), the study emphasizes collaboration, coordination, social capital development, and capacity building. A qualitative descriptive approach was used through interviews and documentation. The results indicate that the implementation of Adaptive Governance has been ongoing but is not yet optimal. Collaboration and coordination between agencies have been established, but are still hampered by uneven understanding and inconsistent attendance at Smart City forums. Social capital is built through satisfaction surveys and direct dialogue with the community, while capacity development remains hampered by limited human resources and budget. Abstract

The study discussed the role of the International Committee of the Red Cross (ICRC) in handling victims of armed conflict during the Russian invasion of Ukraine in 2022-2023. The invasion generated a humanitarian crisis characterized by increasing civil casualties, waves of refugees, and violation of international humanitarians' laws. The research methods used are qualitative descriptive results in library studies and official document analysis of icrc, the UN report, and other relevant sources. The framework of the theory used is the perspective of pluralism and the theory of the international organization Clive Archer to explain the position of icrc as an independent actor in the norms, socialization, and operational functions of humanity. Studies have shown that icrc carried out civil evacuations, relief distribution, provision of health services, and visits on prisoners of war. However, icrc faces challenges of limited access, security risk, and conflict resistance. The study highlights the importance of international support to strengthen the capacity of icrc to ensure humanitarian protection during the russian-ukrainian conflict. Abstract

Waste management is a mandatory government responsibility, although not included in basic services, particularly in the environmental sector. The government's role in waste management is crucial to creating a clean, tidy, and healthy environment, and preventing the spread of waste without proper management. Difficulties in managing waste effectively are caused by the unequal availability of waste management facilities, government policies and regulations, including sanctions for violators, low public awareness of proper waste disposal, and other factors such as socioeconomic conditions that influence waste management culture and behavior. This research was conducted in Tembilahan District, Indragiri Hilir Regency with the aim of describing the government's role in waste management. The method used is a qualitative approach with a qualitative descriptive research type. The theoretical basis uses the role theory of Ryaas Rasyid which includes three main indicators, namely: 1) Regulator, 2) Dynamicator, and 3) Facilitator. Based on the research results and referring to Ryaas Rasyid's theory (in Labolo, 2010), in the regulator indicator, the government has issued regional regulations; however, implementation in terms of law enforcement and imposing sanctions on violators is still not optimal. From the Dynamic indicator of the government's role, the relevant agency has formulated public service innovations, namely the Waste Patrol Team (TIMPAS) and the Environmental Complaint System (SI PANGLINK) to help educate the public through socialization and is running well. In the facilitator indicator, the government's role in providing waste management facilities and infrastructure has not been evenly understood. The conclusion that the government's role is still less than optimal is evident in the regulator and facilitator indicators, and the dynamic indicator that is already in place through public service innovation programs. Abstract

This study aims to determine the extent of local government capabilities in supporting the success of the Livable Housing Program. The method used is a qualitative descriptive method, with data collection including interviews, observation, and documentation. The theory used is the core capability theory according to Leonard-Barton in Suherlan, covering four dimensions, namely knowledge and skills, technical systems, managerial systems, and values and norms. The results of the study show that the capabilities of the Pekanbaru City Government in poverty alleviation through the 2022 Livable House Program are not yet optimal because there are still weaknesses in the aspects of knowledge, technical systems, managerial systems, and values and norms. Each dimension was analyzed to understand the strengths and weaknesses of the local government in implementing the program, as well as the challenges faced in the social and administrative context in Pekanbaru City in 2022. Abstract

The COVID-19 pandemic underscored health as a non-traditional security issue that directly affects national stability, particularly for Indonesia, which continues to face limitations in health infrastructure and vaccine production capacity. In contrast, South Korea demonstrated stronger crisis management due to adaptive public health strategies and a well-developed biopharmaceutical industry. These differing capacities prompted the strengthening of bilateral cooperation through the Joint Working Group (JWG) on Health in the post-pandemic period. This study aims to examine the implementation of Indonesia–South Korea cooperation under the JWG on Health and identify the factors shaping it. The analysis draws on neoliberalism, Robert O. Keohane’s theory of international cooperation, Budi Winarno’s concept of non-traditional security, and Kenneth Waltz’s levels of analysis. Methodologically, the study applies a qualitative approach using literature-based research guided by Mestika Zed, encompassing academic works, official documents, and international reports. The findings reveal that the JWG on Health has been realized through the establishment of a plasma fractionation facility, joint research initiatives, biopharmaceutical technology transfer, and hospital-to-hospital collaboration. At the individual level, leadership from the Minister of Health and biopharmaceutical industry figures plays a significant role. At the state level, Indonesia focuses on strengthening national health resilience, while South Korea advances pharmaceutical industry expansion and health diplomacy. At the international system level, the pandemic heightened global health interdependence and underscored the need for sustained institutional cooperation. Overall, this collaboration serves as a strategic effort to enhance health resilience, advance health diplomacy, and deepen long-term bilateral ties in the post-pandemic era. Abstract

Women in Kenya face severe economic challenges due to gender inequality and the impacts of climate change that threaten the agricultural sector, particularly in climate-vulnerable regions such as Kitui County. These conditions heighten the vulnerability of small-scale women farmers and underscore the need for international organizations to strengthen their economic resilience. This study employs Clive Archer’s International Organization Theory and the Liberal Institutionalism perspective to analyze the role of UN Women in the Economic Empowerment of Women through Climate-Smart Agriculture program in Kenya. The research adopts a qualitative literature-based method through analysis of official reports, policy documents, and academic sources. The findings demonstrate that UN Women effectively functions as an independent actor that enhances multilateral cooperation and promotes women’s economic empowerment through climate-smart agricultural practices. The program has improved women’s adaptive capacity, income levels, and participation in sustainable development across Kenya. These results highlight the importance of gender-responsive international cooperation in addressing the economic and climate crises affecting women in vulnerable communities. Abstract

This study aims to identify and understand the various tourist attractions found at the religious tourism destination of Makam Syekh Abdurrahman Siddiq, located in Hidayat, Indragiri Hilir Regency, Riau. The research uses a descriptive qualitative approach with data collected through interviews, observations, and documentation. The findings indicate that the main attraction of this destination lies in the religious and historical values attached to Syekh Abdurrahman Siddiq as a prominent Islamic scholar and Mufti of the Indragiri Kingdom. Pilgrimage activities, the "maantar niat" tradition, and regular religious rituals such as prayer gatherings, habsyi (Islamic musical recitation), suluk (spiritual retreat), and the annual Haul event are key elements that attract visitors. Tourists come not only from local areas but also from outside the region, such as Bangka, demonstrating the tomb’s widespread spiritual influence. In addition, physical factors such as the renovated tomb building, peaceful religious atmosphere, and supporting facilities like rest areas and local vendors contribute to a more complete visitor experience. These findings support theories that strong tourism attractions significantly impact visitor interest, particularly in the context of religious tourism.
