Abstract

The enactment of Law No. 6 of 2014 concerning villages establishes that the relationship between the Village Head and the Village Consultative Body (BPD) is an important element that ideally should be collaborative, coordinative, and consultative. However, in practice, this relationship often experiences dynamics that lead to conflict, as seen in Surayya Mandiri Village, Mandah District, Indragiri Hilir Regency. This research aims to analyze the dynamics of the relationship between the Village Head and the BPD as well as conflict resolution efforts undertaken in the relationship between these two institutions. This study uses a qualitative approach with a case study design. Primary data were obtained through in-depth interviews with seven informants. Additionally, data collection was conducted through document studies. Secondary data were obtained from relevant literature and supporting documents. The findings indicate that the relationship between the Village Head and the BPD in Surayya Mandiri Village during the 2019–2021 period was conflictual. The conflict was triggered by differing interests and political backgrounds following the 2019 Simultaneous Village Head Election, where the Village Head and the BPD came from opposing factions. The sources of conflict included differing interests in managing village development resources, residual tensions from the village head election contestation, and the BPD's tendency to exceed its authority. The impact of this conflictual relationship included stagnation in village governance, delays in ratifying the Village Budget (APBDes) and Village Development Plan (RKPDes), hindered infrastructure development, and failure to distribute Direct Cash Assistance (BLT) during the Covid-19 pandemic. Conflict resolution efforts were made through conciliation and mediation. Conciliation by community leaders and mediation facilitated by the Mandah District Office yielded no results. Mediation by the Indragiri Hilir Regency Community and Village Empowerment Agency (DPMD) produced an agreement, but it was not implemented by the BPD. The conflict ultimately peaked and ended with the resignation of all BPD members and several Surayya Mandiri Village officials in 2021. Keywords: Dynamics, Conflictual Relations, Conflict Resolution

Abstract

This study aims to analyze the potential of Bukit Suligi Hill Tourism Object in supporting hiking activities in Aliantan Village, Rokan Hulu Regency. Hiking is a form of nature-based tourism that utilizes natural environmental conditions as its main attraction; therefore, it requires an area that remains natural, safe hiking trails, and adequate supporting facilities. This study employs a qualitative research method with data collection techniques including field observation, interviews, and documentation. The informants in this study consist of tourism site managers, local community members, and visitors to Bukit Suligi Hill.The results of the study indicate that Bukit Suligi Hill has considerable potential to be developed as a hiking tourism destination. The natural environment of the area remains relatively well preserved, although several parts have been utilized as community plantation areas. Bukit Suligi Hill offers hiking trails with varying levels of difficulty, making them suitable for both beginner and experienced hikers. In addition, the diversity of flora and fauna, including various types of natural vegetation and wildlife, serves as a distinctive attraction that enhances recreational and educational hiking experiences.However, the supporting facilities at Bukit Suligi Hill are still limited. The existing facilities include a parking area, toilets, resting areas, clean water facilities, and a camping area, while essential facilities such as an information center and gathering area are not yet available. Therefore, further development and improved management are required to maximize the potential of Bukit Suligi Hill as a safe, comfortable, and sustainable hiking tourism destination. Abstract

Integrity zone development is an effort to realize bureaucratic reform aimed at creating a government institution that is clean, accountable, and service oriented. The Riau High Prosecutor's Office, as a law enforcement institution, actively participates in implementing integrity zones to achieve the Clean and Serving Bureaucracy Area (WBBM) title. This study aims to explore and explain the process of integrity zone development at the Riau High Prosecutor’s Office in 2024, the implementation of related policies and theories, as well as the challenges and developments encountered during its implementation. This research was conducted using a descriptive qualitative approach. Data collection techniques included interviews, documentation, and observation. The data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results show that the integrity zone development at the Riau High Prosecutor's Office is carried out through six areas of change: change management, organizational structuring, human resource management, strengthening accountability, strengthening supervision, and improving the quality of public services. This aligns with Dwiyanto’s theory of bureaucratic reform, which emphasizes the importance of transformation in organizational structure, improved human resource quality, simplification of procedures, enhanced supervision and accountability, and better public service delivery. The implementation of the integrity zone theory is carried out gradually, based on PERMEN PANRB Regulation No.90 of 2021. The Riau High Prosecutor's Office has also developed various innovations, including the use of information technology in public services, as part of its commitment to WBBM. However, several challenges remain, including the suboptimal score of the SAKIP, obstacles in simplifying service procedures, and the presence of internal behaviors that are inconsistent with the principles of integrity. Nevertheless, there have been significant positive changes in work culture and service systems, indicating that the integrity zone development process at the Riau High Prosecutor's Office is moving in a promising direction. Abstract

Stunting is a public health problem that impacts the quality of future human resources and therefore requires multi-stakeholder intervention. This study aims to analyze the implementation of collaborative governance in the stunting prevention program in Pekanbaru City in 2023. The study used a descriptive qualitative approach with data collection techniques through interviews and documentation. The analysis utilized Ansell and Gash's collaborative governance theory, which encompasses initial conditions, facilitative leadership, institutional design, and collaboration processes. The results indicate that collaborative governance in stunting prevention in Pekanbaru City has been implemented through the Foster Parents and Stunting Children (BAAS) Program, involving the Pekanbaru City Government, the National Population and Family Planning Board (BKKBN), the Health Office, the private sector such as PT Pertamina Hulu Rokan (PHR), and the community. The study concluded that collaborative governance in the stunting prevention program in Pekanbaru City in 2023 has been implemented but has not yet been optimally implemented. Stronger regulations are needed to ensure sustainable and effective collaboration in reducing stunting rates. Keywords: Collaborative Governance, Stunting Prevention, Pekanbaru

Abstract

This study discusses the implementation of public services at the Regional Office of the Ministry of Law and Human Rights in Riau Province, which includes the availability, management, maintenance, and obstacles in providing legal services and correctional services. The conceptual framework of this research is built on the assumption that the quality of public services is not only determined by human resources and service systems, but is also strongly influenced by adequate, standardized, and supportive facilities and infrastructure for the needs of the community and service users. This research employs the Public Service Theory by Zeithaml, Parasuraman, and Berry (SERVQUAL) is used to measure service quality based on five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The research method used in this study is qualitative descriptive, with data collected through interviews, observations, and documentation. The research informants consist of employees of the Regional Office of the Ministry of Law and Human Rights in Riau Province, related Technical Implementation Units, as well as service users. The results show that the implementation of public services from the aspect of managing facilities and infrastructure has been carried out but is not yet fully optimal. Facilities such as waiting rooms, elderly-friendly service access, technology-based service systems, and correctional facilities still face shortcomings, including damaged conditions, limited capacity, and the failure to fully meet public service standards across all units. Improvement efforts have been made in the form of procuring priority facilities, basic facility maintenance, gradual budget adjustments, and the use of digital service technologies. Abstract

This study aims to analyze the governance of the Village-Owned Enterprise (BUMDesa) Bina Negeri in Gunung Sahilan Village, Gunung Sahilan District, Kampar Regency. BUMDesa plays a strategic role in supporting rural development and improving community welfare. Although BUMDesa Bina Negeri has operated since 2011 and manages several business units, its implementation still faces challenges, particularly low community participation and the suboptimal utilization of village assets and potential. This research employs a qualitative descriptive approach, using primary data obtained through interviews and secondary data collected from relevant documents. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The theoretical framework used is Widyananda’s governance concept, which includes transparency, accountability, fairness, and responsibility. The findings indicate that BUMDesa Bina Negeri has demonstrated a positive commitment to implementing good governance principles; however, weaknesses remain in information access, human resource management, internal control systems, and performance measurement. These results highlight the need to strengthen community participation and optimize village potential to enhance the effectiveness of BUMDesa management. Abstract

Indragiri Hulu Regency, Riau Province, is a region with significant potential for tourism development, particularly natural tourism. One such destination is the Pertamina Lirik Nature Tourism Object, located in Lirik District. Despite its natural resources and relatively adequate facilities, this attraction has not been able to attract optimal tourist visits. One of the main factors influencing this situation is limited funding and human resources for promotional activities. This study aims to determine how the management of the Pertamina Lirik Nature Tourism Object promotes itself, as well as to identify the supporting and inhibiting factors in its implementation. The research method used was qualitative with a descriptive approach. Data collection techniques were conducted through observation, interviews, and documentation, referring to the five promotional tools according to Kotler and Armstrong (2017). The results showed that the management had implemented four of the five promotional tools. Advertising focused on Instagram, Facebook, and local radio. Sales promotions were carried out by holding various competitions and offering ticket discounts on Sundays. Publicity was provided through local mass media coverage of the activities. Direct marketing relied on word-of-mouth promotion from visitors. Individual sales have not been successful. Supporting promotional factors include a strategic location along the Trans-Sumatra Highway, social media sharing and hashtags, and programs supported by CSR and educational activities. Meanwhile, inhibiting factors include a lack of active management members, insufficient funding, and limited professional human resources in the tourism sector. With proper promotion, the Pertamina Lirik Nature Tourism Object has the potential to become a stable, leading tourist destination. Abstract

The phenomenon of international migration had increased, bringing complex challenges for female migrant workers, especially those deployed through non-procedural channels. They were vulnerable to exploitation and human rights violations. Indonesia, as one of the largest sending countries in Southeast Asia, bore responsibility for protecting its citizens abroad. This study analyzed BP2MI’s efforts to protect female migrant workers within the framework of the Global Compact for Migration (GCM). It employed a descriptive qualitative method using secondary data from official BP2MI documents, government policies, GCM documents related to women’s protection, as well as academic sources and online media. The findings showed that BP2MI had undertaken various strategic measures, including gender-based protection during pre-departure, placement, and post-placement phases, the strengthening of integrated services, and inter-agency coordination. However, field implementation still faced obstacles related to resources and cross-sector coordination. Abstract

This study is motivated by the importance of comprehensively identifying the components of tourist attractions at Ketapang Beach, Rupat District, Bengkalis Regency, in line with efforts to develop a sustainable tourism destination. The study aims to analyze the tourist attractions as well as the obstacles in their management. The method used is qualitative descriptive through observation, interviews, and documentation, with data analysis involving data reduction, presentation, and conclusion drawing. The results indicate that Ketapang Beach has strong and multidimensional tourist attractions, formed by a combination of recreational activities, natural beauty, and local cultural attractions. Tourist activities, including recreation, education, and social activities, demonstrate that the beach functions not only as a leisure space but also as a site for social interaction and learning. The natural uniqueness, such as the wide stretches of white sand, long coastline, coastal pine trees, and the view of the hills along the Rupat Island–Malaysia border, provides visitors with distinctive visual and emotional experiences. However, the management of Ketapang Beach’s tourist attractions still faces significant challenges, including limited funding, coastal abrasion, inadequate promotion, overlapping institutional responsibilities, insufficient facilities, and suboptimal accessibility. Abstract

This study analyzes South Korea's implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in handling cases of digital sexual exploitation, with a focus on the Nth Room case study. South Korea ratified CEDAW in 1984 and has adopted a number of regulations such as the Act on the Punishment of Sexual Violence Crimes and cybercrime policies. However, the findings of this study indicate a gap between normative commitments and their implementation. The main obstacles are weak law enforcement, regulatory delays in responding to developments in digital technology, and institutional bias and patriarchal culture that still influence the treatment of victims. This research was conducted through document analysis, CEDAW Committee reports, legislation, and the Nth Room case study. It was found that the effectiveness of South Korea's policies is partial, in that there has been progress in terms of legislation and public awareness, but this has not been accompanied by the technical capacity building, inter-agency coordination, and social transformation required by CEDAW. This study result emphasizes the need to strengthen the digital legal framework, increase the accountability of technology platforms, empower civil society to realize comprehensive protection of women's rights and manifest the CEDAW’s principals within the CEDAW Committees recommendation for South Korea.
