Abstract

This study aims to determine the efforts BPJS Ketenagakerjaan in socializing the old age security program to informal workers in Medan City and the obstacles faced by Employment BPJS in socializing the old age security program. The research method used is descriptive qualitative. Data collection techniques are observation, interviews, and documentation. The results of this study indicate that the efforts BPJS Ketenagakerjaan in socializing the old age security program to informal workers in the city of Medan have been going well. The obstacles experienced by BPJS Ketenagakerjaan are the lack of public awareness regarding the culture of saving and the importance of the old age security program, the community only considers registering and does not consider this old age security as a necessity. This article contributes as an additional reference that can help BPJS Ketenagakerjaan to find an innovation in socializing the JHT program and the constraints that occur according to the community's perspective.

Abstract

As part of the transformation of public services, public service providers can be an instrument to maintain and improve the quality of public services during the Covid-19 pandemic. The government bureaucracy has responded to the changes brought about by this pandemic with various forms of action. The public interest in submitting public service complaints has an increasing trend during the Covid-19 pandemic. The implementation of public services in accordance with the provisions of laws and regulations must carry out legal protection and legal certainty for the general public. The research method used in this article is a qualitative descriptive method, with the type of library research using library data collection methods, reading, and taking notes and processing research materials. The results of the study show the importance of bureaucratic transformation with a dynamic bureaucratic structure and culture as well as the ability to keep up with social changes that occur on the basis of providing maximum public services, especially considering the economic potential of Garut Regency which can be a source of foreign exchange for the country, community especially in Garut Regency. The shift in the public service bureaucracy is expected to encourage economic growth in Garut Regency.

Abstract

Covid-19 pandemic has brought an impact on global economy which turn down the ranked of Indonesia from a country with upper middle income to lower middle income. In response to this matter, the Indonesian government has been issued several policies to increase the acceleration in economic and support economic recovery in order to optimize the state revenues which can be done by revoking of VAT exemptions on electricity and water. This research aims to explore further regarding the effect of poverty and inequality which arise from this revoking policy. The analysis conducted by microsimulation model method to measure poverty and inequality based on individual/household gains or losses caused by taxes policy. Main data obtained from national socio-economic survey data which submitted by BPS. Broadly speaking, these simulation results are indicates that this policy had slightly increases poverty rate, but did not affect on inequality. Through this research it was found an alternative way to compensate with assumption that this costs are source of additional revenue obtained from this imposition of normal VAT rates on electricity and water for households, so its distribution through cash transfers could be an effective way to fixes the poverty levels and inequality.

Abstract

The art ecosystem in Indonesia is colored by two circles: traditional artists and modern artists, where each type of artist has a different interpretation of the process of making works of art. On the one hand, in general, traditional artists prioritize creation, works, and character so that in the process of art, they do not lean towards the economic value of the work produced. Although in many aspects when compared to modern artists, traditional artists lack the appreciation they deserve. In contrast to modern artists, who professionally and access to information become easier to access resources, especially in obtaining funding in the process of creating. These pros and cons are further escalated by the existence of a professionalization policy through an artist certification policy initiated by the Ministry of Education, Culture, Research, and Technology in order to increase competition in the global market. This research started from a research question, namely mapping the problems that arise in the field in the implementation of certification and standardization programs. With qualitative-descriptive methods, this study tries to explore several findings, including: (1) Certification and standardization are urgent as the Indonesian artist community needs to improve its competence in increasing competition on a global scale, regardless of problems in the field to the grassroots, further formulations are still needed; (2) A human resource management approach is taken to regulate artists who have so far been difficult to put in order; and (3) The approach to capacity and quality development is the main motivation of the government in issuing this regulation. This research led to one conclusion, namely the motivation to encourage local art to become a global product facing various challenges, especially in bringing together the interests of artists with the government.

Abstract

This study aims to analyse the gender mainstreaming of the Polri (Police of Indonesia Republic) at The Polda Metro Jaya (Province of DKI Jakarta Police) through the placement of policewomen as leaders in the Kapolsek (Region Sector Police) with the Indonesian social culture which still believes that a woman's duty is to take care of the household so that it does not give women the freedom to have a career, as well as the profession of policewomen by the public is seen as only part of the image of the police, where the presence of policewomen as a complement in the implementation of police duties and only placed in the functions of staff, personal secretary and administration. This research uses descriptive qualitative method by conducting interviews and field observations. Based on the research, there has been a policy in the framework of gender mainstreaming by placing female police officers as leaders in the police sector (Kapolsek) and there is no difference in the placement between female police officers and male police officers as police chiefs, but the successful implementation of gender mainstreaming has not been maximally implemented due to the lack of motivation of female police officers due to the challenges of police duties at The Metro Jaya Police which are quite complex and heavy police work dominantly related to crime cases and influenced by population density and territory as well as religious/community leaders in the police sector (Polsek) so that it requires the police chief to be ready to carry out 24-hour tasks to maintain security and order in the community.

Abstract

The purpose of this research is to find out how the Rumah Khusus Nelayan “RUSUS” (the Fishermen's Special House) is effective for the fishermen community, especially in Pitulua Village, Lasusua District, North Kolaka Regency. This program consumes a large budget, considering that most of the people in Pitulua Village are still classified as underprivileged and do not have their own place to live. RUSUS program has been a program of the Kementrian Pekerjaan Umum dan Perumahan Rakyat “PUPR” (The Ministry of Public Works and Public Housing). Nationally for the construction of special houses during this period, 9,833 units were carried out in 34 provinces in Indonesia (Ministry of Public Works RI Communication Bureau) in 2020. The Ministry of Public Works and Public Housing will allocate ABPN funds to the people of North Kolaka Regency who are work as a fisherman with the help of at least 50 units of fisherman's houses in 2017 all fishermen's houses have been realized and have been inhabited for 2 years. The current phenomenon, apart from the Covid 19 pandemic, is related to RUSUS construction program, which is still having problems, in this case of RUSUS, which should be intended for fishermen who are less affluent, but in reality there are still middle and upper class people like honorary; there are also those who use it as a temporary residence and the community does not work as a fisherman; RUSUS is owned by his parents, but only his son occupies the house and does not work as a fisherman; there are still many local people who are more entitled to get RUSUS; there are still fisherman communities who occupy houses that cannot be declared as property rights but are still in the status of usufructuary rights for 5 (five) years.

Abstract

This article aims to describe the extra role behavior carried out by the apparatus in implementing Ketuk Pintu Layani Dengan Hati Program and the factors that influence it. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning Ketuk Pintu Layani Dengan Hati Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents. The technique of determining informants is through purposive sampling, by determining key informants who develop into snowballs. The results of this study indicate that in the implementation of the Ketuk Pintu Layani Dengan Hati Program in DKI Jakarta Province, the apparatus must apply extra role behavior. Doctors, nurses, midwives, and health cadres must carry out their duties beyond their main duties. This can be identified from the dimensions of altruism, sportsmanship, civic virtue, conscientiousness, and participation. While the factors that influence the extra role behavior of the apparatus are cultural factors and organizational climate and job satisfaction factors.

Abstract

ASN in Indonesia is given the opportunity to gain knowledge in accordance with competency development planning at Government Agencies whose purpose is to develop competencies to support the implementation of tasks. Therefore, the East Java Provincial Government together with the Ministry of State Apartur Empowerment and Bureaucratic Reform and the State Administration Institute agreed to form the "East Java Corporate University (CorpU)". The system developed at CorpU is the concept of Merdeka Belajar. The East Java Provincial Government through BPSDM East Java has various work programs to accelerate the implementation of the East Java CorpU, one of which is "ASN Belajar". The purpose of this innovation is an effort to improve the competence of civil servants. The success of the ASN Belajar program is of course supported by stakeholders. This study is to determine the role, relationship, and effectiveness of the role of stakeholders in achieving the performance targets of BPSDM East Java Province. This research is descriptive with a qualitative approach. While collecting data is carried out by means of open interviews, observations, and documents. Furthermore, in determining informants using purposive sampling techniques. This research is in analyzing data using interactive models. As a result, in general, the implementation of the ASN Belajar program has run well in terms of the role, relationship, and effectiveness of stakeholders. Therefore, the successful implementation of the ASN Belajar program organized by BPSDM East Java needs to be maintained. In addition, these good examples need to be replicated by or other bureaucracy.

Abstract

PP Number 7 of 2021 concerning Ease of Protection and Empowerment of Cooperatives and MSMEs is a form of government policy in maintaining the existence of SMEs, especially in the midst of the Covid 19 pandemic crisis and when the Covid 19 endemic and as a form of government focus on developing SMEs in Indonesia.To maintain its business products, an SMEs need sufficient and adequate investment capital, especially to be used to deal with crises during the Covid 19 pandemic or when the Covid 19 endemic, therefore an SMEs need capital loans at a bank that specifically deals with SMEs, namely East Java BPR Bank. East Java BPR Bank is a bank that focuses on SMEs under the auspices of the East Java BUMD so that it differentiates it from other banks.The results of the study indicate that BPR Banks have implemented well the implementation of policies that have been made by the government PP No. 7 of 2021, especially on the Empowerment and Protection of SMEs through various types of capital loans with low interest rates of around 2-4% and capital borrowers can also maintain and develop its business products through the Fostered SMEs program held by East Java BPR Bank

Abstract

This study aims to determine the constraints on the authority of the Inspectorate of East Java Province in preventing criminal acts of corruption within the East Java Provincial Government, using normative legal research methods that are analytical descriptive. The results of the research show that the authority of the Provincial Inspectorate which has been regulated in laws and regulations needs to be revised to strengthen the position of the Inspectorate in its authority to prevent acts of corruption in the Regional Government. Changes to laws and regulations are the main thing that needs to be revised because the position of the Provincial Inspectorate is currently still under the Provincial Secretary. Inspectors in districts/cities must be appointed by the Head of Province (Governor) through the Pansel and Provincial Inspectorates appointed by the Minister of Home Affairs. With this more tiered authority, the inspectorate will become an independent institution and can prevent corruption from occurring in its area without fear of being arrested by the regional head.
