Abstract

Community participation is an indicator that determines the quality of election administration and signifies the importance of democracy for a country. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. So it requires strategies and collaboration to increase participatory community supervision.

Abstract

The merit system is human resource management, which is used as a form of qualification by looking at workability to fill the position. This study looks at the effectiveness of implementing the open selection for JPT Pratama Aceh in 2022 in the new normal era and the factors influencing implementing the JPT Pratama selection. This study uses a qualitative descriptive approach with data collection techniques through the variable records of books, papers, journals, newspapers, and so on. The research analysis technique uses an interactive analysis model. The results of the study show that the implementation of open selection for JPT Pratama within the Government of Aceh in 2022 includes the announcement of open selection, participant registration, paper writing, LGD, psychometric tests, interview tests, and announcement of selection results. Then, three factors influence the effectiveness of implementing open selection for JPT Pratama in the Government of Aceh: accountability, infrastructure, technology and transparency.

Abstract

The road maintenance program is a series of tasks completed in order to maintain or fix current facilities so that they adhere to standards (according to functional and quality standards). When there is structural damage to the road, normal and periodic maintenance on the roads is the only thing that needs to be done. This study intends to ascertain how the Sukabumi Regency Public Works Service has implemented the Road Maintenance Program. the mthode uses a descriptive qualitative approach. Observation, interviews, and documentation are all forms of data collecting. The four program implementation dimensions from Edward III are used in this study. Based on the resource dimension, which comprises human resources and budgetary resources, the study's findings show that the Public Works Service's implementation of the road repair program in Sukabumi Regency is not ideal. As soon as it is clear from the communication, disposition, and political structure aspects that things are going well.

Abstract

The government carried out bureaucratic reforms to realize good governance. The effectiveness of a government system is determined by the merits of public service delivery. Work effectiveness is the basis for employees to carry out program tasks and activities so that the implementation goes on target and optimally. This study aims to describe the process of implementing public services from an employee's perspective as well as describe and analyze the constraints and describe the solutions undertaken to increase the effectiveness of the work of employees in the Organizational Bureau of the Regional Secretariat of East Java Province. The type of research used is descriptive qualitative. Data analysis used is data reduction, presentation, and conclusion. Data collection methods include interviews, observation and documentation. The results of the study obtained an overall picture that the effectiveness of employee work in realizing public services at the Regional Secretariat Organizational Bureau of East Java Province is already good, employee work results can be proven by Employee Work Targets which meet the target every month but are not optimal due to a shortage of employees and less use of working time.

Abstract

Sexual violence is any activity that consists of sexual activity carried out by adults to children and by children to other children. This research focuses on the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) and what are the supporting factors as well as obstacles in handling cases of sexual violence against children in Sukabumi City. This research has several problems, including that Sukabumi City does not yet have a safe house for victims of sexual violence and there are still increasing cases of child sexual violence, while Sukabumi City won the title of Child Worthy City (KLA) at the Intermediate level in 2016-2019 and rose to the Nidya level in 2021. The theory used to find out how the role of UPTD PPA in handling cases of child sexual violence is the role dimension of Arimbi et al (2003: 45). The method used in this study is descriptive qualitative, with data collection using observation, interviews, documents, audio and visual materials. The results of this study show that the role of the UPTD PPA in handling the case has been running in accordance with laws and regulations, but it is still not optimal. When viewed from one of the 6 service strategies that have not yet run, namely in temporary shelter. Then the infrastructure is incomplete and there is still a lack of human resources (HR) at the UPTD PPA.

Abstract

Regional Retribution is a regional levy as a payment for services or the granting of certain permits specifically provided and/or granted by the local government for the benefit of individuals or entities. This study aims to determine the effectiveness of the levy for receiving fish auctions at TPI Ciwaru in increasing local revenue (PAD) of Sukabumi Regency from the marine sector, and what are the obstacles that occur in the process. This research method uses a qualitative descriptive method and an analysis of the effectiveness measurement according to James L. Gibson. By collecting data using observation, interviews and documentation. The result of this study is that the acceptance of fish auction fees at TPI Ciwaru cannot be said to be effective. Revenue from fish auction fees at TPI Ciwaru has not been effective, as evidenced by the fish auction fees which are still low compared to the potential and large production value each year and never reach 1% according to the applicable local regulations.

Abstract

This research was conducted with the aim of finding out about the implementation of village government policies in reducing the prevalence of stunting in Sukodono Village. The phenomenon of stunting is a phenomenon that is currently occurring and is included in the sustainability development goal indicator. Data shows that the prevalence rate of stunting in Indonesia is still quite high at 24%. The central government to local governments are trying hard to overcome this phenomenon. This is necessary because stunting has such a big impact on the growth of early childhood in Indonesia. This research method uses descriptive qualitative method with data collection using interviews, observation and documentation. The selection of informants in this case uses a purposive sampling method by selecting informants who are considered to understand the topic of the problem being raised. The results showed that the role of the Sukodono Village government according to the yeti theory approach contained four indicators, namely the availability of facilities and infrastructure where the village government had attempted to provide posyandu tools. The second is the availability of a budget where the Sukodono Village government has budgeted 60,000,000 for the stunting program. The three partnerships where there are three parties that play a role, namely the Village Government, Health Officers and the Regional General Hospital. Lastly is community participation where the people of Sukodono Village fully support the reduction of stunting rates.

Abstract

Micro, small and medium enterprises (MSMEs) do not understand the importance of accountability, they have not been able to compile financial reports based on financial accounting standards for micro, small and medium entities (SAK EMKM), and the use of digital technology in compiling financial reports has not been utilized properly by MSME actors. This community service activity aims to increase the perception of MSME actors in Cupak Village, Ngusikan District, Jombang Regency, East Java Province on the urgency of financial accountability for the business they run along with literacy in the application of SAK EMKM using user-friendly digital accounting media. The method uses lectures, training and mentoring, the object of community service activities is MSME actors in Cupak Village, Ngusikan District, Jombang Regency, East Java Province. The results achieved from this activity are an increased understanding of the importance of business accountability and the implementation of financial records in accordance with SAK EMKM with user-friendly digital accounting media. Matching fund program training made MSME actors in Cupak Jombang understand the importance of accountability, this program assistance made MSME actors familiar with digital accounting information systems.

Abstract

This study aims to determine the implementation of the minimum wage policy in Sukabumi Regency. This study uses qualitative research methods with a descriptive approach. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanism

Abstract

The existence of poverty conditions results in inequality in the quality of life such as inadequate nutrition, equitable distribution of health, education and lack of comfort in the places they live in. Uninhabitable houses are those that do not meet the requirements and standards. So, the Gresik Regency Government made a policy in the form of an innovation of the Uninhabitable House Data Collection Program Information System (SIGAP-RTLH) which is an information system for the RTLH Data Collection Program based on the web so that it is able to see the distance and time of data collection as well as updating the data up to date. locus in Gresik Regency. The research process is by collecting secondary data through observation, research results that have been published in indexed journals, credible census data and mass media reports that have valid credibility, such as the official website of the Kemenpan-RB, DJPB Ministry of Finance, Housing and Settlement Areas. The innovation of SIGAP-RTLH includes how to collect data, how to submit and product data collection for RTLH which can be accessed through a website that can be accessed anywhere at any time at http://sigaprtlh.gresikkab.go.id/index.php/login. The data product resulting from the SIGAP-RTLH update can be accessed as data collection material at the relevant government agencies as a way to facilitate data collection and follow-up to facilitate the handling of RTLH in the issuance of Building Construction Permits. Another benefit is to produce complete, valid, disaggregated, centralized, identified, integrated, uptodate, and accountable data collections. Policy Innovation The SIGAP-RTLH program is easy to implement or redesign for other agencies by developing services using the concept of an information system and has been proven to be accurate and precise and effective because it has received an innovation award at the national level.
