Abstract

The government has set a 30% quota of women's representation in the legislature, including Malang City. The existence of women's representation to see women's participation in politics, as well as their role in making gender responsive policy. The policy formulation model used is Easton's 'political system'. The objectives of this research are: 1) to analyze the role of female parliamentarians in the formulation of gender responsive policies. 2) to describe supporting factors and inhibiting factors in the formulation of gender responsive policies. The method used in this research is qualitative with descriptive research type. Data collection was done by observation and interview technique. Source of data comes from primary data and secondary data. The result of the research shows that women representation in DPRD Malang is not maximal, their role in initiating gender responsive policy is still lacking, but in the outside they still have concern especially protection for victims of violence of woman and child.

Abstract

This study aims to examine the effect of share ownership structure on dividend policy and corporate value using agency theory perspective. The study involved the consumer goods industry sector of the manufacturing companies listed on IDX from 2010 to 2016. The data were analyzed by applying Smart PLS (Partial Least Square). The share ownership structure is divided into three: managerial ownership, institutional ownership and state ownership. The indicators used to measure dividend policy are Dividend per Share, Dividend Payout Ratio and Dividend Yield, while the value of the corporate is represented by MBVE, Tobin's Q and Closing Price. The structural model assessment reveals that share ownership structure has negative and significant effect to dividend policy. This means that increased managerial ownership and institutional ownership of the company will be followed by a decrease in dividend policy. The share ownership structure proved to have a positive and insignificant effect on the corporate value. This shows that the share ownership structure is not significant effect on the increase of corporate value. The dividend policy proved to have a positive and significant influence on the corporate value in the sense that the higher Dividend per Share, Dividend Payout Ratio and Dividend Yield will affect the increase of corporate value.

Abstract

Koperasi Wanita (kopwan) adalah program andalan Pemerintah Provinsi Jawa Timur melalui Dinas Koperasi dan UMKM yang dibentuk di setiap desa. Pada awalnya untuk mengurangi rentenir tapi sekarang difungsikan untuk memberdayakan perempuan desa. Jumlah kopwan di Jawa Timur tidak berdampak signifikan terhadap pengurangan jumlah penduduk miskin di Jawa Timur. Perlu diteliti bagaimana sebenarnya peran kopwan dalam menanggulangi kemiskinan pada perempuan di pedesaan. Kemiskinan yang melanda perempuan di desa bisa diakibatkan oleh faktor kemiskinan natural, kemiskinan kultural, dan kemiskinan struktural. Termasuk keterbatasan mengakses sumber daya ekonomi dan sosial. Penderitaan perempuan diperparah jika terjadi diskriminasi gender. Konsep feminisme liberal mengajarkan bahwa agar terbebas dari kemiskinan, maka perempuan harus mempunyai penghasilan sendiri. Penelitian ini berlokasi di Desa Dongko Kecamatan Dongko Kabupaten Trenggalek dengan subyek penelitian Kopwan Kencana. Lokasi ini dipilih karena Trenggalek masuk dalam tujuh kabupaten termiskin di Jawa Timur, dan Dongko merupakan kecamatan yang paling banyak penduduk miskinnya. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dengan cara wawancara, observasi, dan dokumentasi. Adapun informan ditentukan dengan teknik purposive sampling.Penelitian ini mengungkapkan bahwa Kopwan Kencana berperan dalam menanggulangi kemiskinan pada perempuan di Desa Dongko karena didukung oleh faktor kecukupan modal, lingkungan yang mendukung persamaan hak, dan modal sosial yang kuat.

Abstract

Generation Millenial or Gen Y is the labor force that will dominate in every company in the next few years in Indonesia, as well as in banking such as Bank Rakyat Indonesia and Inspection Office of BRI Malang in particular. The purpose of this research is to know the influence of situational leadership, organizational culture and training on employee performance and work motivation of millenial auditors at Inspection Office of BRI Malang. This study used a sample of 63 millenial auditors with partial least square method (PLS). The results of this study indicate, situational leadership has significant influence on employee performance and work motivation of millennial auditor at the Inspection Office of BRI Malang. However, organizational culture has insignificant influence on employee performance and work motivation and also has insignificant influence on employee performance through work motivation. Training has insignificant influence on employee performance but has significant influence on work motivation and also on employee performance through work motivation. Work motivation has significant influence on employee performance. The findings in this study indicate that a rigid organizational culture and training that does not improve skills and provide a space of appreciation to the millennial auditor, have insignificant influence on employee performance and work motivation at the Inspection Office of BRI Malang.

Abstract

A green city becomes the one of the adaptation strategies which is responsive to the impact of climate change. A green city is an urban development concept which puts forward aspects of sustainability. The placement of sustainable development as a basic principle of a green city, then demands the existence of the participation from the community. The objectives of this research were to describe and analyze community participation in Green City Action Plan in Tulungagung. This research used descriptive research method with qualitative approach and qualitative data analysis of interactive model. The research results showed that the community participation process could be formed because of the existence of community’s opportunity, ability and will to participate. Degree of community participation was on degree of participation. The existence of community’s willingness and the Central Government’s commitment to support the participation became the supporting factors. Meanwhile, the community’s dependence on the government and management which was not optimal yet became the inhibiting factors of participation.

Abstract

This research aims to analyze the Policy Implementation of Conflict Mitigation in Poso Regency which adopted the Regulation of Central Sulawesi Province Governor No 2/2013 on the Implementation of Disaster This research used descriptive research type with qualitative approach. To analyze, the writer used Implementation Model of Van Metter and Van Horn (1975). The research finding was in order that Poso City became a safe, peaceful and tranquil city with Sintuwu Maroso as a slogan. Besides, the government also formed Sub District Integrated Team in order to mitigate the conflict such as the formation of Interreligious Harmony Forum (FKUB), National Reform Forum (FPK) and Society Early Alertness Forum (FKDM). However, the formation of sub district forum was not maximal yet because there were forums in sub districts which were not formed yet. The next problem was the recovery fund which was not on target yet. The government was not open yet either in giving any deep information related to the conflict mitigation. Nevertheless, the entire elements related to the conflict mitigation continued to make any effort as maximal as possible to reduce the available conflict intensity in Poso Regency. The conclusion of the research was that the policy implementation of conflict mitigation had not run maximally yet and the Regional Government did not own the permanent Regional Regulation related to the conflict mitigation.

Abstract

Implementation of Sumbawa’s Regent Decree No 801 on the Formation of 2016 Moyo Festival Executive Committee in order to Encourage Economic Creativity and Society Innovation. A great amount of either natural riches or Indonesian culture is a very promising tourism potential. One of the regions owning a good potential is Sumbawa Regency. Tourism potential owned by this regency then draws the government’s attention to able to manage and develop it. The national regulation related to tourism is regulated in Law No 10/2009 on Tourism. Sumbawa Regency alone issued a policy to develop the tourism called Sumbawa’s Regent Decree No 801 on the Formation of 2016 Moyo Festival Executive Committee. Moyo Festival had a purpose to be able to increase the tourist visit and the promoted Sumbawa Regency so that it could encourage economic creativity and society innovation. The research results showed that the implementation of Moyo Festival was not optimal yet to increase the tourist visit and the promoted Sumbawa. Besides, the encouragement to the economic creativity was not optimal either.

Abstract

This research is aimed to study the influence of transformational leadership and organizational citizenship behavior (OCB) implementation on employee performance and aimed to study the influence of transformational leadership and organizational citizenship behavior (OCB) implementation on job satisfaction and the subsequent effect of job satisfaction on employee performance. Employee performance is the primary factor in the achievement of company goals. This research will answer these problems: (1) Does transformational leadership affect employee performance? (2) Does job satisfaction affect employee performance? (3) Does transformational leadership affect employee performance as mediated by employee job satisfaction? (4) Does the OCB affect employee performance? (5) Does the OCB affect employee performance as mediated by employee job satisfaction? This research follows a quantitative approach using data that was gathered through questionnaires. The population of this research are Galuh Protank Logistics Group employees. Forty-eight employees were respondents. SEM-PLS Warps test was used to analyze the data. The research results indicate that the influence of transformational leadership and OCB on employee performance is significant, but the influence of job satisfaction on employee performance is not significant.  The research results indicate that the influence of transformational leadership and OCB on employee job satisfaction is significant.Keywords: Employee performance, Job satisfaction, Organization Citizenship Behavior, Transformational leadership style

Abstract

Regulations concerning income tax on rights and land in the form of buying and selling, grants and inheritance, are regulated in law number 36 of 2008, Government Regulation number 34 of 2016 and Circular of Director General of Tax number SE-20 / PJ / 2015. Some of the regulations that are considered not fulfilling the element of justice, so there is a need for research to find out about the income tax. land and buildings in the form of buying and selling, grants and inheritance focusing on the principles of justice and certainty law. The method used in This research is normative legal research using four methods of approach, namely legislation approach, conceptual approach, historical approach, and comparative approach. The results showed that justice in tax was regulated by the Government Regulation Number 79 of 1994 in conjunction with Government Regulation Number 79 of 1999 specifically regulates the imposition of Income Tax income from the transfer of rights to land and buildings with the final tariff, so that for transactions that are losing (without additional economic capability) will still be subject to income tax. The income tax collection is on income from the right, because it does not fulfill the convenience of convenience taxation, namely the imposition of tax on the transfer of rights to land transactions, especially Income Taxes. tax collection based on profit or gross income less costs (Pay as you earn).

Abstract

In order to improve community’s welfare, the government of Sumenep Regency seeks to do sustainable development. The acceleration of development carried out gives emphasis on human development. There are three indicators in human development; they are (1) longevity, which consists of Life Expectancy of Birth and Infant Mortality Rate; (2) educational achievement, which includes Adult Literacy Rate and the Mean Years of Schooling, and (3) access to resources, which includes Gross Regional Domestic Product. This writing aims to describe and analyze the acceleration of development in Sumenep Regency within the perspective of human development. This research uses descriptive method with secondary data. Results of the study indicate that the indicators (longevity, educational achievement, and access to resources) experience increases and decreases during the period of 2010 and 2016.
