Abstract

Increasing competition in the banking services business make the customer's demands growing. So that competent human resources are needed to keep customers loyal. This study aims to analyze and explain the role of trust and customer satisfaction as a mediator of the influence of human resource competence on customer loyalty. The research population is BCA Kanwil VII's commercial customers in Malang. Samples of 100 customers using probability sampling method. Data collection techniques with questionnaires and interviews. Analysis method used SEM (Structural Equation Modeling) with SmartPLS program (Partial Least Square) version 2.0. The research findings show that the competence of human resources has a positive and significant impact on customer loyalty directly or with trust as the mediation variable. However, the effect of using satisfaction as a mediation variable is not significant. This is because a high customer’s variety seeking range that is found from more in-depth interviews with customers. Under these conditions, BCA must accommodate all customers' interests in order to be fulfilled with one bank. Given the role of human resource competence is very significant to customer loyalty then the competence should be periodically evaluated in order to remain able to follow the increasing demands of customers along with the influence of globalization.

Abstract

Desa Banyudono memiliki lahan sawah bagian hulu rawan kering sehingga menyebabkan sosio-ekonomi yang serba kekurangan (pemiskinan). Untuk mencari jalan keluar dari permasalahan tersebut perlu program pembangunan irigasi. Tujuan pembangunan kesadaran dan motivasi petani merupakan faktor yang menentukan karena manusialah yang menentukan tanah diusahakan akan rusak/produktif lestari. Penelitian ini bertujuan: 1). Mendeskripsikan partisipasi petani dalam pembangunan irigasi dari pengambilan keputusan, sampai pemanfaatan dan pelestarian 2). Mengetahui keterkaitan partisipasi petani pada program pembangunan irigasi dengan penanggulangan kemiskinan dari pola tanam, produktivitas dan pendapatan petani. Jenis Penelitian kualitatif, dengan metode  Studi Kasus, penentuan informan Purposive Sampling dan Snowball.  Informan kasi SDA Dinas Pengairan, juru, ketua HIPPA, petani. Hasil penelitian : a. HIPPA aktif berpartisipasi  dalam pengambilan keputusan memberikan usulan rencana tata tanam dan perbaikan. Keputusan rencana tata tanam ditetapkan Dinas Pengairan dalam rapat komisi irigasi, perbaikan ditetapkan dinas disesuaikan dana dan prioritas; Petani aktif pelaksanaan kegiatan keduk waled dan rehabilitasi saluran secara swakelola; Petani tidak ikut dalam pemantauan dan evaluasi. Pemanfaatan dan pelestarian hasil pembangunan irigasi mewujudkan efisiensi, efektivitas dan keberlanjutan sistem irigasi. b. HIPPA bagian hilir tidak berpartisipasi dengan hambatan tidak adanya air permanen, adanya pungutan dari pemerintah dan kepengurusan tidak berhonor. Partisipasi petani dalam pembangunan irigasi merubah pola tanam, produktivitas dan pendapatan petani meningkat.

Abstract

One indication in the absorption of local budget is due to the weakness of planning which resulted in the absorption of the budget is not maximal and concentrated at the end of the budget year. After analyzing the problems in the implementation, then a scenario along with a strategy to be achieved in the planning of acceleration of budget absorption in East Kotawaringin regency to be realized at the beginning of the year and there is no accumulation at the end of the year. The research method used is qualitative descriptive by using TAIDA (Tracking, Analysing, Imaging, Deciding, Acting) method as a tool for conceiving scenarios and strategies to face every possible scenario. Based on the analysis, the most influential and uncertain trend is derived from budget planning and local government commitment. There are four scenarios, namely scenario A, scenario B, scenario C, and scenario D. In order to improve the effectiveness of the program / activity so that the local government finish the program and activities on time with good budget realization level, it is necessary to apply appropriate strategy according to the condition may occur based on a description of the scenario that has been compiled.

Abstract

Salah satu strategi bertahan hidup nelayan untuk meningkatkan kemandirian mereka adalah dengan memanfaatkan lembaga ekonomi dari komunitas sendiri ketika menghadapi musim paceklik dan cuaca buruk yang setiap tahun menyertai kehidupannya. Penelitian ini bertujuan untuk: 1) mendeskripsikan model kelembagaan ekonomi komunitas nelayan tradisional, 2) merumuskan model pengembangan yang tepat pada kelembagaan ekonomi komunitas nelayan Karanggongso Trenggalek. Pendekatan penelitian adalah kualitatif dengan metode studi kasus, dan untuk analisis kelembagaan menggunakan imperatif fungsional AGIL dari Talcott Parsons. Hasil penelitian antara lain: terbatasnya permodalan, belum ada solusi masalah kebersihan dan keamanan lingkungan, terbatasnya Tenaga Pendamping dan kurang maksimalnya peran dan fungsi Tenaga Penyuluh Perikanan, serta belum terpenuhi ciri kelembagaan yaitu ketiadaan sekretariat. Alternatif solusi permasalahan yaitu pengembangan jaringan bersama dengan lembaga yang telah eksis dan akomodatif, pemberian alternatif solusi bagi masalah kebersihan dan keamanan lingkungan, penambahan Tenaga Pendamping dan peningkatan peran dan fungsi Penyuluh Perikanan, serta mewujudkan salah satu ciri kelembagaan yaitu pembentukan sekretariat.

Abstract

Program Urban Farming adalah salah satu program dari Dinas Pertanian yang bertujuan untuk membantu masyarakat miskin dalam memenuhi konsumsi makanan yang bergizi dan untuk mengurangi pengeluaran keluarga. Dalam pelaksanaannya ada petugas pendamping teknis yang biasa disebut tenaga PPL. Penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus yang  mengambil lokus di Kelompok Tani Tegal Makmur Kelurahan Keputih. Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana praktik sosial yang terjadi pada implementasi program ini dan bagaimana partisipasi kelompok tani dalam proses perencanan, pelaksanaan, pengawasan dan evaluasi. Oleh karena itu peneliti menggunakan Teori Strukturasi Anthony Giddens, konsep partisipasi dan konsep pengembangan masyarakat dalam mengupas dan menganalisanya. Hasil dari penelitian ini memperlihatkan bahwa masih adanya kekurangan dari struktur dalam implementasi program ini  yaitu terdapat kendala minimnya air untuk kegiatan urban farming terutama disaat musim kemarau dan teknik pertanian yang diterapkan belum sesuai dengan kondisi wilayah RW VIII Kelurahan Keputih. Dilihat dari konsep partisipasi agent juga belum dilibatkan saat proses perencanaan  program atau bisa dikatakan bahwa program ini bersifat Top Down. Namun meskipun program ini belum berdampak nyata terhadap pengentasan kemiskinan pada Kelompok Tani Tegal Makmur RW VIII Kelurahan Keputih, program ini bisa dikatakan berhasil sekitar 60%. Hal ini antara lain disebabkan oleh antusias Kelompok Tani (agent) dalam menjalankan program ini dan didorong oleh PPL yang juga sangat antusias membantu kelompok tani.

Abstract

Goa Cina is one of  magnificent beach destinations in the South Area of Malang Regency which attracts local and foreign tourists. Generally, there are two kinds of tourism management namely ecoturism based and masstourism based. However, Goa Cina implements masstourism based management. Thus it needs an area to build tourism facilities and infrastructures. The ideal functions of  protected forest had conversed into buildings such as parking lots, stalls, religious buildings, restrooms, etc. The damage of protected forest caused by its missing functions contributes to some losses. The aims of this research were to: 1) count the loss as the impact of protected forest conversion in Goa Cina which turned into tourism facilities and infrastructures; 2) analyze its impact on fishery production. The data were collected by conducting in-depth interview with the key informant and finding secondary data. The result  indicated that the conversion of protected forest into tourism facilities and infrastructures caused ecological and economic loss and it needed massive ecological recovery. The fishery production also decreased due to sedimentation of saltwater. It is suggested that ecotourism should be considered for tourism development instead of masstourisnm.

Abstract

Berdasarkan penelitian Badan Amil Zakat Nasional dan Institut Pertanian Bogor pada tahun 2012 potensi Zakat di Indonesia sebesar 217 triliun, khusus untuk Jawa Timur saja sebesar 15 triliun, tentu saja nilai sebesar itu sangat potensial dalam membantu program penanggulangan kemiskinan. Salah satu elemen masyarakat yang bisa diberdayakan dengan dana zakat produktif adalah para pelaku Usaha Kecil Menengah yang seringkali mengalami kesulitan dalam modal usaha. Penelitian ini menggunakan teori modal sosial dan pemberdayaan masyarakat sebagai alat analisanya, sedangkan jenis penelitiannya berjenis deskriptif kualitatif dengan metode studi kasus. Kesimpulan yang dapat diambil dalam penelitian ini adalah : 1) Dalam pengumpulan zakat ada tiga cara yang bisa dilakukan, yaitu muzakki/donatur datang setor langsung ke Badan Amil Zakat Nasional Provinsi Jawa Timur atau transfer ke rekening Badan Amil Zakat Nasional Provinsi Jawa Timur, diambil petugas juru pungut ke rumah/alamat muzakki, dan yang terakhir yaitu dikumpulkan melalui bendahara gaji atau Unit Pengumpul Zakat di masing-masing instansi kerjanya. 2)  Secara umum implikasi penyaluran zakat produktif dalam bentuk bantuan modal bergulir terhadap peningkatan keadaan ekonomi pelaku Usaha Kecil Menengah di lokasi penelitian cenderung cukup baik, tergantung bagaimana kreatifitas individu yang mengelolanya. 3) Dalam perancangan model pemberdayaan pelaku Usaha Kecil Menengah berbasis zakat produktif diperlukan sinergitas yang kontinyu antara Pemerintah Provinsi Jawa Timur dengan Badan Amil Zakat Nasional Provinsi Jawa Timur.

Abstract

Consuming instant coffee has become a culture in various major cities. This can be seen from the greatly increasing numbers of coffee shops as well as coffee drinkers drinking outside their homes. This research is to analyze the role of instant coffee price and quality in consumer preference and purchasing decision. The respondents are 99 out of intendended 100 individuals. Data analysis method used in the research is Partial Least Square (PLS). The Mathematical model formed is Y2 = 0.256 X1 + X2 + 0.719 0.117 Y1. This research shows that the price of instant coffee has influence on consumer preference, however the quality of instant coffee has no significant influence on their preference. Furthermore consumer preference has significant influence in the decision to purchase instant coffee.

Abstract

Background of this research is implementation of regional autonomy which gives broad authority to regions to manage of their own regions, including financial management. To managing local financial needed transparency and accountability and to realize it takes the control and Government Internal Control System (SPIP). Internal control plays a role overseeing government activities at the implementation of the budget and also to improve the quality of local government financial report.The purpose of this research to analyze application of Government Internal Control System in Implementation of APBD to improve quality of financial report of local government of Pangkep regency. This research uses descriptive research method with qualitative approach. Result of this research is application of SPIP in Pangkep Regency is adjusted with Annual Supervision Work Program (PKPT) Inspectorate of Pangkep Regency that determined by regent. In application of supervision activity, the surveillance apparatus of  government’s internal (APIP) began to review at planning phase that budget activity plan of  regional work unit (RKA-SKPD) review as a quality assurance in order to produce a quality APBD. SPIP is important to improve the quality of financial report because APIP oversees the financial management that will impact on the quality of financial report. In the application of SPIP in Pangkep Regency there are some factors internal and external that support and obstacles.

Abstract

The government of Malang City has set a policy to reduce poverty that becomes a guarantee for the poor to be prosperous. However, there has been lack of coordination, synergy, and integration of implementers, and the fact that the programs are not targeting the right people; these all have made the policy goals not achieved. Therefore, this study aims to describe and analyze the implementation of poverty reduction policies conducted by the government of Malang according to the implementation model proposed by Grindle. Data collection is done by interviews, observations, and document reviews. Data analysis technique employs the one by Miles et al. The results show that the poverty rate in Malang City has decreased. The poor are getting more prosperous. However, there are programs that are not targeted well and are not sustainable because the poor people trained are less competitive due to small capital and low production technology. In addition, the monitoring and assistance after training is unavailable, the implementers are lacking in focus on the poor or policy objectives, and there has been lack of coordination, synergy, and integrity in the implementation. In addition, the ego of the policy implementing team, the lack of control of the executive leader against subordinates, the bad management of resources,  the lack of utilization of technology resources in the follow up of community efforts, the low allocation of the empowerment budget, and too many implementers affecting the interests of the target group have made the situation even worse. Thus, the goals are not achieved according to the plan.
