Abstract

ABSTRACT This study aims to find out more about how the conditions in Lebanon lead Indonesia to uphold peace by mobilizing its energy in peacekeeping operations. This study shows how Indonesia has participated in participating together with the peace organization UNIFIL (United Nations Interim Force in Lebanon) in carrying out its free-active politics by sending the Garuda Contingent (KONGA) to several conflict areas in Lebanon. Indonesia's participation in this program is a manifestation of its foreign policy in the form of defence diplomacy, further this research discusses how the contingent sent by Indonesia became one of Indonesia's defence diplomacy. Defence diplomacy is one of the defence strategies that refers to ends, means, and ways that can give birth to several policies taken by Indonesia in which Indonesian defence diplomacy is a form of soft diplomacy which is one way to achieve a country's national interest. Abstract

Currently, the Indo-Pacific region is one of the regions that has become an important concept in international relations, especially among ASEAN countries. This happens because there is an awareness that this area is strategic in various aspects and has a positive effect on countries in the region. However, the region faces several threats, including a rivalry between two major powers, the United States and China, and the presence of territorial sovereignty claims in the region. As a result, there is a need for increased awareness and regional countries' efforts to protect the region's stability from existing influences and threats. One form of awareness of the importance of maintaining the Indo-Pacific region can be seen in the ASEAN Outlook on the Indo-Pacific (AOIP). AOIP is initiated by one of the countries in the region, namely, Indonesia, where it becomes a means of Indonesian defence diplomacy to achieve national and regional interests. This article explains how Indonesia conducts its defence diplomacy in AOIP. This article uses descriptive methods by explaining and providing an overview of existing phenomena. Based on the process of collecting data from books, journals, and related official websites that can help explain and analyse this topic, the results of this analysis prove that AOIP becomes a form of Indonesian defence diplomacy because Indonesia sees various threats present in the region that can endanger its sovereignty and even the stability of the Indo-Pacific region. Thus, in its implementation, Indonesia conducts diplomacy through cooperation with countries in the region. Keywords: AOIP, Defense diplomacy, Indonesia, ASEAN, national interest

Abstract

The Taliban won their victory back on August 15, 2021, after its reign in the American invasion after 9/11. Where at the time, the Taliban moved Osama bin Laden from Sudan to Afghanistan and refused to turn him over to US. It is certainly of concern to the world, especially Indonesia, which is predominantly Muslim, as the Taliban aim to establish an Islamic state. Indonesia, with its long history of terrorism, should be more concerned about what the Taliban's victory will do to terrorism in Indonesia. In this article, I am trying to examine the history of the Taliban and its connections to terrorist networks in Indonesia. The Taliban's victory is concerned that it will affect the long term with humanitarian intervention following an ideological shift and trying to change state systems. As for the short term, there is the recruitment of many members of terrorist networks by giving public opinion that a Taliban victory is an Islamic victory.  Keywords: terrorism, Taliban, Afghanistan, Indonesia, Islam

Abstract

This article aims to describe the relation between Money Laundering and illegal wildlife trade, with the case study focused on India. Money laundering operations in this article are part of a transnational crime act to disguise the illegal profits of Illegal Wildlife Trade (IWT) and are carried out through the stages of placement, layering, and integration. The findings of this paper are (1) identify the scope of the spread of money laundering within global, national, and regional levels and the impacts; (2) acknowledge the implementation of the model of cooperation which has succeeded in identifying the political conditions in India which are identified as weak states in applying the law & also the model of operation that used the Strategic/Risk Management Model as the TOC entity strategy to minimize the legal risk; and (3) finding methods to address and policy recommendations at various levels with the role of the Financial Action Task Force (FATF) at the global level, Anti-Money Laundering (AML) at the regional level in the South Asian region, and the Prevention of Money Laundering Act (PMLA) which was established in 2012 as a preventive measure for India to eradicate money laundering at the national level.Keywords: Money Laundering; Illegal Wildlife Trade; Transnational Organized Crime

Abstract

The study of political identitiy in Middle East is an uniqe one due to the challenge that offered by both sub and supra identities. Sub-state identity indicates nationalism—loyal to its boundaries—and irredentism. Supra-state identity, Pan-Arabism and Pan-Islamism, that limit the loyalty to its state. Since Arab World and Islam World emerged in Middle East, this region became more integrated. This article will examine how political identities shape the region towards the integration. The theory of constructivism will play a significant role to analyize the impact of Middle East identites to conduct their foreign policy. The result of this study shows that Middle East countries’ foreign policies are mainly influenced by their identities as Arab nation and Islam nation. Both of these identities were created through historical interaction with the involvement of the external actors. Those identities shaped regionalism in Middle East through Arab League and Islamic Conference. However, it seems that the identities are collapsing since the institutions no longer functioned recently.Keywords: Political Identity, Regionalism, Middle East, Arab League, Islamic Conference Organization

Abstract

Western countries as sender states have imposed economic sanctions on Russia for its invasion of Ukraine since February 2022. Sender states claimed that Russia had violated international law and human rights. The economic sanctions imposed on Russia ranged from freezing state and individual assets to terminating export-import activities to halt the invasion. With a qualitative method, this paper seeks to analyze the effectiveness of the economic sanctions imposed by sender states . The authors use the concept of economic sanction that some scholars argue that most of the economic sanctions are proven ineffective in changing behaviors of the target. In line with this postulate, the authors found that economic sanctions imposed by western countries and their allies on Russia are not effective. Until August 2022, economic sanctions imposed on Russia were unable to stop Russia's invasion of Ukraine. The authors argue that the ineffectiveness of the sanctions is influenced by at least three factors; dependence on Russian energy, Russia's resistance to economic sanctions and Putin's individual factors. Abstract

Covid-19 has become a pandemic that has rapidly spread throughout the world. Less than 3 months since it was discovered in China in December 2019, the Covid-19 pandemic has crippled the world economy and caused the delivery of humanitarian aid to Yemen to be hampered due to the Covid-19 outbreak. In addition, there are still wars that cause damage to health facilities. The war, the Covid-19 epidemic and Cholera disease are adding to the devastating effects on growing children in Yemen. UNICEF, as an IGO that focuses on children, reports that in 2020 there were around 34 incidents that made these children victims of child abuse and attacks on educational facilities. This research describes the role of UNICEF in Yemen from 2019 to 2020 in fulfilling children’s rights due to 3 disasters, namely Covid-19, conflict and cholera that occurred in Yemen. This research uses the theory of the role of international organizations as aid providers which is manifested in the form of Humanitarian Assistance. This type of research is a descriptive study that uses data collection techniques in the form of literature studies from 2019 to 2020 sourced from reports from The UNICEF, the WHO website, the UN website, and various verified mass media. UNICEF's role in the form of Humanitarian Assistance is manifested in 5 programs: education, child protection, nutrition, health and sanitation. Abstract

Since the 7th century, China has been giving their endemic animal, Giant Panda, as one of public diplomacy practice also known as Panda Diplomacy. China’s Panda Diplomacy only applies to countries that have profitable historical trade with China. This Research will discuss on how China’s government effort to implement panda diplomacy to Germany, which has been the high-technology main importer country for China since 1999. However the relations ever been on a tense stage, since Germany considered China as a competitor. To keep rhe good relation market with Germany, Xi Jinping commanded China’s Wildlife Conservation and Association to lend a giant panda as a friendship symbol for both countries. This paper employs a qualitative method using Eytan Gilboa framework to analyze public diplomacy application with timw, purpose, public opinion, government and instrument as the research variable. Abstract

Confucianism is a culture taken from the name of a thinker, namely Confucius, and is considered the basis of Confucian teachings. The primary view of Confucianism is to invite people to live an orderly, peaceful, and happy life replacing the rulers as one of the key factors in achieving country ideals. This study aims to identify and evaluate the chronology of Confucianism and its implications for China's geopolitical sustainability. The method used is qualitative with constructivist ideas to create a comprehensive thought allocation on the impact of Confucianism from the perspective of cultural superiority. The results obtained are that, over time, Confucianism has developed into a tool for the Chinese state to carry out geopolitical instruments to achieve geostrategy for expanding territorial boundaries. On the one hand, Confucianism can become a superior culture that places the people's fighting spirit. On the other hand, this flow can become a trigger for war when each region to be recruited for China's expansion has a culture and beliefs different from their own.
