Abstract

The purpose of this study was to analyze the effectiveness of the performance of contract workers at the regional development planning agency and to research the development of Banggai Island districts. The main theories that become the reference in this resesrch are the effectiveness theory by Richard M. Steers (1980:192), in measuring the effectiveness of employee’s work includes 3 aspects: 1) adaptability; 2) work performance; 3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the regional development planning agency and to research the development of Banggai Island districts in the treasury division with informants amounting to 6 people who were selected purposively. The data collection was by done by means of interview, observation and documentation. The data analysis techniques used was the interactive model of Miles and Huberman. Based on the results of the results of the research, in the looking at the effectiveness of the performance of contract workers at the regional development planning agency and research on the development of Banggai Island districts can be seen from aspects, it was adaptability work performance and job satisfaction aspects, in which the overall performance of contract workers at the regional development planning agency and research on the development of Banggai Island is not yet effective.

Abstract

This study aims to analyze the implementation of urban slum handling policies in the West Besusu Region, Palu Timur District, Palu City. The main theory that became the reference in this study was the theory of policy implementation by Edward III who saw the implementation of the policy by looking at 4 aspects, namely; (1) Communication Aspects, (2) Resource Aspects, (3) Disposition Aspects and (4) Aspects of the Bureaucratic Structure. The research method uses a descriptive-qualitative approach. The location of this study was located in West Besusu Village, East Palu District with informants as many as 5 people who were selected purposively. Data collection is done using Interactive models of Miles and Huberman. Based on the results of the study, the implementation of the policy of handling slum environments in the West Besusu area of East Palu District has not been running optimally. This can be seen based on the theory of Edward III in looking at the implementation of policies from 4 aspects, namely: aspects of communication, aspects of resources, aspects of disposition and aspects of bureaucracy, there are 2 aspects that still need to be improved and improved, namely aspects of communication which need to improve the form of communication the community can evenly understand the policy of handling slum environments in the West Besusu area of East Palu District and the aspects of facilities and infrastructure resources and budgets that have not been optimal so that it hampers the implementation of policies for handling slums in the West Besusu area of East Palu District.

Abstract

The purpose of this study was to determine why the implementation of the Government Performance Accountability System in the Autonomous Region Bureau of the Regional Secretariat provinceCentral of Sulawesi has not been effective, which in the review based on a theoretical model of policy evaluation Daniel Stuffleabem using variables: 1). Context evaluation (evaluation of the context), 2). Input evaluation (evaluation of the inputs), 3). Process evaluation (evaluation of the process) and 4). Product Evaluation (evaluation of results). This type of research used by decision-informant Qualitative by purposive sampling and the number of selected informants 6 with the data collection techniques, 1). Observation, 2). Interviews, 3) Documentation. By analyzing of all the interviews. Research shows that the evaluation of the implementation of Government Performance Accountability System in the Autonomous Region Bureau of the Regional Secretariat province Central of Sulawesi ineffective by Central of Sulawesi Governor Regulation No. 38 Year 2015 on SAKIP. Judging from the four evaluation model proposed by Daniel Stuffleabem, criteria that goes well that is input evaluation or evaluation of the input that is associated with the legislation used in the preparation and implementation of SAKIP. While the criteria are not optimal in the evaluation of Government Performance Accountability System namely Context evaluation (evaluation of the context), Process evaluation (evaluation of the process) and Product Evaluation (evaluation of results). effectiveness and responsiveness due to the alignment between planning documents in a single entity not connected properly, there is still sectoral ego of each part in budget allocation and target-output performance indicators is still not the outcome.

Abstract

This study aims to find out and analyze stock price movements and the application of ARIMA & ARCH / GARCH models in state-owned enterprises listed on Indonesia Stock Exchange. This research is a descriptive study with a quantitative approach. Data is collected through a list of stock prices for each company as many as 19 companies from January 2015 to December 2017 at www.idx.co.id. The data is analyzed by charting the stock price movements then describing the factors that influence the rise and fall of stock prices. After that, modelling is carried out based on data. The results show that the average stock price movements in 2015 decreased due to global economic conditions such as the weakening rupiah exchange rate against the US dollar, the decreasing  price of coal and nickel commodities, falling demand for imported raw materials from China, rising world oil prices, company policies in expansion, and government policies in the infrastructure sector. In 2016, the stock price movement rose again because the global economy is getting better and the average stock price movements tended to be stable in2017. The model used in stock price determination in companies such as PGAS, BBRI, and BMRI is the ARIMA model (1,0,1), which is sufficient to be used at the stock price when the normality requirements are met. While the stock prices of PTBA, ANTM, TINS, KRAS, SMBR, SMGR, INAF, KAEF, ADHI, WIKA, PTPP, GIAA, TLKM, JSMR, BBNI, and BBTN companies use GARCH models (1,0,1) which indicate volatility in the data that causes an error contains homoskedasticity and results in the failure to meet normal requirements on the model.

Abstract

The research aims to determine the competence of the individual, organizational support and management support in the improvement of performance and to determine enabling and inhibiting factors in the manufacture of identity cards (ID) in the Department of Population and Civil Registration Banggai Regency. Theory of performance used from Simajuntak (201;11-17) consists of aspects - aspects that affect the performance of employees is the competence of individual, organizational support and management support. This type of research is descriptive qualitative informant is taking the government apparatus of Population and Civil Registration and communities determined by purposive. Retrieval techniques and data collection techniques include observation, interview techniques (interview), and documentation (ducumentation),While data analysis techniques used in this study using a model of Miles and Humberman. The results showed: 1) Performance of Administrative Office of Population and Civil Registration Banggai Regency is not optimal due to the support aspect organizational are still inadequate, despite this aspect of individual competencies and management support has been optimized; 2) factors inhibiting performance Apparatus Department of Population and Civil Registration  Banggai Regency in the manufacture of identity cards (ID) is the lack of organizational support in the form of the limited number of facilities and infrastructures such as the provision of facilities print machine and a camera that have only one (1) unit, causing a delay in the process of service so that the effect on the amount of the issuance of identity card; 3) Factors supporting performance Apparatus Department of Population and Civil Registration Banggai Regency in the manufacture of identity cards (ID) is the competence of individuals and management support. Individual competencies possessed by the apparatus is a skill, work ethic and motivation. In addition to individual competencies, enabling factors that support organizational performance management, among others, the ability of the leadership to accommodate the implementation of the activities of the organization as well as creating a conducive work environment.

Abstract

The purpose of this study is to determine the quality of services needed in lending at the BNI Bank Parigi Branch. The theory used in this study is a theory of service quality proposed by Zeithhaml in Hardiansyah (2011:46), which consists of Tangible, Reliabelity, Responsiviness, Assurance, danEmphaty. This research uses descriptive qualitative type, with the number of informants involved as many as 6 people with Purpossive techniques. Data collection techniques in this study through observation, interviews and documentation. With the data analysis method used in this study is an interactive data analysis model with steps: condensing data, presenting data, and drawing conclusions or verification. From the results of research that is known about the quality of loans provided by the approved BNI Bank Parigi Branch, this can be seen after going through the data analysis process related to the discussion made as a reference, there are still two that are not well implemented, second this aspect is responsiveness and assurance. While the other three aspects have been well implemented, namely: 1) Tangibles, where in the service the BNI Branch Office itself is supported by a variety of good facilities, such as waiting room facilities that are easy to open and cool and well organized, in service as well provided with service aids such as computers, internet networks, printers that are used for administrative purposes, even vehicles for motorbikes for marketing employees to directly by prospective buyers; 2) Reliability, where in carrying out its service duties, employees have been able to work well by minimizing problems in their services, all employees in this government can also use the tools in the service process quite well; 3) Guarantees are carried out properly, where in their services they prioritize the interests of service users. The Parigi Branch BNI Branch Office, this delay is related to completeness issues, incomplete loan application projects, and so on.The requested liquid funds; and 4) Empaty is well implemented because in its service, BNI Office employees in the Parigi Branch serve politely, build good relationships through services related to doing and polite speech in their services. Employees also serve by not being discriminatory or discriminating who they serve.

Abstract

The purpose of this research was to find out the officers’ performance at the Protocol and Travel Bureau of Public Relations and Protocol, Provincial Secretariat of Central Sulawesi. Performance is the result of quality and quantity of work accomplished by an officer in carrying out the jobs and responsibilities upon him. According to Robbins (2001: 187), there are 3 (three) aspects as a synergy of some positions: the head motivation, ability, and opportunity. This was qualitative research in which interactive analysis was employed. The informants were selected from some positions: the Head of Bureau, the Head of Section, the Head of Sub-section, and staff. Responsibility and mastery as well as the purpose of the research were criteria under consideration for selecting the informants. The research found the performance reflecting motivation and opportunity aspects at the Protocol and Travel Bureau has run well, but the mastery aspect has not. In current conditions, an organization needs to have human resources showing their specific qualification and professionalism, as well as good understanding relating to the protocol matters in governmental life in order to implement a performance-based staff management development.

Abstract

The purpose of this study was to determine the quality of administrative services behind the name based on buying and selling at the Sigi Regency Land Office. This research uses descriptive qualitative type, with the number of informants involved as many as 7 informants through Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews and documentation. With the method of data analysis through (1) data reduction, (2) data display, and (3) conclusion and verification. From the results of the study, it is known that the quality of administrative services behind the name based on buying and selling at the Sigi Regency Land Office is considered to be running poorly, this is based on the results of research that shows that two of the four aspects referred to in this study are still not good These are speed and convenience, where in the service process the administration of the name based on buying and selling is quite time consuming, where in the service process it still takes between fifteen to twenty days, whereas in the standard of service the time needed in the service process the administration of returning the name based on buying and selling only takes between five to seven days. In addition, in its service, the Sigi Regency Land Office still applies a fairly complex service process, and also the many service requirements that are considered rather difficult for the people who need the service.

Abstract

This research aims to find out the Implementation of Dynamic Archieve Management Policies at PT. Konstrindo Putra Perkasa in Palu City, Central Sulawesi. The usefulnes of this research is theoretical and practical. In the Literate review explains the concept of Public Policy and the Concept Archive Management Policy. The flow of thought by the theory of policy implementation Edward III which includes the factors of communication, disposition, resources and bureaucratic structure. Research white qualitative method, PT. Konstrindo Putra Perkasa Research Location in Palu City Central Sulawesi, Research time for the three month, Informants are elements of Leadership and staff. Definition Operational Concept related to the implementation model of the policy. Qualitative data type, and data sources namely Secondary data and Primary Data. The Discussion explained,explicity about the Implementation of Dynamic Archive Management Policy at PT. Konstrindo Putra Perkasa at PT. Konstrindo Putra Perkasa in Palu city, Central Sulawesi and concluded that the Dynamic Archive Management Policy at PT. Konstrindo Putra Perkasa In Palu Central Sulawesi not maximal was caused lack of human resources manager archives, facilities that have not been in accordance with aplicable standars and archival rules, and lack of socialization from the relevant goverment.

Abstract

Based on the Analysis of the Implementation Policy of the Location Permit for the Construction of the Special Economic Zone of the City of Palu by using a theory built by Edward III, with four {4} dimensions namely: Communication, resources, disposition, and biocratic structure, it can be concluded, that the implementation of the policy shows results that well, because four {4} dimensions have been fulfilled with the resulting performance is 65% on average, since the special economic zone was established in 2016-2021, and there are only three years left in the Palu Economic Special Zone Administrator Strategic Plan. it means that the performance of the Administrator of the Special Economic Zone of the City of Palu is very optimistic in achieving the Strategic Plan target in 2021. It is recommended that, the Administrator of the Palu Special Economic Zone, need to take strategic steps; such as having sufficient funds to make land acquisition, minimizing brokers as third parties in land acquisition, and having to set low tarif standards and the highest tarifs on permeter land prices, through regional regulations.
