Abstract

The study intends to determine and analyze simultaneous influence of leadership and organizational culture on work discipline of officials in the Department of Manpower and Transmigration, Donggala District and partial influence  of leadership on work discipline, as well as the inflence of organizational culture on work discipline of officials in Manpower and Transmigration office, Donggala District. Respondents consist of 48 officials. Method of study is causal descriptive with multiple liear regressions analysis. The result finds that leadership and organizational culture simultaneously have significant influence on work discipline with R-square value of 0.567 in sig 0.000. Leadership has significant influence on work discipline with coefficient regression value 0,293 on sig 0.013 and the influence of organizational culture on work discipline determined by coefficient regression value of 0.613 on sig. 0.000.

Abstract

The purpose of this research is to analyze the Motivation of the Work of the State Civil Apparatus in the Technical Implementation Unit of the Office of Equipment of the Public Works, Spatial Planning and Land of the Parigi Moutong Regency. The work motivation theory used as the basis of analysis by David Mc Clelland (Siagian, 2012: 167), includes the need for achievement, the need for power, and the need to be affiliated. The research method used is qualitative. To obtain more in-depth information, in this study the informants were determined by the Porpusive technique and the informants in this study were the Head of the Civil Service and General Affairs Office of Public Works, Spatial Planning and Land of Parigi Moutong Regency, Staff of the Sub-Section of UPTD Equipment. UPTD Personnel Affairs Equipment, Chief Mechanic at UPTD Equipment, and UPTD Field Supervisor Equipment. Sources of data in this study are Primary Data and Secondary Data. The Data Collection Technique is done by Observation, Interview and Documentation. Data analysis in this study is condensation of data, presentation of data, and conclusion. Based on the results of research and discussion of research on the Motivation of State Civil Apparatus Work at the Technical Implementation Unit of the Office of Public Works Equipment, Spatial Planning and Land Management of Parigi Moutong Regency, the authors conclude that aspects of work motivation include the need for achievement as motivation in work, so does the need for power. However, the need for affiliation has become a motivation for work.

Abstract

The purpose of this study is to determine the quality of services needed in lending at the BNI Bank Parigi Branch. The theory used in this study is a theory of service quality proposed by Zeithhaml in Hardiansyah (2011:46), which consists of Tangible, Reliabelity, Responsiviness, Assurance, danEmphaty. This research uses descriptive qualitative type, with the number of informants involved as many as 6 people with Purpossive techniques. Data collection techniques in this study through observation, interviews and documentation. With the data analysis method used in this study is an interactive data analysis model with steps: condensing data, presenting data, and drawing conclusions or verification. From the results of research that is known about the quality of loans provided by the approved BNI Bank Parigi Branch, this can be seen after going through the data analysis process related to the discussion made as a reference, there are still two that are not well implemented, second this aspect is responsiveness and assurance. While the other three aspects have been well implemented, namely: 1) Tangibles, where in the service the BNI Branch Office itself is supported by a variety of good facilities, such as waiting room facilities that are easy to open and cool and well organized, in service as well provided with service aids such as computers, internet networks, printers that are used for administrative purposes, even vehicles for motorbikes for marketing employees to directly by prospective buyers; 2) Reliability, where in carrying out its service duties, employees have been able to work well by minimizing problems in their services, all employees in this government can also use the tools in the service process quite well; 3) Guarantees are carried out properly, where in their services they prioritize the interests of service users. The Parigi Branch BNI Branch Office, this delay is related to completeness issues, incomplete loan application projects, and so on.The requested liquid funds; and 4) Empaty is well implemented because in its service, BNI Office employees in the Parigi Branch serve politely, build good relationships through services related to doing and polite speech in their services. Employees also serve by not being discriminatory or discriminating who they serve.

Abstract

This research aims to analyze how the evaluation of tax policy of Group C Minerals in Donggala Regency is. The type of research used was qualitative method. This type of research used descriptive approach, research that aims to describe complex social realities in society, is very suitable for understanding and describing social phenomena that occur in society. Data collection was done through observation, interview, and documentation techniques. The data used in this research was primary data by conducting in-depth direct interviews with employees who are competent in this matter and secondary data retrieval obtained from documents in the Regional Revenue Agency of Donggala Regency. Data analysis in this research used three components consisting of data reduction, data presentation and conclusion. The results of this research indicate that the evaluation of tax policy of Group C minerals has not been maximized and has not been effective because there are still problems with evaluation criteria such as effevtiveness, efficiency and adequacy: Effectiveness has not been archieved because the awareness of the texpayer does not carry out the obligation to pay taxes on time , then efficiency has not shown the expected results, this can be seen from the realization that is not in accordance with the target while the adequacy has not shown maximum results, existing infrastructure in the Regional Revenue Office of Central Sulawesi Province is still very limited, this is burdensome to the collection officials because the conditions of the vast and far-reaching regions are not enough to maximize levies. In addition, weak resources, especially the resources of the implementing  apparatus, are directly responsible and carry out the task of finding and identifying potential as sources of regional financial revenue (tax objects).

Abstract

The implementation of land registration at the Palu City Land Office for the community will receive legal certainty regarding the transfer of land rights due to the sale and purchase. In addition, there will be a letter of proof of legal and strong rights called a certificate of land rights. Certificates are issued so that holders of land rights can easily prove their new juridical data rights / name of new rights owner. The purpose of this study was to find out the quality of service for the transfer of sale and purchase rights to land at the Land Office of Palu City, Central Sulawesi Province. This research uses descriptive qualitative type, with the number of informants involved as many as 7 informants through Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews and documentation. With the method of data analysis through the stage of condensation data, display data, and draw conclusions or verification. Data condensation refers to selecting, focusing, simplifying, abstracting, and transforming. From the results of the research, it is known that the quality of service for the transfer of rights to buy land on the Palu City Land Office in Central Sulawesi Province is still considered to be less than optimal, this can be seen after going through the data analysis process showing that there are two aspects that are not good, both aspects are responsiviness and assurance.

Abstract

The purpose of this study was to determine the effectiveness of Village Fund Allocation Management in Loli Tasiburi Village, Banawa District, Donggala Regency. The theoretical foundation used is Gibson (2005: 107) to see the effectiveness of village fund allocation management using seven indicators, namely the clarity of the objectives to be achieved; clarity of strategies to achieve objectives, a healthy process of analysis and formulation of policies, careful planning, appropriate programming, availability of infrastructure and facilities, an educational supervision and control system. This type of research is Qualitative Descriptive which seeks to interpret and interpret pleasant data with facts, using purposive methods, data collection and discussion with a qualitative analysis approach to collect data and materials through observation and interviews with a number of 5 (five) informants. Based on the results of the interview, it is known that Loli Tasiburi Village has not managed the village fund allocation maximally. This is due to the results of research that shows that indicators of careful planning, appropriate programming, and a system of supervision and supervision of education are not optimal because of the low level of community participation and each stage of Management of Village Fund Allocation not in accordance with management principles and allocation objectives Village Fund that prioritizes information transparency to the community

Abstract

The success of the Posyandu Operational Working Group (Pokjanal) in Sigi district from 2011 to 2018, can be said that it has not materialized as expected from the policy of the Minister of Home Affairs of the Republic of Indonesia Number.411.3 / 6124 / PMD concerning Implementation of Posyandu Pokjanal Formation in Regions. This study aims to find out why the Posyandu Operational Working Group (Pokjanal) failed in carrying out its duties and also to know the failure of the Posyandu Operational Working Group (Pokjanal) using theoretical analysis of the Public Policy Evaluation of William N. Dunn's Evaluation Model namely Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness and Accuracy. The research method used is a qualitative research where researchers conduct interviews with a number of informants who are qualified in the field of implementation of the Posyandu Operational Working Group (Pokjanal). Indeed, the success of the Posyandu Operational Working Group (Pokjanal) lies in the high commitment of all cross-program and related sectors, because each region during the implementation period certainly has its own problems. And with the William N Duun model evaluation theory approach which emphasizes on 6 (six) evaluation criteria, namely; 1) Effectiveness, 2) Efficiency, 3) adequacy, 4) Alignment, 5) Resposivity, and 6) Accuracy. The results of the study indicate that the implementation of the Posyandu Operational Working Group (Pokjanal) has not been achieved because based on William N Duun's evaluation theory approach of the 6 criteria has not been fulfilled. And the conclusion of this study is the implementation the Indonesia Minister of Internal Affairs Republic of Indonesia after 7 (seven) years is not reached.

Abstract

The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime.

Abstract

This research aims to find out how the participative Approach of village fund management in Bambaira village district. The research used a descriptive qualitative type. The data used were primary and secondary data. The data were gathered using observation, interview and documentation. The data analysis used was from Miles and Huberman model consistingof data reduction, data display, and drawing conclusion. The theory used Ericson theory coverting three aspects, namely: participastion in planning, participation in implementation, and participation in managing village fund in Bambaira district find many problems if it is seen from the stage of planning, that very dominant or more active during village fund management discussion is the village officials, the members of village consultative board and public figures considered have influential. Meanwhile most of the villagers do not really active in playing role on the planning stage because they did not get the invitation to the discussion, so the making decision time does not represent the aspiration of the villagers in general. Furtheremore, the villagers have lack awarenessof the development of the village. This indication is seen on the policy implementation of the village fund management, begin from the planning process to the final implementation which almost done by the village government only. Village communities who should act as a determinant of village development tend to be only spectators in every development in the village. In addition, there is still a low awareness of the village community to maintain the existing infrastructure, due to a lack of public understanding of the importance of maintaining development infrastructure/program. Based on the description above, it can be concluded that community participation in village fund management is still very low and far from what was expected.

Abstract

This study aims to find out and describe the High School Teacher Promotion Improvement Assessment Service at the Education and Culture Office of Central Sulawesi Province. The usefulness of this research is theoretical and practical. In the Literature Review explains the Concept of Service Quality, Public Services, Teacher Paradigm, Status and Position of Teachers, Requirements for making a Teacher, Tasks and Functions of Teachers, Teacher's Rights and Obligations, Teacher's Credit Numbers. Thinking of the theory of Zeithml, Parasuraman and Berry which includes Tangibles, Reability, Responsiveness, Assruance and Empathy. Research with qualitative methods, Research Locations in the Education and Culture Office of Central Sulawesi Province, Research Time for three months, Informants are ASN elements (State Civil Apparatus relating to Research), Operational definitions of concepts namely, Tangibles or direct evidence related to facilities and Infrastructure that is still lacking due to earthquake damage and Reability or reliability indicators related to the problem of discipline of existing employees does not arrive on time, while the Responseviness, Assurance and Empathy Indicators are good enough. Thus, it can be concluded that the quality of service promotion for teachers at the Central Sulawesi Proinsi Education and Culture Office is good.
