Abstract

Berbagai kebijakan dan upaya yang dilakukan pemerintah untuk meningkatkan layanan kepada masyarakat belum menampakkan hasil yang maksimal. Salah satu penyebabnya adalah rendahnya kinerja birokrasi dalam memberikan pelayanan. Fenomena ini dapat ditemui hampir dalam semua instansi pemberi layanan kepada masyarakat luas. Perubahan paradigma birokrasi dari pangreh praja dan pamong praja menuju civil servant (pelayan masyarakat) masih sulit diaplikasikan oleh birokrat. Fenomena ini muncul karena masyarakat kita gagal memahami dan menghadapi proses transformasi dunia yang begitu cepat. Proses transformasi sering kali hanya dilihat dalam konteks perubahan yang berbentuk fisik (material culure). Padahal sebenarnya transformasi ada dalam tiga level, yakni dalam tataran materi, perilaku, dan sistem nilai budaya. Sayangnya, transformasi dalam tataran nilai atau kultur sering kali diabaikan karena dianggap tidak penting, padahal berbagai persoalan yang muncul dalam masyarakat kita sebenarnya bersumber pada persoalan budaya. Oleh karena itu, diperlukan perhatian yang lebih besar terhadap persoalan-persoalan kultural sehingga tidak menjadi batu sandungan, bahkan dapat menggagalkan proses modernisasi di Indonesia.

Abstract

Off-farm employment and non-agriculture activities have grown rapidly in the rural areas of Java due mainly to the increasing number of female workers employed in small-scale trade. Based on a through discussion on various definitions and hypotheses on the growths of trade and off-farm employment, it could be assumed that the growth of the small-scale traders does not signify that some stagnation of economy or an agricultural involution would take place, but that there will be a significant step in the transformation process on the part of the Javanese farming community as well as on the future economic development.

Abstract

Issues on marginalization of women in labour market have always become an important discussion in developing countries. The success of economic development represented by high economic growth for some extend has even been argued as factor behind the low role of women in labour market. Does it mean that when economic growth decrease women participation in labour market will be better? In fact the economic crisis hit Indonesia since 1997, which lower the economic growth becoming minus, put women as first victim. Their role in labor market were even worsening. At least the evidence can be seen from the result of this study. Their participation in labour market is increasing, but it can not be interpreted as a better condition! maight be true that women were forced to enter labour market because of economic pressure in the household due to the crisis.

Abstract

Since the 1970s, the growing interest on the development of small enterprises has been decorating the scene of government policy in developing countries as well as the international donor concern. The failure and cost of industrialization, the limitations of the agricultural sector, and the low capability of the formal sector in responding to the growing population are among the factors justifying this policy initiation. Another important factor is the intrinsic potential and prospect of small enterprises, despite their development problems. This research conducted on 4 villages within the Province of Yogyakarta Special Region and CentralJava is aimed at contributing to a rather comprehensive view on the profile of small enterprises and the profile of small entrepreneurs. A specific emphasis is given to rural entrepreneurship due to its crucial role in accelerating the development of small enterprises.

Abstract

This paper elaborates smoking behavior and its implication to health as well as household welfare. The controversy of this behavior and its implication is explored: cigarette is demanding goods for many people, particularly men; cigarette industries also contribute a lot to job opportunities, household income, and government revenues, but the health consequences of smoking behavior exceed the benefits. In addition, most smokers in this country spend their limited income more for tobacco than for education and health, and hence affects negatively to their welfare. This paper than explores state regulations applied in many parts of the world since 16th centuries, and efforts to regulate smoking behavior in Indonesia, and their effectiveness to protect people from smoke hazards.

Abstract

This article presents findings of the research on the evaluation of the program for economic empowerment of the poor, carried out through the mechanism of extending Pundicredit. Research findings indicate that the extension of Pundicredit is yet to achieve the intended objectives. There are some problems encountered in the execution of Pundi credit extension. First and foremost although the Pundicredit had intended to help the poor who own some kind of small business, it couldn’t have reached the properly. Secondly, the red tape employed by the executing regional development bank in Pundi credit is considered time distributing consuming by potential credit beneficiaries. To receive such credit, the future beneficiaries have to have some kind of mortgages as pre-conditions, which by all intense and purposes are hard to fulfill. Thirdly, the guidance has focused more on channeling mechanism than on the much needed of business empowerment. Because of that, the deliverance of Pundi credit as an effort to revitalize the economic function of the poor one should find another appropriate outlet, so the empowerment may be realized.

Abstract

Fenomena genital cutting di Asia Tenggara belum banyak tergali sehingga kurang diperhatikan oleh dunia internasional. Namun dari beberapa studiyangpernah dilakukan, secara umum informasiyang ada menunjukkan bahwa praktik male genital cutting atau yang dikenal dengan sirkumsisi laki-laki tersebar di berbagai daerah dan disahkan secara sosial. Hasil studi yang dilakukan dengan memadukan teknik kuantitatif dan kualitatif ini menunjukkan sebagian besar masyarakat melakukan sirkumsisi dengan justifikasi menjalankan perintah agama. Aspek kebersihan dan kesehatan juga ditonjolkan oleh beberapa tokoh agama untuk semakin mengesahkanpentingnya dilakukan sirkumsisi di samping adanya beberapa mitos yang terkait dengan seksualitas yang menyertai praktik sirkumsisi laki-laki tersebut. Namun mitos-mitos seksualitas yang banyak dianut masyarakat di wilayah penelitian sangat bias yang menunjukkan dominasi laki-laki atasperempuan.

Abstract

Tawuran antarpelajar yang menjurus pada tindakan kriminalitas (klithih) sedang marak di Daerah Istimewa Yogyakarta (DIY). Kondisi ini tidak terlepas dari melemahnya peran keluarga dan sekolah dalam pola pengasuhan anak. Tindakan negatif dalam bentuk aksi klithih merupakan perwujudan dari pencarian jati diri yang tidak tepat karena tindakan tersebut semata-mata mengedepankan kontrol diri yang lemah. Hasil penelitian menunjukkan bahwa 65,6 persen masyarakat Yogyakarta menyatakan kekerasan kelompok, terutama aksi klithih, meningkat dalam kurun waktu satu tahun terakhir. Penyebab utamanya adalah lemahnya peran orang tua dalam pengasuhan (65,7 persen), salah pergaulan (52,5 persen), dan lemahnya peran sekolah (36,2 persen). Upaya yang harus dilakukan dalam penanganan masalah tawuran pelajar adalah adanya sinergi yang baik antara pihak sekolah dan orang tua, di antaranya dengan meningkatkan komunikasi yang baik antara keduanya dalam pembinaan dan pengawasan pelajar, terutama model komunikasi personal dengan sentuhan teknologi informasi.  Student brawls that lead to criminal activities called klithih (a Javanese term for violence among teenage students) is currently rampant in Yogyakarta Special Region (DIY). This condition is related to the weakening role of families and schools in nurturing the students. The negative action, klithih, is a manifestation of improper identity searching because it demonstrates a lack of self-control. The research showed that 65.6% of the community of Yogyakarta were agreed that group violence especially klithih had increased in the last year, and the main cause was the weakening role of parents (65.7%), wrong association (52.5%) and schools (36.2 %). Therefore, efforts must be made to create a good synergy between the schools and parents in handling student brawls. One of the efforts is improving good communication between the two parties in coaching and supervising teenage students, especially through a model of personal communication involving information technology.

Abstract

The problems of settlement concerning "forest explorers" (slash and burn cultivators) have become increasingly interesting in the last few years, particularly since many countries in the world have been propagandizing reforestation throughtout the world. This study is discussing various problems relating with forest explorations in Indonesia, the socioeconomic dynamics, the settlement policy to explorers, and the constraints of its related implementation policies.Several significant points proposed in the study are that whatever the efforts or the program selected by the decision makers of this field of study, they have to realize that the phenomenon of forest explorers and their related problems is a symptom of a more basic problem, which is the disparity of income distribution among groups as well as among regions in Indonesia.
