Abstract

Penelitian ini menganalisis implementasi kebijakan penyelenggaraan penanggulangan bencana kekeringan di Kabupaten Garut, dengan fokus pada Desa Suci, Kecamatan Karangpawitan. Mengadopsi teori implementasi kebijakan publik oleh Diana M. DiNitto (2015), penelitian ini mengevaluasi aspek komunikasi, sumber daya, birokrasi, dan sikap implementor dalam upaya mengatasi dampak kekeringan. Temuan penelitian menunjukkan bahwa meskipun berbagai kebijakan telah diterapkan untuk mendukung penanggulangan bencana kekeringan, implementasinya belum optimal di Desa Suci. Meskipun aspek birokrasi dan sikap implementor telah dilaksanakan dengan baik, terdapat kekurangan dalam komunikasi antarpihak terkait dan alokasi sumber daya. Dari segi birokrasi dan sikap implementor, hasil menunjukkan adanya persepsi yang konsisten bahwa kekeringan merupakan bencana serius yang memerlukan tindakan cepat. Hal ini didukung oleh pembentukan Tim Tanggap Darurat Bencana Kekeringan dan Pos Komando Penanggulangan Darurat Bencana di Kabupaten Garut. Namun, kelemahan muncul pada aspek komunikasi, terutama dalam pertukaran informasi di awal penetapan status tanggap darurat. Ketidaksesuaian data wilayah terdampak antara BPBD Kabupaten Garut dan realitas di lapangan, khususnya di Desa Suci, mengakibatkan perpanjangan status tanggap darurat yang tidak sesuai dengan Standar Layanan BPBD Kabupaten Garut. Aspek sumber daya juga menjadi tantangan, meski upaya telah dilakukan untuk menyediakan sumber daya yang memadai. Upaya tersebut belum berhasil mengurangi dampak kekeringan yang dirasakan masyarakat, menunjukkan perlunya peninjauan ulang strategi alokasi sumber daya. Hasil penelitian ini memberikan kontribusi penting bagi perbaikan implementasi kebijakan penanggulangan bencana kekeringan di Kabupaten Garut, dengan menyoroti area-area yang perlu diperbaiki, terutama dalam hal komunikasi dan pengelolaan sumber daya.

Abstract

Penelitian ini mengkaji tentang Pengurangan Risiko Bencana di Desa Mekarsari, Kecamatan Cikajang, Kabupaten Garut. Masyarakat yang belum menyadari tentang bahaya bencana serta banyaknya masyarakat yang mengharapkan imbalan dalam penyelenggaraan Pengurangan Risiko Bencana di Desa Mekarsari merupakan permasalahan dalam penelitian ini. Penelitian ini ditujukan untuk mengetahui bagaimana kesiapan Desa Mekarsari dalam upaya Pengurangan Risiko Bencana. Dalam penelitian ini menggunakan teori Khan & Jan (2015) yang dimana dalam teori ini memiliki kunci keberhasilan dalam pelaksanaan Pengurangan Risiko Bencana Berbasis Masyarakat. Terdapat 2 unsur keberhasilan yakni keberlanjutan dan Institusionalisasi. Penelitian ini menggunakan metode penelitian kualitatif dengan melibatkan informan yang terlibat dalam pelaksanaan upaya pengurangan risiko bencana di Desa Mekarsari. Hasil penelitian menunjukkan bahwa Pengurangan Risiko Bencana di Desa Mekarsari masih perlu ditingkatkan. Sulitnya mengajak masyarakat dalam berpartisipasi terhadap kegiatan desa, serta kapasitas masyarakat desa yang masih kurang terkait dengan kebencanaan menjadi kendala dalam upaya Pengurangan Risiko Bencana di Desa Mekarsari. Sehingga dapat disimpulkan bahwa Pengurangan Risiko Bencana di Desa Mekarsari sudah terlaksanakan, namun masih memiliki beberapa kendala yang menghambat keberhasilan pengurangan risiko bencana seperti rendahnya kapasitas masyarakat dan partisipasi masyarakat desa yang masih minim.

Abstract

Street level bureaucracy is one of the main elements in providing public services in dealing with the impact of the Covid-19 pandemic. This research specifically aims to identify the revitalization of the role of Ballaparang Sub District and Gunung Sari Sub District officials, Rappocini District, Makassar Municipality in providing government administration services and other services to the community during the implementation period of the new normal policy. The type of research used is qualitative with a descriptive approach. The results of the research show that the Ballaparang and Gunung Sari Sub District officials have demonstrated good abilities in responding to and overcoming problems in the delivery of public services in the new normal era and challenges from the aspects of efficiency, effectiveness and fairness in the delivery of public services can be overcome.

Abstract

This research focuses on the importance of nonverbal communication in effectively conveying messages, particularly in the context of the GenRe Ambassador selection event. The study aims to investigate how participants' nonverbal communication can influence their success in the competition and its impact on the audience, especially Instagram users. The method used in this research is a qualitative approach with a case study involving data collection through interviews, observations, and documentation to understand participants' experiences and perceptions related to nonverbal communication. The research subjects are participants and committee members involved in the GenRe Ambassador selection in Bandarlampung. The results of the study indicate that body language, facial expressions, and vocal intonation play a crucial role in participants' success in engaging the audience and delivering messages. Challenges in interpreting nonverbal cues and managing content on social media platforms are also highlighted. Understanding and leveraging nonverbal communication are crucial for participants to excel in the GenRe Ambassador selection process and effectively disseminate educational messages on social media.

Abstract

Perseroda West Kalimantan Regional Development Bank or "Perseroda Bank" is a Regional Company Company, West Kalimantan Regional Development Bank which will be formed based on the provisions of this PERDA Regional Companies are all companies whose capital is wholly or partially constituted as excluded regional assets, unless otherwise determined by or based on law. The aim of Regional Companies is to participate in implementing Regional development, especially in national economic development, to meet the needs of the people by prioritizing peace and enjoyment of work within the company, towards a just and prosperous society. Management of Regional Companies is in the hands of Regional Company administrators who are responsible to the Regional Head, the responsibility of the Regional Head is as owner and manager.

Abstract

Public policy in higher education is crucial in guiding the direction of learning in educational institutions. Recognition of Prior Learning (RPL) enables students to receive recognition for knowledge and skills acquired through non-formal experiences, accelerating learning, and providing fairness to those with relevant prior experiences. This research aims to analyze public policy in the implementation of Recognition of Prior Learning (RPL) in Indonesian higher education. The study utilizes a qualitative method, prioritizing literature analysis as the source of data. Data is collected from scholarly works and relevant bibliographic references. Analysis is conducted inductively to gain a deep understanding, explore unique aspects, and generate hypotheses related to public policy in the implementation of Recognition of Prior Learning (RPL) in Indonesian higher education. The findings indicate that public policy in higher education plays a crucial role in directing learning policies, including RPL implementation. However, the implementation of RPL still faces several challenges, including the need for clear frameworks, adequate resources, and ethical aspects in recognizing past learning. The importance of harmonizing RPL practices at the international level also remains a focus in achieving inclusive and relevant higher education goals. Thus, this research provides a better understanding of the complexity of RPL implementation and lays the groundwork for policy and practice improvements in higher education.

Abstract

The rapid development of technology has introduced social media to support marketing activities and make business easier. Instagram has great potential for promoting a business. It will be easier for the public to find out information about a business through information that is spread on social media. One business actor who uses Instagram as an online promotional medium is JRNY Coffee and Records. This research aims to find out how to increase the number of consumers through the JRNY Coffee and Records Instagram media as marketing communication. The marketing communication strategy used by JRNY Coffee and Records uses social media marketing theory through Instagram, which includes online communities, sharing of content, credibility, interaction and accessibility. This type of research also uses qualitative methods by analyzing or observing social media accounts. With the results, getting content uploaded on Instagram, as well as the facilities offered, are not boring. And it shows that promotional activities on Instagram are able to create an increase in the number of consumers.

Abstract

Several zakat amil institutions need to implement rebranding strategies with the aim of improving the image and credibility of the institution in the eyes of the public. In 2023, an institution named Pusat Zakat Umat underwent rebranding and changed its name to LAZ PERSIS. This research aims to determine the stages of rebranding in achieving the goal of being recognized again by the general public. The study uses a qualitative method with a descriptive approach. The paradigm used in this research is the constructivist paradigm. The object of this research is the implementation of rebranding carried out by the Zakat Amil Institution PERSIS. The informant selection technique used is non-probability sampling with purposive sampling technique. Data collection methods are carried out through observation, interviews, and documentation. The research results indicate that MPR plays a key role in managing the rebranding transition effectively, building integrated communication, and maintaining public trust.

Abstract

Studio Provo is a creative studio that provides several digital products and services in the field of graphic design. This study aims to find out how the Canva Creator program is utilized in building Studio Provo brand awareness. The type of research used is descriptive with a qualitative approach. The researcher carried out the object of study and held direct interactions with Studio Provo informants and made observations on the Canva Creator Page and Social Media Studio Provo. Technical data analysis is carried out by obtaining an understanding of the research focus, then a conclusion will be drawn in the form of a general understanding based on reality. The findings obtained in this study indicate that the Canva Creator Program and Social Media provide a separate role for Studio Provo in maximizing its benefits as a medium of communication between Studio Provo and its audience and consumers, as well as a medium for building brand awareness.

Abstract

The ever-changing world conditions demand that public organizations can survive, where a culture of innovation can be used as a basis in facing global competition. An agile governance approach in public organizations is needed to deal with this situation. The purpose of this research is to influence the factors that influence the culture of innovation in order to build an agile public organization. This research method is a literature study with research journals related to the culture of innovation in public organizations. The results of the study there are 3 factors that affect the culture of innovation, namely: first is the commitment of the leadership in order to encourage change, Second is a flexible organizational structure that can support a culture of innovation and creativity of personnel. Third is the approach/strategy used to support the creation of a culture of innovation in public organizations. Agile public organizations allow public organizations to quickly adjust and ensure better public services where a culture of innovation is the foundation for achieving this goal.
