Abstract

The Puspa Aman program is one of the efforts to maintain food security in Gianyar Regency. This program is based on the Circular Letter of the Regent of Gianyar Number: 521/23813/Secretary/2018 concerning the Implementation of the Puspa Aman Program (Beautiful and Comfortable Independent Natural Food Center). Sidan Village as one of the villages that has successfully implemented the Puspa Aman Program. However, astime goes by, the implementation of the Puspa Aman program in Sidan Village has several obstacles related to the role and participation of related parties. Seeing this phenomenon, collaboration between the parties involved is needed to optimize the implementation of the Puspa Aman program. The purpose of this study is to find out Collaborative Governance in the Puspa Aman Program to Improve Food Security in Sidan Village, Gianyar Regency. This study uses a type of qualitative research using a descriptive method that connects events and describes phenomena in the field. This study uses data collection techniques through observation, interviews, and documentation, and uses 4 indicators of the quadruple helix concept in collaborative governance, namely the government, the private sector, academics, and the community. This study uses data analysis techniques with four steps, namely data collection, data reduction, data presentation, and conclusion drawn. The results of the study show that this program is implemented quite well and has met the indicators of interest actor involvement based on the quadruple helix concept. However, there are obstacles in several indicators, such as budget availability, declining community participation, low motivation due to lack of socialization to the community, so that the implementation of the Puspa Aman Program has not fully run optimally. Obstacles also occur in academic indicators, where the involvement of academics is still not optimal because they contribute during KKN (Real Work Lecture) activities.

Abstract

Post-disaster resettlement is typically carried out to minimize disaster risks and enhance community security, but policies focusing heavily on administrative efficiency may ignore the social and cultural aspects of the impacted populations. This research investigates the post-tsunami situation in Gampong Pulo, Nagan Raya Regency, Aceh, with an emphasis on the community's self-reliance and the revival of village governance after a failed administrative relocation initiative. The aim of this study is to explore how community-led efforts emerged in response to imposed relocation and how these efforts contributed to recovery following the disaster. This research uses a qualitative descriptive case study method. Information was gathered through comprehensive interviews with residents, village leaders, and local traditional figures, along with reviews of policy documents. The analysis of the data was conducted using an interactive framework that included stages of data reduction, data presentation, and drawing conclusions. The results show that the administrative relocation initiative was misaligned with the community's social, cultural, and economic realities, which resulted in backlash and social unrest. Once the initiative was canceled, the community displayed significant collective action by rebuilding local governance, social structures, and economic functions based on collaboration and utilizing local resources. The study highlights that participatory and community-focused strategies are crucial for effective and sustainable recovery after disasters. Acknowledging local institutions and bolstering community-led actions are vital for fostering long-term resilience and effective governance at the village.

Abstract

Tourism-led development in Bali has produced economic benefits while intensifying waste, environmental degradation, corruption risks, and dependence on visitor flows. This study analyzes how multi-level collaborative governance can support sustainable development by linking national governance reform, ASEAN-oriented policy learning, local implementation, and community participation. Using a qualitative interpretive case design, the study analyzes exploratory interview notes and selected academic, policy, and institutional documents through thematic analysis. The findings show that regional cooperation and institutional reform are useful but insufficient without local accountability, source-based waste management, community monitoring, and economic diversification. The article contributes a multi-level collaborative governance balance model that positions public institutions, regional cooperation, local governments, communities, and tourism actors as complementary foundations for sustainable development in Bali.

Abstract

This study aims to analyze the implementation of the illegal parking enforcement policy by the Surabaya City Transportation Department in the European Zone of the Kota Lama tourist area, using George C. Edwards III’s policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach employing a case study method was adopted. Data were gathered through in-depth interviews, non-participant observation, and document analysis, with informants selected purposively based on their involvement with and knowledge of the illegal parking enforcement policy. Data analysis followed the stages of data reduction, data display, and conclusion drawing, guided by the interactive analysis model of Miles et al. The findings indicate that the implementation of the illegal parking enforcement policy has proceeded well, though it has not yet reached optimal levels. The communication dimension was addressed through public outreach, the issuance of warnings, and inter-department coordination, although the dissemination of information to the public, specifically parking users requires further strengthening. The disposition dimension revealed a commitment among implementers to execute the policy in accordance with established procedures. However, the resource dimension emerged as a primary constraint due to limited personnel, operational facilities, and the extensive area requiring supervision. Regarding the bureaucratic structure, the policy is supported by regulations and a clear division of authority, yet coordination needs to be reinforced to effectively manage the dynamic nature of the tourist area. The study implies that enhancing the effectiveness of illegal parking enforcement requires strengthening location- and time-based supervision, expanding official parking facilities, and fostering collaboration among stakeholders to establish orderly and sustainable parking management.

Abstract

Digital transformation has reshaped Indonesia’s labor market by creating new employment opportunities while generating challenges related to skills mismatch, platform-based work, unequal digital access, and worker protection. This study analyzes Indonesia’s digital labor market policy through the Collaborative Governance perspective, using the model of Ansell and Gash (2008) as the primary analytical framework. The research employs qualitative library research based on academic literature, policy documents, and reports published between 2019 and 2026. The literature was identified through Scopus, Web of Science, Google Scholar, ScienceDirect, and official publications from international organizations and the Government of Indonesia. The final analytical corpus consisted of 22 relevant sources selected according to predefined inclusion and exclusion criteria. The findings show that skills mismatch, unequal digital infrastructure, employment insecurity, and fragmented policy implementation are interconnected governance challenges. Viewed through Collaborative Governance, these challenges reflect weaknesses in starting conditions, institutional design, facilitative leadership, and sustained collaborative processes. The study argues that effective policy responses require stronger coordination among government institutions, industries, educational institutions, digital platforms, labor organizations, and civil society. Strengthening cross-sector collaboration can support more adaptive, inclusive, and sustainable digital labor market policies in Indonesia.

Abstract

Penelitian ini ditujukan untuk mengkaji sejauh mana Kualitas Sistem dan Fitur Pelaporan berpengaruh terhadap Partisipasi Masyarakat dalam pemanfaatan aplikasi Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR) di Kota Tangerang. Dasar penelitian berangkat dari kebutuhan pemerintah untuk meningkatkan kualitas layanan publik melalui pemanfaatan teknologi digital yang dapat mendukung komunikasi dua arah antara warga dan pemerintah. Walaupun aplikasi LAPOR telah diimplementasikan secara nasional, sejumlah studi terdahulu masih menemukan berbagai permasalahan seperti rendahnya literasi digital, kurangnya kompetensi administratif, keterbatasan infrastruktur teknologi, dan tidak adanya evaluasi menyeluruh terhadap kinerja sistem. Penelitian ini mengadopsi pendekatan kuantitatif dengan menggunakan metode Structural Equation Modeling (SEM) berbasis Partial Least Squares (PLS) melalui aplikasi SmartPLS. Jumlah sampel dalam penelitian ini sebanyak 400 responden di Kota Tangerang. Instrumen penelitian terdiri dari tiga variabel utama, yaitu Kualitas Sistem, Fitur Pelaporan, dan Partisipasi Masyarakat, yang masing-masing diukur menggunakan indikator kemudahan penggunaan, keandalan, kecepatan akses, aksesibilitas, dan kapasitas pelaporan. Hasil analisis menunjukkan bahwa Kualitas Sistem terbukti berpengaruh positif dan signifikan terhadap Partisipasi Masyarakat (koefisien jalur = 0,988; T-statistik = 544,328; p = 0,000), sementara Fitur Pelaporan tidak terbukti berpengaruh signifikan (koefisien jalur = 0,012; T-statistik = 1,517; p = 0,129). Secara simultan, kedua variabel mampu menjelaskan 97,8% variasi Partisipasi Masyarakat (R² = 0,978). Dengan demikian, Kualitas Sistem merupakan faktor dominan yang menentukan tingkat partisipasi masyarakat dalam pemanfaatan aplikasi LAPOR di Kota Tangerang.

Abstract

The increasing implementation of digital public services has created a need to understand the factors influencing citizens continued use of government applications. However, empirical evidence regarding the role of technical barriers and security concerns in the utilization of local government digital public services remains limited, particularly in the context of the JAKI (Jakarta Kini) application. This study aims to analyse the effects of technical barriers and security concerns on the utilization of the JAKI application as a digital public service in DKI Jakarta. A quantitative survey was conducted involving 400 JAKI users in DKI Jakarta selected using a stratified random sampling approach. The data were analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) with SmartPLS. The results indicate that technical barriers have a positive and statistically significant effect on JAKI utilization (β = 0.261; t = 4.661; p < 0.001), whereas security concerns have no statistically significant effect (β = 0.107; t = 1.803; p = 0.071). The structural model explains 10.1% of the variance in JAKI utilization (R² = 0.101), indicating that the two predictors provide limited explanatory power and that other factors may contribute substantially to users' utilization behaviour. The positive relationship between technical barriers and utilization is contrary to the expected theoretical direction and should therefore be interpreted cautiously, as the cross-sectional design does not establish causal direction. These findings contribute empirical evidence to the application of the Technology Acceptance Model perspective in the context of local government digital public services. Practically, the findings indicate that improving application performance, system responsiveness, accessibility, and technical reliability should be prioritized, while security governance and personal data protection should continue to be strengthened despite the non-significant statistical effect of security concerns. Further research should incorporate additional determinants of digital public service utilization to improve the explanatory capacity of the model.

Abstract

Rural governance increasingly depends on digital platforms, data infrastructures, and mediated public interaction. In Indonesia, this dependence is unfolding alongside the Village Law's expansion of village autonomy and a fast-growing digital village agenda. It raises a democratic problem that remains underdeveloped in rural digitalization scholarship: digital participation does not necessarily produce accountable governance. a configurational literature synthesis of recent rural studies, Indonesian village governance research, and public administration scholarship on participation, accountability, and digital transformation identified four interdependent conditions: digital locality, institutional embeddedness, participatory capability, and accountability conversion. Digital tools can widen information access, improve service coordination, and create new channels for proposals or complaints. The same tools can intensify surveillance, administrative compliance, elite control, and data extraction when local forums lack traceability, answerability, contestability, and correction. The proposed Participatory Accountability Readiness Framework clarifies the movement from digital access to accountable influence. The article contributes theoretically by linking digital rurality with village governance regimes and contributes practically by offering diagnostic principles for Indonesia's digital village agenda. The main limitation lies in the absence of primary village-level data. Future research should test the framework through comparative case studies across villages with different political economies, digital capacities, and participatory traditions.

Abstract

Customer satisfaction is a critical indicator of institutional performance, particularly in higher education and maritime training institutions where service experiences directly influence users’ perceptions of institutional quality. However, limited empirical research has examined how service quality influences customer satisfaction across the diverse customer groups served by maritime higher education institutions, including students, training participants, and student officers. This study addresses this gap by examining the influence of service quality on customer satisfaction at Merchant Marine Polytechnic of West Sumatera and identifying service dimensions that require improvement. A quantitative survey was conducted involving 314 respondents selected through probability sampling from the Polytechnic’s customers in 2025. Data were collected using questionnaires and analyzed using simple linear regression and a t-test. The findings indicate that service quality has a positive and significant influence on customer satisfaction, demonstrating that improvements in service delivery contribute substantially to enhancing customers’ overall satisfaction. The study contributes to the service quality literature by providing empirical evidence from a maritime vocational higher education context, where service users have diverse educational and training needs. Practically, the findings provide a basis for the Polytechnic to strengthen service delivery, particularly in aspects requiring improvement, such as tangibles, reliability, responsiveness, competence, courtesy, communication, and understanding customers. The findings also suggest that institutional quality improvement policies should prioritize continuous service evaluation and customer-oriented improvement to enhance satisfaction and support the competitiveness of maritime education and training institutions.

Abstract

Digital information governance has become a strategic tool for achieving transparent, accountable, and responsive village governance. However, most research on village information systems still focuses narrowly on the development of technical platforms, while the dimensions of organizational capacity and human resources—which determine the sustainability of implementation, particularly at the level of village officials—have not been extensively studied. This study addresses this gap by analyzing how capacity building shapes information system governance in Ngaban Village, Tanggulangin Subdistrict, Sidoarjo Regency, using Grindle’s (1997) framework, which encompasses human resource development, organizational strengthening, and institutional reform. The study employed a descriptive qualitative method, involving three key informants selected through purposive sampling (the Village Secretary, the Head of Government Affairs, and the Head of Planning) due to their direct knowledge of village information management. Data were collected through in-depth interviews, observations, and documentation from October to December 2025. Data were analyzed using the Miles and Huberman interactive model and validated through source and method triangulation. The findings indicate that although village officials possess adequate human resources and a well-defined organizational structure, capacity-building efforts remain focused on general administrative training; no personnel have been specifically assigned to manage the digital information system; and the village website remains underutilized as a public information channel. These findings expand Grindle’s framework by demonstrating that structural readiness alone does not automatically result in functional digital governance without the assignment of specific roles. This study offers practical implications for village governments in strengthening digital information governance and suggests that future policies prioritize role-specific digital training and the placement of dedicated information management personnel at the village level
