Abstract

The Pekanbaru City SME Cooperative Office holds a loan interest subsidy program that aims to support the implementation of the National Economic Recovery (PEN) program and assist business actors in running their businesses. In its implementation, business actors must take part by developing their business. But in reality, there are problems for business actors, namely the lack of quality of human resources, difficulties in realizing procedures and permits from the Government, the lack of capital owned by business actors and difficulties in obtaining loans. The research method used in this research was descriptive qualitative. Data collection techniques were carried out using interviews and documentation techniques. The data analysis technique in this research used Nvivo 12 Plus software using the theory of measuring program effectiveness by Sutrisno. The results of this study indicate that from the aspect of understanding the program for business actors, they do not fully understand and are able to deal with the consequences of late payment of loan interest subsidies. The right target indicator has not been able to achieve the objectives of the loan interest subsidy program because there is a Cost Budget Plan (RAB) that does not match the actual conditions. Timely indicators, which are quite slow in the process of distributing the loan interest subsidy program. Then the real change indicator found that the loan interest subsidy program has not been able to bring about changes because there are still many problems that occur such as bad credit, lack of responsiveness, short repayment times, and many who ask for unsecured. From these problems, it can be said that the loan interest subsidy program implemented has not been effective and has not been able to bring impact or change to the community as business actors.

Abstract

In order to improve the quality of public services, the Cirebon City Government has taken agile steps to provide effective and efficient emergency services for the community through the Cirebon Siaga 112 service. Cirebon Siaga 112 is an adoption of the Single Number of Emergency Calls (NTPD) 112 service concept that provides integrated complaint services to facilitate the handling of emergency conditions with a single number 112 that can be accessed by the public 24 hours without a call fee. This study aims to describe the application of Agile Governance in the implementation of Cirebon Siaga 112 public services in Cirebon City, using the Agile Governance theory proposed by Luna et al. (2015). This research uses a qualitative approach, for data collection techniques carried out are interviews, observation and documentation. The results showed that the implementation of Cirebon Siaga 112 in Cirebon City has been quite good in applying the principles of Agile Governance to improve the quality of public services that are more effective and efficient. However, the Human Focused principle still needs improvement related to community participation. This recommendation aims to optimize the application of Agile Governance principles in the implementation of Cirebon Siaga 112 public services in Cirebon City and provide implications for other regions on the importance of adopting technology-based services and involving the community in developing public service innovations.

Abstract

Medan City faces low household participation in waste sorting—only 20 % regularly—and limited integration of the informal sector, which nonetheless collects approximately 30 % of recyclable materials. This study examines the role of collaborative governance in enhancing community engagement, formalizing the contributions of waste pickers, and improving policy coordination to establish a sustainable plastic recycling system. A qualitative case study design was adopted, comprising 15 in‑depth interviews with representatives from government agencies, informal sector actors, recycling businesses, and community members; field observations at three TPS/TPA sites; and analysis of relevant policy documents. Results reveal that inadequate sorting facilities and deficient public education impede household involvement; waste pickers operate without formal incentives, leading to suboptimal participation; and overlapping institutional mandates hinder effective policy implementation. In response, an integrated education campaign with the distribution of 10000 sorting bins over six months, direct subsidies of IDR 50000 per ton for registered waste pickers, and the establishment of a quarterly cross‑sectoral coordination forum are proposed. Implementation of these measures is projected to increase sorting rates to 60 % and integrate 80 % of informal actors into the formal recycling framework.

Abstract

This study aims to analyze the implementation of public services related to the openness of public information in the digital era through the website at Perumdam Tirta Berkah Pandeglang along with the obstacles faced. This study is a qualitative study whose data comes from primary and secondary data with data collection techniques through literature studies and interviews that are analyzed qualitatively using the Merilee S. Grindle theory approach. The results of the study concluded that, first, the implementation of public services related to the openness of public information at Perumdam Tirta Berkah Pandeglang through the website in general cannot be accessed in full. This can be seen from the results of the monitoring and evaluation which concluded that public services related to the openness of public information at Perumdam are still far from being "informative". Second, the obstacles faced in implementing public services at Perumdam through the website are limited resources, including: limited knowledge and expertise of human resources in the field of information technology, limited budget, and facilities and infrastructure in meeting the demands of openness of public information in the digital era.

Abstract

Development can be defined as a change towards a better state through various efforts that are carried out in a planned manner. Planning and development are inseparable and interrelated. In other words, development requires planning, and this must be realized in development, starting from the regional to the central level. This study aims to examine the government's role in shaping the direction of development, particularly in the Margonda area of Depok City. This area is identified as a promising support area for enhancing the city's economic growth, given its diverse potential and opportunities. The research methodology employed in this study is a case study approach, utilizing a qualitative analysis. The study employs the concept of development planning stages proposed by Lora Ekana Nainggolan, et al. (2023). The results indicate that the government has not fully engaged the community, particularly MSME actors in the Margonda area, in the formulation of programs and policies. However, the local regulations established by the government have comprehensively addressed program implementation, financing of programs or activities to be carried out, and the determination of the vision and mission of development. The vision and mission of development articulated by the Depok City Government are predicated on a future state that is expected to be achieved, rather than on a current or actual state of affairs.

Abstract

Social rehabilitation for persons with disabilities serves as anessential strategy to expand access to basic rights and economic participation. This study examines how such a program is carried out in West Aceh by applying Edward III’s implementation perspective, emphasizing communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach was used through interviews, observations, and document review involving implementing officials and recipients of assistance. The results show that program execution generally aligns with formal procedures, yet communication between the Social Service Office and field facilitators remains uneven. Resource allocation is still constrained, particularly in staffing capacity, budget availability, and logistical support. Implementers tend to demonstrate supportive attitudes, but the outcomes of assistance vary, with assistive equipment yielding more sustained benefits than short-term food support. The bureaucratic mechanism also faces fragmentation, limiting coordination across agencies. Overall, the social rehabilitation initiative in West Aceh represents progress, though further refinement in communication flow, resource strengthening, professional competence, and inter-institutional synergy is required to enhance program consistency and long-term effectiveness.

Abstract

The Community Empowerment Program in Sepatin Village is part of the Blue Carbon Initiative Project of the Mahakam Delta. Sepatin Village is situated in the coastal area of Kutai Kartanegara Regency, East Kalimantan. This research aims to analyze the implementation of the Sepatin Village Community Empowerment Program within the context of mangrove forest rehabilitation and restoration in Sepatin Village, a coastal village located in the Mahakam Delta. Through qualitative approach and case studies, the research results show that the Sepatin Village Community Empowerment Program has been implemented well with involving the community in mangrove rehabilitation and restoration activities, training in hydroponic plant cultivation, installing solar-powered street lights, and providing rainwater harvesting facilities. For developing this Community Empowerment Program, there is potential for fishermen’s catch, which is currently still unutilized, to be processed into value-added products. So, for the sustainability of efforts to improve the welfare of the Sepatin Village community, further assistance efforts are needed from Mulawarman University academics who can also act as distributors of these processed products.

Abstract

Digital transformation in public services has become an urgent necessity to meet demands for efficiency, transparency, and the optimization of regional revenue. This study aims to analyze the implementation of digital governance as a strategy to increase Land and Building Tax (PBB) revenue at the Regional Revenue Agency (Bapenda) of Bogor City. The urgency of this research lies in the need to integrate digital technology into the regional taxation system to address challenges such as digital literacy, public participation, and inefficiencies in conventional systems. This research uses a quantitative approach. The theoretical framework used is the digital governance framework, which includes three dimensions: digital strategy, digital policy, and digital standards. The results show that the implementation of digital governance at Bapenda Bogor is categorized as “good,” with an average score of 3.83 from employees and 3.56 from taxpayers. A significant increase in PBB revenue was recorded following the digitalization of E-SPPT, as indicated by tax realization surpassing the targets from 2021 to 2024. The main obstacles lie in public digital literacy, limited human resources, and a lack of outreach. The novelty of this research lies in its integrative approach, linking SPBE regulations, local digital strategies, and the practical application of tax services through the E-SPPT platform. This study provides both theoretical and practical contributions to the development of more inclusive, sustainable, and responsive digital policies at the regional level.

Abstract

Illegal migrant workers remain a major challenge, especially in areas with high migration rates such as East Nusa Tenggara (NTT). The Indonesian Migrant Workers Protection Service Center (BP3MI) of NTT Province, as the spearhead of PMI protection in the region, faces multidimensional challenges in addressing this issue. Some of those challenges are limited resources, a lack of public awareness, and weak law enforcement against syndicates that facilitate illegal migration. This research uses a qualitative approach, with data gathered by interviews, observation, and documentation. Based on the strategy theory by Fred R. David, there are three stages in obtaining BP3MI-NTT’s goal in reducing the number of illegal migrant worker issues, such as policy formulation, policy implementation, and policy evaluation. Results show that besides three stages of policy strategies, BP3MI has performed unique strategies in influencing people to become legal migrant workers, such as using church pulpit messages, as well as building collaboration with various parties. Despite three stages of policy strategies that have been implemented by BP3MI-NTT, this research also finds that up until the end of 2025, the number of illegal migrant worker issues is still high (588 cases). Even though BP3MI of NTT Province is still not reaching its overall goals, these three strategies show that the institution is moving forward to reduce the number of illegal migrant worker issues in NTT.

Abstract

Rapid urbanization and population growth in Indonesia have intensified challenges in urban mobility, particularly traffic congestion and the inefficiency of public transportation systems. In response, the concept of smart mobility, embedded within the broader smart city framework, has emerged as a technologically and policy-oriented strategy. This study aims to examine the social impacts of digital transformation in urban mobility across major Indonesian cities by employing the smart mobility indicators developed by Giffinger, which include local accessibility, (inter)national accessibility, the availability of ICT infrastructure, and the presence of sustainable, innovative, and safe transportation systems. Using a qualitative research design, this study analyzes 179 online news articles and academic publications relevant to these four indicators, supported by data analysis tools such as NVivo 12 Plus and crosstab visualizations. The findings demonstrate that digital mobility transformation has significantly influenced societal behavior, enhanced inclusivity in transportation services, and improved the overall quality of life for urban residents. Cities such as Jakarta, Surabaya, and Semarang exhibit more advanced implementations of smart mobility, whereas other regions continue to face barriers related to infrastructure disparities, digital literacy limitations, and insufficient stakeholder collaboration. Furthermore, despite notable progress, the study identifies emerging challenges, including persistent digital inequality and weak integration between local governments and private-sector actors. The study concludes that the success of smart mobility initiatives depends not only on technological readiness but also on institutional capacity, equitable access, and active community participation.
