Journal Al-Ijtimaiyyah is an open access journal that contributing to publishing various research results and literature review in the field of Islamic community development and social welfare. The journal welcomes the new idea and concepts on the community development field to be published academically. This journal was initiated by a group of academicians who concern with development and social issues at Ar-Raniry Islamic University, Banda Aceh, Indonesia. Focus; Journal Al-Ijtimaiyyah publishes an academic article on Islamic community development and social welfare based on research, project report, book reviews and new concept on Islamic community development that based on deep literature review. Abstract

This study examines public opinion within a Muslim community regarding the Free Nutritious Meal Program (Program Makan Bergizi Gratis/MBG) as a government social welfare policy in Sei Sentosa Village, Panai Hulu District, Labuhanbatu Regency. Situated within the framework of Islamic community development and social welfare, the study explores community experiences, perceptions, and responses toward the program's implementation. A qualitative method with a phenomenological approach was employed. Data were collected through in-depth interviews with seven informants comprising a program coordinator, a village secretary, a teacher, two parents, and two students as program beneficiaries, complemented by field observation and documentation. The findings indicate that community opinion toward the MBG Program is generally positive. The program is perceived as effective in fulfilling students' nutritional needs, improving learning concentration and motivation, and providing economic relief for families by reducing household expenditure. The program also contributes to improving community welfare, particularly in health and education — two dimensions closely aligned with Islamic values of human dignity (karamah) and collective well-being (maslahah). However, implementation challenges remain, including delays in food distribution, limited menu variation, and inconsistent food quality. Public opinion manifests not only as support but also as constructive social critique reflecting the community's role as active participants in policy governance. This study concludes that the success of the MBG Program is strongly influenced by implementation effectiveness, service quality, and program socialization, and recommends continuous evaluation to optimize its social welfare outcomes.

Abstract

The accelerating pace of sociocultural change, particularly driven by rapid technological advancement, presents distinctive challenges to children's emotional development within Muslim family contexts. This study examines the role of parents in shaping children's emotional intelligence (kecerdasan emosi) amid sociocultural change, with a focus on Muslim families in Nagori Bah Jambi III. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation involving three research informants — two parents and one adolescent child — selected through purposive sampling. Data analysis followed the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing, with validity ensured through source triangulation. The findings reveal that parental roles in shaping children's emotional intelligence manifest through five primary dimensions: as guides (pembimbing), motivators, facilitators, supervisors, and moral exemplars (suri teladan). Parents accompany their children in a calm and dialogic manner, provide emotional support during moments of difficulty or failure, create a conducive home environment, supervise gadget use communicatively, and instil social and cultural values through personal exemplarity rooted in Islamic ethics. The study concludes that parental presence is indispensable in cultivating children's emotional intelligence, as it contributes significantly to the development of self-awareness, self-regulation, empathy, and social skills amid the dynamics of sociocultural change. The findings offer practical implications for Muslim families, educators, and policymakers in designing adaptive and values-based parenting approaches in the digital era.

Abstract

This study aims to analyse humanitarian da'wah messages on Instagram in the context of fundraising for the Aceh Tamiang disaster through the @salimafillah_official account. The increasing use of social media as a platform for humanitarian campaigns has expanded the function of da'wah beyond mobilising public donations to strengthening spiritual awareness and social solidarity. This study addresses three research questions concerning the variation of humanitarian da'wah messages, the consistency of message delivery, and the dominance of fundraising documentation compared with substantive da'wah messages. A descriptive qualitative approach employing content analysis was applied to 2 Instagram posts, including captions, images, and videos uploaded during the fundraising campaign. Data were collected through documentation of Instagram content and a literature review, and analysed using thematic content analysis. The findings reveal that humanitarian da'wah messages are consistently communicated through persuasive narratives integrating emotional, rational, and religious appeals. However, the variation of messages remains limited and tends to be repetitive. In addition, the content is predominantly focused on documenting fundraising activities rather than providing deeper spiritual guidance for disaster victims. Nevertheless, reflective narratives promoting empathy, compassion, and public participation remain evident throughout the campaign. The study concludes that Instagram-based humanitarian da'wah functions as an effective medium for moral communication and social mobilisation, although greater diversity and depth of da'wah messages are needed to optimise both humanitarian and spiritual objectives.

Abstract

This study examines the role of the kiai (Islamic boarding school leader) as an agent of community relations (hubungan masyarakat) in sustaining the institutional existence of Pondok Pesantren Burhanul Abrar, Besuki, Situbondo, East Java, Indonesia. Situated within the framework of Islamic community development and institutional communication, the study analyzes the strategies, patterns, and social dynamics through which the kiai builds and maintains relationships with surrounding communities, alumni networks, government actors, and the broader public. A qualitative research design with a case study approach was employed. Data were collected through in-depth interviews with pesantren administrators, student guardians (wali santri), alumni, and community figures selected through purposive sampling, complemented by participatory observation of da'wah activities, social services, and community interactions, as well as institutional documentation. Data analysis followed the interactive model of Miles, Huberman, and Saldaña comprising data condensation, data display, and conclusion drawing, with validity ensured through source, method, and time triangulation. The findings reveal that the kiai occupies a strategically central position in the pesantren's community relations system, functioning simultaneously as a charismatic leader, moral communicator, social capital builder, and cultural da'wah actor. The kiai's community relations strategies encompass personal communication, cultural engagement through local Islamic traditions, moral exemplarity, external da'wah activities across multiple regions, and alumni network strengthening through the IKSABA organization. These strategies have yielded measurable outcomes, including a growth in student enrollment from 220 santri in 2023 to 255 in 2024 and 290 in 2025, reflecting increasing public trust and the deepening social legitimacy of the institution. The study concludes that the kiai's role as a cultural public relations agent is the most dominant factor in sustaining the pesantren's existence, and contributes a replicable model of community-based Islamic institutional communication applicable to other pesantren in contemporary Indonesia.

Abstract

Premarital Tetanus Toxoid (TT) vaccination serves as both a public health intervention and an instrument of Islamic community governance, raising important questions about the integration of health policy with Islamic legal principles. This study examines the implementation of TT immunization as an administrative requirement for marriage registration at the Religious Affairs Office (Kantor Urusan Agama/KUA) of Palengaan District, Pamekasan Regency, East Java, Indonesia, through the analytical lens of maslahah mursalah. A descriptive qualitative field study was employed, integrating sociological and normative approaches. Primary data were collected through semi-structured interviews with nine informants — including the Head of KUA Palengaan, KUA administrative staff, healthcare workers at the Palengaan Community Health Center (Puskesmas), and prospective brides and grooms — complemented by direct observation and institutional documentation. Secondary data were drawn from official regulations, fiqh literature, and previous scholarly studies. The findings reveal that TT immunization is predominantly perceived by the community as an administrative formality rather than a meaningful health intervention, owing to limited public health literacy and inadequate policy socialization. From the perspective of maslahah mursalah, the TT vaccination policy generates significant public benefit (maslahah), particularly in protecting human life (hifz al-nafs) and preserving progeny (hifz al-nasl) — two of the five primary objectives of Islamic law (maqasid al-shari'ah). The policy is classified at the level of hajiyyah (secondary functional welfare), constituting a preventive jurisprudential strategy (sadd al-dhara'i') against reproductive health risks for mothers and newborns. However, a gap persists between the policy's normative Islamic legal legitimacy and its practical social implementation. The study contributes to interdisciplinary scholarship on the integration of public health policy and Islamic law, and recommends enhanced community health education, improved cross-sectoral coordination between KUA and healthcare institutions, and culturally contextualized policy communication to optimize the program's effectiveness within Muslim community settings.

Abstract

This study examines how the Muhammad Cheng Hoo Mosque in Berastagi symbolizes Chinese Muslim identity within a predominantly non-Muslim Karo society, addressing a gap in understanding hybrid identity formation among "double minority" groups in non-Muslim majority contexts. Employing a qualitative ethnographic approach grounded in Peter L. Berger's sociology of religion — specifically his social construction of reality framework — and interpretive symbolic anthropology, data were collected through participant observation, in-depth interviews with ten key informants comprising a mosque founder and nine Chinese Muslim converts, and historical document analysis. Data were analyzed using Peirce's semiotic framework, operationalizing architectural elements as icons, indices, and symbols of hybrid cultural meaning. The findings reveal that the mosque's distinctive architecture — featuring red-gold color palettes and pagoda-style roofs integrated with Islamic spatial principles — functions as a visual manifestation of hybrid identity through the processes of externalization, objectivation, and internalization. Beyond its ritual function, the mosque operates as a strategic public space enabling the Chinese Muslim minority to express dual identity, strengthen internal cohesion, and navigate their "double minority" status in a Karo-majority environment. The inclusive spatial design fosters inter-ethnic tolerance and religious harmony, receiving support from local authorities and cross-religious figures despite demographic asymmetry. This study contributes to Islamic Community Development scholarship in multicultural settings by demonstrating that culturally-adapted religious architecture can serve as a non-confrontational mechanism for minority resilience, social integration, and intergenerational transmission of hybrid identity, while maintaining full Islamic theological integrity.

Abstract

Students' social welfare is an important part of Islamic community development, since psychological stability shapes the quality of their social contribution on campus and in wider society. High academic pressure can disrupt this welfare, making psychological-spiritual capital such as gratitude essential for students' inner peace, including for students of the Islamic Counseling and Guidance Study Program (BPI), Faculty of Da'wah and Communication, Universitas Islam Negeri Sumatera Utara (UINSU). This study analyzes the effect of gratitude within Islamic spiritual intelligence on students' inner peace as an indicator of social welfare. A quantitative approach with an associative-causal method was used. A total of 93 out of 248 students were selected as respondents through purposive sampling. Data were collected using a Likert-scale questionnaire tested for validity and reliability, then analyzed through classical assumption tests and simple linear regression using SPSS version 25. Results show that gratitude has a positive and significant effect on students' inner peace, with a significance value of 0.000 (p < 0.05) and a regression coefficient of 0.625. The coefficient of determination (R²) of 0.567 indicates that 56.7% of the variation in students' inner peace is explained by gratitude. These findings highlight the importance of strengthening gratitude and Islamic spirituality to develop students' social-psychological welfare within Islamic higher education.

Abstract

Rapid urbanization and rising individualism have eroded social solidarity in Indonesian cities, challenging religious organizations to design more adaptive, action-based models of da'wah (Islamic outreach). This study examines how Ikatan Pelajar Putri Nahdlatul Ulama (IPPNU) Sumatera Utara implements dakwah bil hal (da'wah through action) to strengthen social solidarity in Medan Maimun District, Medan City. Using a qualitative descriptive approach, informants were purposively selected from IPPNU administrators and members, community leaders, and community beneficiaries. Data were gathered through in-depth interviews, participant observation, and documentation, then analyzed using the interactive model of Miles, Huberman, and Saldaña, encompassing data condensation, data display, and conclusion drawing. Findings show that dakwah bil hal is enacted through six main activities: social service, assistance for orphans and the underprivileged, gotong royong (mutual cooperation), regular religious study sessions, environmental initiatives, and humanitarian action. These activities are perceived by the community to strengthen social concern, participation, and cooperative spirit. Despite constraints such as limited resources and uneven community participation, dakwah bil hal is perceived to contribute positively to social solidarity by reinforcing social capital, collaboration, and active civic engagement. This study affirms dakwah bil hal as a promising, non-confrontational approach for building social cohesion in diverse urban communities, offering a transferable model for youth religious organizations elsewhere.

Abstract

The phenomenon of global migration to Seoul, South Korea, presents complex challenges for Indonesian Muslim families, including the cultural pressure of "palli-palli," minority status, difficulties in accessing places of worship, and the risk of social isolation. This study aims to analyze the role of the Ikatan Keluarga Muslim Indonesia (IKMI) as a supportive element in the application of family resilience principles according to Froma Walsh's theory. The research method employed is qualitative with a phenomenological approach. Data were collected through in-depth interviews with active IKMI members in Seoul and participatory observation during community activities. Data analysis utilized the Miles and Huberman model, which consists of data reduction, data presentation, and drawing conclusions. The research shows that IKMI functions as a resilience ecosystem that serves as an "extended family substitute" through the three pillars of Froma Walsh's theory. First, within the belief system, IKMI reinforces spiritual values as an emotional resource and a source of Islamic identity. Second, in the organizational structure, IKMI offers a flexible support system through specialized units such as RUMAISA, IMUSKA, and CISS, as well as the "Kampung Al-Falah" program, which serves as a form of social security. Third, in the communication process, IKMI provides an inclusive space for interaction that facilitates the exchange of values across generations. This study found that the harmony between Islamic values and IKMI's structured support is a key factor in the resilience of migrant families as they balance their spiritual needs with the demands of social adjustment in Seoul.
