Abstract

This study examines the governance of artisanal and small-scale mining (ASM) in Bone Bolango Regency, with a particular focus on the role of the Regional House of Representatives (DPRD) in balancing economic, environmental, and social interests. Although the contribution of ASM to the Gross Regional Domestic Product (GRDP) is relatively small, the sector serves as a primary or supplementary livelihood for more than 4,000 households, creating a high level of microeconomic dependency. The research employs a systematic literature review, analysis of government data, official statistics, and local media reports to map economic dynamics, ecological risks, and social vulnerabilities. The findings reveal that the DPRD tends to align with the aspirations of the majority of miners, while environmental concerns and the protection of vulnerable groups—such as women, children, and indigenous communities—receive limited attention. Unregulated mining practices generate significant ecological risks, including mercury contamination and landslides, as well as social conflicts related to land access and ownership. The study concludes that more adaptive and inclusive legislative strategies are needed, encompassing the strengthening of deliberative forums, participatory monitoring, ecological risk zoning, and compensation mechanisms for affected groups. Through such approaches, ASM can continue to sustain community-level microeconomies while minimizing ecological and social risks, thereby achieving a balance between economic growth, environmental sustainability, and social justice.

Abstract

Mal Pelayanan Publik (MPP) merupakan inovasi pelayanan publik yang bertujuan meningkatkan kualitas pelayanan dan kepuasan masyarakat melalui integrasi layanan lintas instansi. Penelitian ini bertujuan untuk menganalisis tingkat kepuasan masyarakat terhadap keberadaan Mal Pelayanan Publik Kota Mataram, menguji pengaruh kualitas pelayanan terhadap kepuasan masyarakat, serta mengidentifikasi dimensi pelayanan yang paling dominan memengaruhi kepuasan pengguna layanan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 100 responden masyarakat pengguna layanan MPP Kota Mataram. Data dikumpulkan melalui kuesioner dan dianalisis menggunakan uji validitas, reliabilitas, statistik deskriptif, korelasi Spearman, serta regresi linear sederhana dengan bantuan perangkat lunak JASP. Hasil penelitian menunjukkan bahwa tingkat kepuasan masyarakat terhadap MPP Kota Mataram secara umum berada pada kategori sedang. Kualitas pelayanan berpengaruh positif dan signifikan terhadap kepuasan masyarakat dengan nilai koefisien determinasi (R²) sebesar 0,745, yang berarti bahwa 74,5% variasi kepuasan masyarakat dapat dijelaskan oleh kualitas pelayanan. Dimensi empati merupakan dimensi kualitas pelayanan yang paling dominan, sementara kompetensi dan sikap petugas menjadi indikator kepuasan masyarakat dengan kontribusi terbesar. Temuan ini menegaskan bahwa kualitas interaksi dan perilaku aparatur pelayanan memiliki peran sentral dalam membentuk kepuasan masyarakat. Penelitian ini memberikan implikasi teoretis terhadap penguatan relevansi teori SERVQUAL dalam konteks pelayanan publik terpadu, serta implikasi praktis bagi pengelola MPP untuk memprioritaskan peningkatan empati, kompetensi, dan sikap petugas dalam upaya peningkatan kepuasan masyarakat secara berkelanjutan.

Abstract

Penelitian ini menganalisis kegagalan pendekatan keamanan militeristik (security approach) dalam menangani konflik perbatasan Republik Indonesia (RI) dan Republik Demokratik Timor Leste (RDTL). Menggunakan metode kualitatif dan kerangka teori transformasi konflik, penelitian ini mengungkap bahwa konflik perbatasan bukan hanya sengketa tapal batas, melainkan manifestasi dari masalah struktural, relasional, personal, dan kultural yang lebih dalam. Analisis menunjukkan bahwa security approach gagal karena hanya berfokus pada penindasan episode kekerasan langsung dan mengabaikan episentrum konflik berupa trauma sejarah, rusaknya relasi sosial, kebijakan top-down, dan benturan hukum negara dengan hukum adat. Sebagai alternatif, penelitian ini menawarkan model transformasi konflik berbasis keamanan manusia (human security) yang menekankan transformasi aktor, transformasi struktur melalui tata kelola partisipatif, serta integrasi kearifan lokal dan peran tokoh adat dalam mekanisme penyelesaian sengketa. Implikasi kebijakannya adalah perlunya pergeseran paradigma dari state security menuju human security untuk membangun perdamaian berkelanjutan di perbatasan RI-RDTL.

Abstract

Penelitian ini dilatarbelakangi oleh masih rendahnya tingkat penggunaan Aplikasi Smart Nagari serta ketidaktahuan masyarakat nagari tentang aplikasi ini. Penelitian ini bertujuan untuk menganalisis bagaimana pelaksanaan difusi inovasi aplikasi Smart Nagari di Kabupaten Agam. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi. Teori yang digunakan dalam penelitian ini adalah teori Difusi Inovasi Everret M. Rogers dengan empat variabel yaitu; inovasi, saluran komunikasi, jangka waktu, dan sistem sosial. Hasil penelitian menunjukkan bahwa pelaksanaan difusi inovasi aplikasi Smart Nagari di Kabupaten Agam sudah berjalan dengan cukup baik. Inovasi Smart Nagari juga telah memenuhi seluruh aspek inovasi menurut Rogers. Saluran media massa dan komunikasi interpersonal dalam pelaksanaan difusi inovasi ini sudah digunakan. Hanya saja, sosialisasi tidak dilakukan secara berkala dan hanya pada saat tahun awal-awal peluncuran saja. Akibatnya informasi yang diberikan kurang tersampaikan secara menyeluruh kepada masyarakat. Jangka waktu yang dibutuhkan mulai dari proses pembentukan inovasi hingga sampai penyebaran dimulai dari tahun 2021 sampai sekarang. Pada variabel sistem sosial, inovasi aplikasi Smart Nagari melibatkan kerja sama dengan instansi lain seperti Dinas Dukcapil dan Pemerintah Nagari se-Kabupaten Agam melalui pengarahan dari Dinas Kominfo Kabupaten Agam sebagai leading sector dari penerapan inovasi ini.

Abstract

This study aims to systematically review the implementation of collaborative governance strategies in regional health policy, with a particular focus on integrating socioeconomic data to support Universal Health Coverage (UHC). The province of Gorontalo, Indonesia, is highlighted as a reflective case of underrepresented contexts in global health governance literature.A systematic literature review (SLR) was conducted following the PRISMA 2020 protocol. Forty-five peer-reviewed articles published between 2000 and 2025 were identified through Scopus, PubMed, ScienceDirect, and Google Scholar. Inclusion criteria emphasize empirical studies on regional health governance, socioeconomic data utilization, and multi-actor collaboration. Data were analyzed using thematic synthesis (Thomas & Harden, 2008), supported by coding reliability checks and the CASP qualitative appraisal tool to ensure rigor and validity.The analysis revealed three dominant themes: actor fragmentation and mandate asymmetry, partial integration of socioeconomic data into decision-making, and facilitative leadership as a critical success factor. While Latin America demonstrated advanced data integration supported by strong regulation, Southeast Asia and Sub-Saharan Africa demonstrated collaborative practices rooted in trust-building but hindered by limited institutional interoperability. In Gorontalo, strategies remain experimental, relying heavily on health-sector data while neglecting poverty, education, and demographic indicators. This highlights the absence of a comprehensive framework bridging local data ecosystems with collaborative policy design.This review identifies a persistent gap in data-integrated collaborative governance within regional health policy, particularly in marginalized contexts. The study proposes the Integrated Collaborative Governance Framework for UHC Realization, emphasizing trust-building, leadership, and local cultural values (eg, huyula) as essential drivers. The findings enrich collaborative governance theory while offering practical insights for strengthening UHC-oriented health policies in Indonesia and the Global South.

Abstract

The digital transformation of public health systems has created an urgent need to reexamine leadership roles and strategies amidst the dynamics of multi-level governance and increasing digital inequality. This study aims to identify patterns, challenges, and strategic contributions of digital leadership in the complex context of public health policy.A Systematic Literature Review (SLR) approach was used following the PRISMA 2020 guidelines. A total of 96 articles from seven international databases were screened, and 18 selected articles were thematically analyzed using the Braun & Clarke method. The analysis focused on three main dimensions: leadership style, multi-level governance context, and digital equity in public services.The results reveal three key findings: first, current digital leadership tends to be technocratic and insufficiently responsive to inequalities in digital access and literacy. Second, a policy paradox exists between the central and local levels, creating obstacles to strategic implementation. Third, ethics and public justice have not been explicitly underpinned in the design of digital leadership strategies. Based on these three findings, a conceptual model was developed based on the intersection of ethical digital leadership, cross-level governance, and sensitivity to digital inequality.This research contributes to the development of a more reflective and applicable theory of public sector leadership, and offers policy direction and training for justice-based digital leadership.
