Abstract

The Agricultural Development in Indonesia is focused to enhance thestructure of production that more diversified through sustainable agribusinessapproach. With this context, based on the demand side horticulture commoditiesespecially potato and cabbage are feasible to developed by increasing of productionarea, cropping intensity, and productivity. This paper is proposed to: (a) conductingfinancial and economic analysis of both commodities, (b) comparative andcompetitive analysis, (c) measuring the divergences and government policy impact,(d) formulating the incentive policy interim of both commodities development. ByPolicy Analysis Matrix (PAM) method, the result showed that both commoditieshave comparative and competitive advantage, which is indicated by DRC and PCRless then 1 .The calculation showed the DRC for potato is arranging 0.239 – 0.306and for cabbage is 0.622-0.660. PCR for potato is arranging 0.413-0.468 and forcabbage is 0.854-0.875. That mean for producing the one unit value added of bothcommodities can be achieved by using less then one unit of the domestic resourcefactors. In other word, in Wonosobo Central Java both commodities are moreprofitable to produce than import.

Abstract

The main objective of this study are the simulation of shifter exogenous variable aschanging of demand, price and supply for performance of Indonesian white pepper trading inimport market world white pepper. The results of simulation indicate that Singapore ishighest responsive to increase demand of Indonesian white pepper, but not followed by priceresponse if increasing 5% demand world white pepper. Increasing of Indonesian whitepepper supply 5% to have influence on decreasing 2.4% of price world white pepper.Decreasing import tariff 3% white pepper for Japan and ROW more advantage for Indonesiathan decreasing import tariff the same level for USA and European Economy Community.

Abstract

This article following aim to study (1) structure earnings of farmer household of rice fieldfarm in five kabupaten in Java and two kabupaten Off Java, (2) the earnings distributionand bearing of with ownership distribution of farm, and (3) formulating policy suggestionto improve earnings of household. Research use primary data result of survey of farmerhousehold in MH 2000 / 01, MK I and of MK II 2001. Research result indicate that (1)agricultural sector still contribute more than 60% of earnings of household farmer of ricefield farm in research area, and paddy farming system have compartment around 21 -38% in Java and 23 - 41% Off Java to totalizing earnings of household, and there istendency more and more wide of rice field farm of land holding high more and morelevel earnings of household, (2) distribution earnings of household in Java and Off Javahave heavy Lameness level (Index of Gini >0,5) where mean Lameness level ofhousehold compared to heavier Java Off Java, and ( 3) entry of sector non-agriculture instructure earnings of household farmer of rice field farm have negative diffraction toearnings distribution which for example because of the lowering of accessing householdto sector is non-agriculture. Implication of finding is important allocation priority ofresource of development for relevant agricultural sector still placed forward. Inagricultural sector strives the make-up of earnings related to scale efficiency dominationof farm of land holding, usage of seed with quality and efficiency marketing and inputoutput. Besides for the reduce of negative diffraction entry of farmer sector to distributionearnings of household in rice field farm area require to be considered to access householdinto the sector through extension of opportunity of job in sector non-agriculture.

Abstract

Evaluation on SAGA activity in Research and Assessment within the IAARD.Relatively low technology adoption level by end users had triggered application ofparticipatory approach, user oriented technology and more pay attention to user’s socialaspects. Socio-economic And Gender Analysis (SAGA) Core Team (SCT) establishment wasthe initiation of Socialization and Institutionalization program within the Indonesian Agencyfor Agricultural Research and Development (IAARD). The main objective of the program isto establish SAGA capacity of the researchers and extension workers within the IAARD. Thedata were gained from eight Assessment Institute for Agricultural Technology (AIAT) byapplying structured and semi-structured interviews and Focused Group Discussion (FGD).Respondents for the study were alumnae of the SAGA training workshop. The cascadetraining workshops were held within the period of 2000 - 2002, beginning from Training ofMaster Trainers (TOM), Training of Trainers (TOT) and Training of Staff (TOS). Number ofthe TOM, TOT and TOS were 18; 124; and 416 persons respectively. From the quantityaspect, the number seemed to be promising but not from the quality aspect. The cascadetraining has not given yet expected result. Each alumna was expected to be SAGA focalpoints and could establish networking within the region. The main cause was that not allalumnae could disseminate the SAGA approach in each working unit. Less optimal output ofthe TOM alumnae caused a bumpy regional networking establishment. This reflected thatTOM’s alumnae dependency level to the SCT was quite high. It also affected outputs of TOTand TOS. In addition, less understanding on SAGA materials of the respective facilitators ineach workshop ended in less understanding of the workshop participants. Various reportedresults of monitoring and evaluation (Monev) activities showed that the institutionalization ofSAGA approach was less optimal and it was reflected by low Monev grade of each observedAIATs.

Abstract

Food is the most fundamental need for household, directly related to the quality ofhuman resources. The objective of this paper is to analyze the pattern of household foodconsumption in West Java province after economic crisis. Data are from SUSENAS year1996,1999 and 2002. The results are : 1) Prosperity level of households after economiccrisis is getting better, but it still lower than condition before crisis, 2) When theeconomic crisis happened, energy and protein consumptions of household decreased andthe slope of it in West Java province was higher than national level. After economiccrisis, consumption level of both nutrients then increase again, 3) Consumption of ricedecrease after crisis, but consumption of instant noodle increase. The pattern of staplefood consumption also change from rice pattern to rice-noodle pattern based of bothregion and income group. The implications of the policy is developing program of fooddiversification in the future must be implemented in more accurate way, supported bydeeper research about consumer behavior. Besides, efforts to increase purchasing powerand availability of some commodities such as animal foods, vegetables and fruits must bedone. In accordance with that, people awareness of food, nutrition and health must beincrease too. Political will and political power of governments are the success deciders.
