Abstract

The present transport activities cause negative effects in the form of various kinds of diseases in the community. The government in this case, it makes use of the guidelines Noise Reduction Building (BPB) to reduce traffic noise. BPB in the design of Highways made ??of konblok ALWA (Artificial Low Weight aggregate) with a height of 2.75 meters was built along the road at a distance of 5 meters from the edge of the pavement. In this study, the noise level will be analyzed without and with unobstructed BPB. This study began from site selection studies, problem identification, goal setting research, development BPB, measuring noise levels without and with BPB analysis of the data and draw conclusions. From the analysis of the results obtained by calculation that the path chosen as the object of study, namely Jalan Uluwatu II Jimbaran without BPB has a noise value of 73.23 dB (A). While the values ??obtained BPB 61.85 decibels A, the value of this noise then most of the raw noise threshold has been exceeded so that some kind of designation of the area should be kept lying on the edge of the pavement. From the calculation of the distance from the edge of pavement to reduce noise levels in order to be secure appropriate noise threshold obtained for the allotment of residential, hospitals, schools and places of worship should be within 24.29 meters from the edge of the pavement. For government offices, public facilities should be located at a distance of 6.79 meters, while for offices, commerce, industry, services and stations could be placed as close as possible but still within the protection of BPB.

Abstract

Concrete itself is quite popular in terms of usage in the field of construction (bridges, buildings, and dams). In large projects and unconditioned special (extreme) as the long-span bridge construction in the middle of the sea, pier construction, buildings and retaining walls high sea waves need to use high-quality concrete. To be able to make high strength concrete required fas value (water-cement ratio) is low, ranging from 0.20 to 0.30 (ACI, 1998). In high quality concrete workmanship in the field, to facilitate construction of concrete because considering using a little water, then a superplasticizer admixture materials needed to facilitate mixing concrete. This study was conducted to determine the performance of each in terms of value Slump superplasticizer, concrete compressive strength and split tensile strength of concrete. Calculation of SNI 03-6468-2000 material refers to the weight ratio of cement: fine aggregate: coarse aggregate of 1.00: 1.67: 2.15 with water cement factor of 0.317. Used to test a cylindrical specimen with a diameter of 150mm and height of 300mm which for the life of the test was made three (3) pieces of the specimen. Preparation and treatment of test specimens performed by standard procedures. The results showed that the use of superplasticizer type Napthalene Formaldehyde Sulphonate deliver results better compressive strength than the type superplasticizer Aqueous Solution Of Modified Polycarboxylate Copolymers is equal to 7.70%, but when viewed in terms of tensile strength and slump value (kelecakan) type superplasticizer Aqueous Solution Of Modified Polycarboxylate Copolymers provide better value Napthalene Formaldehyde Sulphonate when compared with that of 4.04% for split tensile strength and 22.22% for the slump value.

Abstract

Although it has a large amount water resources but the agricultural land of Unda Irrigation Area still has water crisis. Many potential water of  Unda river waste into the sea that indicate the management of irrigation network is still less. The lack participation of stakeholders from the government and the public in this case Irrigation Area of Unda river seen from the number of the irrigation channels damage and existing buildings. The approach used in this research is explorative and descriptive approach. The collecting Data obtained by questionnaires and in-depth interviews with stakeholders were selected using purposive sampling method. Data were analyzed with descriptive qualitative Likert scale used to measure attitudes, opinions and perceptions of stakeholders in the securement and maintenance. The test results show the value of the adjusted R Square is 0.747. This mean that stakeholders have 74.7% effects, while 25.3% is influenced by other factors. Which is government contributes most, followed by Subak / P3A. It caused by the influence of the test simultaneously or partial value of Fcount > Ftable, so it can be concluded participation of stakeholders have a significant influence on this operation and maintenance of irrigation system in Unda Irrigation area in Klungkung district either simultaneously or partially. This means increased participation of stakeholders simultaneously and partially will improve the operation and maintenance of irrigation networks. From this research can be given some suggestions. In order for the participation of stakeholders can be improved, the other stakeholders instead of government sector and Subak / P3A which is not included in the study need to observe. To increase the participation of Subak / P3A in the operation and maintenance of irrigation networks needs to be disseminated about the importance of stakeholder participation by the government so that the participation of Subak / P3A can be maximized.

Abstract

The rapid economic development such as now day, it need a construction method that may provide a facility faster and less cost. Therefore, fast track method has been widely applied in project management as happened in Qunci Villas Project at Lombok and Putri Naga Komodo Project at Loh Liang of Komodo Island. Fast track construction method has potential risks that can interfere the success of the project. This study aims to identify the risks, especially the mayor risk, to formulate the mitigation action, and to determine the risk ownership. This study was conducted using qualitative descriptive method by identifying the risks arising during the implementation of the fast track method on Qunci Villas and Putri Naga Komodo Projects through the study of literature, brainstorming, interview using questionnaires to those who knew or were involved in the project. So the frequency and magnitude of the consequences of each risk can be known. Then the risk assessment can be conducted to determine the mayor risk and the minor risk. Then determining mitigation action for the mayor risk to reduce the negative impact that may arise. Then allocating the risk ownership in other to the mitigation action can be handled properly. The risk identified totaled 25 risks consisting of : 1 risk (4%) which was medium risk rating,  6 risks (24%) which were high risk rating, and 18 risks (72%) which were extreme risk rating. The mayor risk amounted to 24 risks (96%). The mayor risk which were high risk rating consisting of : 1 planning risk, 3 technical risks, 1 project risk and 1 criminal risk. While mayor risk which were extreme risk rating consisting of : 5 technical risks, 10 project risks, 2 financial risks, and 1 human risk. Mitigation action were handled by reducing likelihood and consequence. The most risks ownership were allocated to the contractor.

Abstract

The implementation of government procurement of goods and service is governed by presidential regulation number 70 year of 2012.  According to that, in Badung Regency implemented centralized in Procurement Service Unit of Badung Regency. As the one of Indonesia procurement unit pilot, Procurement Service Unit of Badung Regency has given the opportunity to perform a self assessment of its  maturity levels as government unit. The objective of this research is to find factors that influence Procuremet Service Unit of Badung Regency maturity levels, and also to find out in what level is Procurement Service Unit of Badung Regency stand. Data collection for this research have done by  using questionnaire that involve 50 respondents who understand very well about the duties and function of Procurement Service Unit of Badung Regency to perform a government procurement of good and services. The data analysis have been performed by use of factor analysis and supported by SPSS program. The result shows there are 3 factors that influent the Procurement Service Unit of Badung Regency maturity levels, which are : the synergy and organization culture, resources and risk management and organization’s performance development.  Whereas the maturity levels of Procurement Service Unit of Badung Regency is stand at compliance. Based to the factors that formed, the highly commitment and strong leadership of Badung Regency leader are very decisive to push ahead the enhancement  and  the development of Procurement Service Unit of Badung Regency.  First thing can be done is to establish an independent Procurement Service Unit therewith its Procurement Unit Development road maps that can be tiered and sustainable plan, monitor and evaluate

Abstract

Construction of the hotel development is carried out without cessation of the hotel operations have a bigger challenge because of many things such as: accesses to the hotel, material loading area, noise, safety of guests and hotel staff, working time, demonstrations, etc should be well managed in order to minimize the impacts to hotel operation. Risk is the chance of occurrence of adverse events, which is caused by the uncertainty. The research aims to identify, analyze and how the risks can be managed. The method in this research is Descriptive Qualitative Risk Analisis. Respondents determined by Purposive Sampling, from various stakeholders who are competent in this development. The research are identified 47 risks. Eleven risks are unacceptable risk includes  : noise, licensing, planning of MEP works, declining of contractor profit, the rising cost for build a new access roads, land slides, limited parking, hotel access interference,  discomfort of the hotel’s guests and staff, disruption in the project work time and delay of project completion due to interruption by the hotel operations. Nineteen risks are undesirable risk includes: public opinion, decreasing of green open land, insufficient capacity of the existing facilities, difficulties in the hotel's marketing, declining of the hotel room’s selling prices, the declining of satisfaction level of hotel guests, decreasing of hotel’s profits, lack of project scope, nappropriate strategy for supplying material and equipment and lack of competence of the project consultants and contractors, inappropriate standard of job’s handling, lack of quality control, inappropriate  project organizational, improper work methods, limited area for materials loading, decreasing of  cleanliness levels of the hotel, insufficient noise isolation blocks. Ten risks are acceptable risk and seven risks are negligible risk. Major risks are unacceptable and undesirable risk, which are need to be managed by determining their allocation, ownership and mitigation actions.

Abstract

This study aims to determine the factors that influence the selection of the winning bidder in the construction of government projects in Sikka district and determine the most dominant factors. The sample in this study was 57 respondents. Sampling was conducted using a non-probability sampling technique with purposive sampling. Data analysis was performed by factor analysis.   The results of the study obtained 4 factors that influenced the selection of the winning bidder with 84.004% cumulative variance. Factors that influenced were the dominant factor I from 15 variables namely, completeness and suitability of substantial terms requested in the bidding documents; the experience of the company/contractor; bank reference/support of banks; completeness and availability as well as the number of different types of tools/equipment/construction equipment; the availability of education and experience of personnel/field project staff; relationship/ proximity to the project owner; the validity and completeness of the offer letter; the validity of a business license; a contractor offers had to be the lowest prices and the detailed points were competitively priced; meeting tax obligations; the company was not in the custody of the court and was not included in the black list; the contractor would follow and respond quickly to requests; instructions and orders of the project owner for the repair/construction design changes; originality, suitability and validity of bid security letters; methods and strategies for the use and control of the work; the contractor completed the work in accordance with the quality required and in accordance with the specifications of the contract price.

Abstract

Construction logistics process hides some non value added activities which are difficult to avoid, those activities have extended leading time which are not only cause the delay of the project completion, but also spend more production expenses that effect to the profit itself. Data rising by questionnaire is conducted in 22 qualified contractors around Denpasar with 3 respondents in each contractor. Data raising by questionnaire is done in 2 stages, first stage is questionnaire which identify wastes. Second stage are questionnaire which determine waste causes. Field observation is aimed to create a value steam mapping of construction logistic process. It had been found 7 types of wasting which often occurs. They are the field inspection, the purchase of one type material in different suppliers, awaiting the instruction of the owner, the delay of the material transportation, the purpose of approval or additional signature, clarification needs, awaiting the instruction of the superior. Afterwards, the cause of each wasting, namely the workers inspected are less skilled, the bad quality of goods given by the suppliers, the owner procedures which require workers await the instruction before working, material loading-unloading and distribution process is too slow, a complicated bureaucratic system and unclear information. And from the observation, it is obtained that there are some non-added activities occurred throughout the value stream of the construction project logistics, among them awaiting the approval of the supervisors, transportation, awaiting the order process which is still done manually and product defects during the material selection. As a wasting reduction, it is necessary to simplify the process, create a standard operation procedure, provide enough training to the workers so they are more independent, use an information technology to ease the delivery of the report, hold a long-term contracts with the suppliers and the internal customers.

Abstract

The endeavor of Denpasar City Government in establish the wellbeing of its people especially the underprivileged households is conducting a house renovation aid program in order to accomplish the essential privileges of livable and healthy housing. With numerous problems during the development program execution, therefore, this study is carried out to evaluate the program implementation to determine the program effectiveness index and its relationship between the program effectiveness and the increase of the wellbeing of underprivileged households. The primary data are composed from survey feedbacks of sequence of questions in a questioner. While, the secondary data were collected from Office of Spatial Planning and Housing of the City of Denpasar and other related agencies. The methods used in data collection consist of interviews and questionnaires.  Out of 30 questions in the questioner, all were affirmed valid and reliable. The analytical tool utilize in the study were descriptive analysis, effectiveness analysis in term  of input variables, output variables, outcome variables and impact variables which modify Dantes' formula; and Chi Square analysis to distinguish the relationship between program effectiveness and program's impact to wellbeing improvement. Of the five Dante's categories of effectiveness index, the analysis of the feedbacks of 68 respondents which distributed in four districts in the City of Denpasar are presented in this study. The total score value of program implementation effectiveness, indicated by X, X = 4581, within the range 3400 ? X ? 4760. This index value showed that the implementation of the house renovation for underprivileged households aid program is classified to be less effective. The value of Chi Square of the study is greater than its critical value (47.33 > 13.277). It is indicating that there is a significant relationship between program effectiveness and the program impact to the people wellbeing improvement. It is suggested that when the program and its impact is to be continued, the effectiveness variables need to be optimized and so the managements improvements in order to increase the wellbeing of the underprivileged households.

Abstract

Concrete blocks are one of the common materials used in construction practice because they are quite easy to get and the price is relatively cheap. Masonry (either concrete blocks or bricks) is a structure consisting of a binding material (mortar) and a filler material (such as concrete blocks). In general, masonry is very good at resisting gravity loads, but not quite good at resisting shear loads such as loads generated by earthquakes, so it requires reinforcement in the form of plaster and additional wire mesh in the plaster of the masonry. Due to several problems of the masonry frame structure, it is necessary to conduct a research on the quality of the masonry to find out the compressive and flexural behavior of the masonry with reinforcement namely plaster and wire mesh. The method used in this study was laboratory testing by creating specimens of concrete block masonry. Variations of masonry for compressive tests in this study 3 specimens varied based on the orientation namely Type A (Horizontal), Type B (Vertical) and Type C (Diagonal), and 3 specimens varied based on the treatment: masonry without plaster (TP), masonry with plaster (DP), and masonry with wire mesh reinforcement (DPW). Variations of masonry for bending tests perpendicular to the bed joint (LA) and parallel to the bed joint (LB). Based on the results the crack patterns occurring in the specimens were relatively the same, where the initial cracks occurred predominantly in the interface area between the mortar and concrete blocks. The compressive strength of the concrete block masonry with plaster had a higher value than that of with wire mesh reinforcement. This was due to adhesion between the mortar and wire mesh and poor density so the performance of wire mesh was less effective. The concrete block masonry of Type C had the highest modulus of elasticity value. This was because the propagation of cracks that occurred in the masonry of Type C was slowed down by the position of the concrete blocks, which were installed with a slope of 45o. Meanwhile, the propagation of cracks of Type A and Type B occurred vertically in the interface between the mortar and concrete blocks. Flexural strength values ??of specimens that were perpendicular to the bed joint (LTPA, LDPA, and LDPWA) were much higher than that of parallel to the bed joint (LTPB, LDPB and LDPWB). The addition of the wire mesh reinforcement to the compressive load did not contribute much to the stiffness of the masonry. Meanwhile in the bending tests, the addition of wire mesh reinforcement resulted in an increase in the flexural strength values of the concrete block masonry.
