Based on the consensus of international regime, the outer space is de-fined as one of the common goods of the mankind, which is non-appropri-ated and free utilized area. Historically, the utilization of the outer space has contributed to the human civilization. Innovation on science and tech-nology, however, has revolutionized outer space as a commercialized, in-dustrialized and militarized area, subject to the state’s national interest. The privilege and potential of outer space have become an anomaly, as profit-seeker parties such as state and private company attempt to take over the outer space, which create the space race. Since the first successful landing on the moon in 1960, the United States appears as the only giant space power, yet, recently, China also appears as one of the leading countries in outer space. The rise of China has put security dilemma in effect to the United States. From 2007 the conflict escalation between the United States and China on space exploration has increased due to several actions that threatening each country. The paper attempts to implement the concept of Game Theory, such as tit for tat strategy to minimize the possible loss and maximize the possible gain in decision-making process, in explaining the behavior of the United States and China and projecting their power-based interest on space.

The security dynamics in Asia Pacific Region are concerned with the interaction of the countries within the region. The interaction between China and the United States is became a recent interesting phenomenon linked to China’s rapid economic and military development. That conditions will have an impact on the balance of power within the region. The United States as a hegemonic force in recent decades saw the development of China’s military power as a catalyst for the instability of the region, seeing that the US re-oriented the defense policy orientation from the Atlantic back to the Pacific. The existence of two countries in an effort to seize dominance in the Pacific will have an impact on the security of the region. Therefore this paper will attempt to discuss the security dynamic of the Asia Pacific region on the rivalry of two super power, US and China. The discussion will be started by analyzing the relationship between the dominance of the inter-regional interaction in the region and make a description of US domination as a major power in Asia Pacific which was rivaled by China through the development of maritime power and will look at US defense policy in response to the development of China’s maritime power in Pacific region, where the rivalry of these two forces is predicted to escalated in conflict in the South China Sea.

“Democracy is; when the majority vote more mainstream, and more important than truth of the word of God “. Democracy is a political process that not only promote or rely on what was a policy, the policy is not only supporting the political process in a democracy, but the policy could be a boomerang on democracy. Not necessarily people know, nor understand what democracy is, and also after the process was whether the majority of the people agree with democracy, although the notion of democracy is government by and for the people. Or most people are forced to accept democracy. Indeed, the idea of democracy that was born of the human mind, which at the time was not satisfied with the system at the time imperliasme theotracy western, democratic system that all countries are proud of the fact that the system has only transferred power from the hands of the church into the hands of the capitalist, not to the people. And very reasonable at all in fact when democracy remain state hands, not in the hands of the people, because we presume, are the state church, church is the master, and this process is not widely known by the public (us) as citizens. And in the 15th century also the creed of secularism was born.

Sulha is one well-known method of reconciliation owned by Palestinian Society. Historically, Palestinian utilized it to accommodate two hostile tribes in families in a peacemaking process to prevent conflict escalate to the higher level. As a featured local way to harmonize its people, Palestinian have applied Sulha since the very beginning of Palestinian Civilization to nowadays. Unavoidably, Sectarian collision in Palestine always involves three major religious worshippers within the area: Islam, Christian, and Jewish. Considering its vital position in the Palestinian communities, there has been a lot of researches discussing Sulha as an inseparable element of reconciliation method needed by Palestinians to confront Israelis in particular. Sulha, in another word, plays such a crucial role to find the peacemaking process of Palestinian in a better way. Several tasks remaining, however, to validate and strengthen Sulha as a unique method of reconciliation of Palestinian. After reading several kinds of literature, I believe that Sulha is able to be understood in Worldview of Islam; there are numbers of key concepts associated with Sulha in major Islamic literature: mainly al-Qur'an and Hadith. For instance,Hospitality, Repentance, and Forgiveness. This paper will discuss the interrelation of these keywords to Sulha based on the critical reading of ancient literature of Islam and how it should be implemented by Palestinians to enhance and advance Sulha as a method of conflict resolution. Finally, the research question in this article that will be discussed and answered is: “What are the featured key concepts of Sulha in Worldview of Islam and how it should be implemented by Palestinians?”

This paper discusses the opportunities of Islamic economy in the era of AEC,especially in Indonesia. As understood, AEC is ASEAN’s cooperation and integration development that aims to easily the liberalization process in Southeast Asia by eliminating trade barriers in goods and services, capital, investment and labor. In this regard, it is important to study how the opportunities of Islamic economy as an Islamic-based economic perspective and practice, which is diametrically different from the perspective and practice of liberal economy in the AEC. This paper arguments are, first, Indonesia provides opportunities for Islamic economy development. Because, the number of Indonesian Muslim population is majority and Indonesia is ranked sixth in2016 as a country that has the potential and conducive in the Islamic financeindustries development. Second, Indonesian Islamic banking can become a state power in line with its existence and development from year to year, both in quantities and amount of assets. Third, the opening of the Jakarta Islamic Index proves that Islamic economy has its own market share and has a very strategic prospect amid the competition of AEC.

One of the disaster problems in South Sulawesi region is the atti-tude of non-responsive disaster from the local community caused by the disaster that happened still in small scale. Whereas the disaster happened continuously causing big loss for local government. Therefore, one of the government’s efforts to overcome the problem by establishing cooperation through paradiplomacy approach with the Australian government, both of which have similar patterns of disaster. This research uses descriptive qualitative method to describe the facts of cooperation by applying the the-ory of disaster diplomacy and paradiplomacy. While data collection tech-niques used through library research and in-depth interview both from the local government of South Sulawesi and the Australian government. The results of this study illustrate that the cooperation undertaken by the local government of South Sulawesi and Australia runs smoothly. Through the cooperation, the local government of South Sulawesi gained new knowl-edge on disaster issues both pre-disaster and post-disaster. This has impli-cations for the opening of cooperation opportunities in investment in the sector of regional infrastructure and energy sector.

The Indonesian government’s policy of protecting Indonesian workers in Qatar is a mandate from the member countries of the Republic of Indonesia; Therefore, the Indonesian government should be able to carry out this mandate well and be responsible. International law states that a country has the right and responsibility to protect its citizens abroad. Furthermore, the regulation on the protection of foreign citizens is also regulated in the 1961 Vienna Convention on article 3 on diplomatic relations between countries. The protection of the state against citizens abroad is known as Diplomatic Protection. Currently, the number of Indonesian workers in Qatar is 43,000, so the government needs to protect, and serve the citizens. The Government of Indonesia has established its citizenship service system at the Embassy of the Republic of Indonesia to Doha Qatar, and provides legal assistance to Indonesian citizens and workers living in Qatar. So far the government’s policy to protect Indonesian workers in Qatar has been running maximally and in accordance with the legal corridor.

This paper tried to explain the importance of Hegemonic stability to resolve conflict in Rohingya and also to see ASEAN countries opportunities to be hegemony power, so that they are influential to implementation ASEAN rule particularly in Rohingya conflict resolution. The method that is used in this research is qualitative in descriptive-analytic explanation. Theoretically, hegemony power was needed to create international system stability as well as to create the security in the region. Rohingya conflicts caused many people to evacuate themselves to neighbor countries. This condition caused security in the region became not stable. Therefore, it needed hegemony power to create stability in the region. The country which has strongest power was able to influence other countries. If it was compared to other ASEAN countries, Singapore is the most powerful country in ASEAN. Singapore is one of country that has the biggest military power, advance economic and stable political situation. However, Singapore has weakness as the smallest country with small populations, so that it is not too influential in ASEAN institution. Singapore did not have enough opportunity to become hegemony power to control instability that was caused of Rohingya conflict.

This research is the answer of why foreign aid failed to solve human rights violations in North Korea. The writer focuses on North Korea which applies isolationist policy and the government domination toward foreign aids. Furthermore, this research classifies human right violations in terms of famine and malnutrition happen in North Korea. Moreover, the method of this research is a qualitative method that the data is gathered from literature studies- books, journal, documents which are taken from the web-site to strengthen the writer’s argument. The result of this research shows that the isolationist policy and the government domination affect the distribution of foreign aid. The isolationist policy in North Korea is based on juche ideology which values self reliance and limits the foreign parties to estimate the necessity of the victims and supervise the distributions of the goods. That ideology is also the reason which causes North Korea is resistant toward foreign aid for human right. Meanwhile, the failure is also caused by government which is very dominant in the distribution process of foods and also helps from the outsiders. The domination is centered in Public Distribution System (PDS) and food allocation is managed with discriminative ratio. Foreign aids is allocated for the sake of government economy system and even proven used for military interests, not for famine.

Konsep pembangunan berkelanjutan atau Sustanaible Develope-ment merupakan sebuah konsep yang ditawarkan untuk memberi solusi atas kerusakan lingkungan yang terjadi sebagai dampak negatif aktivitas ekonomi dan pembangunan ekonomi yang tidak terencana. Selain itu, tu-juan dari pembangunan berkelanjutan adalah mewujudkan kesejahteraan kepada seluruh masyarakat. Dalam pembangunan berkelanjutan ada dua perspektif yang mencoba memberikan solusi atas masalah-masalah yang dihasilkan oleh tidak tersusunnya perencanaan ekonomi. Kedua perspektif itu adalah barat dan Islam. Di dalam perspektif barat pengukuran pem-bangunan berkelanjutan difokuskan pada aspek material. Seperti peng-hitungan Gross Domestic Product (GDP) dan Sustainable Nett Domestic Product (SNDP). Sedangkan, perspektif Islam yang bersumber dari aja-ran agama Islam, melihat pembangunan berkelanjutan sebagai sebuah hal yag multidimensional. Selain itu, Islam memberikan Maqashid Syari’ah sebagai jalan untuk mencapai tujuan kesejahteraan atau yang disebut sebagai konsep Falah. Sehingga segala bentuk aktivitas pembangunan ekonomi berorientasikan ajaran-ajaran agama seperti Tauhid, Keadilan dan Larangan Riba.
