Abstract

Generasi milenial pada analisis politik, memiliki empat sumber dalam membentuk persepsi politiknya yaitu media sosial, keluarga, teman dan sekolah. Milenial direpresentasikan pada siswa SMA dengan sampel Siswa SMA di Yogyakarta. Penelitian ini menggunakan metode kualitatif dengan pendekatan grounded theory. Hasilnya pembahasan isu politik dilakukan dengan diskusi, perdebatan dan akses informasi. Dari isu politik tersebut membentuk persepsi pada individu yang melalui tahapan seleksi, interpretasi dan berakhir pada Pembulatan. Namun persepsi yang terbentuk bukan terpaku pada isu politik yang dibahas tetapi lebih pada sosialisasi yang sudah diterima individu sebelumnya. Oleh karena itu media sosial sebagai sumber informasi utama sekarang ini hanyalah sebagai penegas pada persepsi yang sudah terbentuk atau sebagai pembahasan kontradiksi pada persepsi yang sudah terbentuk.

Abstract

Penelitian ini dilatarbelakangi oleh maraknya purnawiran TNI yang menjadi Caleg di DPRD KotaBanjar, Jawa Barat. Pola patronase dan klientelisme masih menjadi idola para purnawirawan untukmendulang suara. Mereka masih terjebak pada pola patronase dan klientelisme yang banyakdimainkan oleh politisi sipil lainnya. Adapun tujuan dari penelitian ini adalah untuk melihat sejauhmana pola patronase dan klintalisme yang dijalankan oleh purnawirawan TNI dalammemenangkan pemilu legislatif di Kota Banjar Jawa Barat. Penelitian ini dilakukan di Kota BanjarProvinsi Jawa Barat, dengan menggunakan pendekatan kualitatif. Penelitian ini akan menggalilebih jauh terhadap fenomena patronase dan klientelisme yang dilakukan purnawirawan. Hasilpenelitian menunjukan, dijalankannnya pola patronase dan klientelisme oleh para purnawirawan.Pola patronase sebatas pada pemberian pribadi (individual gift) dan politik ‘gentong babi’ (porkbarrel). Selain pola patronase, pola klintelisme juga masih menjadi idola mereka untuk memobilisasimasssa pada setiap sosialisasi/kampanye.

Abstract

Subsidy policies are needed to maintain people's purchasing power, but some argue that subsidies are not productive so they must be eliminated. This research tries to find a middle ground between the two opinions, namely the reduction of subsidies. Subsidy spending on the APBN 2019, including subsidies on fuel, LPG, electricity and non-energy subsidies. This study discusses the simulation of a policy to adjust fuel subsidies, which results in fuel prices, and predicts their impact on other sectors. The research method was carried out with an Input Output analysis, then in-depth interviews with related parties. This study implements sensitivity analysis with three different simulations, namely the impact of 10%, 20%, and 30% increase in fuel prices on strategic sectors, including Mining and Quarrying, Manufacturing Industry, Construction, Corporate Services and Transportation and Warehousing. The most affected sector was the Mining and Quarrying sector, while the highest affected Output was the Manufacturing Industry sector. The direct impact of the increase in fuel prices was felt on the Transportation and Warehousing sector, as one of the basic consumer goods whose prices were stabilized by the government to be affordable to the public. The increase in the price of this sector causes an increase in the prices of other sectors, for example an increase in transportation costs will encourage food increases, as a result of higher distribution costs from sellers to customers.

Abstract

Regional expansion though still in the moratorium stage, but political movements carried out by the local political elite are getting stronger at the local level. The dynamics of the local political elite in the process of proposing regional expansion is based on issues in the political elite that support, also reject. In the case of proposing the Cirebon Province, the regional division movement into a Province has been carried out since 2009, precisely when the Presidium for the Establishment of the Cirebon Province was declared, but until 2019 it could not form a solid coalition at the local level. This study uses a qualitative approach with case studies that use interviews, observation and documentation as data collection techniques. The results showed that until 2019 there had not been a solid coalition at the local level, because the issues of ethnicity, regional development, political history and natural resources became a tool used by local political elites to not join coalitions at the local level, these results showed differences with the case in Gorontalo and in Banten, when the political elite joined to fight for the division of the Province on the basis of the same political history.

Abstract

This study intends to trace the relationship between administrative accountability and social accountability and its impact on the level of welfare of the people of the Special Region of Yogyakarta. For this purpose, case study research is carried out with a qualitative approach. This study uses data collection techniques such as desk study and interviews. Desk study is carried out through secondary data tracking, while the interviews were conducted with Bappeda and Internal Supervisory Board. The findings of the research show that a number of mechanisms prepared by the DIY Government in the framework of overseeing the implementation of development are not sufficient to contribute on improving the welfare of the community. This is because the existing mechanism is more administrative and not substantive (social). The mechanism prepared by the Government of the Special Region of Yogyakarta does not provide space for community participation. The space of participation provided is more formalistic. Consequently, the substantive accountability that provides a way for the operation of administrative and social accountability is not found.

Abstract

The pattern of pollution and damage control in the Citarum Riverside (DAS) carried out by the Regional Government of West Java Province has not been optimal because the environment and water around the river flow are still polluted for two decades. This research aimed to examine the dynamic capabilities of local governments as a positive step to restore the glory of the Citarum River. The research method used qualitative methods, data collection techniques used observation, and the data only refers to secondary data. It was conducting analysis used the Systemic Literature Review (SLR) method to map previous research and to found a novelty from this research using three databases. They were Taylor and Francis, Emerald and Science Direct. The theory was Dynamic Governance by Neo & Chen, focusing on competency dimensions of Thinking Ahead, Thinking Again, and Thinking Across. The results were whole the Regional Government of West Java Province has moved in a dynamic direction because it has created a variety of innovative policies and programs, as a form of innovation from the realization of the Thinking Ahead dimension. The establishment of a policy base related to normalization of the Citarum River consisting of presidential and governor regulations and The existence of new dynamics including the involvement of the ulemas as actors in the revitalization process of the Citarum River also take a part on it. Realization of the Thinking Again dimension, namely the running of the Citarum River normalization business programs that refer to regional policies. Then the realization of the Thinking Across dimension is the initiative of the West Java Provincial Government to adopt the pentahelix model in conducting collaborations related to the improvement of the Citarum River.

Abstract

This study intends to examine the scope of collaboration in strengthening the position of small and medium businesses in facing the 4.0 industrial revolution in the DIY region. The research question is How the collaboration process takes place in assisting the adaptation process of MSME actors facing the DIY industrial revolution era?. For this purpose, intrinsic case study research was conducted using a qualitative approach. The data collection techniques used in this study are literature studies and interviews. Collaboration formed in this context is realized by organizing several activities from each stakeholder. Collaborative governance in this context is carried out by involving several stakeholders, including the Office of Cooperatives and MSMEs at the Provincial, Regency or City level, the District Trade Office, business associations at the Subdistrict, Regency / City. The Collaborative Governance Process in the development of MSMEs in DIY during the era of the industrial revolution 4.0 has not implemented, because there are still overlapping programs and target groups.

Abstract

The objectives study is about the role of the Election Commission(KPU) and the Election Supervisory Agency(BAWASLU) in the supporting post-conflict local elections in Baubau city. The reason is the BauBau City KPU as the official organizer of the General Election and has a role in nominating administration matters so that support exhibited. Maintaining the Quality of Regional Election of Baubau City Election Commission increases the Political Participation of Society in the implementation of the 2018 Baubau City Election through Socialization of Regional Election, Forming Democratic Volunteers, promoting education for elections, and the Role of Mass Media. Likewise, with the role of the Election Supervisory Agency of Baubau city as the local elections monitoring institution in saving the way of the Pemilukada in 2018. The method used in this study is a qualitative method with the type of literature study. The results of this study are the role of the Election Commission and the Election Supervisory Agency of Baubau City in supporting the approved post-conflict local elections. Behind the success of the Local Election in BauBau City, there is Election Commission that organizes BauBau City Election and Election Supervisory Agency which provides guidance and supervision of the implementation of post-conflict local elections

Abstract

This study aims to determine how smart village accountability in the comparative study of BUMDes management as income generating in Ponggok Village, Polanharjo District, Klaten Regency and Dlingo Village, Dlingo District, Bantul Regency. The implementation of smart villages in Indonesia is a representative form as a fulfillment of the needs so that villages are able to overcome the problems that occur in it (Sensing), understand and understand the problems that occur (understanding), and are able to regulate (Controlling) the resources they have so that they can be used effective and efficient way to improve the quality of life of rural communities. In its implementation between BUMDes Tirta Mandiri and BUMDes Giritama which have several management differences in an effort to improve the welfare of the community. The type of research used is a qualitative approach. Data collection methods use in-depth interview techniques (In-Dept Interview). Analyzes were performed using the Nvivo 12 Plus software.

Abstract

Women's representation is indispensable in the policy making process related to women's interests and needs. Kulon Progo Regency is the only regency in DIY Province that has increased the number of female candidates elected in the 2019 legislative elections. This study aims to analyze the factors that influence women's elections in Kulon Progo Regency in the 2019 legislative elections. This study uses qualitative methods. Data collection is done by documentation and interview techniques. The results showed that there had been an increase in the selection of female candidates by 2.5% compared to the 2014 legislative elections. Factors supporting women's electability: family support, social skills, education and political experience, support from political parties, and solidity of the success team. Inhibiting factors for women's electability: competition with incumbents, lack of education and political experience, open proportional electoral systems, limited funds, and limited campaign time.
