Abstract

The problem of poverty will not stop to be discussed, the inequality of economic income conditions in society is no longer a trivial problem that can be ignored, because poverty is also a source of factors for other problems in people's lives. The government as an agent of public trust in managing the life of the state also strives to realize the goals of the state in terms of prosperity and welfare of the people, accordance goals of the Indonesian state in the Preamble 1945 Constitution in the fourth paragraph which reads ".... Protecting the entire Indonesian nation and the entire homeland of Indonesia to promote public welfare, educate the nation's life and participate in carrying out world order ..." . So in this case the government has determined poverty as one of the focuses in sustainable development, which is also based on international agreements that are currently stated in the Sustainable Development Goals (SDGs) which set poverty as the first goal in the focus of sustainable development. In this paper, the author will look at how the government manages the implementation of programs in poverty alleviation, especially during difficult times such as the current Covid-19 pandemic, because the state of the spread of this virus outbreak make impact on the life of the country, especially in terms of the country's economy. Abstract

Wabah virus Covid-19 Corona yang terus bergerak mengakibatkan pada banyak perubahan di segala bidang baik sosial, ekonomi dan budaya yang begitu drastis. Dampak dari pandemi virus Covid-19 Corona, secara tidak langsung saat ini dapat kita rasakan memberikan pengaruh yang berbeda antara laki-laki dan wanita. Dalam konteks norma dan peran gender patriarki, keberadaan laki-laki selalui berada pada posisi sebagai pencari nafkah utama. Dampak adanya pandemi virus Covid-19 ini, pemerintah membuat kebijakan dengan memberlakukan segala pekerjaan dilakukan di rumah, untuk dapat memutus rantai penularan virus. Hal ini berdampak pada laki-laki berdiam di rumah, sehingga tidak dapat memenuhi norma gendernya sebagai pencari nafkah dan di sisi lain beban pekerjaan wanita dalam rumah tangga semakin besar. Melalui pendekatan kualitatif  dan kuantitatif dalam paradigma postpositivistik penelitian ini mencoba melihat bagaimana kebijakan yang telah di lakukan oleh Pemerintah Kota Serang dalam mewujudkan peran gender agar tidak terjadi ketimpangan dan ketertindasan bagi kaum wanita. Hasil dari penelitian memperlihatkan banyak kasus kekerasan yang terjadi selama pandemi ini, kemudian belum terlihat kebijakan secara langsung yang diambil oleh Pemerintah Kota Serang untuk melindungi kaum wanita, yang ada hanya sebatas pada bantuan dan konsultasi bagi mereka yang memiliki permasalahan kekerasan.Kata Kunci : Norma dan Peran Gender, Kebijakan, Covid-19, Kota Serang

Abstract

The purpose of this analysis is to be able to find out and also analyze how the strategies that can be used by the public relations of the Riau City government in disseminating regional development information. As for the participation of local governments, namely to be able to build "good governance" to be able to develop a dimension of openness, which is easy to access and transparent. In this case, there is also a need for a lot of criticism and opinions from other parties or from public opinion. and an institution that exists in one of the government offices that work to be able to realize a form of transparency, ease of accessing information, while transparency is a field related to government public relations. as for Public Relations (Humas) is very important in order to be able to improve a local government performance in disseminating information to the public or the public. which is where Public Relations (PR) it self will confront, namely between the interests of the local community and also the interests of the government from one party to another in order to improve a development performance in the community and also government activities. so it can be said that the role of Public Relations (PR) is to be able to build a synchronous relationship with the community and also to be able to build a position from one agency in view of the community, in order to be able to receive an understanding and also get a support from the community. Public relations here are also the spearhead of the implementation of local government information. because basically the Regional Apparatus Work Unit (SKPD) and also to be able to establish a relationship with Public Relations. which Public Relations (PR) has an important role in the delivery of information services organized by a local government agency together with the community.Keywords: public relations, local government.

Abstract

Tourism has a high enough contribution to earn foreign exchange, and for this reason the government pays great attention to the tourism sector. Many efforts have been made by the government for the development of the tourism sector, one of which is the development of the Old Banten area as a strategic tourism area located in Serang City, Banten Province. The development of Banten Lama’s tourism encountered an obstacle in its management. There were several interests in the management, including the Banten Cultural Heritage Preservation Agency, the Serang City Government, and elements of the community so that the management of governance and collaboration between stakeholders can be carried out optimally. The purpose of this study is to identify the synergy between the government and the implementation of management of strategic tourism areas in Banten Lama. The Local Government is obligated to participate in implementing programs as such, in accordance with the mandate of the Law of the Republic of Indonesia. This research uses a case study approach with a descriptive method. The implementation of this activity carries Governance Collaboration by involving all parties in the development and tourism of the Regional Banten Lama Strategic Tourism Area.Keywords: collaborative government, development, tourism, Banten Lama

Abstract

Regulation of Kemendes PDTT No. 16/2018 concerning Allocation of Village Funds (Alokasi Dana Desa/ADD) declare that one of the Village Funds priorities is to improve health services in village. The Healthy Village House (RDS) is a community centre whose role is to encourage health literacy in the village as well as to advocate for development policies in the village to be more focused on efforts to improve the health status of the community in the village. The establishment and development of RDS is facilitated by Kemendes PDTT as an effort to prevent stunting. The prevalence of stunting under five in Indonesia in 2019 reached 27.7 percent, still far from WHO target of 20 percent, and in Banten Province itself it reached 24.1 percent (Source: Study of Nutritious Toddler of the Ministry of Health, 2019). Stunting ins chronic nutritional problem who are characterized by a shorter height than the average age of children, children become susceptible to disease and when they are adults are at risk of degenerative disease. The stunting reduction acceleration program is one of the government’s priority program in the health sector and targeted 14 percent in 2024. The Healthy Village House (RDS) is a joint secretariat in the village, functioning as a transmitter of health information, that a person, family or community is able to help themselves (independently) in the health sector and play an active role in health development in the village, in this case including the stunting prevention convergence policy. Convergence policy is interpreted as an intervention approach carried out in a coordinated, integrated and jointly targeted manner in geographic areas and priority households to prevent stunting. Stunting prevention policies is a challenge during COVID-19 pandemic due to rising unemployment and poverty rate. Sindangsari Village has established the Healthy Village House (RDS) using allocation of village funds (ADD) and providing nutritional food assistance for stunting toddlers. This study aims to analyze the implementation of the stunting prevention convergence policy at the village level through the Healthy Village House (RDS) in Sindangsari Village, Pabuaran District of Serang Regency. Keywords: Convergence, Healthy Village House, Policy, Stunting

Abstract

The Covid-19 Corona virus where getting up at the moment, has changes in many aspects such as social, economic and cultural. The impact of pandemic Covid-19, we can feel indirectly the different influence between men and women. In the context of patriarchal gender norms, the existence of men is always in the position as the main breadwinner. In this situation, the government made a policy by enforcing all work to be done at home, in purpose to  break the chain of virus transmission. This policy has an impact on men staying at home, so they cannot fulfill their gender norms as breadwinners and on the other hand the workload of women in the household is getting bigger. Through qualitative and quantitative approaches in the postpositivistic paradigm, this study tries to see how the policies that have been carried out by the Serang City Government in realizing gender roles so that there is no inequality and oppression for women. The results of the study show that so many cases of violence that occurred during this pandemic, then there was no direct policy taken by the Serang City Government to protect women, which was only limited to assistance and consultation for those who had violence problems. Keywords : Gender Norms and Roles, Policies, Covid-19, Serang City

Abstract

Tata pemerintahan yang baik akan memperhatikan prinsip-prinsip transparansi dan akuntabilitas di tingkat pemerintahan desa. Pemerintah Desa Tebing Tinggi Kabupaten Kelumpang Tengah memiliki gejala dalam pengelolaan keuangan seperti tidak efektifnya pelaksanaan pengadaan barang dan jasa sesuai dengan peraturan yang ada, rendahnya alokasi dana untuk program pengembangan masyarakat dan pemberdayaan masyarakat serta kurangnya partisipasi masyarakat desa, dan pendapatan desa yang minim mengakibatkan tidak semua kegiatan dapat dibiayai oleh APBDesa dan peraturan dari pemerintah pusat dan daerah terus berubah. Metode penelitian yang digunakan adalah penelitian deskriptif dengan menggunakan pendekatan penelitian kualitatif. Lokasinya berada di Desa Tebing Tinggi, Kecamatan Kelumpang Tengah, Kabupaten Kotabaru, Provinsi Kalimantan Selatan. Hasil penelitian Perencanaan APB Desa, Penyusunan APB Desa, Penggunaan APB Desa, Mekanisme Penyaluran dan Pencairan APB Desa, Akuntabilitas APB Desa, Pengawasan APB Desa sudah berjalan dengan baik dan sudah berusaha semaksimal mungkin. Kesimpulannya, Transparansi dan Akuntabilitas Pengelolaan Anggaran Desa di Desa Tebing Tinggi Kecamatan Kelumpang Tengah Kabupaten Kotabaru sudah berjalan dengan baik.

Abstract

Dalam mengedukasi masyarakat di dalam memasuki fase new normal life, maka dinas kesehatan melakukan pembinaan dan pendampingan ke puskesmas di dalam memberikam layanan kesehatan kepada masyarakat. Puskesmas memberikan sosialisasi pentingnya hidup sehat dan tetap mengingatkan masyarakat untuk selalau berprilaku hidup bersih, selalu membiasakan cuci tangan dan menggunakan masker. New normal merupakan perubahan perilaku untuk tetap menjalankan aktifitas normal, tetapi dengan menerapkan protokol kesehatan demi mencegah penularan virus. Metode yang digunakan adalah kualitatif, dengan melakukan wawancara dan observasi. Puskesmas sebagai garda terdepan di dalam melakukan layanan kesehatan dapat selalu memberikan edukasi kepada masyarakat agat tidak takut beraktifitas asal tetap menjaga protokol kesehatan.

Abstract

Artikel/tulisan ini membahas implementasi kebijakan perlindungan khusus dalam program Kota Layak Anak (KLA). Artikel/tulisan ini bertujuan untuk menganalisis bagaimana implementasi kebijakan khusus dalam program kota ramah anak ini berjalan dengan baik atau sebaliknya. Kebijakan khusus program kota layak anak ini tertuang dalam Peraturan Presiden Republik Indonesia Nomor 25 Tahun 2021 tentang Kebijakan Kabupaten/Kota Layak Anak, di mana poin-poin pembahasan mengenai kebijakan khusus program kota layak anak tertuang dalam peraturan tersebut. Tulisan ini. Dari hasil referensi dari beberapa literatur, kebijakan khusus dalam program kabupaten/kota ramah anak ini memiliki beberapa klaster, yaitu Korban Kekerasan & Eksploitasi, Korban Pornografi & Situasi Darurat, Penyandang Disabilitas dan ABH (Anak yang Berkonflik dengan Hukum), Terorisme, Stigma. Dari beberapa referensi dan analisis referensi tersebut menunjukkan bahwa implementasi kebijakan kota ramah anak telah terlaksana dengan baik, meskipun masih terdapat kendala atau kendala yang dihadapi oleh instansi atau pemangku kepentingan terkait seperti Badan Pemberdayaan Perempuan dan Perlindungan Anak. Hal ini terjadi karena aparat penegak hukum memiliki persepsi yang berbeda, serta kurangnya pemahaman masyarakat terhadap adanya kebijakan khusus dalam program kabupaten/kota yang ramah anak.

Abstract

Penelitian ini bertujuan untuk mengetahui urgensi budaya inovasi bagi Aparatur Silpil Negara (ASN) dalam meningkatkan kinerja ASN dan meningkatkan kinerja organisasi public dalam mendukung program reformasi birokrasi. Penelitian ini juga mencoba melihat aspek rasionalisasi dalam mengubah pandangan budaya kerja ASN serta mendukung terciptanya semangat berinovasi bagi ASN yang selama ini ASN di doktrin sebagai pekerja yang malas dan cendrung tidak inovatif. Penelitian ini merupakan penelitian library research dimana nantinya akan mengumpulkan data-data yang berkaitan dengan konsep penerapan inovasi bagi ASN, budaya berinovasi di sector publik, berinovasi dapat mendukung kinerja organisasi dalam mewujudkan reformasi birokrasi. Adapun hasil penelitian ini yaitu penerapan budaya berinovasi, Urgensi inovasi bagi ASN dalam peningkatan kinerja organisasi dan urgensi penerapan inovasi bagi sector public dalam mewujudkan reformasi birokrasi.
