Abstract

Pine trees were planted in 1976 as reforestation plantations on customary land by the government. After the issuance of the Forest Use Agreement in 1982, some of the forest was included in state forests. In 2011, the district government began using pine resin as a source of regional revenue by issuing pine resin extraction permits. In 2017, several pine forests became part of the Social Forestry work area, forest management permits were issued by the Ministry of Environment and Forestry to the Nagari Forest Management Institution. The study aims to identify the rights and obligations that arise, and analyze the interaction between state law and customary law in the governance of pine resin tapping. The research methodology used is qualitative with a multi-case study approach. The results of the study are that the management of pine resin tapping involves various actors. The rights and obligations that arise include the rights and obligations of: the Nagari Forest Management Institution, workers, investors, and ninik mamak (traditional landowners). The interaction between state law and customary law in the governance of pine resin tapping occurs through three legal subsystems: substance, structure, and legal culture. Legal pluralism in the management of pine resin tapping results in overlapping policies, necessitating integration between customary and state law to achieve more sustainable and equitable management. These findings underscore the importance of more harmonized policies to address legal complexity and serve as a basis for future strategic steps in natural resource governance. Abstract

This study analyzes the effectiveness of local government policy programs in developing sport tourism as a strategic approach to enhance regional tourism development in Bangka Regency. The research employed a descriptive qualitative approach using a case study method. Data were collected through in-depth interviews with key informants, observations, and documentation. The data analysis referred to the program effectiveness theory proposed by Kettner, Moroney, and Martin (2008), which includes five main indicators: effort, cost efficiency, results, cost-effectiveness, and impact. The findings indicate that the sport tourism program in Bangka Regency is considered effective. The local government demonstrated strong commitment through budget allocation, cross-sectoral collaboration, and the provision of supporting infrastructure for sporting events such as triathlons. From the perspectives of cost efficiency and cost-effectiveness, the program has produced optimal outcomes despite relatively limited funding. The program also succeeded in increasing tourist visits, empowering local MSMEs, and strengthening the region’s image as a sport tourism destination. The long-term impacts—such as the reinforcement of social networks, the growth of sports communities, and the improvement of regional tourism governance—further underline the program’s success. Nonetheless, there is still room for improvement, particularly in digital promotion, human resource capacity development, and measurable evaluation of economic impacts. Overall, sport tourism can serve as a strategic instrument for enhancing regional tourism competitiveness and supporting sustainable regional development.

Abstract

Platform merdeka mengajar adalah suatu aplikasi yang digunakan untuk membantu guru untuk mendapatkan referensi, inspirasi dan pemahaman untuk menerapkan kurikulum merdeka. SDN 015905 Binjai Serbangan Kecamatan air joman adalah salah satu sekolah sasaran yang menjadi fokus utama dalam peningkatan kualitas pendidikan. Isi platform merdeka mengajar antara lain adalah edukasi menjadi penggerak untuk guru dalam mewujudkan pelajar pancasila. Menyediakan referensi bagi guru untuk mengembangkan praktik mengajar sesuai kurikulum merdeka, serta mendorong guru untuk terus berkarya dan menyediakan wadah berbagi paktek yang baik. Tujuan pelaksanaan pengabdian ini merupakan memberikan pengetahuan dan pengenalan mengenai aplikasi platform kampus merdeka sebagai wadah berkarya guru.
