Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Program Pencegahan, Pemberantasan, Penyalahgunaan, dan Peredaran Gelap Narkotika (P4GN) oleh Badan Narkotika Nasional (BNN) Kota Jambi, serta mengidentifikasi kendala yang dihadapi selama proses implementasi. Pendekatan deskriptif kualitatif digunakan untuk memahami secara mendalam pelaksanaan program tersebut berdasarkan empat variabel utama teori implementasi kebijakan George C. Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan pengumpulan data melalui wawancara dan dokumentasi. Analisis data menggunakan model analisis dari Milles and Huberman mulai dari tahap reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa BNN Kota Jambi telah menjalankan program P4GN melalui strategi komunikasi yang efektif, koordinasi lintas sektoral, dan pemberdayaan masyarakat. Namun, implementasi program ini menghadapi sejumlah kendala, termasuk keterbatasan sumber daya manusia, fasilitas pendukung, dan persepsi negatif masyarakat terhadap rehabilitasi. Sebagai upaya perbaikan, direkomendasikan peningkatan alokasi anggaran, penguatan kolaborasi dengan berbagai pihak, serta intensifikasi kampanye sosialisasi untuk mengubah stigma negatif terkait rehabilitasi. Penelitian ini diharapkan dapat menjadi referensi untuk memperkuat efektivitas implementasi kebijakan P4GN.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis strategi pemerintah desa Muaro Pijoan dalam pengembangan tata kelola desa wisata lubuk guci emas. Fenomena masalah yang ada yaitu kurang optimalnya tata kelola desa wisata, dilihat dari menurunnya peringkat ADWI pada tahun 2024, penurunan jumlah pengunjung, serta berkurangnya partisipasi masyarakat. Penelitian ini menggunakan teori strategi pemerintahan oleh Geoff Mulgan yang dibenturkan dengan teori pengembangan pariwisata oleh Yoeti. Data-data dikumpulkan melalui wawancara, observasi, dan dokumentasi dan dianalisis secara kualitatif. Hasil penelitian ini menyimpulkan bahwa pemerintah desa Muaro Pijoan telah mempunyai strategi dalam pengembangan tata kelola desa wisata dilihat dengan adanya visi misi dan rencana induk sebagai tujuan awal, serta melakukan beberapa tindakan seperti bekerjasama dengan berbagai pihak, membangun sanggar seni, desa agrowisata holikultura, menambah fasilitas, membuka jalur darat, serta mengadakan beberapa pelatihan/sosialiasi. Namun, strategi yang dilakukan pemerintah desa dinilai belum optimal karena kurang melibatkan masyarakat dan beberapa strategi yang telah dilakukan pemerintah berdampak kurang baik pada perekonomian sebagian masyarakat.

Abstract

This study aims to identify the issues raised by the community in protesting coal transportation policies along the Trans-Sumatra Highway that passes through Jambi Province. Coal transportation along public roads often causes issues that interfere with community activities, ranging from traffic congestion and accidents to pollution and road damage. This study examines the issues that significantly impact social life along the Sumatra Trans-Road passing through Jambi Province. The study employs a literature review method, utilizing data from online news sources from 2023 to 2024, which were then analyzed using NVIVO 14. The results of this study indicate that each issue arising from coal transportation activities is interconnected, with traffic congestion and accidents being the most dominant, followed by road damage, community pressure for the completion of a dedicated coal road, and issues related to pollution and welfare.

Abstract

The urgency of this community service is the importance of strengthening digital literacy for marketing circular economy products as an inclusive development approach that supports the Jambi City government's program in Eka Jaya Village. The methods used include training, direct mentoring, participatory observation, and evaluation of results through pre- and post-activity surveys. The results of the activity show a significant improvement in the participants' digital skills. Integrating activities with the happy village Program fosters positive synergy among the community, academics, and local government in achieving a digital-based, inclusive economy. From a social impact perspective, this activity successfully formed a collaborative network among MSME actors, youth groups, and housewives in developing environmentally friendly businesses with circular economic value. Besides this activity, it also strengthens awareness of the importance of household waste management and environmental conservation. Thus, strengthening digital literacy for marketing circular economy products not only contributes to the economic independence of the community but also becomes part of a sustainable and inclusive development strategy that aligns with the Jambi City Government's vision of a productive, intelligent, and sustainable happy village.

Abstract

This research aims to uncover and analyze the complex conflicts of interest in artisanal mining activities in Jambi and Bangka Belitung provinces. Although mining has long been the backbone of the economy in these two regions, its rapid growth has caused various problems. Environmental damage and social conflicts involving various parties are inevitable impacts. The focus of this research is on artisanal mining areas (WPR) in both provinces. Using a qualitative-comparative method, this research will identify and analyze four main aspects: competing economic and political interests, the dynamics of conflicts of interest, the impact on community welfare, and existing mining management policies. Primary and secondary data will be collected and analyzed using the Miles and Huberman method to deeply understand the phenomenon of conflict of interest in the context of artisanal mining. The results of this research are expected to contribute to the development of better policies in sustainably managing community mining activities. The expected outputs of this research are scientific publications in reputable international journals, presentations at international conferences, and the preparation of public policies that can be a reference for relevant stakeholders.

Abstract

This research aims to explain adaptive governance in developing the capacity of the city government related to the relocation of street vendors (PKL) arrangement in the Talang Banjar market, Jambi City. The method used is qualitative with a case study approach. The results showed that the Jambi City Government, in solving the problem of relocation of street vendors arrangements in the Talang Banjar market, had not implemented adaptive governance optimally.  On the indicators of polycentric and multi-layered institutions, it was found that the Jambi city government had formed an integrated team. Still, it had not run optimally, so the settlement had not occurred. Furthermore, the indicators of collaboration and participation are still not optimal among fellow institutions because there are still egocentric institutions in collaboration. Meanwhile, in the indicators of self-organization and networking, the government has formed a merchant association to organize the market. However, the organization is no longer active, and its members are decreasing. Meanwhile, on the indicators of learning and innovation in structuring street vendors, the Jambi City government has conducted program evaluations, but there has been no sustainable innovation for the problem of relocating street vendors in the Talang Banjar market in Jambi City. This research enriches the literature on adaptive governance by demonstrating that the success of implementation is not only determined by the existence of institutional structures such as integrated teams or trade associations, but also by the effectiveness of functions and interactions among the actors within them
