Abstract

Abstract

Abstract

The implementation of digital technology in the global health sector has received strong support, with the adoption of Electronic Medical Records (EMR) becoming a primary focus in modernizing health systems to improve service quality. However, in Indonesia, 48.9% or 4,807 community health centers (Puskesmas) have not yet adopted EMR technology. Therefore, pre-implementation analysis is crucial to identify barriers and opportunities for success. The TOE (Technology-Organization-Environment) framework serves as an analytical model for technology adoption at the organizational level, capable of explaining the factors influencing the decision to adopt technological innovations. This study aims to develop a TOE instrument in Indonesian, adapted from previous research, and adjusted to the research context. The instrument is structured in the form of a questionnaire, tested for validity and reliability. The validity test results indicate that all questionnaire items are valid (r calculated > r table), while the reliability test shows a Cronbach’s Alpha value of 0.916, indicating that the instrument is reliable. This questionnaire can be used to analyze the factors influencing technology adoption in the implementation of EMR in health facilities and can serve as a basis for future research development

Abstract

Advances in digital technology in the health sector have created significant opportunities for health workers to enhance their ability to detect non-communicable diseases (NCDs) at an early stage. The use of the risk detection feature in the SatuSehat application at the primary service level is still limited because some officers do not understand how to use it and its benefits in promotive and preventive activities. This community service program aims to strengthen the knowledge and skills of Puskesmas staff in using the SatuSehat application as a tool for early detection of NCDs. The method employed was training with a participatory educational approach, involving the presentation of materials, live demonstrations, discussions, and evaluations through pre- and post-tests. The activity was conducted at the Kesunean Health Center in Cirebon City and involved 25 health workers. The results showed an improvement in participants’ knowledge, with the average pre-test score increasing from 79 to 90 in the post-test. Several participants were introduced to the early detection feature for the first time during the training and expressed strong interest in applying it. The training contributed to improving digital literacy among health workers and strengthening NCD prevention efforts at the primary care level.
