Abstract

Kota Sehat (Healthy City) as one program that continues to be developed with public policies and creates physical and social environments that enable people to support one another in carrying out all life functions and achieving their full potential (Healthy Toronto 2000 Subcommittee, 1988). The implementation of Kota Serang Sehat which began in 2013 until now has not run optimally as a whole, especially related to the implementation of 9 (Nine) District / City Health Arrangements and the role and function of the Serang Sehat City Forum (FKSS) and the Serang Sehat District Communication Forum (FKKSS) ). However, several key indicators show improvements in achieving the Sustainable Development Goals (SDGs) targets. Infant Mortality Rate (IMR) decreased from 31 cases in 2014 to 21 cases in 2018 (source: Dinas Kesehatan Kota Serang, 2019). On the other hand, there has been a very large increase in the number of deaths in 2017 and 2018, where in 2017 there were 85 deaths, and in 2018 there were 81 cases for toddlers aged 1 year to 4 years 11 months. The next main indicator is the Maternal Mortality Rate (MMR) where in 2014 there had 6 cases increased sharply in 2018 to 24 cases, or increased 400 percent or quadrupled (Source Dinas Kesehatan Kota Serang, 2019). In connection with the City Spatial Planning General Plan (RUTRK) in general, it has supported the implementation of Serang Sehat City by structuring slums, developing the supply and access to clean water and in terms of managing and overcoming the waste problem. For general indicators related to the support of the Regional Government for the City of Serang Sehat, to increase community participation and in terms of budgeting already support the APBD, but each work program embedded in the activities of each OPD has not been coordinated or the emergence of sectoral egos or not integrated yet. Then the support from CSR is also not optimal. Research recommendations are optimizing the Minimum Service Standards Coverage (SPM) in Health and involving all sectors, especially services related to family health for mothers and children (infants and toddlers) so as to reduce the maternal mortality rate (MMR) and infant and toddler mortality rates (MMR) AKB and Akaba) towards meeting Sustainable Development Goals (SDGs) standards. Next is the optimization of the role of each element in the Serang Sehat City Forum, full support from the local government and the maximum CSR functionKeywords: Kota Serang Sehat; Sustainable Development Goals (SDGs)

Abstract

Affirmative action is a solution to reducing gender disparities in various fields including politics. Efforts to increase women's representation are important in providing justice for women for their political rights, by producing policies that protect women's political rights. The indicator set by the Sustainable Development Goals for gender equality is the number of women's representation in parliament. This research is motivated by the condition where the number of members of the Serang City DPRD for the 2019-2024 period is only 8 women from a total of 45 members or 17%, where this number has not met the 30% quota for women. This study aims to determine the affirmative action taken to reduce gender disparities in politics. The research method used in this research is descriptive qualitative with interactive data analysis techniques. This research finds that from a policy perspective, both the central and local governments have made efforts to carry out affirmative action in the political field even though women's participation in politics is still low. This is inseparable from obstacles in the form of public perceptions of the quality of female cadres, women's self-distrust, factors of family support and family background. The study also found that strengthening the role of political parties through socialization, gender-biased political education and the involvement of female cadres in organizational activities and community empowerment activities can have an effect on reducing the stigma of gender disparity in politics

Abstract

Mayor Regulation No. 7 of 2017 concerning Jaminan Sosial Cilegon Mandiri. (JSCM) is a program that aims to support the fulfillment of basic needs, education, and family health of poor and disadvantaged people in the form of social assistance. One of the goals of this program is for the family who receives the program able to develop businesses that are managed continuously to improve family welfare. This paper tries to provide recommendations to policy implementers regarding policy alternative to develop and manage bussiness of target group (families that receive JSCM) by formulation of policy analysis issues, formulation of objectives, alternative policies, criteria and assessment of alternative policies and recommendations.

Abstract

This community services aim to create an alternative to fulfill family food and nutritional need by optimization limited space that available and it is located in Kelurahan Panancangan, Kecamatan Cipocok Jaya, Kota Serang. The method used in this community service activity is sozialization (offline and online using guidance video from YouTube) and also Q and A method, but with the limited number of participants and implementing the stricted health protocol during the COVID-19 pandemic situation. The result of this community services activity is creativity in food cultivation, food diversityand nutrisious of family consumption in order to maintain our body’s immunity, so that all family members remain healthy, creative and productive during COVID-19 pandemic situation

Abstract

AbstrakUsaha untuk menjamin Kesehatan ibu hamil, Kesehatan bayi, balita dan anak usia sekolah termasuk upaya penanganan stunting menjadi Visi Indonesia 2020-2024. Stunting adalah kondisi gagal tumbuh pada anak balita akibat kekurangan gizi kronis terutama 1.000 Hari Pertama Kehidupan (HPK). Kondisi ini disebabkan oleh kurangnya asupan gizi dalam waktu lama serta terjadinya infeksi berulang, dan kedua faktor penyebab ini dipengaruhi oleh pola asuh yang tidak memadai. Kekurangan gizi terjadi sejak bayi dalam kandungan dan pada masa awal setelah bayi lahir akan tetapi, kondisi stunting baru nampak setelah bayi berusia 2 tahun. Permasalahan stunting adalah permasalahan gizi (Rahmadita, 2020) yang dapat menyebabkan tingginya tingkat kematian pada balita di Indonesia bahkan Asia Tenggara (Apriliana &Fikawati,2018). Ragam kebijakan penanggulangan stunting telah dikeluarkan oleh pemerintah melalui 5 (lima) pilar utama yaitu (a) Peningkatan komitmen komitmen dan visi kepemimpinan di kementerian/lembaga, pemerintah daerah provinsi, pemerintah daerah kabupatenfkota,dan pemerintah desa; (b) Peningkatan komunikasi perubahan perilaku dan pemberdayaan masyarakat; (c) Peningkatan konvergensi intervensi spesifik dan intervensi sensitif di kementerian/Lembaga, pemerintah daerah provinsi, pemerintah daerah kabupaten/kota dan pemerintah desa; (d) Peningkatan ketahanan pangan dan gizi pada tingkat individu, keluarga dan masyarakat dan (e) Penguatan pengembangan system, data, informasi, riset dan inovasi  serta kebijakan yang bersifat Kerjasama lintas sektor dari pusat sampai dengan pemerintah di tingkat desa (Latifa Suhada Nisa,2018). Kegiatan pengabdian pada masyarakat ini menjadi penting dalam rangka peningkatan kesadaran dan pemahaman terkait stunting dan upaya pencegahannya di Desa Padarincang, Kecamatan Padarincang Kabupaten Serang Propinsi Banten.Kata Kunci: Penyebab, Stunting, Upaya Pencegahan AbstractEffort to ensure the health of pregnant women, infant, toddler and school-age children, including effort to dealing with stunting, are Indonesia’s Vision 2020-2024. Stunting is a condition of failure to thrive in children under five due-to chronic malnutrition, especially the First 1,000 Days of Life It causes by a lack of nutritional intake for a long time and the occurrence of repeated infections, and both of these factors are influenced by inadequate parenting. Malnutrition occurs since the baby is in the womb and in the early days after the baby is born, however, stunting only appears after the baby is two years old. Nutritional problem (Rahmadita,2020) which can cause high mortality rates for children under five in Indonesia and even Southeast Asia (Apriliana & Fikawati, 2018). Various prevention policies has been issued by the government through five main pillars, namely (a) Increasing commitment and leadership vision in ministries/agencies, provincial governments, district/city governments and village governments; (b) Improve communication of behavior change and community empowerment; (c) Increasing the convergence of specific and sensitive interventions in ministries/agencies, provincial governments, district/city governments and village governments; (d) Increasing food and nutrition security at the individual, family and community level and (e) Strengthening the development of system, data, information, research and innovation as well as policies that are cross-sectoral collaboration from the center of the government at the village level (Latifa Suhada Nisa, 2018). This community service activity is importance in order to increase awareness and understanding regarding stunting and its prevention efforts in Padarincang Village of Serang Regency of Banten Province.Keywords: Causes, Prevention, Stunting

Abstract

Collaborative Governance involving public and private stakeholders together in a forum to generate consensus in decision making. The purpose of stakeholders’ involvement is to formulate and implement policies. This cross-sectoral role contributes higher quality of public services. Role of the leadership is needed when the decision is made, in practice every stakeholders or actor involved has a clear task regarding who is responsible, what should they do and how to do technically. The leader act as a convener, demands the power of meeting including the ability to persuade stakeholders to participate, has experience and reputation of unbiased issued in question. Abstract

Regulation of Kemendes PDTT No. 16/2018 concerning Allocation of Village Funds (Alokasi Dana Desa/ADD) declare that one of the Village Funds priorities is to improve health services in village. The Healthy Village House (RDS) is a community centre whose role is to encourage health literacy in the village as well as to advocate for development policies in the village to be more focused on efforts to improve the health status of the community in the village. The establishment and development of RDS is facilitated by Kemendes PDTT as an effort to prevent stunting. The prevalence of stunting under five in Indonesia in 2019 reached 27.7 percent, still far from WHO target of 20 percent, and in Banten Province itself it reached 24.1 percent (Source: Study of Nutritious Toddler of the Ministry of Health, 2019). Stunting ins chronic nutritional problem who are characterized by a shorter height than the average age of children, children become susceptible to disease and when they are adults are at risk of degenerative disease. The stunting reduction acceleration program is one of the government’s priority program in the health sector and targeted 14 percent in 2024. The Healthy Village House (RDS) is a joint secretariat in the village, functioning as a transmitter of health information, that a person, family or community is able to help themselves (independently) in the health sector and play an active role in health development in the village, in this case including the stunting prevention convergence policy. Convergence policy is interpreted as an intervention approach carried out in a coordinated, integrated and jointly targeted manner in geographic areas and priority households to prevent stunting. Stunting prevention policies is a challenge during COVID-19 pandemic due to rising unemployment and poverty rate. Sindangsari Village has established the Healthy Village House (RDS) using allocation of village funds (ADD) and providing nutritional food assistance for stunting toddlers. Abstract

The work system of the State Civil Apparatus (ASN) during the Covid-19 pandemic underwent many changes and adjustments in the context of providing public services. The government implemented changes to the Work from Office (WFO) work system to Work from Home (WFH) and optimized the use of technology to be able to provide satisfying public services. The role of ASN is to provide services to the community in a professional, responsible and competent manner in dealing with national issues and problems, to act as a unifying force for the nation, to be adaptive and to be able to collaborate with all elements of the nation. The public services provided involve three elements, namely public service delivery organizations, the community as service recipients and success or satisfaction in providing services received by the community. Changes to the work system during and after the pandemic certainly have a positive or negative impact on the professionalism of ASN. The research findings show that changes in the work system have shown a positive impact regarding the use of digital technology in the delivery of public services so that they are more flexible, efficient and transparent, but on the other hand a strict oversight mechanism is needed in order to maintain the integrity of ASN. AbstraksiSistem kerja Aparatur Sipil Negara (ASN) selama berlangsungnya pandemi Covid-19 mengalami banyak perubahan dan penyesuaian dalam rangka penyelenggaraan pelayanan publik. Pemerintah memberlakukan perubahan sistem kerja Work from Office (WFO) menjadi Work from Home (WFH) serta mengoptimalkan penggunaan teknologi untuk dapat memberikan pelayanan publik yang memuaskan. Peran ASN adalah wajib memberikan pelayanan kepada masyarakat dengan professional, bertanggungjawab dan kompeten dalam menangani isu dan masalah bangsa, berperan sebagai pemersatu bangsa, adaptif dan mampu berkolaborasi dengan segenap elemen bangsa. Pelayanan publik yang diberikan melibatkan tiga unsur yaitu organisasi penyelenggara pelayanan publik, masyarakat sebagai penerima pelayanan dan keberhasilan atau kepuasan dalam pemberian pelayanan yang diterima oleh masyarakat. Perubahan sistem kerja selama dan paska pandemi tentunya memiliki dampak positif mauun negatif terhadap profesionalisme ASN. Temuan penelitian menunjukkan perubahan sistem kerja menunjukkan dampak yang positif terkait penggunaan teknologi digital dalam penyelenggaraan pelayanan publik sehingga lebih fleksibel, efisien dan transparan, namun di sisi lain diperlukan mekanisme pengawasan ketat dalam rangka menjaga integritas ASN.
