Abstract

Poverty remains a critical issue in Bengkulu Province, with the poverty rate reaching 14.04% as of March 2023. Productive zakat serves as a potential instrument for economic empowerment among mustahik (eligible recipients). This study aims to examine changes in mustahik income levels before and after receiving productive zakat and to assess the effectiveness of the program implemented by the Indonesian Zakat Initiative (IZI) LAZ in Bengkulu City. A quantitative approach with a descriptive method was employed. Primary data were obtained through questionnaires distributed to 30 mustahik recipients of productive zakat from IZI. Data analysis included validity, reliability, and normality tests, the Wilcoxon signed-rank test, and program effectiveness analysis. The findings indicate that productive zakat, provided in the form of business capital assistance, equipment, and skills training, significantly increased the income of mustahik. The Wilcoxon test confirmed a significant difference in income before and after receiving productive zakat. These results demonstrate that IZI's productive zakat program in Bengkulu City is effective in improving income levels and fostering economic independence among mustahik, making it a strategic tool for poverty alleviation and community empowerment.

Abstract

The blue economy has become a strategic agenda for ASEAN countries in an effort to achieve sustainable economic growth based on the management of marine resources. Indonesia, as the world's largest archipelagic country with the second longest coastline globally, has a central role in encouraging the implementation of the ASEAN Blue Economy Framework. This article analyzes Indonesia's blue economy policy in the context of ASEAN regional cooperation, identifies the dynamics of the implementation of the regional framework, and examines the challenges and opportunities faced. Through the method of document analysis and literature on national and regional policies, this study finds that Indonesia has played a proactive role as the driving force of the ASEAN blue economy through the launch of the Indonesia Blue Economy Roadmap 2023-2045 which is a reference for other ASEAN countries. However, implementation at the national and regional levels still faces a variety of structural barriers, including capacity gaps between countries, funding limitations, and the need for harmonization of cross-border regulations. This article provides recommendations to strengthen national-regional policy synergies, enhance innovative financing mechanisms such as blue carbon finance, and strengthen the role of coastal communities in decision-making. Abstract

This study examines Muhammadiyah's sharia economic policy in the context of strengthening the ummah's economy through a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis approach. Muhammadiyah as the second largest Islamic mass organization in Indonesia has a strategic role in the development of the sharia economy through various economic charities such as the Sharia People's Financing Bank (BPRS), Baitul Mal wa Tamwil (BMT), sharia cooperatives, and the Muhammadiyah Amil Zakat Infak Sedekah Institution (LAZISMU). This qualitative-descriptive research uses secondary data sources in the form of Muhammadiyah policy documents, sharia economic regulations, official reports of organizations, and scientific literature. The results of the SWOT analysis show that the main strength of Muhammadiyah lies in its wide organizational network, high public trust, and commitment to Islamic economic principles. The main weaknesses include fragmentation of coordination between economic institutions, limited sharia economic literacy at the grassroots level, and lack of integration of the digital financial system. Significant opportunities arise from the growth of the national Islamic finance industry, government regulatory support, and increasing awareness of the people towards the halal economy. Threats include competition with other conventional and Islamic financial institutions, as well as global economic dynamics. The SWOT strategy matrix results in four policy orientations: the SO (aggressive-expansive) strategy, the WO (turnaround) strategy, the ST (diversification) strategy, and the WT (defensive) strategy. Policy implications include strengthening the integration of Muhammadiyah's sharia economic ecosystem, increasing the capacity of human resources, accelerating digital transformation, and strengthening the branding of the sharia economy based on progressive Islamic values. Abstract

This article aims to determine the implementation of the Zakat Maal Distribution System Analysis at the National Zakat Agency of Bengkulu City (BAZNAS). The analysis aims to determine whether the zakat mal distribution system implemented complies with Islamic sharia principles and government regulations. This study used field research, also known as empirical research. Data were obtained through direct interviews with BAZNAS employees in Bengkulu City and several zakat recipients. The results of this study conclude that the distribution has been running quite well and is in accordance with Islamic principles and applicable laws and regulations in Indonesia. The National Zakat Agency (BAZNAS) of Bengkulu City has distributed zakat funds to various groups categorized as mustahik (zakat recipients), such as the poor, those in need, converts to Islam, and others. The utilization of zakat funds covers various areas, including educational assistance, business assistance, social assistance, and healthcare. Zakat distribution has been successful, but low public awareness remains, leading to uneven distribution, with monitoring and evaluation to ensure zakat programs reach their intended targets.

Abstract

This study aims to evaluate the financial health of BPRS Muamalat Harkat Bengkulu from 2020 to 2023 using the CAMEL method, which encompasses five main components: Capital, Assets, Management, Earnings, and Liquidity. This study is crucial for determining the extent to which the bank's financial and operational performance meets the healthy criteria, while also providing objective information for management and stakeholders. The study population comprised all financial reports of BPRS Muamalat Harkat Bengkulu, with annual reports for the period studied as a sample. The data collection technique used was the documentation method, compiling secondary data in the form of balance sheets, income statements, and relevant financial ratios. Data analysis was conducted using descriptive quantitative analysis, calculating financial ratios based on CAMEL components, assigning scores according to the OJK assessment guidelines, and multiplying the results by the weights of each indicator to obtain a final score for the bank's health level. The research findings indicate that, overall, BPRS Muamalat Harkat Bengkulu was in the "healthy" category during the 2020–2023 period. However, in 2023, the bank's health score declined due to an increase in the Non-Performing Financing (NPF) ratio and a decline in operational efficiency, reflected in the BOPO ratio. Meanwhile, capital and liquidity continued to demonstrate strong and stable performance. Abstract

The tourism sector is one of the people's economic potentials that needs to be developed in order to improve community welfare and regional development. Panjang Beach is one of the most famous tourist attractions in Bengkulu. One of the factors is that the Panjang Beach tourist attraction is able to open up employment opportunities for the local community by becoming auxiliary workers and opening micro, small and medium businesses run by the community around the area. So there is management and many regional development programs on the grounds that the Panjang Beach tourist attraction is able to produce economic benefits for the community. This research aims to analyze the role of the Bengkulu Panjang Beach tourist attraction in increasing people's income according to an Islamic economic perspective. The types of research used in this thesis are field research and library research . The methods used to collect data in this research are observation, documentation, interviews and questionnaires. The results of the research can be concluded that the role of the Bengkulu Panjang Beach tourist attraction is able to make a very big contribution as a place that is able to absorb labor as well as providing employment opportunities for the surrounding community in particular and based on data obtained both practically through observation and theory, it can be concluded it is said that the business activities that occur in the Panjang Beach tourist area of Bengkulu and those carried out by the community around the Panjang Beach tourist attraction are in accordance with the Ijarah principles. Abstract

Achievements in terms of providing financing to Cooperative members are notregardlessfrom the role of Cooperative administrators and managers in terms of carrying out/implementing proceduresproviding financing (loans) to members . Abstract

Islamic social entrepreneurship has gained increasing attention as a value-based approach to poverty alleviation in Muslim-majority societies. However, limited empirical research has examined how Islamic social enterprises translate religious values into governance practices, empowerment mechanisms, and sustainable community development. This study investigates Islamic social entrepreneurship as a mechanism of community-based empowerment in Bengkulu Province, Indonesia. Using an interpretivist qualitative approach and a multi-site case study design, data were collected from six Islamic social enterprises through semi-structured interviews, field observations, and documentary analysis. A total of 34 participants were involved, comprising enterprise practitioners, community beneficiaries, religious leaders, and local government representatives. Thematic analysis identified four major findings. First, Islamic ethical values such as falah, maslahah, amanah, and ‘adl shaped enterprise governance when they were institutionalised in decision-making, accountability, and resource allocation. Second, empowerment emerged as a multidimensional process involving economic capability, social recognition, moral legitimacy, and community participation. Third, Islamic social enterprises faced persistent tensions between social mission, financial viability, and Shari’a-compliant operational models. Fourth, regulatory ambiguity, limited access to Islamic capital, and managerial capacity gaps constrained institutional sustainability and scalability. The study contributes to Islamic social entrepreneurship literature by demonstrating that religious values become transformative only when embedded in participatory governance, sustained mentoring, and supportive institutional ecosystems.

Abstract

This study has analyzed millennial donor behavior within Indonesia’s digital waqf ecosystem using a netnographic approach. The study is grounded in the growing use of digital platforms for waqf mobilization and management, particularly among millennials who routinely conduct financial, social, and religious activities through online media. Data were collected from five digital field sites: Instagram, Twitter/X, Kitabisa, Wakaf.com, and YouTube. The dataset consisted of 3,379 data units, including posts, comments, donor responses, campaign updates, and public interactions. The data were analyzed using reflexive thematic analysis to identify patterns of behavior, motivation, trust construction, and digital accountability in online waqf practices. The findings reveal three major themes: platform-mediated trust construction, gamified Islamic giving, and the formation of digital waqf communities as spaces of religious identity and social accountability. Donor trust was found to depend not only on institutional reputation, but also on visual transparency, Sharia legitimacy, managerial responsiveness, and the influence of digital religious figures. The study also identifies an ethical tension between the effectiveness of digital campaign strategies and the Islamic value of sincerity in giving. Overall, the study concludes that digital waqf has significant potential to expand youth participation in Islamic philanthropy, but its success depends on the integration of platform innovation, transparent governance, waqf literacy, and religious ethics.

Abstract

Pelatihan perhitungan zakat dalam meningkatkan pengetahuan dalam perhitungan zakat pada Majelis Taklim masjid Al-Mujahidin Bengkulu Utara, karena pelatihan seperti ini sangat jarang diberikan oleh dosen atau mahasiswa. Kegiatan ini dilaksanakan dengan menggunakan pendekatan pemberian pemahaman/pelatihan dan pendampingan dalam praktik dengan harapan meningkatkan pengetahuan serta pemahaman tentang perhitungan zakat yang sesuai anjuran syara’. Kepada pengurus dan anggota Majelis Taklim masjid Al-Mujahidin Bengkulu Utara. Pada kegiatan ini sebagai aplikasi dari pelatihan dipraktekan secara langsung kepada peserta pada beberapa pertemuan. Ketercapaian tujuan pendampingan pelatihan perhitungan zakat ini secara umum sudah baik, hal ini terlihat dari apa yang mereka utarakan bahwa disaat pelatihan bahwa sedikit banyak mereka sudah memahami tentang perhitungan zakat yang sesuai anjuran Syara’.
